>> good morning, everyone. i'm katie marzullo. happy saturday. here's a first look at the whether with meteorologist lisa argen. >> good morning, katie. >> we are looking at fog forming along the coast in the next several hours. we are showing when a quiet start it is to your weekend. temperatures are dropping into the 30s in some of our north bay valleys. 38 in napa. we have low 40s out toward the san ramon valley and livermore with san francisco coming in at 50. half moon bay 41 degrees. it is a clear start for most of you. and by the afternoon it will be

another sunny day today with light breeze around the bay. temperatures well above average from the upper 60s around the bay to near 70 inland. a little cooler at the coast, though. we could see some fog and that will allow for a cool down for some of you for the second half of the weekend. and you probably heard about it by now, transitioning to a welt pattern come next week. i will have the details in a few minutes. katie. >> thank goodness. developing news out of the east bay. repairs are underway after a bart train jumped the tracks. it happened last night at 6:30 at the concord station. both lines on the pittsburgh -bayfield line were blocked yesterday. repairs are expected to last through today and there is travel offered for people offer in that direction. we have more from concord. >> reporter: the bart train derailed just after 6:30 at the height of the evening commute and it's going to take a long time to get trains running through here again. >> we will not have bart service

past the pleasant hill station all day, through the evening. >> from sky 7hd you can see how the train came to rest, blocking rails in both directions. that's the reason all trains were stopped between pleasant hill and pittsburgh bay point a bart spokesperson said the train operator on board was not injured in the accident. this derailment caused a lot of damage. >> we have to bring in special vehicles and cranes to get the train back into the track and there's damage to the train and third rail and that's going to take time, repairing the damage to the transaction and the third rail. >> the train just finished its service day and didn't have passengers aboard. commuters headed here were surprised to learn why they had to use buses to get to their final destination. >> the train went off the rail? >> what happened to the train? >> the tail end of it is across two rails. >> how did it do that? >> it's not clear why it jumped the tracks. >> abc7 news. hundreds of passengers were

forced to take shuttles last be night due to the derailment. abc7 news allen wang has more on the impact to commuters from the pleasant hill bart station. >> reporter: a lot of confused passengers wandered off at the pleasant hill station after being told it was the end of the line. >> this is not my normal stop so i'm confused about where to go. >> they began lining up 23 local transit buss to get the rest of the passengers home. >> i don't know what i'm doing. >> a lot of passengers were unfamiliar with the layout of this station, as they tried to figure out which bus to get them to the right station. >> got a cab to concord? >> right here. >> what about bart? >> this bus will take you the rest of the way to concord. >> a stay in line, guys. >> they are doing third best under difficult circumstances. trains don't fall off the tracks too often thankfully. >> allen wang abc7 news. >> it's not the first time the

bart train derailed in the same spot. three years ago a ten-car sfo track came off the track. that was right outside the concord station. you see it here. it looks surprisingly similar to last night's derailment about 65 passengers were on board at the time and there were minor injuries and it took nearly a full day to hoist the train back on to the track. someone may be trying to poison dogs again in san francisco twin peaks and diamond heights neighborhoods. this sign warns of a familiar danger. last july several dogs were sickened by eating cooked meatballs containing rat poison. one dog died. now there's reports three dogs have been sickened in the same area where the previous poisoned happened. even neighbors without dogs are concerned. >> it's really terrible because a lot of people have dogs and they take them out and they walk them, and it's disgusting. >> police are warning residents with dogs to be extremely careful waking around the neighborhood.

, there are more victims in the ongoing case of someone throwing full water bottles at vehicles. six incidents have been confirmed in sonoma county but there may be ten in one area. a transit bus and two school buses have been hit in the last week and a fed ex vehicle. one bus driver was on her way to pick up special education students thursday when a water bottle crashed into her bus. >> the bottle came flying and hit the back of the mirror. had a long crack on it and the mirror on the inside came flying out. there was no mirror left. >> the chp released picture of the suspected vehicle taken last week at the it is a late model white toyota truck with black stripes. one of the men who beat giants fan brian stow into a coma was released from jail yesterday, but he was immediately arrested again.

