good morning. thanks for joining us on this saturday. i'm matt keller. let's start with a look at the weather. here is meteorologist lisa argen. how are things looking? >> the national weather service has issued a flood watch. until 10:00, that's for southern monterey and the big sur coast where they've already had 3 inches of rain, an additional of 1 to 2 inches is expected through noon. so we're talking about areas around davenport, boulder creek.

further up the peninsula it's light rain from monterey or half moon bay, montara and south san francisco. in the north bay out by the delta, it's wet. let's put this in motion and you can see how the moisture pushes to the north as the area of low pressure continues to sink to the south. so the rain will be pushed south throughout the morning, late morning and afternoon hours. but in the meantime, it's windy with winds anywhere from 20 to 35 miles an hour. so here's the plan for the rest of the day. the rain continues to slide to the south. we'll see a few sunny breaks and we're looking at 60s ahead for today. so matt, they are getting the heaviest rain where they need it but unfortunately it's coming at about half an inch an hour. there could be frolooding probls around santa cruz and mudslides as well. >> we'll keep an eye on it.

lisa, thank you. in marin county, a tree came crashing down and blocked mountain view avenue until a crew got out the chainsaw and cleared it away. the tree fell from the yard of a homeowner who said he's grad it fell away from his home. >> i was sitting here and i started hearing branches and that's always a bad sign. and then i heard more and some big branches and then there was a vroom. >> crews estimate the tree was about 200 feet tall. well, despite that tree and other problems in the north bay, the storm brought welcome news there as well. cornell bernard has the details. >> reporter: a closer look here, there is a lot of water rushing through marin county, much of it moving down hillside streets but it's nothing compared to this. an astounding amount of water is flowing down this spillway into

alpine lake from bond tempe band. it's completely full. last month, marin's water supply was looking downright desperate. >> the water situation we're in right now is a lot better than it was a month ago. we've had 20 inches of rain in february. our average for february is 9. >> reporter: that's not a record but it's the most rain marin has seen over one month in 20 years. >> it's amazing. i'm superglad that the rain came. >> reporter: this man and his son came up to look at the reservoir and the water spilling over. what do you think of the water up there? >> i think it's quite amazing, considering all of the lakes have been so dry lately. >> reporter: and he's not kidding. this was the reservoir last december looking more like a desert. since then, marin's water supply has gone from 40% to 70% of normal. >> does this mean the drought situation is over, here in marin at least? >> well, we are still asking our

customers to volume lcut back o their water supply. >> reporter: for now, they are happy for the water supply. the rain wreaked havoc on t the commute last night. drivers had to deal with slick roads. this car slipped off the road. this bmw slammed into the guardrail. chp had to shut down some lanes while they moved that car off the highway. the high surf is impacting fishermen along the san mateo coastline. fishermen braced for 20-foot waves in big sur. that's where strong rip currents and sneaker waves could sweep people and pets out to sea. it's had an impact on their catch. >> right now it's kind of not catching any crabs in the front.

that's why they are all the way out there. >> in santa cruz, the waves broke through part of this home's foundation creating a blowhole in the driveway. this storm is dumping snow in the sierra. here's what it looked like on interstate 80 last night. drivers must carry chains or at least have them in their possession in order to proceed in applegate or placer county. you can track the rain in the bay area using live doppler 7 hd on our news weather app. download it at abc7news.com/apps. in southern california, rivers are causing a mandatory evacuation of 1200 homes near the san gabriel mountains. the heavy rain, as much as 8 inches yesterday, is carrying a lot of debris down the hills. 36-year-old man is recovering this morning after being struck by lightning in

fresno county. the man was looking for work at an oil derrick. the man had injuries consistent with being hit by lightning, including having exit wounds on his feet. developing news in oakland. authorities are on the scene of a fatal fire near a two-story apartment building near 34th avenue. one person has died. crews were able to get the fire out. an arson investigator has been called to the scene. oakland police are looking for a hit-and-run driver who slammed a car into a house on coolidge. a car coming down a hill lost control and slammed into parked vehicles. it also took out a utility pole and a gas line. >> we evacuated all of the initial structure and two adjacent structures as well, created an isolation zone so we

could get the gas and electrical secured. >> as soon as i opened the inside door to the garage, i heard the gas and the car running. that's when i actually got pretty panicky and woke everybody up and got the dogs out of the house, at least in the backyard and got family out. >> the people who lived at the home were not injured. the driver who hit the car did get away. developing news out of san rafael. one person is injured following a shooting at a restaurant just after 1:30 this morning at filipino cuisine on b street. police say a man wearing a dark-hooded sweatshirt walked into the restaurant and hit another person several times. no word on his condition, the person's condition. the suspect did get away. police are searching for thieves who made off with $400,000 in jewels in san carlos outside of jeffrey jewelry store on walnut street before 6:00 last night.

