>> good morning, everyone, i'm carolyn tyler, thanks nor joining us on this sunday, february 23rd. let's start with a quick first look at the weather with meteorologist lisa argen. good morning. >> good morning, carolyn. we're out here on the roof where it is cool but the low clouds and fog has moved in since you were sleeping. we are look at a gray start around the bay this morning. as a result, visibility less than a quarter mile in novato. santa rosa and napa looking at the low going and clouds. on the coast it's 7 miles right now. the fog has moved in across the bay. concord and livermore are clear right now but as we go through the next couple hours it will take until about 9:00, 10:00 that will scour out all the low

clouds and fog and then it will be left with sunshine, mimed conditions and even the coastal areas ones again will brighten up. we will see areas of fog and temperatures there from the 50s to 60s. and mid-and upper 60s around the bay. there is an end to this forecast where we see the dry and mild temperatures. it's coming in the seven-day outlook. i'll have it in the next few minutes. >> look forward to that. thank you, lisa. bart crews are hard at work this morning make league pairs following adoral derailment in concord on friday. the goal is to get trains running east of the pleasant hill station by 8:00 a.m. we have the latest on the progress. >> reporter: this is what it looked like, a bart train with part of the cab hanging over the edge of tracks. now the train cars are gone and two 30-foot sections of the rail are getting fixed. >> our goal is to have our

normal sunday morning service which begins at 8:00. that's our goal. >> you see how this car is banged up from the accident. all the damaged cars were put on the back of flatbed trailers and carted away to a nearby yard for repairs and an investigation is ongoing to determine why two cars jumped their tracks at an speaker change. >> we apologize for this obvious accident, and we apologize for the inconvenience it caused many of our contra costa riders. >> a bus bridge was set up at the pleasant hill station that was the end of this line. they shuttled passengers from here to the concord, north concord and pittsburgh bay point station that. caused some confusion. >> we were supposed to be dropping her off at the concord bart station and we ended up driving out of our way because it was shut down. we didn't know about it. >> he said she will also pick up her friend after she gets off work in berkeley. and this woman had a tough time

getting from daly city. >> it was okay other than it inconvenienced my daughter because she had to come from bay point to here to pick me up. normally i would get off on by points and she lives there three blocks away. >> overall, it meant there weren't many other problems. abc7 news. >> abc7 news has obtained the emergency call made from the bart train operator to his dispatcher just moments after the train jumped the tracks. abc7 news reporter cornell bernard has more. >> emergency! emergency! >> please. >> 331, derail. concord. >> a breath less call made by that bart train operator friday night to his dispatcher confirming his train was off the rails. >> how do you know you derailed? >> how do you know i derailed? or -- i am look over the edge. >> looking over the edge to the pavement below. the operator known only as

cartwright sounds panicked when he described he vents leading up to the derailment. >> crossing over to concord one and it was making weird noises and derailed. >> court wright needed help. the quick thinking dispatcher is trying to couple the situation. >> the first thing we are going to do is it take a deep breath. confirm the train was swept and there were no passengers on board. >> the train was swept and no passengers on board. >> the dispatcher makes cartwright a promise. >> how do you doing there? absolutely. i'll buy you a coke when this is all over, okay? >> abc7 news. >> the concord station was also the scene of a derailment back in march of 2011 involving a ten car train carrying 65 passengers to sfo. it took nearly a fulldy to hoist

that train back on the tracks. oakland police are investigating a fatal shooting on 14th avenue near east 24th street. it happened about three blocks from hyland hospital just about 8:30 last night. police and crime stoppers are offering a $10,000 reward for information lead to go the arrest of the shooter. >> a warning this morning to dog owners in san francisco. someone may be lacing meatballs with rat poison, and it's not the first time. abc7 news reporter lisa amin gulezian has more from crest line drive, the location where the suspicious meatballs are turning up. >> this is how welcome they are. >> it doesn't take long for the lieutenant to find a suspicious meatball along the drive. she bags it as evidence. >> the meatballs are pretty well concealed under the shrubbery