he will face a federal weapons charged for firearms found in his home. he served time for attacking stowe, but could spend ten year years in prison if convicted on the weapons charge. >> tomorrow a website remains off-line because of enrollment problems. covered california officials have not said what the problem is, only that they are working on it. consumers can use it to shop and compare burks they cannot enroll. the window for enrollment closes march 31st this morning the dalai lama is once again in the bay area and one event he's expected to attend is the blessing of a new community center in richmond. >> the dalai lama is no stranger to the bay area. he arrived to begin a four day visit. he will address crowds. on sunday he will lead a short 20-minute ceremony to bless the new tibetan community center in richmond. he will also consecrate the

statues flown in from nepal and buddhist texts from india. there was much to do to get ready for the visit. >> we just don't want really to be exclusive, but we want to embrace other communities to come and enjoy our culture of peace, is nonviolence and compassion. >> this community has grown. in 1990 there were only twelve tibetans living in the by area. today there are about 2,000. for a new generation the dalai lama's visit will be forever remembered. >> in america you look up to lake barack obama like as your president, and we look up to him as our president. >> before meeting with president obama he stopped to talk to abc news about, among other things, his twitter account and his key to happiness in 140 characters or less. >> compassion national mind, a sense of concern of others is also happiness.

new this morning, pope francis inducted 19 clergymen into the college of cardinals. it was attended by former pope benedict. it is the first time benedict and francis have appeared together at a ceremony since benedict retired a year ago. the cardinals will be able to vote in the next conclave for the next pope. one person in california has died and at least seven others are seriously ill because of a

listeria outbreak. three of the patients are newborns and two are mothers of the sick babies. according to the centers for the disease control, it's linked to hispanic style cheese sold in california and maryland. it was likely produced by roo's food in delaware. it caused serious infections in the elderly and young children and people with weakened immune systems. >> flu deaths are rising. there was another flu victim yesterday and the state health officials say 35 more people in california have died from the flu. that means there are 278 deaths this season. and measles cases are on the upswing too. 15 this year compared to 2 confirmed cases this time last year. of the 15 cases, one is in almeda county, one san mateo county and two in contra costa county. one may have exposed people on a bart train.

agu died, they say, died after he developed breathing problems after a routine training run with his teammates. you may notice some new k-9 officers next time you go to a warrior game. the nba is requiring security measures at all home games. wayne freedman has more. >> they arrived in force, armed mostly with finely-tuned noses. and now a regular one in compliance with the new nba policy at every arena, including oracle. four bomb-sniffing dogs will from now on explore every nook and cranny inside and out before every home game. not that there's been a threat, or so they say. >> any large crowd is certainly a target, but there's nothing specific here. >> the first sweeps of the arena seemed a bit secretive. dogs and deputies will walk among crowds and sniff seats. they will include rich and his best friend named thebo. >> you get to go to every warriors game now? >> i guess. if that's what the boss says.

>> not that they will be sitting and cheering. more like walking and sniffing. >> we are going to search the whole arena pretty much. we are going to -- until the game is over we will do roving sweeps. >> basketball fans say they like the idea of the extra security. >> if they are sniffing for bombs, it's a good idea. >> security is good. >> look at the world, society. what is going on. bombs, violence. >> and, no, this will not come out of the taxpayer's office. -- or pockets. the sheriff's department expects the cost of this to be $1,200 per game, paid for by the warriors. abc7 news. traffic could be an issue in oakland tonight. the warriors are scheduled to play at 7:30 at oracle arena. and at the same time the monster jam will be going on at the

coliseum. it gets underway at 7:00 right next door. as many as 50,000 fans are expected to attend that. fans of both events are asked to get there early and, if possible, take public transportation. the countdown to rain is on and it is coming just four days from now on wednesday. you can track it on your smartphone anytime with the abc7 news weather app. we will join lisa argen on the roof now. crazy it is winter and we have to count down to rain. everyone is very excited, lisa. >> it's true. this is going to be a pretty good series of rain events that come our way. that's the first one on wednesday. the weak one to prime the atmosphere. then we have two after this that will keep us wet through next weekend. and perhaps 3 to 5-inch of rain in some areas by this time next weekend. live doppler 7hd, it's clear and it is chilly along the coast and some of the valleys this morning. not tracking much in the way of cloud cover, but some low clouds will be visiting us.

