six months after losing their daughter the family of sophia lu appeared to push for a bill closing what is being called an insurance gap for drivers and others like them. her mother described what happened on new year's eve. >> attack from the left. hit to sow feea. smashed into me. knocked me to the ground. it all happened in an accident but i saw the driver looking down at his phone. his face was light up by the light of his phone. the driver did not have a passenger but according to court records did have his uber app on. >> they said to the family too bad your daughter got killed by one of our drivers but don't look to us we're not responsible. >> we do believe in insurance.

san francisco medical examiner has not released identities two of people that died in a fiery crash. the woman took this cell phone video of the chase when it accelerated the suspect tried to take the exit and you can see what happened. >> trying to get away. and maybe they took a risk they thought is something they can handle. and in this case, officer backed off they survived a turn.
