of napa where police are investigating the death of a 4-year-old girl who was found dead in her bed this afternoon. police are looking for the girl's mother, sara kruger and her boyfriend ryan warner. they were last seen leaving the apartment late this morning. police have not released details on how the girl died, but they say there are signs of foul play. thanks for joining us. ama is off tonight. turning now to california's drought, very little rain and little water in reserve. the cutbacks and the concerns because of the state's water shortage. it is so bad that people are turning to the power of prayer to bring rain to california. sergio has the latest on california's drought. >> drying out reservoirs and lake beds and images of the on

going drought in california. some bay area residents say they are not sure everyone understands how bad the situation is. >> maybe they heard it on tv and it is like, oh, there is a shortage of water, but they are hot getting the idea. we are not getting enough water, period. >> the state announced it would stop water deliveries to the local agencies if the drought continues. san francisco announced an effort to cut water use by 10%. >> we are asking residents, commercial, wholesale, municipal and industry to all chip in. this is a serious issue that we are facing. >> that means san francisco recreation and parks will be scaling back when they water the 220 parks and green spaces. >> i grew up with six kids. we had five-minute showers, get in and out quick. >> he lives in oakland where the east bay municipal water district board will be meeting in a little more than a week to see if they will adopt new water restrictions.

he is worried some of his neighbors are not conserving at all. >> i tried to speak to a few neighbors of mine and their sprinklers are pretty much on twice a day. i couldn't change their mind. >> this group at the alameda county fairgrounds is praying for rain. >> in case of extreme drought, our prophet mohamed taught our muss lem community in arabia and they have droughts as well. when that happened he had a special prayer he did. >> this prayer was organized by the san francisco chapter of the council on islamic-american relations. abc7 news. >> some tips to cut back on on water use, turn off the faucet while washing dishes and brushing teeth and take shorter showers and use a brooke to clean sidewalks and driveways and water your yard in the coolest part of the day. the drought is considered one of the worst this california history. in 2013 there was less rain than in any year since

california became a a state. most of the state experienced record dry including the bay area. the only exceptions are parts of southern california. cal scientist says the current rainfall season is on pace to be the driest since 1580. let's head over to leyla with a first check on weather. leyla? >> yes, indeed. it is a dry one out there. january went on record as the driest january in san francisco history. a look right now from our exploratorium camera toward the trans america pyramid. it looks like rain and it is on its way. live doppler 7hd radar satellite and you can see the returns. we are going to be experiencing rain come tomorrow. as we take a view of coit tower, the temperatures are also dropping. 41 in santa rosa. in the 30s in napa and 39 in gel roy. gilroy. you will see the rain and it is about 300 miles off our coast. it looks like the rain will come in starting in the north bay and will continue into san

francisco and into the south bay. i will have your full accu-weather seven-day forecast coming up. >> leyla, thank you. fire ripped through an apartment complex in gilroy displaying seven people including three children. lisa amin gulezian joins us now. lisa, do investigators know where the fire started? >> they are trying to figure it out. firefighter hads -- firefighters are doing one last check of the scene. they quickly spread up to the apartment. the things that made these apartments home to seven people are destroyed. the fire started in the kitchen around 6:30. it took a few minutes to burn the two-bedroom apartment. >> once they got going and they brought the contents of the apartment it broke through the windows and came up through the window of the upstairs. >> reporter: the two men in that apartment got out qekly. they quickly called others to

help. >> i went outside and i see the other guy with the fire things turn it off. help me turn it off. >> he did more than that. he jumped into the burning apartment number 11 to see if anyone was trapped. luckily the family of five wasn't home and salazar made it out with a few cuts on his hands. the fire was out by the time regina and her family got home and saw what was left. a relative told me the itch cken stove has been malfunctioning for months. >> it started like an electrical problem, but she has been complaining. >> while investigators piece together what happened x those living in the complex's other eight units had no choice but to stand by and wait. this man grabbed a few pairs of clothes in case the building was off limits. it wasn't for just about

everyone. apartment managers gave those in the burnt unit a place to stay in another complex. lisa amin gulezian, abc7 news. an explosion during a fire was caught on tape. flames caused a quarter of a million dollars in damage to a dive shop on liberty ship way which is right on the water. firefighters had a tough time fighting the fire because the believe on access was on a narrow dock. a memorial service in san jose for the five family members killed in a plane crash. silicon valley tech executive dale smith and his son, daughter-in-law, daughter and her fiancee all died when the single engine beach bonanza he was piloting crashed in idaho in december. today's three-hour service at the church of jesus christ of latter-day saints remembered the victims for their faith and dedication. the plane disappeared from radar on december 3rd. searchers looked for days until the search was called off due to poor weather con dieciouses on december 9th. private efforts to find the