our sutro tower camera showing us the beginning of dawn. a pretty start. san francisco 50. 44 in oakland and 43 in redwood city. half moon bay has dropped to 39 degrees with the overcast. and from emeryville this morning, it's cool in our north bay valleys over into livermore. the numbers continue to drop through the low 40s. fog in novato and santa rosa this morning. so be careful if you are headed out to the morning run or bike ride. we have visibility reduced from the north bay valleys all the way down to the coast and perhaps over into parts of our east bay throughout the early morning hours. the sun coming up before 7:00. so after that we will continue to have that dry atmosphere and chew out any of the fog that visits us for the most part. but it will set up along the coast again tonight. patchy low fogs this morning. mild days before the weekend with temperatures above average. the wet pattern gets underway by the middle of next week.

we are looking at once again a dry setup as high pressure sits offshore. the jet stream allowing for the storm track to be pushed well up into alaska and the pacific northwest is nice and dry, as well. so everyone needs the rain. and this ridge is going to break down. we are seeing signs of a change by the second half of the weekend when we see more on shore gradients visit us and what teens low fog and clouds. a wind shift up ahead of the next system. dense fog to start out. then 73 and 83 in palm springs with lake tahoe in the 20s this morning. 54 this afternoon. look at the 72 in chico. certainly not right for february. but as we fast forward into the middle of next week, the storm system should be right over us. that will bring some wet weather. cooler temperatures. some breezy winds. and just the beginning of a series of weather systems that will head our way right on through next weekend. the second one looks to be

stronger and focusing a little bit further south of san francisco, which would be great news. high temperatures today ranging from the low 60s half moon bay. look for high clouds around santa cruz. 65 there. 68 for you in palo alto and fremont today with a couple of temperatures out near our inland east bay, around 70 degrees. accuweather seven-day forecast, a little cooler tomorrow with a bit more of a sea breeze. monday a few clouds. temperatures coming down a few degrees. partly cloudy tuesday. some rain on wednesday. just a chance on thursday. but more wet and windy weather arrives. boy, it seems like a long time from here. but it looks like the models are consistent and should bring us more rain into next weekend. abc7 news has another great weather resource for you to follow. that's following live doppler 7hd on twitter for the latest bay area weather conditions, rain or shine, and get video forecasts, spare the air alerts and power outage info from your favorite weather team. exciting. but right any it's all about the

>> welcome back. it's 6:30. we are starting this half-hour with a quick look at the weather. we are heading up to the roof with lisa argen. >> the sun is coming up, it's 6:51 and it's nice and clear here from on top of our roof downtown san francisco. there's a little fog in novato, quarter mile visibility and it's overcast half moon bay. elsewhere temperatures are chilly, dropping to the 30s. and another beautiful look with

the purple hu from the tower camera. temperatures in the mid-40s in san jose with 39 in half moon bay. the rest of the day featuring more in the way of dry air with plenty of sunshine. maybe a few high clouds from time to time. but the on shore flow kicks up, bringing cooler coastal temperatures. that sets the stage for plenty of fog to visit us for the second half of the weekend. so that would bring some cooler temperatures and bigger changes ahead. i know you have heard about them. they do include rain and a return to winter around here. i'll have the forecast in a few minutes. >> thank you, lisa. meanwhile, developing news out of the east bay where repairs are underway right now to fix damage after a bart train was repaired. crews brought in a large crane to remove the train from the tracks. a train jumped the tracks. it happened around 6:30 last night at the concord station.

officials say an out of service train just left the station when it's wheels went off the tracks. bart officials expect repairs to run through today. >> we will not have bart service past the station all day through the evening. we will bring in special vehicles and cranes to get the train back on the tracks and then there's damage to the track and the third rail and that's going to take the time to repair the damage to the track and the third rail. >> here what you need to know if you are riding bart today. >> bart is operating a shuttle train between pittsburgh, bay point and concord. there will also shuttle buses between the north concord and pleasant hill stations. those traveling in the san francisco direction are encouraged to go directly to the pleasant hills station. the impact of the drought is getting worse. the federal bureau of reclamation decided california farmers will get no water from the central valley project and urban areas like the silicon valley will see theirs cut in half. here's abc7 news reporter david louie. >> this is truly an unprecedented circumstance that the state water project and the

