>> good saturday morning, i'm eric thomas in for katie marzullo. first up, let's get archaic on the weather forecast today and for super^bowl sunday. here's lisa argen. >> good morning to you. it's clear and cold this morning. live doppler 7hd not showing anything in the way of cloud cover. dewpoints lower and waking up to temperatures at or below freezing from the east bay valleys to the north bay valleys. the numbers there in and around the low 30s with low 40s

around the bay. so chillier today. even at the coast it's a cold start. by this afternoon only in the low to mid-50s. afternoon highs are seasonal. that is near 60 trees for san jose and up toward santa rosa. san francisco should come in at 57. oakland maybe about 60 and by the evening it will be clear and a chilly night tonight although i'm anticipating increasing clouds for everyone. some of you are seeing some rain as soon as tomorrow. i will show you it and the time-out for you for the rest of the weekend. eric. >> all right, lisa. thank you very much. california's drought is so severe that for the first time state officials won't be able to supply any water to cities or farms anywhere in california unless things change drastically

that means 25 million people who depend on water from northern california rivers and reservoirs are on their own this year. same for the million acres of farmland in the central valley. if conditions stay the same in the bay area's two water districts will be hard hit, including zone 7, which gets almost all it's water from the state. abc news anchor ama daetz has more from dublin. >> emerald grant park gets a good soaking from the sprinklers at dublin residents are doing what they can to conserve water. >> we don't news as much water as we do for dish washing and things like that. we try to be sparing in that sense. >> we take shorter showers and don't do as much dishes or laundry as much anymore. >> but without any water coming from the state, there is worry for the future. >> i'm not originally from california so i don't know what they are doing in terms of restricting water to farms is going to look like other than hurting farmers and making the cost of groceries go up. >> at this organic produce in san francisco, fresh foods and vegetables are being stacked, wrapped and ready for transport.

the owner believes growers will get by this year, but just by the skin of their teeth. >> i think this year we will see maybe a little less product or maybe smaller. the ones really in jeopardy are melon growers because they need a lot of water and they are in the southern part of san joaquin. and perhaps grapes. but another year like this will be a tragedy. >> he's optimistic looking for maybe two or three good months going ahead. and growers are pruning and using their own well water. abc7 news. >> the state hasn't been this dry in generations. this graph shows 1970 for the water year that starts in october. look at 2014. we are way into the red. that's less than five inches statewide since october 1st, the period that's supposed to be our rainy season. here's video of snow in tahoe. it's stacked up alongside the

road on highway 50. chain requirements were lifted there last night. and you can keep track of the weather in the bay area using live doppler 7hd on our abc7 news weather app. download information is at abc7news.com/apps. >> in developing news. police are looking for a man who shot two college students near michigan state student. it happened just before 9:00 last night at an apartment complex located less than a mile from the campus in east lansing. one student was listed in critical condition at a local hospital and the other was treated and released. students were alerted by a text message and police did not believe it's a are random attack. one person is hospitalized with injuries after being shot multiple times in san jose. it happened okay gateway at a middle school.

the shooting victim was taken to the hospital with life-threatening injuries, no word yet on that person's conditions. suspect's car crashed a short distance away. no word on a motive. the highway patrol is still looking for one of two people who led them on a chase through the east bay last night but we have exclusive video of the other suspect being arrested. the highway patrol said the driver sped off. when officers tried pulling over the lexus for running a stop sign near the oakland zoo. the driver led officers into berkeley, where the chase came to an end. the woman in the car was arrested and the male driver is still being sought. police say they found guns and drugs in the car. >> a problem with ship traffic in san francisco had a deep i impact on train traffic underneath the bay. a ship suddenly lost power and dropped anchor, triggering concerns it could damage the tube be need the bay. we have details. >> just about everything at the bottom of the san francisco by

is very clearly charted. this one here is a transbay tube. on the nautical charts it is very clearly marked so mariners know not to drop anchor anywhere near here. the coast guard said a large container ship was on its way to the port of oakland rate -- operated by ever grown shipping. it lost power and the pilot aboard dropped anchor to make sure it didn't drift out of control. according to the bar pilots, it was dropped 500 feet from the transbay tube but even if the tube had been hit, it shouldn't post a problem. >> but the original protection of the underwater portion for exactly those kinds of accidents. >> the port area you can have a boat sink any day, so you have to protect it. >> he is an engineer who consulted with seismic retrofitting on the concrete tube. it's covered with a three foot long concrete liner.

