live from the kgo-tv broadcast center this is abc7 news. >> crippling commute for muni riders, sky 7 shows dozens of buses parked at portrero hill yard because of a driver sickout. >> good morning, i am katie marzullo. >> i am eric thomas. the sickout is strapping regular riders and tourists hoping for a san francisco treat are out of luck. we have coverage of what is behind the sickout and how it is making it difficult to get around the city. we start with amy hollyfield. muni officials did what they could to spread out their workers to where there was a

need. part officials are accepting muni tickets on bart trains. it was a rough monday morning commute. >> as muni workers fight for more money other workers had to fight to get to their jobs. >> i waited 30 minutes. it was...upsetting. okay. what can we do? tell with it. >> commuters face lines, delays, and crowded trains and buses because muni workers stage add sickout to protest a prepared contract. >> we cannot put out 400 of our 600 vehicles this morning which is a problem. >> officials made adjustments such as adding more cars and shifting outbound vehicles to head downtown. >> with a large transit at capacity they hold it so as many riders can get on. >> the efforts paid off for some. >> i am not delayed at a. >> the trains and buses were so full women were scrammed in the

starewells. >> this is the first sickout officials can remember. some did not know what was causing the delays but assumed it was another day of unpredict am commuting. >> ahead to wait 30 minutes and it sucks but... union officials did not respond to our e-mails and calls for comment. muni officials say they are now working on their afternoon commute plans. continuingous coverage of the sickout, matt keller is in union square where would be cable car riders run into a major disappointment. matt? >> it is busy at powell and market with a last tourists arriving trying to hop on to a cable car but no operators and they are sitting in park.

schultz bus picked them up and took them through san francisco along the same cable car route. >> it is the same as take, a cable car, right? >> not quite. not quite. >> good news for those who end up on bus. you don't have to pay the $6 fare only the $2 bus fare. >> san francisco mayor lee said this morning that the city is trying to call in more muni workers for the evening commute and expressed his frustration. >> not to have the buss running on time is bad for the city and senator i bad for our economy but ordinary people getting to work is not who you want to get angry when you might have a message you want to send us. >> also this morning, the mayor presented his biggest budget ever to the san francisco board of supervisors, the $8.6 billion

$94 million for affordable housing and $137 million for public schools. >> the coast guard is on the scene of a submerged sailboat east of the golden gate bridge. you can see the fog as two boats search for anyone who may have been on the vessel. so far there are no signs of anyone. the coast guard says it did not receive any distress signals. they are working to identify the boat. >> new daylights in the search for a san francisco man who is wanted for having explosive material in his russian hill apartments. authorities have not located ryan kelly chamberlain but a letter has come to light this morning that might be a suicide note. >> the letter is circulating on social media a former colleague in san francisco says he first saw it on ryan kelly chamberlain's facebook page this morning. it started by explaining it was on a time delay to post this morning and if posted that meant

he "wasn't around to stop it." the 2 1/2 page letter gives insight into what he was going through, line after line, he details lost love a broken relationship with his parents and self career disappointments. he writes "i've isolated to things i need: a person and a purpose but it always eluded me." the f.b.i. raid his apartment on saturday and found explosives there and say he is armed and dangerous. he doesn't mention explosives or weapons in the letter but writes "i got dark, i got real dark, i explored myriad ways to put an end through what i was going through, sometimes i didn't get off the coach for days." he talks about not finding work for a year and his money was about to run out and the letter helps with this "so much was broken from the past year and a half and from moments way back before that i guess it was just insurmountable and the time's up. thank you, i'm sorry, i love

you." former colleague told me he didn't know anything about his personal life. yesterday he was optimistic the situation would end peacefully. >> everyone has a great deal of interest in and people are withholding judgment. i hope this ends without anyone being hurt. in the past hour, he posted a new message on twitter tweeting "a panicked update to my letter that shut have posted, nothing they are reporting is true, no stash, not armed and." we can only infer that is in reference to called him armed and dangerous and if he sent that tweet, of course, he is alive. the fbi has not returned my call. police are investigating a shooting that left three injured, in east palo alto at 9:30 last night police were notified by the shotspotter gunfire detection system. officers found a 36-year-old man