central valley project are so limited in what they can provide. >> reporter: first it was the state deciding three weeks ago it can't provide water and now the u.s. bureau of reclamation central valley project saying it's allocation will be 50% of normal for residential users and business users and zero for agriculture. silicon valley normally gets 40% of their water from those two sources. losing the water is prompting agency staff to urge users to cut back on consumption by 20% instead of the 10% requested last month. >> we are still hopeful that we were looking at dry as opposed to critically dry. i think now we all know that even if it rained -- it was very wet for the rest of the year, we would not see the run-off certainly statewide. >> that puts pressure directly on homeowners. san jose resident jean adams thinks the 20% reduction is do-able. >> anything i can do, not let the water keep running when i'm brushing my teeth, which seems to be a habit, i'm cutting this back.

he have been. so everything i can do and everything i can think of at the time i will certainly try. >> the adams family is having the lawn aerated to reduce water run-off and sprinkling time. the water district will promote rebates for replacing grass with drought-tolerant plants. it will be challenging or tech companies using water to cool heat-generating equipment. and server rooms. farmers will draft ground water. but water supplies bonds like this one. and the farm bureau said it takes a few years before impact will be felt. in san jose, david louie, abc7 news. >> fishing enthusiasts in the north bay will have to find a new place to gather. the santa rosa press democrat reports the russian river officially closed to fishing yesterday due to an emergency regulation designed to ensure that salmon and steal -- steelhead have the chance to spawn successfully. regulators say the fish are

already facing spawning challenges due to low liver flows. 9 fishing ban runs through may 30th >> a spokeswoman for the imprisoned former ukrainian prisoner is back off her earlier claim that the opposition icon has been freed. she's the arch rival of the president. the president has signed an agreement aimed at resolving the country's blooddy political crisis. more than 100 people have been killed and hundreds injured in clashes between police and protesters this week. google is considering a new media for mountain view. city council on tuesday will consider a proposal to turn downtown mountain view into a public wi-fi hotspot for the next five years. it would serve castro street between el camino, real and evelyn avenue.

google already has a free citywide network, but they say that system is no longer functioning effective due to changes in technology. a little boy from southern california is in the bay area masterminding a new way for blind people to shop at whole foods markets. josh golden berg was born blind and when he was old enough to go shopping he couldn't believe there were no labels on store shelves to help him. jr. was in fremont yesterday trying to change that. more from abc7 news reporter laura anthony. >> leave it to a kid to come up with a simple idea that's brilliant. it grew out of young josh's effort to find batteries one day at a grocery store. >> mommy, why isn't there braille on the shelf? he's like, i don't know. >> josh is the boy behind joshua's project. a foundation dedicated to making the daily lives of the blind easier, like being able to find things in a store. >> that way they can come into the store and they don't have to wait a million years, they don't

have to wait this long for somebody to come over and help them. >> josh was born without sight. something his parents thought would never be treated. >> we thought if you raise him different, he will grow up different, if you raise him the same, he will grow up the same so we raised him the same. >> he thinks blind people should be able to shop for groceries, the same for everything else. >> a feeling of accomplishment. getting there is one thing, but knowing where everything is is really a good feeling. labels, whole foods also has whole foods also has these hand-held scanners so blind shoppers can find when they need on the shelves. >> whole foods 300 popcorn, salted. >> the scanners allow the person to find the item and learn a bit more about it if they wish. >> this is the one i want to buy. >> take it. >> for josh, it's about the life he envisions for himself and others who happen to be blind. >> i'm going to keep brailling more and more and more and more stores until i have brailled the

happening today, it may not be swimsuit season, but hundreds will hit the sand and surf at the aquatic park for a great cause. teams plunge into the chilly bay to raise money for the special olympics. its par of the 7th annual polar plunge. it also consists of a 5k fun run and walk. many corporate and community teams are expected to participate. the 5k kicks off at 9:30 and the polar plunge into the bay begins at noon. we will send it right up to the roof. perfect timing so lisa can tell us about the sun that will be shining at noon today. >> they are going to need it in the 50-degree temperature water. but it is going to be a nice afternoon. visibility is reduced at half moon bay now less than a quarter mile. novato about a quarter mile. be careful. high temperatures underneath all the sun, low 60s in the city. mid-60s oakland and 68 san jose. the forecast, fog at the coast
