>> good morning, everyone, i'm carolyn tyler, thanks for joining us on this sunday, february 23rd. let's start with a quick first look at the weather with meteorologist lisa argen. good morning. we are on the roof outside where plenty of low clouds and fog are situated over the bay. that's bringing slightly milder temperatures this morning. live doppler 7hd shows we are looking at low clouds and fog not only in the north bay, but in the city, down along the peninsula toward san carlos and over into the east bay w that, not many 30s out there. mainly 40s and 50s. a milder start for pretty much everyone. 52 in oakland with 48 in

san mateo. so with the low clouds and fog nestled into the low-lying valleys, the visibility down to a quarter mile in santa rosa. it extends down to salinas and monterey. over into the east bay you are clear in livermore right now, but the plan will be for more of the fog to kind of stay put through the 8:00 and 9:00 hours when it begins to scour on out. then throughout the afternoon we are looking at sunshine pulling away from the marin county coast. still there along the san mateo county coast, but we will be looking at a return to plenty of sunshine today with temperatures well above average. so the broken record is about to end, carolyn. we are talking rain, wind, cooler temperatures and, in fact, rainfall in the next couple of inches the week ahead. we will have it for you in a few minutes. >> thank you, lisa. bart crews are hard at work this morning make repairs following a

train derailment in concord on friday. the goal is to get trains running east of the pleasant hill station by 8:00 a.m. our reporter has the latest on the progress. >> reporter: this is what it looked like, a bart train with part of the cab hanging over the edge of tracks. now the train cars are gone and two 39-foot sections of the rail are getting fixed. >> our goal is to have our normal sunday morning service which begins at 8:00. that's our goal. a massive crane was brought in to pluck the cars off the elevated rail line. you see how this one is banged up from the accident. all the damaged cars were put on the back of flatbed trailers and carted away to a nearby yard for repairs and an investigation is ongoing to determine why two cars jumped their tracks at an interchange. >> we apologize for this obvious accident, and we apologize for the inconvenience it caused many of our contra costa riders. >> a bus bridge was set up at the pleasant hill station that was the end of this line.

they shuttled passengers from here to the concord, north concord and pittsburgh bay point stations. caused some confusion. >> we were supposed to be dropping her off at the concord bart station and we ended up driving out of our way because it was shut down. we didn't know about it. >> he said she will also pick up his friend after she gets off work in berkeley. and this woman had a tough time getting from daly city. >> it was okay other than it inconvenienced my daughter because she had to come from bay point to here to pick me up. normally i would get off at bay point. she lives three blocks away. >> overall, it meant there weren't many other problems. there were fewer riders. abc7 news. >> abc7 news has obtained the emergency call made from the bart train operator to his dispatcher just moments after the train jumped the tracks. abc7 news reporter cornell bernard has more. >> emergency! emergency!

>> please. >> 331, derail. concord. >> a breathless call made by that bart train operator friday night to his dispatcher confirming his train was off the rails. >> how do you know you derailed? >> how do you know i derailed? or -- i am look over the edge. >> looking over the edge to the pavement below. the operator, known only as cartwright, sounds panicked when he described events leading up to the derailment. >> crossing over to concord one and it was making weird noises and derailed. >> cartwright needed help. the quick thinking dispatcher is trying to couple the situation. >> the first thing we are going to do is it take a deep breath. confirm the train was swept and there were no passengers on board. >> affirmative.

the train was swept and no passengers on board. >> the dispatcher makes cartwright a promise. >> how do you doing there? absolutely. i'll buy you a coke when this is all over, okay? >> abc7 news. >> oakland police are investigating a fatal shooting on 14th avenue near east 24th street. it happened about three blocks electric hyland hospital just before 8:30 last night. police and crime stoppers are offering a $10,000 reward for information lead to go the arrest of the shooter. >> a warning this morning to dog owners in san francisco. someone may be lacing meatballs with rat poison, and it's not the first time. abc7 news reporter lisa amin gulezian has more from crest line drive, the location where the suspicious meatballs are turning up. >> this is how welcome they are. >> it doesn't take long for the lieutenant to find a suspicious meatball along the drive. it was in the bushes.

she takes a photo and then bags it as evidence. this makes 31 meatballs. >> the majority wave been locating are pretty well-concealed under the shrubbery, close to the curbside. so the owners would have the first access to them before the owners would ever see it. >> dorothy noticed immediately when her dog, a.j., found a suspicious meatball during the walk. and i pulled him out and i thought, oh, my god, it's the meatballs again. >> it feels like deja vu for her. last july her dog oscar died after eating a meatball laced with strychnine. several dogs got stick. no one got caught for the crimes. >> i said, this cannot be happening again. please, dear god, let's not have another trauma. >> twin peaks dog owners are being extra careful while walking their dogs. >> who would do that? i mean, it's the cruelest, rudest thing in the world.

