and that breaking news, an amber alert out of oakland. police right now are searching for this man. this is the latest photo of the person they believe carjacked and kidnapped an elderly man and a 13-year-old girl. good evening, everyone. i'm carol lip johnson. >> -- carolyn johnson. >> and i'm dan ashley. he is driving with the license plate. abc7 news alan wang is live in oakland where we just got the latest from police. >> dan and carolyn, tonight the fbi stepped in and helped enhance a photo believed to be the man who abducted two people at this safe way. it happened around 1:00. look at this picture and see if you recognize this man. oakland police say this man wearing silver headphones and a uniquely striped scarf may have abducted two people.

>> i am surprised this is always a very safe place. i have lived here for years. >> witnesses say the man stole some steaks and two or three lobsters leak these from this oakland safe way on redwood road near highway 13. he argued with a clerk and ran out of the store wielding a knife and jumped into a maroon or red sedan with the license plate of 6gsn648. police believe an elderly ever a can american man and a young african-american teenage girl were in the car and were abducted. but police say no one has reported anyone with that description as missing. >> well that is interesting. why would that be an abduction? >> witnesses told them it looked like the people in the car did not know the suspect. >> what does it say if there are no missing person's reports filed. >> well we have to look at all angles of this investigation. >> now, the suspect is

torres. a 12-year-old was rushed to the hospital after being hit by a car in berkeley. he was crossing stewart street around 3:30 this afternoon when the car ran into him. the boy is expected to survive. the driver stopped and is cooperating with investigators. a chp officer is recovering after being struck by a car in san leandro today. it happened on the on-ramp of faremont drive this afternoon. he was out of his cruiser and helping the drivers of two cars that pulled over when another vehicle slammed into one of those cars. that car then spun out of control striking the officer. two other people were also injured. sky 7hd shows the massive back up caused by the accident and the response. two lanes remained closed for the evening, but they are now open again. >> dense fog tonight will make driving dangerous this evening through the morning commute. here is a live look from our east bay hills camera. you should be able to see the bay bridge in the distance, but you can't to neat.

abc7 news meteorologist sandhya patel has the dense fog advisory in effect. >> that went into effect at 10:00 p.m. tonight. here up on the roof as we look toward treasury land i can tell you there is a pretty good view right now looking out toward the bay bridge there. but it is not like that everywhere. we do have fog around. the dense fog advisory is in effect for the north and east bay valleys and monterey bay. it is going to be dicey for the morning commute. visibility less than a quarter of a mile. we are doing fine in most areas except santa rosa down to two miles and five miles in napa. look at this view from our sutro tower camera. you can't even see san francisco. the fog is here and it is fluctuating the visibility. be careful for the morning commute. the fog will be replaced by a few showers. i'll be back to let you know who will need the umbrellas coming up. carolyn?

>> sandhya, thank you. the rain over the weekend helped, but we are still in the grips of drought. now east bay mud is asking its customers to reduce their water use by 10%. it is the latest district to call for voluntary restrictions. john alston is live in contra costa county for us. >> reporter: this is one of the several storage reservoirs. even though customers have cut use by 17% you the utility says with the drought it is not enough. >> many gardens and lawns are going unwatered. it is bringing back bad memories of the 1977 drought when robert stevenson lost several trees. now the east bay mud is asking customers to voluntarily cut back water used by another 10%. >> we are hoping that 10% would mean we cut back as opposed to cutting it off. >> they are already conserving and they may not plan a

vegetable garden for the first time in 30 years. >> i will tell you that most of the people that i know are volunteering right now. >> they want another 10% on top of that. >> i know. i know. i just think it is reminding people that it is voluntary. >> the weekend storm brought several inches of rain to the lafayette hills, but it needs to hit the sweet spot and that is the reservoir in the foothills where east bay mud gets almost all of its water. that area only has half of the normal rainfall for the season. but some feel it is not time for another 10% cut back. >> i think it is premature. i think it is february. i think there is a reason to be concerned and there is a reason to be near -- to be on your best behavior. >> the district would need five more big storms to bring the water levels to normal. the worst case scenario if it stays dry, mandatory rationing could be declared by next april. >> the volunteers in santa

cruz found hundreds of used dirty syringes near a homeless encampment on monday. during a clean up, the group pulled nearly 300 needles from the creek. critics of the needle exchange program say it is an on going problem. now supporters say the program is necessary to fight disease. tonight santa cruz supervisors agreed to look for a new nonresidential location to move the program to. for the first time in 30 years, the french president will visit san francisco. tonight u.s. president barack obama welcomed the french president to the u.s. with a star-studded white house dinner. tomorrow he will have lunch in san francisco with executives from companies like sales force and google. tagging along are restaurants from the french-american international studies. >> one of our teachers came up to me and asked if i would like to meet the president and i said yes. >> i am hoping to talk to him. i am not sure i will be able

fog came in. it is creating low visibility. fog is not confined to the coast. there is just over a mile visibility and napa over two meals. be careful in morning. it is hard to see temperatures in the midto upper 40s. you know you will need to bundle up when you leave home. it will be a chilly one. and definitely good weather to sleep in. it will be hard to wake up especially when you look at this view from the east bay hills camera. a blanket of fog. 51 in san francisco and 52 oakland and 49 redwood city and san jose and half moon bay in the low 50s from our emeryville camera. looking at overcast conditions. 48 in santa rosa. one of our coolest spots, napa, 44. 51 fairfield and 52 in livermore. beautiful view from our exploratorium camera. the fog could be a problem for your morning commute. we will go with areas of dense

fog for the morning. light rain will be developing in the afternoon and the north bay. and certainly a better possible belt of rain this weekend. last weekend you remember the atmospheric river, the mean apple express, moisture stretching from hawaii brought us the soaking conditions here in the bay area. that petered out and now we have another pineapple connection. there is a new river forming and it is aimed toward the pacific northwest. they are getting rain and snow. they are going to get pounded over the next 24-48 hours. we are really not going to get much of it. matter of fact, just a little bit here and there. cloverdale, ukiah, you will see a few drops. it is really around 1:00, 2:00, 3:00 in the afternoon that parts of the north bay could see light rain and it continues into thursday morning. the rainfall totals are meetly. measley. south of the golden gate, we may get nothing to maybe a couple hundredths of an inch. it is certainly a welcome
