good morning, ginger. >> so many people in north dakota last night at sunset walking out and seeing this. yes, that is a tornado, but it was not just north dakota. the severe weather in the last 24 hours has gone from maine to florida back to texas. but the most impressive pictures coming out of north dakota and that tornado. >> oh, my jesus. we got nowhere to go. >> terror right outside their door. two reported tornadoes ripping across western north dakota. a 12-year-old boy holding this camera as a funnel rapidly becomes a tornado. one twister hitting a work site outside waterford city, injuring nine, one critically, leaving fields of debris. and in texas -- >> that's moving this way. >> reporter: -- 12 reported tornadoes and at least 1 dustnado. and in colorado, an urgent search resuming for three men following a colossal mudslide, the size of nearly 4,000 football fields. >> everybody on this mountain is praying for a miracle. >> reporter: forced by heavy rains, it happened near

collbran, colorado, the crater, two miles wide. the debris sliding for four miles. the three men, including a father and son, were investigating a smaller mudslide when the earth gave way. >> how could anybody ever expect or see something like this coming? >> reporter: search crews now worried the landscape is dangerously unstable. here can you see the scene before and the incredible scene after the mudslide. some are now comparing it to the fatal mudslide in march in washington state that took more than 40 lives. >> the snohomish county slide was measured in terms of feet, and this one we're measuring in terms of miles. >> so, remember, too we're talking general risk of thunderstorms. some flooding rains anywhere in yellow. that's a majority of our nation, so that cold front is what's instigating a lot to the north. all the way to brownsville, we'll be looking for hail, damaging wind and, yes, still the possibility of tornadoes. a whole lot more coming up in your nation's weather. >> a lot of trouble out there today. okay, ginger, thanks.

we're going to get the latest now on the santa barbara shooting spree. new details this morning about the shooter's deadly plan and his victims. abc's cecilia vega is at the hospital in isla vista, california. good morning, cecilia. >> reporter: george, good morning to you. some good news to tell you about here. the doctors at this hospital telling us that all of the remaining patients will survive. we are also learning more about that killer's deadly plot. his parents and others found out about it minutes before the shooting started. they tried to stop it, but it was too late. this morning, three people still recovering in a santa barbara hospital. among them, nick passachuk, who was skateboarding with friends friday night when elliot rodger rammed into him with his black bmw sending him flying in the air. >> both his legs are broken. his left leg was completely shattered. >> reporter: 13 people injured in all, 6 killed, in a rampage that lasted just ten minutes and stretched across one square mile of this quiet college town. a deadly plan come to life all

laid out in a chilling 137-page manifesto that abc news has learned rodger e-mailed to family, friends and multiple mental health workers in the minutes before he opened fire. the killing spree started here in rodger's apartment. discovered stabbed to death, his two roommates who reportedly had plans to move out. computer engineer student james cheng yuan hong and george chen, who worked as a ymca camp counselor and their visiting friend, weihan "dave" wang. overnight, chen's parents adding their name in chalk to a memorial outside the apartment complex. >> we don't want our kids to get hurt. it shouldn't happen to any family. >> reporter: rodger's next target, the alpha phi sorority. where he wrote that he wanted revenge on all the girls who he said rejected him, but they wouldn't let rodger in when they heard him banging on the door. around the corner, he shot three women, killing 22-year-old katherine cooper, just days away

from graduating with an art degree and 19-year-old veronika weiss. rodger then opened fire at this deli filled with students. chris michaels-martinez, an only child who wanted to be an attorney, did not make it out alive. >> we want to do what we can so nobody else has to go through this. >> reporter: the minutes that followed filled with carnage. after a gunfight with police, he finally crashed his bmw, apparently turning the gun on himself. the university of california santa barbara has declared today a day of mourning. classes canceled. and there will be a memorial this afternoon at the school stadium. this is going to be a tough day for these students, lara. they should be celebrating the final few days of classes. >> so very sad, cecilia, thank you. and now to the question so many are asking in the aftermath of this tragedy, could it have been prevented? we are learning more details about who elliot rodger e-mailed his violent manifesto to in the minutes before the murderous rampage began.