the victim was in town for a jewel show. the suspects got away in an suv sfoo poli . police have arrested four men on murder and criminal conspiracy charges. two of them were already in custody on separate drug and weapons charges. naomi rojas was shot behind her home. four men are in jail this morning on weapons-related charges in connection with a shooting on 580 in castro valley. at least seven shots were fired at this black suv traveling westbound. they shut down a portion of 580 looking for clues. when the suspects were arrested, officers found a lot of stolen weapons. road rage has been given as the apparent cause of the shooting. there won't be any advanced

placement testing this may at a milbrae high school who got in trouble. last may, 24 students had their a.p. test results tossed out because the school let students face each other during the examination. that's a violation of testing rules. drivers over the golden gate bridge will have to fork over another $1. they will pay $6 for crossing without fast track. the district is trying to cover $142 million budget deficit. i'm not sure a lot of people will be out sightseeing today. how is it looking out there, lisa? >> we're cloudy and breezy on the roof but we have showers around the bay area. the main activity has been in the south bay, the central coast which continues to see the heaviest rain. but from the camera, you can see the cloud cover and a few peaks

it looks like some rain is about to hit the san jose area. lisa argen will have your forecast and let you know if more rain is coming this weekend. russian parliament has granted vladimir putin to use the country's military in ukraine. today's unanimous vote formalized what ukrainian officials described as an ongoing deployment of russian troops in crimea. demonstrations broke out in ukraine's russian's speaking east this morning. now, president barack obama warned moscow that there will be costs if russia intervenes militarily. governor jerry brown has officially launched his campaign for re-election. the governor arrived at the alameda county courthouse yesterday morning to file his candidacy papers. brown is seeking his fourth term as governor. he's already the longest serving

governor of california. he held the position from 1975 to 1983 and elected to the state's top post again in 2010. brown is 75 years old and says he loves his job, can't imagine doing anything else. facebook is offering to pay menlo park $600,000 to hire a police officer for the city's planned substation. according to our media partner, "the mercury news," they will fund the position for three years at $200,000 a year. the officer would help local schools increase their safety as well as well as work with the area's large businesses to improve their security. city council will take up the issue on tuesday. apple wants to change the way you drive. the cupertino-based company will put its first in-car operating system in mercedes-benz, ferrari and they will be able to listen to apps and itunes.

gas prices are on the rise again. it's all about miles per gallon. what if you could go hundreds, even thousands of miles on a gallon of gas? jonathan bloom found out some students hope they have a car that will do just that. >> reporter: in just eight weeks, this aluminum frame will turn into these. while some cars get 30, even 40 miles per gallon -- >> we're aiming in the thousands or high hundreds range. >> reporter: competing in the shell eco marathon held each year in texas, a race that's not about speed but endurance. >> we have an hour to do as many laps as we can. and we have a set amount of fuel. >> reporter: race organizers shot this video to show how they do it, speeding up to 25, 30 miles an hour and then cutting off the engine to coast as long as possible before they fire it

click on "countdown to oscar sunday" and get a printable ballot so you can choose the winners. it's right here on abc 7. so how is the weather looking for them down in l.a.? we check in with lisa argen live on the rooftop here at the abc 7 broadcast center. will they be wearing rain boots instead of the fancy shoes? >> only light showers in southern california but we're still looking at a pretty unsettled atmosphere. very heavy rain along the central coast. davenport, southern monterey, this is where we've been looking at heavy downpours, upwards at over half an inch an hour. so that's why there's a possibility of flooding problems here with debris flow and small creeks overflowing their banks with the rain falling on already saturated ground and they've got the steep terrain being looking

for problems down in davenport. gilroy and morgan hill and as we take a look at san jose, you're being looking at light rain. it's been raining lightly for you and around mountain view, throughout the morning hours. here's the path of the area of low pressure. it sinks to the south but it's still wrapping around that moisture that is hitting the north bay. so you, too, are getting wet on the peninsula from san francisco, montara right now, showery and misting through noon in half moon bay. up in the north bay from somona, wet weather through napa as well. with the breeze sgry conditions oakland, 52 in los gatos and half moon bay at 55. the tower camera is looking more calm from this picture and temperatures barely uniform with the mid-50s as well. so the winds, well, they have been gusting anywhere from 15 to