>> we had to get off the train. >> they didn't really say too much. >> they made you wait? >> they made us wait. >> a bart spokesperson said they inspected the tube during the bake and didn't spot problems so quickly restarted service. but they have not released much more information in part because of security concerns. >> you would like to assure the public of the details. on the other hand, you have people who could take that information. >> abc7 news. >> the giant crane that helped lift some of the heaviest piece of the bay bridge in place arrived in new jersey. it left the area just before christmas. tug boats dragged it 6,000 miles down the west coast, through the panama canal and eventually up to the hudson river. it's one of the largest floating cranes in the world and will be reassembled for work on a bridge. >> travelers flying in and out of sfo could face some summer

delays. two runways may be closed from may to september. workers will design collapsable pavement, designed to stop planes from going off the tarmac. an sfo spokesperson said they know closing them during a busy time will make delays but doing it then will be the quickest way to get the job done. >> two two san jose men were arrested and charged for stealing mail from more than 250 people throughout the south bay. the two men were taken into custody last week in los gatos. police found hundreds of pieces of missing mail in their meth. officers are working to contact victims of the mail theft so they can retrieve their stolen items. >> today thousands of giants fans will spend the day at at&t park for the fan fest. fans can get their pictures taken with players, who will also be on hand to sign autographs. they will able to pay pictures as well with the world series trophies and walk and play catch

the deadline was yesterday for an independent review against a san jose state student last fall. the details will go to a special task force for recommended action. abc news reporter david loui has a look. >> ms. cordell is used to controversy in making tough decisions. she's a retired san jose drug. and now an auditor. she monitors the conduct. >> i'm not worried about hurting people's feelings.

this will be a respectful process, but it's going to be straightforward, and it might be tough conversations that we have, but that's okay, that's part of the process. >> while it's other new semester, what took place a black student in a dorm last fall remains fresh in students' minds. three students will been charged with commission after hate crime and battery, accused of locking a chain around his neck and writing the "n" word on a dry erase board. >> i hope he shows us that he really cares about his students and he wants to see change on this campus and cares about the climate that we are facing every day. >> other than ms. cordell, the task force membership is a mystery. they are two weeks past the deadline to name them. it is to include students, faculty and staff, alumni, cal state experts and community members. >> my hope is we will have recommendations that are

reasonable, are do-able, and that are effective so that a message gets sent to everyone who has anything to do with san jose state that they understand that this is really serious business. >> a leading critic of the climate on campus hopes task force recommendations will be implemented, lead to go positive change. >> i believe the task force will uncover hidden information that people tried to brush under the rug. but as far as students, getting a student perspective is the only which to really move forward. >> in san jose, david loui, abc7 news. >> it's 6:14 now. nearly a year after two santa cruz police officers were killed in the line of duty, their families still have not received the half million dollars raised for them. the sergeant and officer were shot and killed last february. the city, the police officers association and two banks raised

near $560,000 for their families. police told the santa cruz sent said there was no plan on how to distribute it. the families will have until february 21st to agree to the plan >> two marin county men are joining force necessary a humanitarian bike ride in south africa to help young people with h.i.v. and a.i.d.s. they will be raising funds for program called "our fertile ground." which provides support to children living in life threatening diseases. abc news anchor cheryl jennings has the report. >> we see the bicycle as an empowerment vehicle. it's a way to give people personal freedom, liberty and that nobody else can give them. >> ken martin is the founder and ceo of this bike shop in san rafael. rob is using sports to help kids and families cope with the a.i.d.s. crisis in the kip town

-- cape town area. entire families are affected and they don't talk about it. the stigma makes it too dangerous. >> in some of the deeper rural areas you can get killed if they find out your status. some of the fertile ground people participated in last year's ride called the cape argus cycle tour. robert and his wife work with children and families suffering life-threatening illnesses who live in dire poverty and that's what robert's nonprofit is trying to change. >> work on them to get the repairs to get to school and to appointments. >> he has shipped more than 10,000 bikes to africa in seven years. ken martin has seen the way a bicycle can change a life. >> through the bicycle we are able to teach people a skill.