and the curbside so the boggs would notice them first and have access before the owners with would ever see it. >> dorothy noticed immediately when her dog, aj, found a suspicious meatball during the walk. and i pulled him out and i thought, oh, my god, it's the meatballs again. >> last july her dog oscar died after eating a meatball laced with strychnine. several dogs got stick. no one got caught for the crimes. >> this cannot be happening again. please, dear god, let's not have another trauma. >> they are being extra careful walking their dogs. >> who would do that? i mean, it's the cruelest, rudest thing in the world. >> i'm furious because you would take it out on dogs? who would take it out on dogs? >> they are still in the process of testing the suspicious meatballs and haven't determined

what exactly is inside of them. in san francisco, lisa amin gulezian, abc7 news. >> we are learning new details about a series of water bottle throwing incidents in western sonoma county. on friday the chp released pictures of a truck this may have been involved but officials now say the owner of that vehicle is no longer a suspect. there have been six confirmed instances along highway 12 year santa rosa where someone has thrown full water bottles at the windshields of moving cars. authorities are investigating four other possible cases. funeral services will be held tomorrow for two highway patrol officers killed near fresno. two officers will be honored at a ceremony he is save mart center in press no. governor jerry brown is expected to attend. officers long and gonzales were responding to an accident on highway 99 in southern fresno

county when they veered off the road. their vehicle flipped over, killing both officers. they were apparently trying to avoid hitting a pedestrian involved in the original accident. this morning the dali llama will be making two march bay area appearances. yesterday while the tibetan spiritual leader spoke inside davey symphony hall to a sold out audience, several chanted outside. protesters say the dalai lama has denounced the tradition and beliefs of those who practice that form of boweddism. >> he's basically forcing people into practicing things that he believes they should be practicing. we believe that's a violation of religious rights so we are here to basically and the dalai lama to lift the bans he's imposed on millions of others throughout the world who engage in that practice. >> but many who pay to listen to his holeness speak say the dalai

lama is misunderstood. >> he's got a very open and accepting message, and so maybe they should listen instead of shouting. >> the dalai lama said he's committed to preserving the tibetan buddhist culture. and the dalai lama continues his bay area visit today with a blessing of the tibetan community center in richmond at 8:00 this morning and then he holds a public talk at the berkeley community theater that. is scheduled to begin at 9:15. and tomorrow the dalai lama will participate in a talk on the theme of compassion and business as santa clara university at 10:00 a.m.. good news for drought stricken california. more rain is on the way. wet weather is already expected to hit the bay area this week. but according to our media partner, the americaly news, forecast computer models show promising signs of an el nino, that would likely bring

range was pretty eck treatment yesterday. 58 monterey, 74 morgan hill. more mild sunshine with 60s and 70s around the bay. changes are coming. they are very subtle. this morning we are looking at overcast conditions almost everywhere of the live doppler 7hd shows the low clouds and fog banked up along the short line. it's here, it's downtown, across the bay, and from our roof camera nice shot. it's nice and still throughout and the temperatures are milder this morning. 50s in the city, 52 oakland and half moon bay much milder. and over into the east bay you will notice that we have the clouds and the temperatures are ranging from the low 40s, santa rosa. concord and livermore 42. fog and the visibility restrictions all the way down the central coast from monterey down through hollister and salinas. the airport right now, no problems. but up in the north bay a quarter mile visibility from in paw, novato, santa rosa, and over into san carlos airport six

miles. mountain view at nine miles. throughout the morning hours, you notice if you head out early or going for a jog, taking the dog out, we are looking at temperatures about 6 degrees warmer 9 degrees warmer in half moon bay. the livermore valley a couple degrees of cooling. here's a view from sfo. no delays reported. low clouds and fog this morning. sunny skies, spring like conditions once again this afternoon. so the changes come with the stronger on shore flow today. the rain still on tap to arrive on wednesday. as we look at the pacific satellite picture, still high pressure off the coast into the east of us, allowing for a stable atmosphere. that brings the morning gray. but the storm track still well up into british columbia. and that will allow for a couple of days of fair weather and low clouds and fog. but as this ridge slowly begins to move on east, we will begin to see the changes with a few more clouds from time to time. but high temperatures today really quite nice out there with