36 miles an hour around the bay. so you're probably noticing the bree breezy conditions and the spitting light rain for the most part. there's a friend of ours up in lake tahoe. but we're looking at sunny breaks throughout the afternoon. chance of showers continue into tomorrow and rain chances for the middle of next week. so march, so far, is cooperating and bringing us a little bit more in the way of wet weather. so there's the low. it continues to sink to the south and east allowing for the showers to pull away from the bay for the rest of the day today. chance of showers from the next system that will miss us for the most part tomorrow. and here's where we are concerned about naflash floodin. heavy rain is here from monterey down to the big sur coast and this is where the burn area has all of that mud and with nothing holding it in place, we are worried about mudslides there. a high surf advisory until 3:00. very dangerous from san francisco, ocean beach, sneaker waves possible, up to 20-foot waves for monterey. here's the plan for the rest of

the day. at 1:00, the coast will see light showers, breaks throughout the rest of the day and throughout the early evening hours. overnight hours, we're dry but then by tomorrow, noontime, maybe a few showers, higher elevations. that's the plan throughout the rest of your sunday. then we dry out and high temperatures today with a few sunny breaks. breezy conditions, mid- and upper 60s. the accu-weather seven-day forecast, rain for some and dry monday and tuesday. by wednesday, there could be a few light showers. temperatures are even milder and on thursday the bay area could get wet. it's not a big system, though. just light rain chances. logon for the latest bay area conditions, rain or shine. so in the santa cruz area, matt, they already have 3 inches of rain. they could see another 1 to 2 throughout the afternoon. so really the focus is south of san francisco and today shaping up to be a pretty decent day, so

we're starting this half hour with a quick look at the accu-weather forecast. we're going to check in with meteorologist lisa argen. how is it looking out there? >> hi, matt. it's breezy. we have scattered showers and heavy rain south of monterey towards davenport. take a look. that's where we have the yellow. in fact, the area of low pressure sits up shore. heavy rain at the coastal locations around santa cruz and there was a flash flood watch out there. half moon bay with light showers and more showers from sonoma out towards the delta and 80 this morning. as we take a look at the trajectory, it's about 150 miles

from the big sur coast. the wrap-around moisture spitting moisture south of san francisco but showers are in the forecast for the next couple of hours until it continues to sink south. windy conditions up to 35 miles an hour in the higher elevations and the plans throughout the rest of the day, then, showers continue to sink south of san jose and holister. there's a weak system off shore that overnight will bring another chance of rain tomorrow. now, there are more chances of rain in the seven-day outlook. whether or not they are going to amount to much, i'll let you know in a few minutes. matt? >> thanks, lisa sfoo mo. more delays are rolling in at airports because of the rain. at sfo, flights are delayed for about an hour due to rain and wind. 104 nights aflies are delayed a

of those are flying in san francisco. oakland has ten delays. san jose has 12 delays right now at 8:32 in the morning. a viewer captured this video of a funnel cloud about 6 miles east of woodland near interstate 5 yesterday evening. the funnel cloud was about halfway to the ground from its base. it's triggering a tornado warning for the area. the warning expired around 7:00. no reports of the funnel ever reaching the ground. well, the weather has been a welcome sight in the north bay. water flowing down this spillway in alpine lake from bond tempe dam which is completely full. >> the water situation we're in right now is a lot better than it was one month ago. we had 20 inches of rain for the month of february. the average for february is 9. >> water officials say despite

