>> good morning, everyone. i'm carolyn tyler. thanks for joining us. let's start with a quick first look at the weather with our meteorologist lisa argen. >> good morning to you. have a little light rain shower happening in the city. the rain will continue to sink south and east, but live doppler 7hd right now does show the heaviest up in the north bay. marin county, and also offshore. the extreme areas of that seen upwards of 3 to 5 inches, sonoma, napa, you are getting a bit of a break. oakland, hayward, the san ramon valley, finally some rain getting out toward your way. but unfortunately it's been pretty dry out toward dublin and even in the south bay.

but you, too, are going to see rain by the afternoon. it will take you through the evening hours. we are still going to see the snow in the sierra nevada. right now it's raining at lake level. there's a winter storm warning above 7,000 feet. back home with the flash flood watch until 3:00. the north bay has the highest risk of seeing some flooding. street flooding medium. winds are kicking up to 20 to 30 miles an hour. raining, mid-and upper 50s, possibly flooding mainly in the north bay and we are going to spread the rain east and south. i've been getting a lot of tweets about people being disappointed they haven't seen much rain but more is coming. we will time it out for you in a now minutes. >> just hang on there, thank you, lisa. well, sonoma county has been bearing the brunt of a storm. the flash flood warning remains in effect there. >> nick smith joins us live from sonoma county. nick, what are you seeing? >> carolyn, you know i ended my night here last night and i'm back here again this morning.

what i'm seeing is a continuation of what we found yesterday. rain that continues to come down, intersections that continue to be flooded by water run-off from the creek. take a look here. we are at the intersection of roots 12 and 121 and this is what we found. a complete wash-out. we've also found that example transfor their part has been here trying to figure out exactly what they can do to unclog drains or keep road closers in place for drivers' safety. the rain came down heaviest in the north bay. one of the areas hardest hit, sonoma county. it's been good for the drought they have seen. more than half a foot of rain came down yesterday, but the problem with so much written so fast, flooding. there is still flooding of low-lying roadways and forced road closers. the rainfall overall had been a welcome reminder of the winters past and rising hopes of farmers in the area. according to the national

weather service, two more rainstorms are on the horizon later on this week and farmers are hoping it happens. we have reported on abc7 news how many have seen their pastures and fields just turn into brown dirt. let me give you some numbers that you can actually understand. 3.34 inches of rain has been recorded for santa rosa for the 24 hours from 4:00 p.m. friday to 4:00 p.m. yesterday when we were out here. that amount, to nearly half of what has fallen to date this entire season and only a third of the 23.4 inches considered seasonal average by this day february 9th. okay? now carolyn, it would take another 6 to 7 inches just to reach rainfall totals from 1977, considered the worst drought in sonoma county history. what they are hoping, those who live here and farm here and those who work these lands, is that they will see more rain. they need a steady rainfall to help recover what has been lost because we are still in the

drought situation. i will spend the day going up and down sonoma county trying to find areas of that either been a victim of some type of storm damage and run up and talk to people to see how they are feeling about the rainfall and what they hope actually happens. i'll have another live report today at five and six. carolyn, you won't be here but i will be out here and anybody watching, if you have pictures or anything you can tweet me or send to the station, we would love to see them. >> we will be watching. thank you very much, nick. >> well, the written and wind are again causing some delays for flights in and out of the bay area. sfo experiencing delays averaging about 2 1/2 hours due to the weather and the wind. at least 43 flights there are cancelled. most of them were supposed to be incoming flights. there are no significant delays reported at the airports in oakland or san jose.

pg&e has been struggling with power outages. mere are the latest numbers. 350 customers on the peninsula are currently without power. 864 in the north bay. there are 460 customers in the east bay without power. the south bay is not reporting any outages this morning. take a look at the damage the rain left behind on this stretch of fort ross road in sonoma county yesterday. half the road is gone. road crews arrived to see the two-lane highway reduced to one. >> there was one vehicle inundated by the rockslide from fort ross road. >> if you take a close look there you make out the roof of a truck that got swept away in the slide and remains buried in thick, heavy mud and rock.

