good wednesday morning. it has been a sleepless night for many as aftershocks continue to rock chile. >> a powerful earthquake there last night triggered a small tsunami forcing people into the streets and causing widespread panic. >> the 8.2 magnitude quake struck off the country's northern coastline. authorities posted tsunami warnings for several south american countries but have since canceled them. right now the death toll is now at least six people. two other people died from heart attacks. others were crushed to death as people fled buildings. more than two dozen strong aftershocks followed the initial quake. [ sirens ] the quake forced evacuations along chile's entire pacific coast, but people were urged to stay out of their cars and head for higher ground on foot to keep the roads clear. >> everyone is to stay up on the mountains. >> most of the damage has been limited to houses made of adobe,

and while some injuries have been serious, most have been minor. some 300 inmates escaped from a women's prison in one city, and chile's military dispatched special forces to guard against looting. the shock waves were felt hundreds of miles away shaking buildings as far away as bolivia and peru. >> you could feel the wall moving, as well as the floor, and there's a tent and a veranda back in the garden, and you could really see that moving back and forth. >> reporter: the earthquake even triggered microscopic seismic measurements in new york's central park. there have already been more than two dozen aftershocks some measuring as much as 5.1. central chile was hit four years ago by a destructive 8.8 quake which killed hundreds. in just the past two weeks, hundreds of earthquakes have been shaking chile's far northern coast, and that country may not be out of the woods just yet. >> we expect another 8.8, 8.9 earthquake here sometime in the future. it could be tomorrow, could be in 50 years. >> now, officials here are not expecting any tsunami to hit the u.s., west coast or alaska.

>> however, a tsunami advisory has been issued for hawaii, but it's largely a precaution. no flooding is expected there. initial waves are expected to hit there this morning just before 9:30 eastern time. that's the middle of the night in hawaii. and you'll want to stay with abc news for the very latest on the earthquake in chile. a live report is coming up on "good morning america." well, it will be another big day on capitol hill where the head of general motors will once again be in the hot seat. ceo mary barra is apologizing for the company's failure to recall unsafe vehicles and promises it will never happen again. abc's susan saulny joins us now from washington with all the details. good morning, susan. >> reporter: good morning, diana. that's right, apologies and promises to do better, that's what lawmakers on capitol hill heard from the gm on tuesday. they want to hear even more today. >> general motors is sorry. >> reporter: general motors ceo mary barra is beginning day two of questioning by lawmakers on capitol hill later this morning after being grilled in the spotlight for more than three

hours on tuesday. congress wants more answers explaining why gm didn't act sooner to recall millions of cars with defective ignition switches linked to at least 13 deaths. >> gm's failure to act went on and on until just two months ago when it finally started to recall these vehicles. >> reporter: since barra took over gm in january, the automaker has recalled nearly 2.6 million vehicles because their ignition switches could turn off unexpectedly shutting down the car, disabling the power steering, air bags and brakes. lawmakers pressed barra on why the company decided for nearly a decade that fixing the ignition was too expensive. >> documents provided by gm show that this unacceptable cost increase was only 57 cents. >> we apologize for what has happened, and we are doing a full investigation. >> reporter: small comfort for

the families of the victims who also testified. >> our daughters, sons, sisters, brothers, mothers, fathers, wives and husbands are gone because they were a cost of doing business gm style. >> reporter: now, officials at gm say engineering tests show the vehicle is safe, but they're still offering free loaner and rental cars to drivers who are not comfortable with the chevy cobalt. diana. >> all right, abc's susan saulny live for us in washington this morning. thank you. president obama claiming victory after exceeding his goal for health care sign-ups. despite the disastrous rollout, 7.1 million people enrolled in obamacare before monday's deadline, but republicans continue to rail against the affordable care act. the white house still hasn't revealed how many of those signed up had paid their first premiums or how many were previously insured under plans that were canceled. a british submarine has joined the hunt for the black boxes from the missing malaysian airplane.

it's a race of time before those are found -- before they go silent. that's going to happen in just a few days. an airline trade group is calling for planes to be redesigned so they can continuously be tracked. meanwhile, ships and planes are once again searching the indian ocean. abc's nikki battiste flew with one of them. >> reporter: we've been above the search area now for about two hours, and we've seen some objects on the water, but the crew says nothing significant, nothing that seems to be from the missing plane. there are about 15 crewmen on board here all with very specific tasks, and this plane today flying down low, swooping down as low as 300 feet above the water, so close that if you're looking out the window, you feel like you can touch it. >> well, it's been 25 days since flight 370 vanished, and no debris from it has been found yet. submarines may have better luck listening underwater, but it is a race against time. thousands of firefighters from across the country have poured into boston ahead of funeral services for two of their own killed last week in the line of duty. mourners lined up for miles to

