driven by a 30-year-old fremont man. >> we have one independent witness who puts the southbound vehicle between 50 and 60 miles per hour in a 40 miles per hour zone. speed is not totally unseasonable but it looks bad because both are traveling at 40 or 50 miles per hour. police suspect both drivers everyone under the influence of alcohol at the time of the crash. the man was cited for drunk driving and the woman was taken for the hospital with life threatening injuries and is in critical condition. plod -- blood tests were done on both of the woman could also face child endangerment charges. police officers went down the road and a sergeant said they are now working a fatal accident on osgood, up from here.

broken irrigation fight on freitas parkway early this morning. officials say a pipe for recycled water broke. no customers are expensing loss of water but it is a traffic headache. >> community college students are traveling to the capital in the march in march to urge support for public education. this year they will urge legislators to support senate bill 850 which allows california community colleges to establish a bachelor degree pilot program on each campus and students could earn four year degrees at local community colleges. governor brown says he is not sure that legalizing pot is a good idea in california. in an interview yesterday open "meet the press," he says the country can lose its edge if two many people are getting stoned and if pot smoking games

and all of us should be wet in the evening. we will be in the upper 50's to low 60's in the north bay because of the cloud cover and west weather and the rest of us in the low pressure 60's because of the wind. overnight it is mild at 49 in santa rosa and everyone else if the low-to-mid 50's and the steady rain is showers by tomorrow morning but the morning commute will be wet from the left over moisture. you can see the tongues of moisture coming at us and the moist flow will be here for the better part of the week but we can not have energy in the atmosphere and this will translate into rain so you can see the rain to the north with light-to-moderate rain developing headed into the heart of the bay by 1:00 o'clock, and the light-to-moderate rain stays to the north and the lighter more steady rain moving into the south bay. by noon, we it is transferring over and then there will be scattered showers and temperatures warmer than today.

keller is on the way. avoid the area if you can. fremont boulevard is the go alternate. walnut creek is getting busy with brake lights in the southbound direction of 680 toward 24 but no stalls or accidents. >> we will talk about the breaking news from fremont with officers on the scene of a worse accident near washington boulevard and osgood down the street from a head-on crash that sent a mother and child to the hospital overnight and matt keller arrived at the newest crash. what is happening this? >> this is a mile and a half away from the other accident and i get confirmation from a police officer this is a fatal pedestrian accident with all parties have remained on the scene and they say there have been no arrests. everyone is cooperating. washington boulevard is a major thoroughfare that connects to 680 so it is going to be blocked off and an officer told me it will be blocked off if -- for several hours as the traffic

investigation is split into two accidents. a few hours earlier a head-on crash sent three people to the hospital including a four-year-old gill who has life threatening injuries. her 33-year-old mom was driving southbound at 12:15 and she veered into the north lane hitting a camry driving by a man who was cited. he was released from the hospital. the mother is in critical condition and she could face child endangerment charges. a police officer said osgood re-opening could be a while because traffic investigation is split apart into two major accidents scenes this morning on osgood. it could be longer. they hoped for 7:00 but they are saying it could be several hours as they continue the investigation. >> thanks, matt. from the east bay authorities are urging everyone to focus on safety around train tracks after

a deadly tragedy involving a teen girl and her cell phone. amy hollyfield is in martinez with that story. >> police say she was out on the tracks behind me when she was trying to get her cell phone and she was killed. miss say the 14-year-old girl was walking on the tracks with her boyfriend when a train approached. the couple moved. she dashed back to the tracks to get her cell phone. she dropped it. she was hit and killed, devastating those would live here. >> it is really tragic. it is unfortunate. a bad decision like that becomes your last bad decision. >> it is trespassing to walk on the tracks. this is a popular shortcut in martinez. police want people to realize

how dangerous it is. police is not released the girl's name. those would know her are reaching out on social media asking people to wear pink in her memory. >> an antioch homeowner is cleaning up a mess after a car slammed into his fence and landed in the swimming pool, the second time in a week. he could not believe it happened again. an 18-year-old david martinez was drunk when he landed in the pool. martinez was arrested. the two minors were not hurt. can you believe another car did the same thing six days earlier? he share these photos of last week's crash which was hoisted from the president after being drained. >> now the biggest night in hollywood: the oscars. we go to the most exclusive after party, the governor's ball