the rainfall they are still asking customers to reduce their water usage by 25%. the wet weather caused several trees to come down in the east bay. in danville, this street blocked the road up to the eugene national o'neil historic park yesterday. one of the morning tours was canceled as a result and the road was impassable. just up the hill, another tree took out power for several residents. >> it took two hours. they finally got out here. i don't blame them. it was pouring down rain. there is no way jose i would have blamed them for not coming sooner. and a roof collapsed at a plastic bag factory. however, most of the water damage was for the from the rain but from a busted sprinkler system. whipped by strong wind gusts and pelted by heavy rain, residents have been dealing with runoff, falling trees, and minor slides. david louie reports from scotts

valley. >> reporter: trees landing in the middle of a road near the coastal town of davenport. >> i think the crews got out there and fixed the roads pretty quickly. nothing really major but we didn't get the winds that were forecast either, yet. >> reporter: however, crews are spanned out in case high winds ripped down lines. this created a demand for sandbags. a welcome load just as there was a flooding problem at this home in boulder creek. >> well, my garage is a little bit flooded. a fair amount is flooded. so, yeah, trying to keep it from really taking over. >> reporter: of course, you know this kind of rain was due sooner or later. >> it's great. don't get me wrong, it's absolutely great. >> reporter: as forecasted, there were strong wind gusts. >> it was exciting and fun,

yeah. >> reporter: tree crews were kept busy. richard was busy all day. >> it's good for business. we need the rain. so whenever it rains, you see more fall-overs. >> reporter: the rain did add between 3 and 4 inches of rain to some of the mountain reservoirs. however, three inches is only enough water to satisfy the drinking water needs for the city of santa cruz for one day. in scotts valley, david louie, abc 7. the rain has been a welcome sight in the higher elevations but the rain brought dangerous conditions along interstate 80. a pickup truck pulling a trailer lost control and clipped a big rig. the driver of the pickup was the only one in the vehicle. he was taken to the hospital. despite the slick conditions, heavy snow was dumped at times. >> we'll take what we can get at this point. >> we just need the snow and

lord knows we need the snow. >> thursday's snow survey showed the sierra still at about a quarter of its normal snow pack. this week's rain is still not enough to end the drought. this is sky 7 hd video of phoenix lake reservoir in marin county. the reservoirs are at 70% of capacity. it's usually around 80% at this time of year. because of the rain, it's unlikely they will require mandatory rationing. meanwhile, water companies have been ordered to ask their customers customers to reduce water by 7%. we hain calistoga, mandator water restrictions begin today. those with odd numbered addresses will only be able to water on tuesdays and thursdays and even addresses will be able to water on mondays and

jimmy kimmel live followed by abc 7 at 11:00. a lot to be excited about for the weekend. at least weatherwise. we've still got a few more showers in the forecast, lisa? >> reporter: still we're looking at this area of low pressure slowly pulling away. heavy rain is still a problem down around santa cruz and monterey. look at davenport where those yellows indicate the heavy rain. it's been raining all day there. this is an area of mudslides as well in the cupertino. we'll continue to spin in the counter clockwise spin and we're looking at showers in the south bay.

we'r we'll have drizzle along the coast, half moon bay, montara. but in the north bay it's becoming more scattered. still a little wet from san rafael. but up towards 80 we're looking at wet weather in the delta and discovery bay. dublin, light sprinkle for you. for the most part, the east bay has remained dry. helena, wet weather for you as well. awfully cloudy and breezy with numbers in the low 50s from los gatos. east bay hills camera, one of those days where you may see a rainbow out there, rain, sunlight, 56 in santa rosa with 57 in livermore. so the wind has been picking up throughout the day, up to 27 miles per hour. 32-mile-an-hour winds. so here's a look at lake tahoe. no advisories. temperatures are below freezing

and really maybe just a little bit of snow shower activity in the southern sierra. otherwise, morning breaks around parts of the bay but more likely in the afternoon. you'll see a little sun, chance of showers, and right on through the afternoon we can't get rid of the showers yet and still some showers into next week. so there's the low. it's slowly sinking south. it's still about 150 miles off the big sur coast and the next system will miss us but there will perhaps be a few light showers into sunday. another hour south of here, the big sur coast, lots of mud and debris flow possible there. and the surf is higher than average with the current wave heights anywhere from 15 to 18 feet. you can see breakers up to 20 feet. so the plan for the rest of the day, notice 9:00, 10:00, still some showers. along the coast, you'll see wet weather. by the afternoon and early evening hours, basically dry and overnight hours, dry.