attend a wake for lieutenant edward walsh. the 43-year-old father of three will be laid to rest today. 33-year-old michael kennedy will be buried tomorrow. they were trapped in a basement while battling a huge building fire. well, crews in washington state have uncovered several more victims in that devastating mudslide. this new satellite image shows the terrible scar where neighborhoods once stood. receding waters have allowed searchers to probe a wider area, but the mud is as high as 80 feet in some places, and it's full of dangerous contaminants. the death toll rose to 28 on tuesday with 20 people still missing. well, spring is definitely not in the air in parts of north dakota, still digging out from a late blizzard. >> the city of grafton buried under 20 inches of snow, huge drifts blocking driveways and piling up against homes overnight. temperatures hovered in the single digits. it's not expected to surpass the 20s today. all that snow is going to go nowhere fast. all right. time to look at the rest of today's weather. snow across the northern rockies and in the sierra, as well. the trouble spot is from east texas to tennessee and into the

california utility giant pg&e has been charged with 12 felony counts in that deadly gas pipeline explosion four years ago. that blast killed eight people, injured dozens more and leveled 38 homes in the san francisco bay area. the indictment alleges pg&e relied on erroneous information and incomplete information when assessing the safety of that pipeline which eventually ruptured. disgraced financier charles keating has died at the age of 90. he was at the center of the savings and loan failure. at the time, the costliest bank collapse. he was accused of bilking investors out of their life savings and spending it on mansions and other luxuries. the collapse cost the government $3 billion. he served more than four years in prison. car sales picked up speed in march. chrysler topped the list with a 13% increase. even recalled plagued general motors sold 4% more vehicles while ford was up more than 3%. shoppers appear to be shaking off the winter doldrums and taking advantage of low interest rates. and apple is reportedly getting ready

country, as well. now, if you're flying, airport delays are possible in dallas, kansas city, los angeles, salt lake city and chicago. now an amazing story of survival. a man who got separated from his running group sunday in california's sierra nevada mountains was greeted with a kiss after two days lost in the wilderness. >> 55-year-old bob root was wearing shorts, running shoes and a light jacket when he got lost. he survived two days in freezing overnight conditions before being found yesterday afternoon. >> i guess he basically just kind of hunkered up under the bushes at nighttime, folded his arms underneath his body and that's basically how he survived for a few nights. >> what would you want to say to everybody who found you? >> i'm grateful. thank you very much. >> now, root survived on energy supplements and a small amount of water he had with him. he was treated and released from the hospital. then he said he wanted to go and get an in-n-out burger. >> can't blame him. they're good. all right. an incredible test for a rookie 911 operator in atlanta answering an emergency call from

her own family on the very first day of the job. crystal morrow was just a few hours into her first shift when she heard a familiar voice, her aunt trying to get help for her father who went into diabetic shock. >> is he breathing normally? >> yes. >> okay, i'm sending the paramedics to help you now. stay on the line. i'll tell you exactly what to do next. >> i heard her voice and saw her name pop up on the screen. i was like, wait, it's my aunt. >> even though morrow kept her cool, she admits she was nervous inside. her aunt didn't even realize she was talking to her own niece. wow, what a story. firefighters couldn't save this sprawling mansion in an upscale neighborhood in atlanta in buckhead. it was declared a total loss this morning. flames were already shooting through the roof by the time the crews arrived last night and didn't take long for the fire to engulf the entire home. the distance from the home and narrow winding driveway made it difficult to get to the fire. an accident north of pittsburgh is a somber reminder of just how dangerous operating a chain saw can be. james valentine was trimming a

tree along a busy highway when the saw kicked back and dug two inches into his shoulder. first responders had to disassemble the saw without moving that blade. valentine says at first he barely even felt anything. >> there was about that much more to cut, and i put it back in, and then it was like about -- the tree was about that wide and the saw was in about that far and then i revved it out and it kicked out on me. >> chain saw just missed a major artery. doctors expect for him to make a full recovery. the kickback is one of the most common causes of serious chain saw injuries. >> wow. >> lucky to be alive. >> got that right. a man in northern california has finally claimed his $425 million powerball lottery jackpot. there is his name anyway, raymond buxton. he picked up that big check yesterday. >> he was the only winner of the jackpot back on february 19th. buxton waited to claim his winnings while consulting with a

running on time and a problem already in oakland a car that spun out and we have wet conditions westbound 580 which is not blocking any lanes so far but the traffic is moving along fine. 880 is slow-and-go traffic in the southbound direction. watch out for slick conditions with lots of ponding on the roads. as we look at the drive time 580 tracy to dublin is 24 minutes. under 20 minutes 101 southbound from san rafael to san francisco. breaking news. southbound interstate 880 have been reopened after the fatal crash that blocked lanes for two hours. a car spun out of control on the freeway south of high street and ten minutes later that car was hit by another vehicle.
