freighter last summer. there was a row most viewing for bay area victims and their families. we start with katie marzullo in the newsroom with the details of the announcement. katie? >> the ntsb has announced a probable cause of the crash and it is mismanagement by the pilot. federal officials say the pilots didn't full understand how the the triple 7 worked believing it was capable of doing more than it could and they did adequately monitor airspeed and did not act quickly enough to abort and execute a go around after alarms went off. the investigator in charge of survival factors say two of the flee passengers who were killed might have lived if they had just buckled their seatbelt. >> i believe that neither passenger was restrainted with a seatbelt and they were ejected through the run tired tail of the airplane. the staff also believes it is likely that passengers would have remained in the cabin and

survived if they were wearing their seatbelts. >> as we know, one of the victims, a chinese teen was then run offer twice by fire trucks. the ntsb finds several firefighters saw her, thought she was dead and did not properly triage her but they found video footage and two firefighters had a small window they could have assessed her. one of 27 new safety recommendations given this morning is for the san francisco fire department to determine "best practices" to make sure that doesn't happen again. also though, raise if the fire department. based on f.a.a. guidelines, the airport was only required to have throw firefighters on duty. in fact, they were 23 that day, five of whom were able to rescue five trapped passengers on the burning plane. >> at the end of the four-hour hearing the acting chairman of the ntsb said the flying public should know crashes are rare and most are survivable and 99 percent on the asiana flight 214

lived. thank you. being released this statement a short time ago reading "boeing respectfully disagrees with the ntsb statement that the 777 auto flight system contributed to the accident a fining we do not believe supported by the evidence." boeing also said the auto flight system has been used for more than 55 million safe landings by several models of the jetliners. the ntsb and asiana flight 214 arranged for the hearing to be broadcast locally and passengers on flight 214 were inviteed. matt joins us from burlingame. did any of them show up? >> there were a few people here at ntsb and an official said the sunshine act requires them to hold a viewing in the area of the crash but the turnout was less-than-expected. two big screens and a handful of people filled up a conference room in burlingame and the ntsb sent letters to all passengers

of asiana flight 214 inviting them to the viewing of the ntsb hearing. no one showed up. in the audience several members of the red cross, a translator and a couple of representatives from united united and a coupleo said they were not passengers. no one wanted to be interviewed. asiana paid for are the event after the airline was fined $500,000 under that law back in official for inadequate aid to crash victims' families. the department of transportation said asiana flight 214 failed to widely publicize any telephone number for family members. this morning, several employees were on hand helping with the event but if this case the help wasn't necessary as town out was less-than-expected. >> department of transportation officials say that asiana flight 214 was the first airline to be fined under the family assistance act since it became law in 1997.

and plywood. >> san francisco police want to you look at video and pushes they released of a man they think could be the arsonist behind recent fires in the city. our reporter is south of market with the latest. >> the construction workers in this area are thrilled to hear about the break in the case and they say though hope that police making it a priority to find out who setting the fires. take a good look, san francisco police have just released the pictures of the machine they believe is setting fires in the south of market area. construction sites and newly built high-rises seem to be the target of the arsonist. >> i haven't seen anyone like that around but it is too bad, it is not good. not good. not good for everyone. a waste of money and resources. >> construction workers are on high alert in the area of first and heyry son and the gas station has a sign in the window posted in the window telling people to lack out for anyone with an unauthorized caper of

gas. >> the cashier said keep an eye out. keep an eye out. suppose through is someone going around asking to buy gas can he claims that he ran out of gas down the street and he just wants to buy gas. he has a container he carries around. that is what we were told. >> the police and fire department have created an arson task force dedicating to finding the person who set fires on dumpsters and cars and construction sites the last three weeks. it is frustrating to know that someone is destroying to destroy their work. >> it has to be doing something they probably have some type of we inside deal or...an agenda because something is going on in their neighborhood they don't like. >> workers are glad to know all the surveillace cameras are helping police. >> he will get caught. he will get caught. hopefully. then they should make an example

of him. it is not just construction workers who are worried but residents. a fire was set in the garage of a residential building behind me. everyone if this area is telling us, they hope that the pictures will help lead to an arrest. right now, two san jose residents are involving if an attack during a home invasion robbery. san jose police responded to a call at 4:30 this morning and they found a man who was attacked by a hammer and a woman who was tazed by three suspects. the suspects took off and police need your help catching them. >> antioch police are looking for a 72-year-old man missing since yesterday afternoon. he was last seen on hillcrest avenue walking to highway 4 at 3:00 in the afternoon. he is not able to communicate. his family is worried because he suffers from severe alzheimer's disease and is said to have the mental capacity of a toddler.

this afternoon, it was so quiet this morning at 7:00, the bay was like glad and the winds are up and the bay is getting churned up. west wind at 15- to 25-knots from 1:00 o'clock this afternoon to 9:00 this evening spreading into the delta community. along the coast and over our ocean, northwest winds at 15- to 30-knots until 3:00 tomorrow morning and if the winds could not do more damage high fire cake are south of lake tahoe on the western slope of the sierra nevada with gusts up to 50 miles per hour possible 1:00 o'clock tomorrow until 11 o'clock p.m. and back home, the clouds are frying to reach the coast but they make a move, the northern gradient kicks in with high clouds and sunshine and we will see an increase in clouds along the coast late this afternoon and it will be too late. our temperatures will be seasonable under the nice sunny conditions and breezy conditions, today, cooling tomorrow and especially on thursday with a chance of drizzle on thursday morning and warm highs rollback into town