abc's clayton sandell has the story. >> reporter: could elliot rodger have been stopped if only someone had all of the pieces warning he had finally snapped? >> well, this is my last video. it all has to come to this. >> reporter: on friday at 9:18 p.m., santa barbara police say rodger e-mailed his 137-page manifesto to his family and other mental health professionals. but police tell abc news, one counselor who had worked with rodger for years didn't open that e-mail until around 10:00 p.m. >> he didn't read through it in its entirety but skimmed through it and found some very alarming portions. >> reporter: just 11 minutes later, the counselor called police. but by then, it was 40 minutes after the shooting started. when rodger's parents learned of the manifesto, a family friend says they raced from l.a. to isla vista told by police they were too late. a special education teacher from an organization that worked with

rodger tells abc news his family was, quote, desperate for help. recently rodger had three run-ins with police. the first, last summer. he claimed he had been attacked. but in his manifesto admits he tried to push female partygoers off a ten-foot ledge after he says they ainsulted him. in january he accused a roommate of stealing candles. just a few weeks ago, sheriff's deputies came to his door because his parents were worried about his increasingly disturbing videos. police say they did not see any reason to hold him. >> it's not against the law to say inappropriate things. it's against the law to act on them. >> reporter: and this morning we also know that rodger's attack was not spontaneous. he wrote that he began planning his so-called day of retribution back in 2012 when he bought his first handgun. george? >> okay, clayton, thanks. let's get more on this from our chief legal affairs anchor dan abrams. a lot of planning went into this. we know that the therapist who

saw the manifesto eventually called the police, but it was too late. what kind of legal obligation would a therapist have been under earlier? >> it seems there may have been more than one therapist here, as well. a therapist in the state of california -- this does vary state-to-state -- is required to try to protect the victims, if "a," they're reasonably identifiable. and in the manifesto, he did identify the roommates and others. so you've got that. >> so a specific threat, you have to do something. >> right. it has to be specific, and the victims have to be identifiable. but in california, you have to do it within 24 hours. it had been immediately. the law was changed to make it within 24 hours. but let's be very careful. i don't think any of that would have necessarily made a difference here. this was a very long manifesto. we don't know, for example, what the first therapist who saw it actually saw in the manifesto. was she able to get through the whole thing? did she see the part about the victims, et cetera, so there's a lot of questions here still to be asked. and it seems that he intentionally sent it at a point where no one could really do anything.

>> and despite this history, for a long time, still able to buy a gun. >> well, and that's connected to the psychology, right, because if he had been put in a psychiatric facility, if he had been adjudicated by a court to be mentally unfit, that would have changed his ability to buy a gun. but because here, when the police came by, for example, they didn't determine that he could be involuntarily held in a psychiatric facility, that prevented them from taking any action. it also allowed him to purchase a gun legally. >> okay. dan abrams, thanks very much. >> all right, george, now we turn to the desperate search for those nearly 300 kidnapped schoolgirls. a nigerian official claiming they know where the girls are being held but cannot rescue them right now. abc's martha raddatz is in washington with the very latest on this. good morning, martha. >> reporter: good morning, lara. the startling assertion came from nigeria's top military commander. he has been under enormous pressure to locate the missing girls. he was speaking to a group in nigeria's capital and was quoted as saying, the good news for the

parents of the girls is that we know where they are, but we cannot tell you the military secret. just leave us alone. we are working to get the girls back. he said they could not go in with force because, he said, we can't kill our girls in the name of trying to get them back. there has been no confirmation from u.s. officials, lara. and, remember, the nigerian military in the very early days of the kidnapping said the girls had been released, which was, of course, wrong and delayed the rescue attempt. >> right, so if the nigerians do know, why wouldn't they go in and would the u.s. help? >> reporter: well, if they had found them, it is dangerous. there are so many girls, you would presume a great number of armed men holding them and the nigerian military has a very mixed record with hostage rescue. the u.s. has offered assistance. it's flying drones there now and could help with coordination of any rescue attempt. but not likely boots on the ground, lara. >> all right, martha raddatz in washington, thank you. >> george. let's move to a rare political move now from first

lady michelle obama launching a full-scale campaign against the food industry and members of congress who are trying to roll back the healthy school lunch standard she fought so hard to pass. it begins at the white house today and abc's jon karl is there. good morning, jon. >> reporter: good morning, george. the first lady believes passionately that school lunches have to be healthier. and she is prepared to wage a big political fight over this issue. she will start today. it's a meeting with school officials and health nutrition experts. she is going to be speaking out against this effort for republicans to roll back standards that were put in place in 2010. she says that these standards would gut her -- would gut this bill. and, george, school officials here are part of the problem -- are part of the issue. the people that administer the school lunch programs say the kids don't eat the food. and it's costing too much, as one told "the washington post," one group, "the white house needs to hear from the majority of school cafeteria professionals who are struggling to make these new standards work. of course, she says they are

