good morning, everyone. i'm karzai marzullo. it is 8:00 a.m. we'll start off with a look at the weather. the rain is here. here is our meteorologist lisa. >> it has been confined to the north bay where santa rosa has picked up a third of an inch. look the at bright yellow and bright red, from san rafael and sliding eastward across the bay bridge and herk lees -- herk lose getting wet and also into the financial district and further down the peninsula. but san mateo and redwood city looking at light rain, across the coast, the santa cruz mountains will pick up wet weather throughout the afternoon and even in the evening hours we

are looking at wet weather. ahead of the front we have the breezy winds, mid and upper 50s this afternoon with the rain showers. look for about 60 noontime and the rain pushes into the south bay. by the afternoon in the monterey bay. the second half of the weekend looking dry but monday has a stronger system headed our way. i'll tell you about it coming up. katie. >> lisa, thank you. and developing news out of southern california. a 5.1 magnitude earthquake and more than 100 after shocks have been occurring. >> reporter: the quake did more than rattle nerves, it sent bodles and mirrors crashing to the ground. >> i thought it was going to end. >> it was big enough. magnitude 5.1. the epicenter, south of los

angeles in orange county, the o.c., near the city of la ha haub -- hab raw. it did trigger a small rock slide that overturned this car. the driver is okay. a few water main breaks were also blamed on the quake. the ground shoot just after friday night in the 6th inning of the dodgers game. >> we might be experiencing an earthquake. >> everyone just sat still. is this happening? >> reporter: this is two weeks after news anchors ducked for cover during the so-called st. patrick's day earthquake. >> earthquake. we're having an earthquake. >> so no wonder southern california are under pressure. and some took some not so steady selfies as the ground was

shaking. >> and behind me you see the road is closed because of the rock slide. and scientists are worried this one is reawakening, since the 1980s and the whittier quake and caused $350 million in damage. no one wants to see that fault wake up again, because it runs right through downtown los angeles. rhinoens, abc news, brea, california. new this morning, a home in richmond is damaged after a car barreled into it just before 6:00 this morning on hilltop drive. the car flipped on its side and came to rest against the house. the person who lives at home was watching tv and could hear the car coming down the street and he said this is not the first time this has happened. >> this isn't the first time in the last two years that they've hit my house. but they've hit a total of three

times and slid into the frobd yard at least seven times. >> one person was taken to the hospital. the condition is not nobody. nobody inside of the home was hurt. no word yet on what caused the accident. a san francisco 49er is in legal trouble. cornerback chris culliver is facing charges of hit-and-run and more. alan long has details from santa clara county jail where culliver made bail and was released. >> eight hours after being arrested for a hit-and-run accident, 49er cornerback chris culliver walked out of jail. an unidentified woman yelled at reporters as he hopped into a minivan and drove away. witnesses say he made a i turn near south 7th in san jose. >> lost control and ended up popping on to the sidewalk and striking a bicyclist. that car began to leave.

>> josh represents a witness who followed culliver's white mustang for a while and then cornered him in this neighborhood. the witness claims he hopped out with a bag in his hand. >> the individual had something in his hand, they were concerned for themself and others safety. >> he possessed illegal brass knuckles and accused of felony hit-and-run. the team released a statement saying the 49ers organization is aware of the recent matter involving chris culliver and we'll maintain contact with chris and the local authorities as we continue to gather facts. >> the fans don't want to see this, and the kids also. they look up to players. >> he was also chastised for making anti-gay comments before the 49ers 2013 super bowl appearance. >> i just wanted to face the situation and let everyone know how i feel in my heart. and i'm not that type of guy.

>> the cyclist suffered minor injuries and did not have to go to the hospital. in san jose, alan wong, abc 7 news. in the senate, lawmakers decided to suspend senator lee. and abc 7 news has confirmed it was another disgrayed bay area politician who ratted on ye, and we are talking about ed jew. we have the details. >> leland lee left his home with his son and it is the first time since he was released from federal custody on late wednesday. he faces trafficking for political favors. one man not surprised is lawyer stew han lon. >> he was brought in by leland. >> han is talking about his client, disgraced supervisor ed

jew just released from federal prison after serving time for extortion and bribery. he said ye has been guilty of the same financial crimes of which he was convicted. >> he taught him how to do things and he taught him how to raise money with a red envelope and putting pressure on people to give you money. >> han lon sat in on meetings with federal authorities after his client was arrested, meetings during which jew agreed to tell all about ye. in san francisco, yet another calls for his resignation, this time by nancy pelosi. >> but it is sad and it is sad for his family, but the people of san francisco and this area have treated him with great respect. i think out of that respect, he should step aside. >> ama daetz, abc 7 news. >> in response to the vote, ye's attorney issued a statement saying suspension is the right

