780 was closed in both directions. traffic is moving normally now through the area. >> a tech entrepreneur is out of the jail this morning but could face charges after getting into a fight with a driver while he was on his bike. it happened in mill abc7 news reporter nick smith reports the beating was so severe witnesses thought the victim might die. >> there needs to be some sort of better system, better bike lanes. >> he's talking about this stretch where narrow lanes make it difficult for cyclists and cars to share the road. police say there was a fight between a driver and cyclist led to one man being arrested and the other being badly beaten. >> i think there should be like bike lanes. and they should be huge. we should be protected. >> mill valley police said they arrested the 40-year-old man in this youtube video on suspicion of assault with a deadly weapon. he got off his bike and beat the

brake. three kids and two adults were taken to the hospital with injuries. driver wasn't hurt and is cooperating with police. >> new details this morning about the bay area teen who stowed away on a flight between san jose and maui. the 15-year-old is still in the hospital and his father has not opinion able to visit him. family members said the boy's mother is in a refugee camp in ethiopia and wants to come to california to be with him and his other two siblings. she claims the boy's father brought the children to the united states without her knowledge. she said she feels bad he snuck on a plane reportedly to see her. dozens of cars vandalized and a couple houses hit in several neighborhoods. we have the story from antioch. >> this is what a lot of antioch

drove off. >> she also got a vehicle description. >> dark gray, four door, either a hop da or toyota. >> people are to check their surveillance cameras to see if they caught the suspects on video. abc7 news. >> this morning a visiting businessman is being called a hero after he helped save two car crash victims. he just landed at oakland international airport on thursday and was riding the shuttle to bart when he spotted an overturned car. when the shuttle pulled over rancourt and other passengers ran out to help the 95-year-old driver and the passenger. the driver was badly cut so ran court took off his shirt and used it to stop the bleeding. paramedics arrived and took the victims to the hospital. we spoke to rancourt by skype from his boise home. >> he made it to the hospital and got treatment and they are going to be okay, that made my day. this was probably the best thing i accomplished yesterday. >> afterwards he finally stopped by get a dress shirt before

heading to his business meeting." >> the ntsb has released a preliminary report on the tour bus crash on interstate 5 two weeks ago. happened west of chico april 10th. report is the fedex driver drifted across the median and sideswiped a white nissan before plowing into the bus. the report does to the say why the fedex bus veered off course. five people were killed, including five high school students from southern california. the ntsb said it could be months before their final report is complete. >> a marin county girl has lost a fight to keep her chickens. earlier we told you about her and her family who wanted to keep four hens. s she considers them her best friends as pets. family was sued by their homeowner's association demanding the animals be removed. the m. o. a. voted. and they didn't have enough to change the rules. they will take the matter court in july. >> parts of the bay area were soaked yesterday with heavy

rainfall. students in cal had to run to class just to keep from getting wet. even those with umbrellas had a hard time staying dry. goffers at the lpga classic had to play through soggy conditions. it wasn't just the rain, but also hail reported on the course. some golfers were delayed until the weather cleared up. in fairfield yesterday that's not rainfall, it's hail. abc7 news viewer sent us these pictures showing the small chunks of ice throughout the city. in the sierra there will be a fresh layer of snow for the last weekend of ski season. up to five inches was expected in the tahoe area overnight with another inch coming this weekend. there are no chain requirements on interstate 80 and highway 50. that's good news for skiers. any chain requirements and fresh snow so it's a beautiful weekend to be in the mountains. >> it was gorgeous up there. 30s right now. we are looking at upper 30s.

nato hasn't released more information. they have only said they are investigating the incident. red lights are coming under scrutiny about their effectiveness and reliability. three bay area communities ended the program and more will end in august, but more people are coming up with unusual ways to beat the cameras. here's michael finney with the story. >> sheri recalls the moment she drove her vehicle through the intersection on howard and ninth in san francisco on october 23rd. she says her car had just entered the intersection when she saw the flash of one of the red light cameras. >> she knew she would get a ticket. >> it didn't mean the technology was reliable or that i had actually crossed the limit line prior to the light turning yellow and it doesn't mean i was driving the vehicle at that time. >> sheri happens to be a defense attorney. she takes quite a lot of traffic cases. andrew knows a lot about red light cameras too.

he's the photo enforcement manager at the south san francisco police department. >> i'm able to see the wheels turning and the brake lights and the photos are good quality. i can see -- just take a couple traits on each face. >> this is the video from various red light cameras of red light violating getting into accidents across the country. it's from american traffic solutions, a major red light traffic provider in the united states. the cameras can capture quite a lot. this one, the south san francisco city council went against the recommendations of the police department. it voted to discontinue use of red light cameras when the contract expires in august. >> they felt that the accident rates had not been impacted significantly by the installation of the camera program. >> it's not all evidence from red light cameras is clear. these are photos captured by the red light camera in sheri's case.