>> a large tree was uprooted by gusty winds near francisco and columbus streets after 9:00 last night. look when it did to the car parked beside. it the car was crushed. the tree has since been cleared away. in mill valley a has i have tree at the mill valley golf course flit in three. one of the pieces came down over glen drive. it snarled the only street into and out of that neighborhood. power was out in the area for several hours. in oakland the public works department is making sandbagsville for residents and businesses to try to help prevent flooding. now to the south bay where the last time the santa cruz mountains saw rain was back in october. then it was only a quarter of an

sunday. in the santa cruz mountains, john alston, abc7 news. >> in the sierra it's snow that's slowing down travel along some of the roadways up there. we have a live caltrans camera at the truckee scales on interstate 80. drivers are required to carry chains on i-80. chains are also required on highway 50 from twin bridges to meyers in eldorado county. the snow is great news for tahoe valley ski resorts. this is video sent to us yesterday by northstar. elevations over 8,000 feet got close to 3 feet of snow yesterday. lower elevations got around six to ten inches. there is a lot of water this weekend. viewers are sending us their rain photos. take a look at this flooding. water filling up this field near a barn. and in sonoma a viewer sent us this photo of fowler creek on the rise. send us your weather photos at

>> in developing news, police in san jose are investigating an officer-involved shooting. police say they received a report of a man with a shotgun around 3:00 this morning on holly drive. officers say they arrived on the scene and a short time later the person was shot. he was taken to the hospital. he is listed in serious condition. no officers were injured. this shooting remains under investigation. there's a growing movement to help workers at the bottom of the pay scale has come to oakland. the contra costa times reports a union-backed coalition is looking to enact one of the highest minimum wage rates in the nation. a proposed ballot measure would increase oakland's minimum wage from $8.00 an hour to $12.25. it would guarantee five annual sick days for all workers. the city council is going to consider the issue in april.

mt. tam, you have had several inches of rain, still the possibility exists of this flooding there. the national weather service has issued a flash flood warning until 3:00. the winds are also going to pick up throughout the day. here's a live look at the doppler hd. highway 101 rain, here's the rain you want in concord, lafayette, highway 24, 680 toward the san ramon valley, just a little bit for you. there's the flood watch. much of the peninsula and south bay, yep, you are dry but that is going to be changing. you see a little activity around 680 and the santa cruz mountains. once again, the rainfall amounts are going to widely vary. so we are going to see anywhere from trace amounts to over an inch. you can see what's offshore. that's what is expected to move on in here throughout the rest of the day. lake tahoe 38 degrees. it's raining. by have the snow level at about 65 to 7,000 feet.

it's fluctuating. 12 to 18 inches above 7,000 feet. this is 4:00 tomorrow and up to 6 inches at 6500 feet. very gusty winds and probably some treacherous roadways heading back tonight. from our exploratorium come raw, very wet out hear with schmid upper 50s from half moon bay to redwood city. and from the roof camera it's pretty mild. once again, the tap is from the tropics. we are looking at these mild numbers throughout thedy today with the breezy winds to boot. how about oakland hills? up to 23 miles an hour. on the pepins law we've seen wind gusts almost at 40 miles an hour. san jose right now, you have been waiting for the rain. it's coming to the east and south throughout the afternoon. probably after 1:00 for you. and we talk about the flash flood watch through 3:00. just slight chances of written in the north bay through the middle of the week. with over 4, nearly 4 1/2 inches in santa rosa the last 24 hours, you see the north bay getting the bulk of the rain.

oakland, not shabby, 3 1/3. san jose, sorry to say, .04 with over .1 in livermore. there is a little more for everybody. there is the batch of moisture and it has been like a fire hose pointed' north bay. so we will look for this to continue to sink to the south and east. in the next hour still mainly in the north by. but look what happens after 1:00. by 2:00, 3:00, we are looking at much of the east bay and south bay finally picking up rain right on through 5:00, 6:00, 7:00 the showers become more widely scattered by late tonight and everyone dries out. rainfall amounts anywhere from 1 to 30 inches north bay mountains. lower elevations. some of you a tenth to three quarters in and in the santa cruz mountains maybe an inch of rain. mild temperatures, breezy winds and more rain, we are looking at numbers in the upper 50s to 60s. 68 san jose. the accuweather seven-day