step right now. ye will get paid during his suspension. in addition to lee, calder ron and rob wright were also suspended. both are involved in corruption scandals of their own. >> i wish that senators ye and calderon would offered to and spare this proud and productive institution and its members the stigma of associating with their alleged actions. leave, please. >> the governor also issued a statement saying given the extraordinary circumstances of the cases, and the unprecedented suspensions, the best way to restore public confidence is for the senators to offered to. san mateo police credit social community for catching a man wanted for a violent break-in. officers used this picture caught by a surveillance camera and it shows the suspect using

has been raining in the north bay all morning and heading south now. and you can track it yourself any time with live doppler 7 hd on the abc 7 news weather app. we have download information at abc 7.com/app it. will come in handy over the next few days. developing news, chinese media is reporting that a chinese aircraft has spotted suspicious objects floating in an area being searched for the missing malaysia airlines jet. they have seen three objects that appear to be white, red and orange, unclear if they match of that of the jet. recovery teams are now focusing on a new search zone off the australia western coach. new this morning, same-sex couples in england are takes the plunge. two rainbow flags were flown and

two thirds of people in the country back same-sex unions with support highest among the young and england is the 15th country to legalize same-sex marriage. some hospital patients have received a notice to get tested for hiv, help titus and other diseases. it comes from cpmc in san francisco. some instruments were not properly sterilized and it had been used to examine patient's lungs and digestive tracts. an independent expert said there is a low risk and the hospital has corrected the procedures. san francisco general hospital report has been released, prompted by the death of lynn spaulding who was missing for days before being found in a hospital stairwell. we have sifted through the findings and have these details. >> reporter: deputies are the

front line of security but since the death of lynn spaulding last year deputies go through a six-week training program as part of their assignment here and a new sheriff chain of command. >> the sheriff assigned a captain to the hospital that directly reports to the sheriff and he communicated with the hospital. >> it is not always clear how to call for help. >> there is a need to have a contracted 911 center that takes those calls. to date that has not happened so we'll be working with the sheriff's department to help develop a relationship with an official # -- 911 center. >> one of the biggest problems is there is no one single person in charge of security here at san francisco general hospital, a problem they found so serious they drew up a sample job description for that post. federal investigators say coordination between the hospital and deputies was a major failure when lynn spaulding went missing.

that is part of the basis for legal action filed this month by her family. >> if you have a patient with a room on the 5th floor as lynn spaulding was, that is within 50 or 100 feet of an exit door to a stairwell, that is not the first place that you search. they never searched that stairwell. >> this review was ordered by mayor ed lee after spaulding's death. abc 7 news. well as you might imagine, an east bay man was happy when pg&e said he was paying too much for his electricity. but the catch -- not all of his money. that is when we decided to call us. >> dave nelson's smoke oakland condo has all electrical appliances, the stove and oven and heaters but still he suspected the electric bills were too high. >> we assumed something was wrong but they could never tell us what it was. >> he was paying as much as $190

a moxt he kept asking pg&e about it and they said the bills were correct. this went on for years until one day david got a big surprise? >> there was no payment due and a credit of about $1199. >> after all of the charges, pg&e was giving him nearly $1200 back. when he asked why, pg&e said it has been overcharging him all of those years. >> the audit department discovered that it was -- that the charge was wrong, so that generated a credit for three years. >> which was fantastic, except pg&e only reimbursed him for three years. david had been overcharged for 7 years. he figured pg&e owed him around $1600 more. the utility said under state guidelines this does not have to correct bills more than 3 years old. >> and then i said i'll have to get 7 on your side involved.

>> we contacted pg&e and then they agreed to give him $500 extra but it turns out the case is much bigger than david alone. >> there was a billing error that impacted mr. nelson and the entire complex. >> pg&e spokesperson says everybody in david's complex had been overcharged all these years. not just david, but all residents in all 85 units will be getting money back too. >> we always want our customers to have a good experience and in this case, we fell short and we do apologize. >> here is what happened. all units here have permanent electric heating. it means they get to use more electricity before the rates jump to a higher tier. and then somehow everyone there was listed as gas users and they were getting bumped to the higher rate. >> it is something we're investigating. we don't see these kind of billing issues often. >> and offer our inquiries, pg&e

well-defined cold front slicing the bay area in half and the rain edging into the east bay and san francisco. but take a look at 101, highway 1, san rafael, nevado. we are looking at good rain here. over into the east bay, berkeley is wet now, wood acre road and slowly pushing into arenda. but rainfall amounts will quickly back off as the front pushes south. but still light rain from the richmond district through coal valley and the peninsula 280. mountain view with mist and drizzle and we will look for this rain to change over into snow. truckee right now, the temperature has climbed to 41 degrees. but there is a winter storm warning in effect until 5:00 tomorrow morning in the sierra nevadas. so here is how it looks outside where it is soggy. temperatures ranging from the mid 50s on the peninsula, 56 in los gatos and 57 in the city.