60 in monterey. low 70s sacramento. yosemite, how about 61 degrees? in the south bay then upper 50s. and very little change. if you are at the coast you will notice the morning greylingering through the early afternoon and then we should see cool numbers in the low 60s. sunshine downtown today, 63 in the financial district. low clouds and fog hanging neither golden gate. 67 in petaluma. but pulling away from stinson beach, which is usually does. look for mid-60s oakland, 68 fremont. as you head inland, once again, a few 70s around the bay. so pretty nice weather. if we're going to see is that trainings, why not enjoy dry, mild weather beforehand. we have the low fog and clouds this morning. cooler tomorrow. sun and clouds tuesday. look at the temperatures. the first bout of rain should come in for the wednesday afternoon commute, slick roadways, maybe an inch of rain and lower elevations, and a

for the president to solve rising crime and inflation rates or step aside. one man is dead, dozens are recovering this morning following a carbon monoxide leak at a new york mall. the leak happened last night in huntington station in long island. investigators leave the carbon monoxide leak originated as a seafood restaurant in the mall. police received a call from a woman feeling light headed and nauseated. >> we were sitting at the bar and having wine and i think one of the way tress came on and said they had to leave. i didn't want to blow up or anything. they told us to stay outside. >> twenty two people had to be taken to the hospital. authorities say the man who died worked at that restaurant. officials believe the carbon monoxide leak originated within the restaurant's heating system. home owners in almeda county

may soon have to pay to dispose of hazardous waste. our media partner, the contra costa times, reported the waste management authority wants to impose an annual $9.55 femur home for a hazardous waste program. operators of the program, no one as "stop waste" said they need money to sustain hours at hazardous waste drop off sites. expanded hours will reduce the amount of hazardous materials that end up in the trash and ultimately in landfills. in honor of black history month we turn our attention to moon who not only broke down some of the walls separating color, but who has been quietly celebrated for his skill in building them. he's california architect paul reveer williams. abc7 news reporter lela has his story in this morning's assignment 7 report. >> he had an unshakeable belief

>> a san francisco program is underway to turn hardscape into landscape in the sunset district. there have been a lot of complains over how much concrete is in the area a lot of residents paved over their front yards. ambassador program encourages homeowners to break up the concrete, put in drought resistance plants and help the sewer system manage storm water. >> we are trying to encourage greening so it will reduce the amount of water into the sewer system.

right now. still novato, santa rosa quarter mile and san carlos and half moon bay we are looking at a little bit of fog, as well as hayward and mountain view. the on shore flow is kicking up and that is allowing for a blanket of milder conditions because the clouds are insulating us. not as much radiational cooling. in fact limited except toward the livermore valley and that's why you are cooler this morning on the order of two degrees. but a little bit milder from half moon bay. sfo this morning you see the low clouds cause delays as we go through the 8:00 hour. but to start out we are looking at the fog giving way to more afternoon sun by 9:00, 10:00, and that will bring very mild temperatures as the strong ridge of high pressure stays with us throughout the next couple of days. but it will begin to break down and move toward the east. in fact, another day or two before the ridge begins to slide eastward. but in the meantime, it's strong and it is providing the storm

track to be shunted well toward the north and west, up toward alaska. then as it slides east, that allows the first area of low pressure to move on in. but the winds have been keeping the coast typically cool, kind of like a summerlike pat western the low clouds and fog burning back to the shoreline. sunshine in marin county. the san mateo coast will see some fog pull away but still playing peek-a-boo behind half moon bay and pacifica. here is what we are featuring. next wednesday the first system bringing wet weather for your wednesday afternoon commute, it looks like, and maybe an inch of rain for some of you. we get a breakthrough thursday and another area of low pressure. this one with more wind and heavier rain associated it will allow for a couple of inches of rain. 67 today in oakland with low 70s returning for morgan hill and napa on the coast. the accuweather seven-day forecast, today still very mild. tomorrow cooler, increasing the high clouds.