with injuries to his torso and a short time later two other victims were dropped off at local hospitals. investigators say all three are in stable condition. so far, no arrests. >> in belmont the city council approved the purpose of 30 wearable video cameras for the police force similar to what has been used by oakland police. the police say it will help officers improve trust and transparency in the community. the roth will cost $31,000 and the city hopes to have the cameras in use by august. >> happening now, apple world wipe conference is underway at mascone center. the c.e.o. is going to deliver the keynote speech at event that is getting so much attention. don't expect to see any new iphones or hardwares it is urgely about software. they will unveil a new operating system and software to turn your home into a smart home and a new app to track your health. happening now, the white

house is taking on what is called the super bowl of climate change. this morning, the obama administration is proposing a regulation to cut carbon dioxide emissions from existing power plants by 30 percent by 2030 and states have three years to submit a plan for how they will comply. republicans are vowing to challenge the plan saying requirements will have a brutal impact on american jobs and add to consumer energy costs. the obama administration says that the critics are wrong and by 2030 the average electric bill will be 8 percent cheaper. >> a new poll shows governor brown is maintaining a huge lead ahead of the primary election. brown is seeking a 4th term in office and would be the first governor in california history to reach that mark. his opponent in november will likely be one of two republicans, assembly man donnelly or neel kashkari.

good morning, again, we are looking over the bay where we are playing hide and seek with the sunshine and i am seeing blue and white from the clean air over us to the clouds that are still lingering and i will show you the winds on live doppler 7 hd and you can see we still have the 25 miles per hour wind at fairfield and a stout sea breeze inland and i expect more cloud cover tomorrow than this morning. our lowest visibility is half moon bay at 45 miles and that is not too bad. from above, this is the visible satellite you can see the small swirl off point reyes that is a small area low-to-upper and that is helping to keep the clouds stacked along the coast and now it is pulling the clouds out of the lower elevation in northern sonoma and marin county and it is keeping from san francisco south pretty clouded over and here you can see the temperatures, mid-to-upper 50's and hayward is 59 and most of the bay is in the low-to-mid 60's in the south bay and we have upper 60's, even, and

mid-70 in antioch and the east bay where we have seen the sunshine. san jose is total sunshine and we will keep the clouds at the coast headed to the afternoon and other than a few clouds around the golden gate bridge, the next couple of nights, be prepared for drizzle in the east bay hills, the peninsula and along the coast and the heat wave begins inland as we head toward the weekend. this is how it looks at the golden gate bridge, socked in and oakland and san francisco are cool we, and the drop of three degrees is not so significant and san jose is six but los gatos and concord and novato is 11 to 13 degrees cooler, 80's are gone and 60's and 70's today and here is a look at the flow pattern the high pressure to our northwest and the low-to-upper to our southeast and the winds are blowing from high to low pressure is why we are going to be five- to ten-degrees cooler today. about five degrees cooler than average across the board, san jose is at 74 and 74 in san mateo and headed north you go

from 69 at san mateo to 65 in millbrae and a brick day along the coast with mid-to-upper 50's to low 60's in downtown and south san francisco where we. see a little bit more sunshine and the winds will keep us cooler. up north we go from 68 at novato to 74 in napa and mid-to-upper 60's along the east bay shore and oakland is 6 a and low-to-mid 70's through the east bay valley and antioch and brentwood is 80 and the cloud cover tonight is more extensive but temperatures are more homogenized in the low-to-mid 50's. tomorrow is like today, with sunshine at noon and the coast is clouded in the better part of the day and the sunshine on wednesday, and a string of 90's thursday through sunday inland and in the 80's around the bay but it will be cool, in the 60's, at the coast. today and tomorrow, coolest in the forecast, and a heat wave coming feeling like summer at the end of the week. thank you. first lady turned heads when she steps out if a design are down. her wardrobe draws so much
