east side of 101 down from 2,000 customers earlier. the power went out at 2:15 in the morning because of a downed power line and power will return at sock this morning. >> new details of the death of a teacher on mount tamalpais, the coroner says the 50-year-old marie sanner likely died of natural causes but as the investigation is continues after the body was found on thursday when the authorities were notified she failed to return from a hike. there is no link between sanner's death and that of magdalena glinkowski a woman whose body was found a week earlier in the same area. today, president obama departs for the four-country asian tour but he will stop in seattle, first, to survey damage from the deadly mudslide. it killed 41 people and buried dozens of homes in oso.

in asia, president obama will try to reassure allies america wants to strengthen economic and security ties with the region after being rescheduled from october when canceled because of the government shut down. the republican trying to unseat governor brown will release education plan. he plans on calling for sending more money to individual schools rather than school districts. he plans on unveiling a plan to offer free college tuition to some students in exchange for part of their future earnings. he trails behind governor brown and fellow republican. officials in the east bay will meet to discuss the limited water supply dug the drought. officials plan to file a report showing the water supply is sufficient and they will bring in supplemental water from the river. they are calling for a 10

percent volunteer conservation from customers. the meeting is at 1:15 in oakland. >> water suppliers are the east bay are proposing rate increases for those who do not conserve new. customs in livermore and san ramon could see the water bills jump $20 or more and that applies to customers who fail to cut their water use from 30 percent to 35 percent. >> officials will meet to discuss plans by pg&e to chop down thousands of trees in the east bay. the tree removal is part of pg&e pipeline pathways program designed to remove obstruction from 6,600 miles of pipeline in northern california that angered leaders would say the trees are beautiful but functional because they bring privacy. the utility has agreed not to chop down trees until it reaches an agreement with the city. >> the oakland city council will discuss problems with the lamb

richmond parkway and that is cleared. you can see the damage is done with traffic backing beyond highway four in the westbound direction. in the santa cruz mountains, two separate mountains and southbound left lane is blocked, and they are waiting for a tow truck and now, northbound, near the summit, we have a new accident so, not good there the santa cruz mountains. the drive times are getting jammed from the central valley 580 westbound, antioch to concord at 20 minutes and san francisco from san francisco is 0 minutes and high wind conditions on the bridges and outside we look at the upper deck of the bay bridge and the camera is wobbling around and metering lights are on. >> wobbling, thank you for that. >> breaking overnight, violence in san francisco neighborhood and at 6 pock, what have police and paramedics rushing to a strip club and what we are learning about investigation. >> first, you do not have to drive a sports car to get

thanks for starting your day with us. i am matt keller here for eric thomas. >> it looks rough. >> winds are a factor. meteorologist mike nicco what is going on? >> happy earth day. the last hour, tracking the light showers over the ocean are starting to fall apart. clouds are bumping into the higher elevation and you can find a sprinkle or two. our chance of rain is fading. i will take it out after 7:00 with temperatures in the upper 40's to low 50's and in the mid-50's at the coat to mid-60's inland with total sunshine by noon and blustery in the day with mid-50's at 4:00 and 7:00 we are in the mid-50's to 60 so have a coat. >> westbound 80 commute cannot catch a break. we have yet another accident westbound near highway four so pockets of slow traffic all the way into the macarthur maze

covering santa rosa berkeley, san jose, and all the bay area, this is abc7 news. >> a dramatic drop in bad conduct between officers in the san jose police department as the country complains are rising. our media partner reports that first from the police chief show that 83 percent fewer investigations into officers last year than recently. some say it is because the department is so short staffed supervisors no longer have time to such investigations. community groups are concerned officers could ignore poor behavior after being reported. the issue will come up next week at the city council meeting. >> an kiting time for warriors fans who are ready for a new arena across the bay but it will not be along the embarcadero. the warriors originally plan to build an arena on bis 30 and 32 but they were blocked out and now they purchased land in