something they can bring to market themselves and find employment from people who can now get to work, who weren't able to get to work within three hours of their house. >> my family and i saw the way the nonprofit changed lives back in 2009. we met some of the families in the program in south africa. the children had never seen the ocean or the wildlife that tourists come to photograph. we learn most families don't even tell the children they have hiv or aids. >> to get them ready to possibly be sexually active, not knowing their status. they have a bug in their blood, cancer, everything but the truth. >> robert jr. knows about the stigma of hiv and a.i.d.s.. >> but i didn't think i would live past three. and every year they kind of told me the same thing. >> he and his dad are both living in a.i.d.s.. i met them at a program called

camp sunburst for children with hiv and a.i.d.s. that was back in the early 90s when when many americans were afraid of the illness and most children died. this man just turned 24. he's been to south africa and talk with the kids and prove them why aids is not a death sentence any more. >> medication and a big support system, having lots of friends, very key thing. >> the "our fertile ground" dream is to buy this land near the coast for a permanent camp site. it's also right next to a popular bike route. that's a until charity and business fit. >> many people go through the cape point area on a daily basis riding and practicing for races. >> not everybody can make it here for the charity bike ride but there's a way you can participate in this wonderful program, and it's as easy as donating an old bike. >> hard for americans to visualize there is a problem 10,000 miles away and a kid is

getting bullied, but a bicycle is something that can connect us. >> cheryl jennings, abc7 news. >> if you would like to know more about the mike's bike donation program at "our fertile ground." log on to our website at abc7news.com. as far as today weather-wise? kind of chilly out there this morning. >> it is chilly out there. you heard about our record-dry january. february is starting out dry. but the second half of the weekend could offer up some rain. that's good news as we look at live doppler 7hd. it's clear and we are not picking up anything today. but 24 hours from now we could see some rain her along the north coast. point reyes, not a lot of rain but enter chances in the south bay. so we will see what happens from our emeryville camera. it is chilly in san francisco. just 44 degrees right now. oakland has dropped to 40. we are looking at some upper 30s around emeryville. 3 redwood city. san jose in the upper 30s. los gatos 37. half moon bay has dropped to 39 degrees.

colder temperatures in our north bay valleys and our east bay valleys. out by the delta 38 right now. it's 35 in concord with livermore a degree warmer this hour. santa rosa below freezing and right at freezing in napa. so we are as much as 14 degrees colder this morning around the bay with 12 degrees colder in santa rosa, couple degrees colder in here livermore 10 degrees colder and san jose checking in with 8 degrees chillier this morning. the exploratorium, we are talking about more sunshine today. dry conditions but temperatures will be seasonal. gusty on-shore winds near the coast and a chance of rain heads our way as soon as tomorrow morning in the north bay. but the best chance will be on the peninsula and in the south bay. it will be dry and mild next week but we are looking at next weekend. we could see even more rain then. our atlanta and radar composite shows the high pressure a little bit further away from us, but it is still providing sunshine. certainly not as warm.

here's the rainmaker that will continue to drop to the south and head to the east tomorrow as it grazes san francisco by about 9:00. starting at about 7:00, 8:00 in the north bay. you can see some showers here. as we go through the rest of the morning, the early afternoon, 3:00 some cells offshore. but from san francisco down through monterey and the santa cruz mountains, could see a few light showers, anywhere from a .1 to .25-inch. the best chance will just be grazing the peninsula and the south bay. still add to go the rain bucket in february perhaps and that would be good news. but we dry out quickly behind it. back to a sunny day on monday. the snowpack, not much change with just 6% of where we should be and statewide that's 15% of normal. two days ago it was 10% so that little snow we got, about a foot, an inch equivalent of

>> good at day morning to you. 6:30 a.m.. i'm eric thomas in for katie marzullo. let's start with a look at the forecast. here's meteorologist lisa argen. >> good morning. we are chillier this morning. 10 degrees colder in the valley. colder in the north bay, pretty much everywhere. concord you ared degrees colder. numbers range from the schmid upper 40s around the bay to the low 30s. it's 33 in the san ramon valley with 35 in los gatos. on the coast just 39. as you head out this morning, some patchy frost. it's obviously clear. for the afternoon we will see more sunshine but temperatures seasonal. from the mid-50s with gusty, on-shore winds at the coast to about 60 degrees around the bay and inland. plenty of sunshine. increasing clouds tonight. not as cold. we are looking at a little bit of rain coming our way tomorrow.