>> i'm furious because you would take it out on dogs? who would take it out on dogs? >> investigators are still in the process of testing the suspicious meatballs and haven't determined exactly what is inside of them. in san francisco, lisa amin gulezian, abc7 news. >> we are learning new details about a series of water bottle throwing incidents in western sonoma county. the press democrat reports the owner of the truck believed to have been involved has come forward, but investigators don't think the owner was responsible for the attacks. they say it may have been the work of juveniles who were the ones driving the truck. there's been six confirmed instances of someone throwing water bottles at the windshields of moving cars near santa rosa. funeral services will be held tomorrow for two highway patrol officers killed near fresno. kwan gonzales and brian law will be honored at a ceremony in

fresno. governor jerry brown is expected to attend. officers long and gonzales were responding to an accident on highway 99 in southern fresno county when they veered off the road. their vehicle flipped over, killing both officers. investigators say the two officers were apparently trying to avoid hit as pedestrian involved in the original accident. this morning the dali llama will be making two march bay area appearances. yesterday while the tibetan spiritual leader spoke inside davey symphony hall to a sold out audience, several chanted outside. they were of a buddhist sect. protesters say the dalai lama has denounced the traditions and beliefs of those who practice that form of buddhism. >> he's basically forcing people into practicing things that he believes they should be practicing. we believe that's a violation of religious rights so we are here

to basically ask the dalai lama to lift the bans he's imposed on millions of others throughout the world who engage in that practice. >> but many who pay to listen to his holiness speak say the dalai lama is misunderstood. >> he's got a very open and accepting message, and so maybe they should listen instead of shouting. >> the dalai lama said he's committed to preserving the tibetan buddhist culture. and the dalai lama continues his bay area visit today with a blessing of the tibetan community center in richmond at 8:00 this morning and then he holds a public talk at the berkeley community theater that. is scheduled to begin at 9:15. and tomorrow the dalai lama will participate in a talk on the theme of compassion and business as santa clara university at 10:00 a.m.. >> good news nor drought stricken california. more rain is on the way. wet weather is expected to hit

the bay area this week. but according to our media partner, the mercury news, forecast computer models show promising signs of an el nino, which would likely bring significant wet weather to california next winter. some researchers say the likelihood of an el nino hitting next winter is about 75%. that would be quite a change. what do you think about that, lisa? >> i think, yeah, that would be fantastic and what we need. but we also looking at the short term by involves the next seven days and that looks promising, as we. a live look outside where low clouds and fog blanketing the bay area this morning except for our friends in the east bay valley. plenty of 40s, a bit of a chill to the air this morning. but once again we are on our way to a sunny, mild afternoon. it's going to change. i'll come back and have the forecast for you in a few minutes. >> thank you, lisa. also ahead, one of the world's most wanted criminals is now in

you can catch "this week" right here on abc7 at 8:00 this morning >> u.s. and mexican authorities are hailing the capture of the most notorious drug lord in the world. yesterday he was caught after eluding authorities for 13 years. abc news reporter michelle franson has the latest. >> this is el choppo in the handcuffs and in the custody of authorities. this is how he looked when arrested early saturday morning when arrested at this mexican hotel. acting on information collected by the russ drug enforcement agents and the mexican government, he was arrested without a single shot fired. they conducted a year-long investigation of him.

