coming our way. mike nicco has the latest on what is happening in your neighbor. >> plus, the rain leads to a dangerous situation for a driver in the east bay. a rescue operation brought out first responders. in the east bay, a pastor charged with molesting a run away. police say the crime did not end there. good morning, with the rain this morning, all of the predictions of how tough the commute is going to be has come to fruition. i am kristen sze. >> i am eric thomas. well start with weather from mike. we are looking at visibility to have an idea where the light-to-moderate rain is falling. probably some heavy rain falling in san carlos and heavy rain around san jose. the rain is reaching ground and not so heavy as the radar returns because there is ice in

the storm around 5,200' with four miles visibility in hayward and napa has nine miles visibility fluctuating as the rain has switched between light and moderate for the overnight hours and it will continue to do that all the way through the morning commute. scattered showers is all we will have by noon and starting mild in the mid-to-upper 40's and low-to-mid 50's by noon and through afternoon hours with only a random shower possible. it will be easier at home than the commute this morning. by 7:00 there is a brief break and the second system is on way. we we have a major accident as you maybe the commute to richmond and eastbound and westbound side of 80 we have three lanes blocked in both directions because of a condition crete truck that jumped the divider and spilled concrete. you mix concrete and water together and you have a huge mess on your hands so that is record backing traffic up for miles away from highway four

through at least 9:00 and maybe 10:00 before it starts to mix out to scattered showers and an isolated shower this afternoon. we have bright banding happening with the national weather service radar and what you are seeing in the pattern is not so prevalent or impressive as this morning but you can see it, it is the freezing live at 5,200' so there could be small hail in the clouds but not reaching the ground and it is melting before it reaches the grounds and can increase the intensity of the rain that is falling and help bring more rain so we are see the lowest amount in the south bay. at 101 and 880 you can see light-to-moderate rain and this is how it looks from the camera. check out the spray coming up from the cars and wetness everywhere. with a quarter of an inch you could find a few patches of ponding if you have some grandfathers in the road. our forecast highlights.

abc7 news begins with breaking news. the breaking news is in the east bay we have been following a concrete truck accident in richmond area that is causing miles of backup. amy hollyfield is along interstate 80 with the details. amy? >> look behind me: i am not sure i have ever seen some, a tractor trailer was headed westbound and hopped over the concrete barrier into the oncoming traffic on the other side, the eastbound cars. i cannot imagine what it must have been like to see this coming at you. look at this. now you have to look at the back up. the effect is terrible because, obviously, it is happening in both directions. he is blocking lanes in both directions on both sides of 80. this is causing a terrible

backup for commuters both ways. this is san pablo area. the good news is there are no injuries to report. the c.h.p. officer cannot tell me how many cars are involved and he is still working on the case with two sides of the freeway to deal with. we see three vehicles with damage but no one is hurt. i asked how long it will be like this with one lane open in each direction and he says he doesn't know. it depends on how long it will take the tow trucks to get here. that tow truck is stuck, too, in the traffic. i would avoid this area and write it off. it will be a nightmare all morning. is this weather-related in the c.h.p. officer said, how could it not be? it has to be a factor. it is slick. very wet. there is oil on the street. now it is raining.

over the bay area including three vehicles, this tractor trailer and two other cars on the westbound side. this is on hilltop and portal. the tractor trailer came over the center divide into the eastbound traffic. i cannot imagine that will set coming at you. the miracle is no injuries and no cars on the eastbound side were hit. the tow trucks are here. we are hoping to get this cleared soon but it will be a couple of hours. leyla gulen will have advise on another way around this mess. what can we do, leyla? >> you can see all the traffic focusing on the tall lights and the headlights, i will show you what is happening: we have go news. it will clear up shortly and excellent news there. we have clarification on what is happening.

it was not a truck carrying concrete, it hit the center divider which is made from concrete and that concrete want all over the road. it appears to be a dumpster, a dump truck that was empty. that is the good news. we have all lanes blocked. highway four is slammed coming away from highway four to the hoffman split what normally is 14 minutes is now one hour. you want to avoid it and take san a pablo avenue or 680. on the weather side you can see we are still following light rain everywhere and that is where you see the grown. you are probably looking at lower part of the screen and wondering what the red and orange is down around the south bay, that has been there consistently and hasn't moved the last couple of hours and the grown are moving east southeast and that is what the radar is
