boston police investigating two packages left a short while ago at the finish of the boston they'rathon. it is pouring rain and here is one of the two backpacks. cheryl has the latest on this. . >> i went to the web site there. emergency officials saying one person is in custody. and the bomb squad, you can see is on the scene now removing those backpacks. some sort of makeup on his face. we know the area has been closed and services and trains are not stopping. they just don't know what this is yet. >> the marathon is scheduled next week.

man with a long black vail shouted "boston strong" just before the street was shut down. we don't have reports of anyone being hurt. they're taking every precaution we're told that one person wearing that makeup has been arrested. again it's been a year to the day of the bombing. don't know if this is a symbolic gesture out there because they want to make a statement or what. but good news is that authorities are on top of it. >> president obama observed a moment of silence in the oval office to honor victims of the blast. bag pipes mark the moment the bombs exploded in boston three people were killed.