you are dry in san jose and you'll wait another couple of hours to see wet pavement there. petaluma 56. 57 in concord with rain on the way for you as well. but we will see anywhere from perhaps trace amounts to upwards of a half inch for the rest of the bay and the rest of the day. but the winds have been breezy. 20 mile-per-hour winds up through the oakland hills. half moon bay better than that. and here in emeriville is getting wet around parts of the east bay. so rain north and east this morning and then it steadily pushes south into the sierra neva nevada. here is our dry day tomorrow and thing a stronger and windier system heads our way after that system pushes through. here it is. it is set to move in after the morning commute on monday and with this system slowly pushing through the bay area throughout the day today, here is how it looks for the rest of the morning. so right now pretty good model

depiction of the rain from the east bay to the peninsula. by 11:00 our east bay valleys and the rest of mountain view, say san jose looking at light to moderate rain and through the afternoon just a few showers in the north bay but the focus is in san jose, gilroy down through santa cruz and still by about 8:00, 9:00 tonight the leftover showers still being picked up in the north bay and spotty around the bay. so with a third of an inch already in santa rosa, upwards to an inch to an inch and a half here and generally talking about a quarter of an inch to about six-tenths around the bay. so it is helping. and in the sierra nevada, 2 feet of snow with gusty winds. chain controls. not a good idea to head there today. and i want to pick it up after monday afternoon and with the more wet weather coming our way on monday into tuesday. this is what you can expect. 9:00 monday morning and here is the second batch of rain and

sitting last night at la habra in, orange county. earlier in the evening two 4.0 shocks hit. the bigger quake was about a mile deep. photos and videos show the damage done in supermarkets. >> suddenly we got a blackout and the building is shaking like crazy. and then i just screamed to everybody, just get out of the store. >> according to the usgs, 30 after shocks ranging from 2.7 to 3.6 were recorded and experts are fairly certain a moderate size after shock would follow a quake like the one happening last night. >> right after the earthquake, having a magnitude 3 is almost certain, well above 50%. >> and there were reports of gas leaks, water main breaks and one rock slide in carbon canyon in

currently 56 degrees there. clearly construction not hindered this morning as we watch this crane circle around the skyline there. this afternoon a cultural march will be held in san jose in honor of saysar chavez. it starts at 3:00 at our lady of guadalupe parish and ending at mexican plaza at allen rock avenue. a movie about his life is out in theater this is weekend. those who have seen it said it embraces his message of social justice. lyanne melendez talked with some of the people close to him. >> for some the movie is a lesson of how until the 60s, the farm workers fought to secure fair living wages. leading that struggle was cesar chavez. >> i'm angry too. i'm angry where a man in the world can pick food and not feed

novato and richmond, light to moderate rain. and toward walnut creek, you notice you are dry but highway 24, some showers back toward san francisco. daly city more wet weather and heaviest along the coast. pacifica just about in the shower activity and further south on 280, mountain view and los gatos, and dry in san jose. in the sierra nevada, temperatures have come up near truckee and tahoe but we'll look at the rain changing to snow. so the much colder system is headed your way into monday and tuesday in the sierra nevada. right now the exploratory um camera, what a great looking shot with the moisture on the lens. good morning los gatos. 56 for you. half moon bay with the fog in the upper 50s. a look at san jose where you can see the ominous looking clouds.

maybe a quarter of an inch of rain for you. not a whole lot but there is more to come and it will last throughout the evening hours. so this front has been focused on the north bay and ahead of it has spread breezy south winds and kept the temperatures up and allowed fog around the bay. be careful out there. dicey for your saturday morning. emeryville with rain coming down and the north and east bay sliding south. so the showers for the north bay and more rain from the south bay. sierra snow with a winter storm warning through 5:00 tomorrow and sunny tomorrow. so it looks like a nice break before system number two, which is colder, and we could have a wind advisory with this system. in fact maybe an inch or two inches of rain with that system. so as this system slowly progresses southward, you'll notice that the activities, the yellows have been up in the north bay. and as it pushes into the south bay at 11:00, still moderate

cells by here and there and by 4:00 in the afternoon the shower activity around the coast and big sur and the inch up in the north bay. three quarters of an inch elsewhere. and in the sierra nevada, wind gusts up to 90 miles per hour. so some of the high lifts not going but great skiing still. here is what is the model is for sunday, with the dry weather into monday. because your commute looks dry for the most part but at 9:00 the heaviest rain and going into tuesday with the possibility of storms for app fools day. and in oakland today, wet. not the whole time. but not a great day for baseball. but it is a great looking seven day when we have rain four out of the seven days. could even be five out of the seven days. so it looks good. >> if we are to believe you, on tuesday only.

hatch happening today, visitors at the oakland zoo can feed the animals. the feast from the basketball is from 9:00 until 3:00. the first visitors will receive a golden tickle that will allow them to donate fresh produce first to the elephant and other feeding exhibits. today's feast for the beast event is including with regular zoo admission. wow, that really ups the ante. you could see the animal and feed them. >> just about a third of the bay area has been seeing rain but what about the rest of the bay area? >> it is on the way, pushing into the east bay. looking at wet weather. in fact, good rain up in the north bay but as we slide to the east, concord getting showers and lafayette and down along the