family continued until january 10th when the plane was found by smith's brother. the bodies were recovered from the crash site on january 15th. oakland police arrested two men in connection with a violent home robbery. the two armed suspects kicked in the door of a house at 9:00 a.m. they pointed guns at an 18-month-old toddler telling family members to keep the baby quiet. this is is the second home invasion robbery in the same neighborhood this week. >> i was really shocked to see there was a shooting in this neighborhood. it has been a very quiet neighborhood. i am worried about the people who live here, if they can't be safe in the middle of the day. it is an outrage and we need to do something. >> thanks to witnesses the suspects were taken into custody a few blocks away. they talked about hiring private security, but no final decision on on that has been made yet. a pedestrian is fighting for his life after being hit by a vehicle in san francisco's bay view district. it happened just after 6:30 on

hudson avenue about a block from youngblood coleman playground. the driver of the vehicle did remain on the scene. new details on two suspicious devices found in a santa clara park this morning. police closed the park so the bomb squad could safely detonate the devices. parents taking their children to t-ball practice saw the object lying next to a tree and called police. witnesses say they looked like painted cement heads, one attached to a shotgun shell and the other a large firecracker with nails sticking out. no one was hurt. the oldest black bookstore in the nation kicked off black history month today with a crowd funding blitz. the 54-year-old-year-old bookstore plans to rebuild the site. dozens gathered at the african-american art and culture complex to spread the word via social media and raise money for the keep it lit campaign.

to care. it is fun to meet everybody and take time out of their schedule. >> they begin spring training on the 18th. the home opener is april 8th against arizona. san francisco lawmakers announced they will be introducing legislation to impose a 2 cent per ounce tax on soda and sports and energy drinks. it could generate $31 million to fund school recreation and nutrition programs among other initiatives. it is set to be produced on tuesday. the 11-member board of supervisors will send it to voters in november. we go to abc news anchor ama tates who hosted make a wish bay area. they are responsible for making miles scott's dreams come true when the young leukemia patient became that kid for a day.

that includes rain. >> yes, indeed. it was a beautiful day for the make a wish. and then on treasure island, as we look behind me this is our sfo camera. you can see a couple of planes taxiing in the distance. we are starting to see clouds develop off the coast. you can see how the clouds are starting to hug the coast. this is what is going to be happening over the course of the next few hours. we will be seeing a coastal hugging storm visiting the bay area the you can see some of the clouds there being lit up by the city lights. you will see the clouds get thicker by the hour and then start to bring in some rain starting in the north bay. the chance of rain tomorrow, it does dry out for the most part of the next week. we will see rain coming back in. i'll tell you more about that in a bit. this area of low pressure that is off the coast right now, it is coming in and that is what is going to be bringing us this small rain maker. we are already starting to see some lightning strikes over

the pacific and that means unstable air and rain is on its way. for the next 10 days as the rain for tomorrow starts to move out of the bay area, it will start to visit southern california and into los angeles and you will start to see things drying out for us in the bay area. as we start heading into the weekend, that's when we do see a little more rain coming back. it is definitely needed. january went on record as the driest january ever for san francisco. and talking about super bowl sunday, how is weather going to be in east rutherford, new jersey? chilly. it will be cold there. under very cloudy skies and ending at 39 degrees. it is going to be cold here too. and it is mid to lower 30s for the north bay and 44 degrees in the peninsula and 40 degrees in palo alto. 36 degrees in antioch under mostly cloudy skies. our highs for tomorrow, we are going to be a little wet, but the temperatures are reaching

in the upper 50s to the lower 60s. 59 degrees in san jose and 54 along the coast in pacifica and 57 in millbrae. san francisco is 57 degrees. mostly sunny skies later in the afternoon. in the north bay, 61 in cloverdale and 60 in calistoga of the oakland will see a little touch of rain. 58 degrees in san leandro. 60 degrees in pittsburgh. 60 in livermore and 58 in brentwood. our highs across the state will be reaching 57 degrees in chico and chilly in tahoe at 38 and 64 in los angeles. a look at my accu-weather seven-day forecast, wet conditions for tomorrow. might dampen your super bowl festivities, but i doubt it. it looks like the rain which is going to reach a 10th to a quarter of an inch is going to come in very short spurts. five minutes worth in certain areas. it is not quite the drought buster we wanted, but every

i'm in for ama dates. in tonight's headlines, napa police say the death of a 4-year-old girl is suspicious and they want to question the mother and her boyfriend. sara kruger and ryan warner were seen leaving the area this morning. the girl's body was found during a welfare check today. seven people including three children were displaced after a fire destroyed two apartments in gel roy. the kitchen stove in one of the apartments had been malfunctioning. two men are in custody suspected of one neighborhood's second violent home robbery in weeks. they kicked in a door pointing guns at the occupants. a group of people at the fairgrounds prayed for the drought to end. divine intervention may be the

best hope yet. they said they would stop deliveries to the local agencies if the drought continues. new at 11:00 an eruption on the island of sumatra has killed 16 people. it erupted after rumbling for months. 30,000 people were evacuated and then yesterday the government allowed 14,000 of those people to return saying activity was slowing down. the bay area is home to thousands of native indonesians. tonight a group of them gathered in san jose to pray for loved ones who lived near the volcano. >> we just came to pray in here because we are far away. we want to know if we are okay. i hear from everywhere. it make us feel good. >> among the dead are four high school students and their leader. they were on the mountain to get a better look at the eruption. officials feel -- fear the

