50,000 gallons of crude oil leaked on to city street when a pipeline ruptured. a 20" oil line broke south of glendale running down the street impacting businesses including a gentleman's club. oil is spread across half mile area. the firefighters say it is knee-deep in some spots. >> developing news, governor brown declared a "state of emergency" in san diego county where fires are burning out of control. katie marzullo is in the newsroom with the latest on the firefights. >> greatest concern is with an active fire at zero percent contained that has burned 700 acres. 21,000 evacuation notices have been sent out. cal state san marcos has been closed with commencement

been interim chief for a year and the mayor quan sworn in him. crime is down under him but the union is taking a wait-and-see attitude. he wants to continue to use progressive policing trait i didn't and increase community partnership. protesters will urge the coastal commission to batch offshore fracking when they meet in marin county today. the commissioners will review the updated coastal land to see if it complies with state rules during the meeting. the marin county supervisors have taken a stand against fracking. last year they passed california's first resolution asking the state to ban the practice. san francisco leaders want director george lucas to consider building a museum for the hollywood and american memorabelia on the waterfront. the "san francisco chronicle" reports the site is across the embarcadero from pier 30 and 32.

covering novato, oakland, sunnyvale and all bay area this is abc7 news. good morning, everyone, 4:43 a high definition picture of the embarcadero and the bay bridge and you can see right there, traffic on the embarcadero is almost nonexistent on the bridge and moving along pretty well and leyla gulen is follow this and will tell you more about it. the san francisco police are vetting the latest pedestrian accident in the city on the great highway near ocean beach. it happened shortly after 9:00 last night and a pedestrian was hit by a car trying to cross the great highway and were taken to the hospital with critical injuries. police say they were not in a crosswalk at the time and the driver pulled over and has been questioned by police. >> a new uc berkeley study finds that hazardous flame retardants present in preschools and daycare centers across the bay

area. researchers collected samples from 40 centers in alameda and monterey counties and together they serve more than 1,700 children. each floor sample contained dangerous chemicals or pbde's linked to lower iq and hormone disruption in children. california banned two times of pbde's in 2006 and furniture makers phasing them out but they found in many building. a report fines that california has the highest number of dog bite insurance claims in the country at more than 1,900 claims last year with costs totaling $65 million. the study by state farm found that claims jumped by 5.5 percent last year across the country. dog bites accounted for more than a third of liability costs for homeowners' insurance. a toddler if the central valley has a hero cat to thank for saving him from a dog attack

los altos and 90 in redwood city and you can see the breeze millbrae in san mateo hold you in the mid-to-upper 80's and the coast will have mid-70's and i would not be surprised if the temperatures drop later in the afternoon hours and into the evening hours significantly with the breeze. nearly 80 in downtown and south san francisco and we will be in the mid-70's along the north bay coast with the same cooling happening late in the afternoon hours and you can see it shooting through a lower elevation and headed over to petaluma and keeping you at 86 and 89 at santa rosa and 101 corridor in the mid-to-upper 80's but, city, low-to-mid 90's and sonoma and napa and calistoga. we have mid-to-upper 80's at the shore and nearly 90 in castro valley and fremont. it will not be inland today we will have mid-to-upper 90's and maybe san ramon around 92 for the cool spot. here is a look at tonight's temperatures, better sleeping withing for on the coast and 51 at half moon bay and mid-to-upper 50's for most of