mid-40s from napa to petaluma. 42 concord. livermore with the clear sky. you have dropped to 39 degrees. radiational cooling in the east bay valleys. good visibility and less than a quarter mile from santa rosa. half moon bay is looking at a higher overcast but it extends through monterey and salinas. sfo no problems right now. it is milder from half moon bay to oakland and mountain view. over toward livermore and concord where you have the clear sky, it is certainly cooler out there. patchy fog here at the airport and it will be another spring like afternoon. the fog will burn back to the coastline. it should be a nice afternoon if you like it dry and sunny. shame on you. but we will be looking at this to change and bring the ridge of high pressure further to the east and that allows for a series of wet weather makers to move our way.

today the gray sky, stable atmosphere, keeping the low clouds parked in place near the surface. but a mixing and a nice afternoon the next couple days. and noticed to the low clouds and fog will continue to slide back to the west. in fact, we will see that mixing allowing for sunshine from stinson, even salinas looking at sun with ocean beach getting to a partly sunny sky. 60 degrees about. here we are ten days. looking into the end of february and not only the first week of march, but that brings us to really a winter time scenario where if we add up the rainfall totals the next ten days, we are looking at anywhere from two to five inches by the time we hit that second weekend from now. so it's the first weekend in march, about friday, march 5th. so it all looks to be moving in our favor with some more winter-like conditions in the week ahead. 67 oakland, 68 fremont and

a u.k. man is the first man ever to run through a loop-the-loop. here is damian sprinting through the 10-foot high, 360-degree loop and you saw there he nails t he's a former trampoline world champ , hollywood stuntman and it's not just his physical ability that helped him run the loop, he worked with engineers for four months to figure out how to complete the run. he need to maintain a velocity of 65 miles an hour through the entire loop.

the san francisco city plaza yesterday afternoon. they are demanding u.s. and european leaders take, in their words, real action to support the ukrainian people, like providing security from opposition leaders and imposing sanctions on the other regime. >> today protesters in san francisco plan to hold a demonstration to stand in solidarity which with the ongoing anti-government protests in venezuela. from noon to two protesters will form a human chain across the golden gate bridge. meanwhile in venezuela protesters continue to clash with riot police. tens of thousands of people took to the streets yesterday calling for the president nicolas maduro to solve rising crime and inflation rates or step aside. one man is dead, dozens are recovering this morning following a carbon monoxide leak at a new york mall.

the leak happened last night in huntington station in long island. investigators believe the carbon monoxide leak originated as a seafood restaurant in the mall. police received a call from a woman feeling light-headed and nauseated. >> we were sitting at the bar and having a glass of wine and i think one of the waitresses came over and said we had to leave. i didn't want to blow up or anything. i didn't know how dangerous it was. they told us to stay outside. >> twenty-seven people had to be taken to the hospital. authorities say the man who died worked at that restaurant. officials believe the carbon monoxide leak originated within the restaurant's heating system. >> in honor of black history month we turn our attention to a man who not only broke down some of the walls separating color, but who has been quietly celebrated for his skill in building them. he's an architect. his name is paul revere williams. abc7 news reporter leyla gulen

designing mansions for the rich and famous, each though he himself was not allowed to live in their neighborhoods. like many homes, this one has been home and host to dignitaries, like president obama, who dined at this very table. , paul attended the university of southern california, but never graduated. instead he opened up his own practice and became the first black member of the american institute of architects, designing some 3,000 building before his death in 1980. >> but with the support of his passion of drawing helped him to overcome his burdens to design a better future. >> there were people who would deny and you can't, and no, but that was kind of in this abstract world. his world was in actually putting the materials together and getting the buildings built and then letting the work speak for him. >> he also developed the ability

>> a san francisco program is underway to turn hardscape into landscape in the sunset district. city officials said they have gotten a lot of complaints over how much concrete is in the neighborhood. a lot of residents paved over their front yards. the ambassador program encourages homeowners to break up the concrete, put in drought-resistance plants and help the sewer system manage storm water. the city is offering residents plants and grants to replace 2500 feet of paved front yards with drought-tolerant gardens. well, the drought does, indeed, persist, but some help is on the way, right, lisa? >> absolutely, carolyn.

>> do you have a dress code on your job? the employees who work for the superior court system in san francisco say their policy is confusing and unfairly enforced. court officials say it's just common sense rules like no flip-flops. [chanting] >> the union says it's much more than a fight against the fashion police. some of the 420 court employees are upset with how the dress code is being implemented. the rules have been on the books since 1996. including no tank tops, cut-offs, beachwear or warmups.