death count will rise when the searching resume tomorrow. a cold welcome for chris christie at a pre super bowl event. >> you have already heard enough speeches, enough speeches are the same thing. >> that booing reaction may have been tied to what has been called bridge gate. a former loyalist says he has evidence that chrisy knew about the -- christie knew about the deliberate lane closures. the chairman of the panel investigating christie has this to say. >> this is really a story about people being vested with certain authority and abusing it and coming up with a cover story and spending quite a bit of time and resources to do that. >> christie has denied doing anything about the lane closures. four people close to the governor have resigned or been fired over the scandal. more cutbacks for united airlines. united says it will drop its flight hub in cleveland slashing its daily flight and eliminating 470 jobs. in a letter to employees, the

ceo says the cleveland hub has not been profitable in more than a decade. they will phase-out cleveland starting in april. changes coming to at&t. starting tomorrow the company is reducing cell phone rates for family plans. the new rates apply to plans with 10 geeing go bites with data shared by two or more phones on a single account. first it was amazon and now a beer maker wants to deliver to customers. they want to use drones to deliver 12 packs to thirsty ice fishermen. they say gps will track down the buyers. >> if somebody is willing to invest money in a free market way such as that a and make it work for them, great. >> if i get cold on the way out. >> there is no end to technology. >> ain't that the truth. unfortunately the f.a.a. is not on board. commercial use is not allowed for now.

bears every winter under homes in tahoe. >> anne bryant is the director of the bear league, a tahoe nonprofit helping bears and people learn to co-exist. the more we encroach on bear territory, the more we have to learn to share habitat. the most serious conflicts usually happen in summer when people leave food where bears can get it. in winter, the issue is different. bears are looking for places to hibernate. >> quite a few of them have discovered that under people's home in their crawl spaeses it is perfect -- spaces it is perfect. >> many homes are perfect and they don't know a bear is there. but sometimes it is obvious. >> people will hear them and they will roll around and they will thump or snore. >> that's when they call the bear league's 24/hour hotline. they head out to houses all-around the lake to help. usually the homeowner wants the bear out. so after careful preparation, the bear is evicted.

volunteers have an eviction in early january. then when the bear is out the opening is sealed so it can't go back. this can be hard on a high better nating bear that is suddenly homeless. >> a lot of people feel bad because it is their fault the bear is in there, they left the trap door open. >> so some let the bear stay with the help of expert volunteers. first they examine the area under the house to make sure the bear can't damage anything or worse, get into the house itself. the location of the houses and the owners are kept secret to protect the bear and the people. we were not able to talk with any of the homeowners. the bear league checks on them all winter long. this time anne is letting an abc7 news producer go along. >> i quietly go into the location and crawl underneath for a very short time and shine the light in there and make sure he is okay and still in the same place. he doesn't seem irritated and

he is still in hibernation. >> this bear is an adult male about 600 pounds. he definitely sees anne, but she groggy and will go right back to sleep. anne has done this hundreds of times. she feels safe, but you should not. >> i know what i am doing. for regular citizens to try and get that close to a bear would be foolish. >> this little cub gives you an idea of why anne has dedicated her life to helping wild animals. she took this video a few years ago. this is the first day they emerged from their den under a house. the human family was home when the cub was born. >> it was under the parlor where they all watch television. they heard him cry. >> the mother kept her cub under the house until he was a couple months old. soon after this video was taken they disappeared into the forest. >> we have never had a case in these hundreds of bears that have slept under homes for months at a time, we have never had a case of anybody

what we are going to see is some rain tomorrow. starting at about 5:00 a.m. you will start to see that rain coming in right off the coast into santa rosa and north bay and over san francisco. by later in the morning, 7:00 a.m. as we make it a little later to about 9:00 a.m. you will see more rain and it will blanket much of san francisco. parts of the east bay and san jose as well. by 1:00 p.m. on sunday you can see pretty wide swath there of rain that is going to come in with five-minute spurts in some areas. really only going to see a 10th to a quarter inch of rain at best. 2* will all clear up later in the evening. our overnight lows it will be chilly in the lower 40s to the upper 30s. it is going to be rather cool. our highs for tomorrow are going to be pretty much in the lower 60s to upper 50s. and it is going to be pretty cool out there for the day and you can see the temperatures and the sunshine will start to

come out once again. i will have your full accu-weather seven-day forecast coming up. >> thank you. right now we have breaking news out of napa. police are searching for the mother of a 4-year-old girl who was found dead in her napa home. sara crewinger and her boyfriend ryan warner were last seen three hours before the little girl was found dead. abc7 news reporter is live with the latest. sergio? >> as we arrive we saw the crime scene vehicle from the napa police department pulling out of the apartment complex. the police department has been here at the royal garden apartments. it is about 1:00 this afternoon. that's when they were called for a welfare check for that 4-year-old child. when they got in they realized the child was dead. they suspected it foul play and they immediately started investigating what might have happened. they say they want to track down the child's mother and the boyfriend. they say those are the two people they want to ask questions of.
