live from the kgo-tv broadcast center this is abc7 news. how could such a thing happen? an elderly woman beaten up in a hospital emergency room. thanks for joining us. the family of the woman attacked and injured is speaking out this morning as the hospital examines procedures to avoid a repeat. abc7 news amy hollyfield joins us from san francisco general. amy? >> kristen, i am reporting live from san francisco general hospital. the family tells us the victim is still here and slow is scared

and she is having trouble sloping. the victim's daughter showed us pictures of the mom's injuries. she has bandageses on her arms and bruises on her neck. she says a man jumped out his bed after being told he needed psychiatric treatment and that he lunged randomly at peres who also is in her bed. he hit her in the head, in the chest and the arms with an i.v pole. official say his name is oren zebest. he is 29. we are told they have decided to drop the charge of attempted murder against him but he does face two charges of assault and a charge with inflicting pain on the elderly and is scheduled to be arraigned today. >> doctors have ordered he remain under observation inned jail so we cannot put a request in to interview him. they say they cannot do that. they cannot disturb him in the special house he is in. san francisco general hospital

released a statement saying that hospital is profoundly sorry this miss peres was injured while in our care. we take patient safety very seriously and are reviewing procedures. sheriff deputies are routinely patrolling the e.r., and those are the officers who grabbed the attacker and stopped it from happening. they will look at their procedures to see what else could be done to prevent this from happening again. in san francisco general, as they investigate that, they put new security procedures in place last month to better protect patients. this follows in the wake of the death of lynn spalding a 5-year-old who disappeared from her room in september and was found dead in the hospital stairwell two weeks later. the hospital and the sheriff deputy were found at fault. >> san mateo place are trying to

find a man soliciting a teen girl for sex. they released this surveillance video of the man they say solicited a 15-year-old girl yesterday morning around 8:30 in the morning. the foe stow from a convenience store. the girl says he appeared drunk and propositioned her in spanish, she said no and live the area. he was wearing a dark jacket and has dark hair and a thick mustache. >> firefighters are trying to determine what sparked a fire at a vacant apartment building in fremont. it broke out on mission boulevard in the city before 4:30. a homeless woman was questioned at the scene but she was not to blame. she was arrested, though, on an unrelated warrant. >> the governor is taking the ex step to deal with the continuing drought announcing emergency legislation this afternoon. he has declared a state of emergency because the state is facing one of the most severe droughts on record and met with

president obama last week about crucial federal support and the governor is calling on all californians to voluntarily reduce their water usage by 20 percent. >> dozen passengers and crew members are recovering after their flight from san francisco to hong kong hit strong turbulence as the jetliner was flying over japan and 321 passengers took off before noon yesterday. the turbulence threw people out of their seats and scattered debris everywhere. one passenger says that the turbulence lasted about two minutes and felt like a roller coaster. >> it was a massive just a moment like the plane was dropping sideways. we did not understand what was going on the we only thought that the aircraft was going down. >> the boeing 747 landed safely in hong kong. ambulances were waiting for the injured. eight people this morning are still in the hospital.