eric. >> lisa, thank you very much. new this morning, president obama says the u.s. can take steps to ensure that more people join and stay in the middle class. in his weekly address, mr. obama echoes themes from his state of the union address earlier this week. the president said ice economic priorities include creating new jobs and improving job training and ensuring workers have good wages, healthcare and retirement options are other priorities. >> while those at the top are doing better than ever. average wages have barely budged and the too many americans are working harder and harder just to get by and too many still aren't working at all. our job is to reverse those trends. it's time to restore opportunity for all people. the idea that no matter who you are, if you work hard and live up to your responsibilities, you can make it if you try. >> the president said some of his ideas require congressional

approval, but he will take steps on his own where he can. in washington the president has shifted his attention to long-term unemployment and get it into high gear. yesterday mr. obama hosted a group of chief executives at the white house where he was introduce bid a northern california man, a veteran who couldn't find work for years after leaving the army. not even forecast food or row retail. he and his wife were forced to live in third consider when they could no longer afford to pay their rent. >> with no luck i was motivated to work, and i wanted to work, and i knew i could contribute to society like i had in my military service. but i felt helpless, lost and more importantly, a disappointment and a failure to my family. >> he ultimately found work through a pg&e job training program in san francisco. the president has convinced 300 businesses to change their hiring practices to avoid discriminating against the long-term unemployed. >> we all know we still have a

lot more to do to build an economy where everybody who is willing to work hard and take responsibility can get ahead. >> walmart, appear he he will, general motors and ford are among the companies companies who signed on to the president's initiative. first lady michelle obama is back in washington, d.c. after less than 24 hours attending some fundraisers in the bay area. her jet left san francisco international airport yesterday. lilian kim has more on the first lady's bay area visit. >> about 600 people paid anywhere from $500 to $3,200 to hear the first lady speak at the fairmont hotel in san francisco. after her speech many were inspired to give even more money to the democratic party. >> are you going to write a check? >> got to. there's a lot of people to support in oregon and florida and new york and other states where they are under very heavy,

you know, competition. >> early money is like yeast. it grows. this is the time where money can be very, very effective to give people the resources to start off being competitive. >> michelle obama said the elections ten months away are critical. she said she was counting on bay area residents to not only donate money but to help get out the vote. >> women are young people and minorities, we need to show up for midterm. she said it's on us we don't show up. >> she also touched on some of her husband's state of the union themes, that had women succeed, women succeed. >> like michelle happy said, if she's happy, her husband is happy. if we make the world go, the world is a better place. >> there were only a handful of demonstrators outside the event. most came to advocate for a single-payer healthcare system. >> if we had $20,000 and could attend the lunch, someone might listen. but we are hoping this people will get the idea. the first lady headed back home as soon as the event was over. the end of her two-day visit to san francisco. lilian kim, abc7 news.

happening today the nation's oldest black bookstore will launch a crowd funding campaign to keep the doors open. marcus books in the fillmore district features books on after african-american history and culture. supporters need to raise $1 million by the end of february to keep the store open. happening today, mills college in oakland will unveil a postage stamp dedicated to the first black woman ever elected to congress. congresswoman barbara lee will unveil the stamp dedicated to shirley chisholm. it's the 37th stamp in the black heritage series. she was elected to congress in 1968 and ran for president in 1972. congresswoman nancy pelosi is expected to attend the unavailable today which take place at 10:00 a.m. >> a ruthless computer virus discovered last september is still terrorizing users and

making millions of them in the process. we have more cryptolocker. >> i look at my computer. there was a red screen ton and on the red screen there was a down down clock. >> it happened a few action brian douglass opened a e-mail that looked like it was from after amazon, but it wasn't. >> i had a pretty bad feeling. but two or three weeks later the red screen showed up. >> his computer has cryptolockers. it's been silently scrambling his files and documents, and will only unscramble them if he pays $400 before the time runs out. >> and "wikipedia" said i was in bad trouble. >> cryptolocker is notorious. it's the most sophisticated piece of software the experts have come across. even if you harnessed the world's computers, you wouldn't

be able to break the crypto. >> he said cryptolocker uses the security world's best right. the only good option is to wipe your computer clean and restore from a backup that's more than three weeks old. if you don't have one, you are left with a choice. lose all your data or purchase the key to unscramble it. >> it's really a business, isn't it? >> absolutely. there's one recent estimate the perpetrators have netted somewhere around $27 million from this. >> we talked to one use who are did pay and did get his dit taj data back. but he sid not everyone does. payments are in bit coin, an electronic currency that's virtually untraceable. >> there's no way to know who is
