live from the kgo-tv broadcast center this is abc7 news. >> it is day three of our heat wave. firefighters are worried about more fires like this in the bay area in the long fire season ahead. thanks for joining us. hot temperatures are not only a fire danger but potentially deadly to people and pets. amy hollyfield joins us with more on the problems caused by rising temperatures. amy? this hillside is starting to dry out or the animal whose like to run around officials are watching closely.

>> dry crispy grass and record heat. it is only the first day of may. antioch residents were surprised to wake up and see this charred hillside across from their homes. it lit up around 12:30 this morning. >> i am worried. i home everything is okay. >> fred cannot believe this grass fire happened so early in the season and is bracing for a rough summer. he is trying to keep the lawn moist but conserve water which he knows is scarce. the lawn also comes to an abrupt end toward the house. >> i took everything out. i don't want anything close to the house. >> officials say brush like this is still rare because of recent rains we are still enjoying green hillsides but not much longer. >> the areas are isolated at this time of year. in a couple more weeks this will be more hillside that has the condition. it will be a problem.

>> cal fire added extra crews, four to six weeks ahead of schedule. >> we look forward to a fire season that is coming a little bit earlier than normal in the state of california. >> fires are not the only focus for officials. the city of benicia is warning residents to watch their dogs. police say they will look for poets left unattended in cars and will cite the owners. dog owners approve. >> you leave a crack, they will not survive. if we can't, why would we think a dog could? they need to crackdown on taking care of animals. >> it could be fine up to $500 if you leave the dog in that car. it is not officially summer officials all over bay area are telling us to act like it is. thank you. in southern california, firefighters are bracing for the return of strong winds that pushed a major wildfire that

threaten 1,600 homes. hot santa ana winds will return with 100-degree temperatures. the forest service says 1,000 acre fire did not grow overnight and now is 10 percent contained. nine schools near the fire remain closed. residents have been allowed to return home but be ready to evacuate. from the east bay hills camera, mount diabolo is in the distance and you can see the haze. will it be sizzling hot again today? meteorologist mike nicco has more. mike? >> good morning from the roof of the broadcast center. i can feel the change. there is a prez. it is not so hot as yesterday. it is the breeze that is key to how long the heat wave will last. right now, notice the coast:

half moon bay is 68. that temperature is dropping. we are 74 last hour. the localized sea breeze is already starting to develop. the rest of us are in the mid-to-upper 70's and 80 in san mateo and 81 in shows and low-to-mid 80's in the east bay develops and 87 in los gatos. look at the temperature change compared to 24 hours ago: north by, the coast, sfo, all cooler than 24 hours ago. todays though, most of us are still 15 to 20 degrees above average. take care. temperatures, again, will be in the 80's and 90's. mandatory water rationing begins in santa cruz in the midst of the drought. residents have a lot to learn with regard to conservation and consequences. matt? here at city hall they are not messing around with the drought and water restrictions. the sign says in an effort to

conserve water lawn irrigation is turned off. >> santa cruz is known for its serving but now, rather than cutting back on waves, residents have to cut back on water use. mandatory restrictions start today and run through october 31. many are getting creative, and this home has two garbage cans to collect rain water and they are half full from the storm last week. this home gets help from the croak trickling through the property. water officials say santa cruz has one of the lowest water usage rates in the state but because this is only one resolution very serving the area every drop counts. each home starting today with four or fewer people is alotted 249 gallons a day. if you go 10 percent other it is $25 extra on your bay. older toilets can use up to seven gallons a shot.

a ten minute shower with a standard head uses 25 gallons of water and a load of laundry can use up to 57 gallons of water. >> i have do my part to reduce my bill and i was down to seven units for a family of five. i think that is pretty good. >> landscaping will take a hit in santa cruz with restrictions in hit and no watering between 10:00 a.m. and 5:00 p.m. they will look for violations and a second offense for a ticket is $100. >> people are afraid of going over but all in all it will be the best thing for our community. >> the water department says it will give warnings at first to educate the public. the goal is to save 100 million gallons of water.

a dump truck made quite a mess when it had an accident on 680 in fremont this morning. all northbound lanes are still blocked after a truck flipped around 9:00 a.m. c.h.p. does not expect to re-open the lanes for another 90 minutes, at 12:30. the cause is under investigation malaysia airlines is telling relatives that it is time to go him. it has been two months since the 777 disappeared. the airline has been putting relatives up in hotels and briefing them on the search. the airline says it is closing its family assistance center next week but will keep in close touch with relatives. a government report says that the day the plane disappeared it was off the radar for 17 minutes before it was noticed. officials did not launch a rescue operation until four hours later. new twists and turns in the donald sterling controversy as other nba team owners huddle

comfortable levels. well look at surfers at ocean beach this morning: hanging out in the 56-degree water waiting for the perfect wave. a look back at yesterday because for some of us the heat did peak and napa was two degrees of a record high and san francisco within three degrees. i forecasted 86 but we got to 90 if many wears, -- in many areas, santa cruz was one degree of a record, as well. now, on live doppler 7 hd at half moon bay, the wind is the beginning of the onshore blow and that is why they are seeing significantly cooler conditions today and the rest of us are still light and variable so the sea breeze has exploited just a small weakness in the high pressure and it is going to dominate the rest of us today so it will be warm to hot and the wind shift will move inland as we head through tomorrow and into the weekend and we will

drop 20 degrees by sunday and cooling nights. if you had trouble sleeping last night as so many talked about, tonight is a little better, tomorrow, probably back to average for sleeping weather. we are in the upper 80's to low 90's and mid-90's around morgan hill and gilroy and and up to 90 in millbrae so some warm spots but the my 70's along the coast and even 78 in the sunset and i don't think you will make that now but you will probably drop into the upper 60's the rest of the afternoon and low-to-mid 80's around downtown and south san francisco and sausalito and mid-80's to nearly 90 in the north bay valley and we will be in the mid-to-upper 80's and low-to-mid 90's in the east bay valley. tonight, notice most of us are back in the 50's after being in the 60's this morning, and even napa, the cool spot, at 48 degrees. here is what is happening, you can see the high pressure slowly oozing off to the east and it will still hang around for the

last afternoon, but look at the bowl of cold air on left side of the screen, the trough that is getting deeper, that is coming in tomorrow and that will induce the sea breeze and look what happens in the seven-day forecast: friday, about six to 12 degrees cooler, warmer-than-average in parts of the bay and inland and back to average when we drop another four to eight degrees on saturday, and slightly below average on sunday, monday, tuesday, and wednesday, and pretty nice to be outside but for the coast, where it will be breezy and cool. the chance of rain we were talking about sunday night is not looking impressive so, still not putting it in the forecast. one more day, though, and it is almost over. >> cheryl wants the 60's back, already. >> i love the coolness. >> just want to make sure your air conditioning and car are running okay before we get to the real heat. >> testify the systems, right? run up the air conditioning