working and are already resulting in a decline in childhood obesity. >> so, is the first lady likely to succeed here? >> well, this is going to be a big fight. she has, of course, democrats in the senate who are probably going to be standing with her. but this is going to be a big battle. >> okay, jon karl, thanks very much. let's go to amy now with this morning's other top stories. >> good morning, george. good morning, everyone. we begin with gunfire erupting at a florida beach packed with people enjoying the holiday. the terrifying moment caught on camera. witnesses describe complete chaos. three separate shootings at clearwater beach during a fight between young people. one shooter firing from a hotel parking garage. in the end, two victims survived their wounds. and eight people were taken into custody. mandatory evacuations have been ordered in central california as a wildfire in mariposa county explodes in size. that fire now threatening about 100 homes. it is 0% contained. and a new video of the massive wildfire south of anchorage, alaska. more than 250 square miles have burned so far, forcing the

evacuation of 1,000 buildings. rain is expected soon, thankfully. and overseas, an american doctor volunteering in pakistan has been gunned down in front of his wife and son. he was working at a cardiac clinic. his family had just arrived there from ohio. he belonged to a muslim sect frequently targeted by islamic extremists. and just last month, three american doctors were killed volunteering in afghanistan. well, oil prices are rising as the conflict in ukraine escalates. 30 pro-russia separatists have reportedly been killed in a fierce battle for control of an airport one day after ukrainians elected a new president. pope francis says he will meet with victims of clergy sex abuse at the vatican next month after wrapping up his tour of the holy land monday. the pope declared zero tolerance for abuse. but one victims' group called it meaningless pr. back in this country, a close call for a motorcycle racer in pennsylvania after a crash on this track near pittsburgh.

brain injury and ptsd. >> i just get incredibly overwhelmed. i just can't multitask. >> reporter: john farren, who represented himself, never showed up to court, claiming in an e-mail he was hospitalized. now, he'll face a different jury in a criminal trial. and if convicted, up to 70 years in prison. farren is free on $750,000 bail. he has pleaded not guilty to the charges. a date for jury selection is expected to be set after today's hearing. george? lara? >> some facts there. thank you, mara. now, we turn to the latest own oscar pistorius, on trial for murdering his girlfriend, reeva steenkamp. pistorius just began a month-long psychological evaluation. but there's questions whether or not he is getting special treatment. lam lamama hasan is tracking th us. >> reporter: after the court's own witness, the trial taking a

stunning turn, with the judge ordering the blade runner to undergo psychiatric evaluation, to determine what state of mind he was in when he killed his girlfriend. this morning, amid tight security, olympian oscar pistorius arrives for a second day of psychiatric evaluation. >> the ability to be found the witness is the central thing in his being able to be found guilty or not guilty. but many are now questioning the way that evaluation is being carried out. >> he and his attorney probably think that he got a good deal by being 9:00 to 4:00. in my opinion, it is not a good thing for him because he clearly does not want to be found capable of standing trial. >> unlike many patients, the blade runner is not being evaluated full time. every night pistorius is free to

return to the sanctuary of his uncle's upscale home. missing what is being called the benefits of an after-hours observation. >> if he were evaluated 24 hours a day for 1 month, his frustrati frustration tolerance would be much less. and the evaluators could see what happens to him in terms of loss of impulse control, being able to tolerate stress and anxiety. >> reporter: the evaluation is critical to the outcome of this case. it could determine if the trial continues at all. three psychiatrists and a clinical psychologist have 30 days to try to answer these critical questions. did oscar pistorius know what he was doing the night he shot and killed his girlfriend. and is he fit to stand trial at all? many are asking why the athlete's evaluation doesn't done before this lengthy trial began. lara? >> thank you so much. still, so many questions.

on this florida beach, a shocking number. 120 people plucked from rip currents monday alone. >> it is pretty strong out there, for the little kids to go out there in. >> reporter: 250 rescues in central and south florida in just the past 2 days. officials say more than 100 people drown every year in the u.s. because of rip currents. >> a lot of the people that come to coastal cities on vacation don't have -- have never heard of rip currents. >> reporter: when waves break fiercely at the shore, a stream of water moving away from the beach can form. >> even michael phelps couldn't swim out of those rip currents. >> reporter: most of us aren't michael phelps. so, we will show you how to survive. that's where the rip current is. i went right into the rough waters. then, still near shore, it's pulling. it's really pulling. just a few minutes to get out