>> you could not identify the driver as either a man or a o it was incredibly blurry. >> a judge dismissed the case and sheri won't have to pay the $500 fine. sheri's case was fairly straightforward. but some motorists will go to extreme measures to beat a red light ticket. >> i have a guy that comes through as a mime and puts his hands up off the wheel and paints his face as a mime. >> others resorted to trickery. >> we found this in "popular science" magazine. the photo mask cutter promises to obscure part of your license plate from red light cameras. these are illegal in california still we were curious to see if these really work. this is what the photo plate cover looks like installed. you can see directly on you can see the numbers just fine, but if the camera is over there, the numbers are blurred. it would be tough to get a ticket from a red light camera with this.

clean up teams are made up of community volunteers and corporate sponsors. this the city's 20th annual earth day celebration. happening today, abc7 is again a proud sponsor of march of dimes march for babies. in california thousands of walkers will help raise $9 million today. three walks are taking place in the bay area and san francisco and fort mason. at the almeda county fair grounds and another location in san jose. all the walks start at 9:00. money raise already help the march of dimes support healthier moms and babies. it starts at 9:00. it will be cool out there, right? >> yes. temperatures not reaching quite 60 degrees in san francisco today. we will be below average. you see the sunshine behind us but increasing clouds in advance of a weak weather system that's headed our way to provide miniature raindrops in your neighborhood late tonight. live doppler 7hd where the skies are mostly clear. picking up a little fog in the north bay with the clear sky and the dryer air mass.

we have seen temperatures drop quickly. in fact emeryville looking at numbers in the 40s. san francisco 48. and upper 40s half moon bay. some gusty winds along the coast today. it will be cool there. exploratorium camera looks gorgeous right now but here's the upper 40s from napa with a little fog. mid-40s concord and livermore. sutro look at a nice start to the die and that official sunrise two minutes away. we will call it partly cloudy with the clouds increasing. light rain tonight and then we will look for a major warmup. it starts to warm up a little bit tomorrow afternoon and then more on monday and by tuesday wait until you see the highs. here is the system that pushed on through. the next system still offshore and that will be providing the next chance of rain. so partly cloudy and despite the sunshine, temperatures remaining cooler than average today. here's the timing. as we go through the day at

about 3:00 we are cloudy. the front still along the north coast. and by 10:00, 11:00, parts of sonoma will be getting wet. it will take until 1:00 as the front pushes through. as it does notice the darker shading of green. that's where we will see the heavier showers from the san mateo coast and as it pushes through the south bay it washes out and rainfall amounts, they will widely range anywhere from nothing to about .2-inch. so as we go through the rest of the afternoon tomorrow it will be sunny but starting out with the leftover showers. yep, just a little bit more in the form of rain. but take a look what happens to livermore in the days ahead. mid-70s by monday. average high in the low 70s. and then 90s by wednesday and thursday. but don't worry, it cools off as soon as friday into next weekend. other highs around the bay, 63 sunnyvale and milpitas coming in.

winds at the coast. lower 60s today around the bay and inland we are looking at perhaps about 65 or 66 out toward the delta. so we are looking at the next weather system to get us wet overnight. i'll time-out the rest of the rain and tell you how much when we return in a few minutes. matt. >> all right. thank you, lisa. governor brown has issued an executive order to redouble the state's drought actions and ordered the state to quickly approve water transfers to farmers. it eases some environmental regulations and makes it easier to get approval for clearing dried brush and crease. it also calls on restaurants to serve water only by request and urges the rest of us to limit lawn watering and car washing. and it prohibits homeowner's associations from punishing those who let their lawns go dry. in contra costa county officials say a dead crow has tested positive for west nile

he is charged with peeking into a female neighbor's home last july. he told the court he was drunk when he put his hand to her bedroom window and later knocked en her door in his underwear in an attempt to get her to have sex with him. he said he was embarrassed and ashamed by it. >> the judge scolded members of the press yesterday after jurors told him a television reporter had talked with members of the jury, which is against court rules. the jury will continue deliberating monday. happening today oakland officials will hold the second of two public workshops on a plan to transform the coliseum district and surrounding area into an entertainment, residential and job-generating neighborhood. it's one of several attempts to keep the sports teams in oakland. the warriors announced this week the purchase oflan in san francisco's mission bay for a new arena. the raiders missed a monday deadline to give the coliseum authority their letter of intent to stay in oakland.

and tuesday there was a rejection of a lease to stay in oakland. s this morning the planning commission will have the second of three meetings to create through rules for medical marijuana businesses. officials are preparing rules to regulate where pot clubs can operate. the planning commission was presenced with a proposal wednesday night. at 10:00 a.m. today a community meet willing be held at city hall to get input from the public. may 13th the city council will pick up the final proposal. this morning the city of menlo park is celebrating the grand opening of a new police department substation and neighborhood service center by facebook. -- funded by facebook. it's on hamilton avenue and willow road. social networking company last year agreed to pay more than $200,000 to open the new police station half a mile from its headquarters. in march facebook also agreed to provide another $600,000 over three years to pay for a new patrol officer for the area. a rare event tomorrow. two popes will become saints.
