be. it's very unpredictable. >> reporter: because hot spots can be capricious. a gust here, a puff there, a blast of flames in the most unpredictable of places. that's what happened in pope valley when the inversion layer lifted this afternoon. as firefighters worried about containing the large perimeter, they also battled countless flare-ups inside the lines. this one along butts canyon road came out of nowhere and took a small army to knock down. as dramatic as this skirmish looked, it was nothing compared with yesterday. and that is the good news. >> you know, it's got a flaming front with it, but we're also getting some spot fires out in front of that. >> are you worried? >> not terribly. >> reporter: that calmness in the face of a firestorm. in napa county, wayne friedman, abc 7 news. let's take another look now at that fire from sky 7 hd. the wind conditions have been changing. we want to check in right now with meteorologist sandy patel or what the conditions are right

now at the napa fire. >> it's been a little bit breezy but not as hot. let me show you live doppler 7 hd and you can see the radar signature there. that's not rain, that's actually the smoke from the fire being detected by our radar up on mt. st. helena. take a look at the conditions. relative humidity is a little higher than yesterday at this time, it's 31%. southwesterly wind to 3, that's sustained, but gusts to 9 miles per hour. now this evening we are expecting the marine layer to start to influence the weather there, which means humidity will be going up slowly but surely as the night goes on but they will still have to contend with occasional gusty winds up there. i'll be back with a look at your fourth of july forecast in a few minutes. >> thanks very much. the federal government will pay for most of the cost of fighting the napa wildfire. governor brown said late today the state secured a disaster relief grant from fema, the federal emergency management

agency, to allow agencies responding to the fire to recover up to 75% of their costs. now to other news of the day. a mountain lion is roaming the city of san mateo and that's a little scary to think about. neighbors spotted the mountain lion killing a deer last night on fernwood street. abc 7 news reporter vic lee talked today with a man who stood awfully close to that big cat and he join us live. >> reporter: scary indeed. there have been 14 mountain lion attacks in california in the last three decades. six of them were fatal. the owner of this property came upon a mountain lion not once, but twice. this deck is behind his home. let's take a look down the hillside where he actually saw the big cat. there is a creek bed where deer roam and that's the natural habitat for mountain lions. again, that's where tim webber saw the big cat. neil rosen walks nika around fern street every day. >> she's pretty young, only nine months, so we don't let her get

too far afield regardless, but particularly with a situation like this. >> reporter: it was in the early morning hours yesterday when tim webber was awakened by a loud noise. >> a fawn screaming. and it happened several times. >> reporter: it was coming from the bottom of the hill near the creek bed below his home. he got his son cole and they walked with flashlights through the dense underbrush. >> no more than 15, 20 feet away from us, this cat just steps up off a dead little fawn and darts up the hill. >> reporter: the mountain lion had been feasting on the young deer it had just killed. >> we were both like, whoa, that's a mountain lion! like let's get away from here. >> and he was just sitting there watching us the entire time. >> reporter: webber said the cat just froze in the bushes, its eyes were hypnotic. >> they groechlow. >> reporter: today around noon webber thought he saw the lion again as he gazed at the hillside from his deck. >> we get down there, turn the

corner and all of a sudden up pops that lion. i was like, oh, boy. >> reporter: this was a second confirmed citing of a mountain lion in the bay area since may. this cat ran down an alley between two apartment houses into a parking garage in mountain view. the lion hid under a parked van, looking scared and confused. the drought most likely caused most cats to become bolder. >> animals are going to be more active right now, looking for food and looking for water. so just, you know, be aware always. >> reporter: state fish and wildlife says this area of san mateo county is a natural habitat for mountain lions and their prey, deer. vic lee, abc 7 news. health officials are confirming the first human case of west nile virus in solano county this year. this resident is home from the hospital after being treated for west nile meningitis. west nile is transmitted through the bite of an infected mosquito. human cases have also been confirmed in contra costa and stanislaus counties.

developing news down in los angeles. jurors deliberating in the bryan stow civil suit against the dodgers and the team's former owner, the jury says they have hit an impasse. they made the announcement this afternoon. the judge in the trial ordered them back into the jury room to continue deliberating. stow's family is suing the team and the former owner, frank mccourt, for $37 million to cover medical costs. the owner of the oakland a's is apparently not willing to play ball with the city of oakland over a new coliseum lease. the team says it reached a ten-year deal with the coliseum joint powers authority, or the jpa. but the city of oakland is expected to vote down that deal tomorrow. wolf says the team is standing by the deal an won't give city officials additional concessions. he says we have a 14-month negotiation finished and approved by major league baseball and the jpa. now, if someone wants to do something else, we have no interest in that, end of his quote. city leaders won't give specifics but say there are some

financial issues of the deal that they want to negotiate. >> i certainly hope that the a's fans certainly understand that, you know, we have a responsibility as elected officials to make sure that this business deal is one that's in the best interests of theirs. >> city council members hope to get the a's back to the bargaining table. the team has not responded to our request for a comment. big traffic alert right now. a few hours from now caltrans will close part of interstate 280 in san francisco for the entire holiday weekend. northbound 280 will shut down from the 101 split all the way into the city, starting at 9:00. the roadway will not reopen until 5:00 monday morning. abc 7 news reporter jonathan bloom has the story. >> reporter: come 9:00 p.m., the endless roar of traffic will stop, only to be replaced by this. >> there's a lot of preplanning

that took place. we know what this contractor's schedule is. we have an hour-by-hour schedule. >> reporter: step one, close the freeway. chp has brought in extra officers for that. >> it definitely is a large project and a large undertaking to shut down -- any time you shut down a freeway, it's a large undertaking. >> reporter: equally large, the job of lifting up the freeway ever so slightly to take the weight off the crumbling concrete bridge they're about to acknowledge. >> they will actually jack up the false work underneath the structure at the appropriate time. >> reporter: then come the jackhammers. demolition could take ten hours, maybe less. then the slow part is building a new hinge out of concrete and rebar, one that's three times as long as the old one. >> putting in the new rebar, connecting the new rebar to the existing rebar of the structure, that takes some time. >> reporter: this is the second of four hinges caltrans needs to replace. they're joints that let the freeway flex with traffic and earthquakes. there are dozens of them but

only these four are falling apart. they planned each fix for a different holiday weekend. that eases the traffic but doesn't eliminate it. >> just judging from the last closure we had in the southbound direction, the city streets as well as 101 freeway was backed up significantly. >> reporter: with such an impact on drivers, caltrans often pays incentives to contractors for finishing early. not this time. >> there isn't any incentive for the contractor to finish early, although there is disincentives, penalties, for opening up the freeway structure late. >> reporter: in san francisco, jonathan bloom, abc 7 news. the california highway patrol and local police will be on the lookout for drunk drivers this fourth of july weekend. the dui crackdown begins tomorrow at 6:00 p.m. and continues through midnight on sunday. all available officers will be out there on the streets looking for drivers who have been drinking or taking drugs. there will be checkpoints set up around the bay area at unannounced locations to enforce this campaign. officers will also be on alert

the pilots radioed they were having trouble gaining altitude. syria and iraq prompted the department of homeland security to have enhanced security measures. they have proposed increased random screenings, more scrutiny of electronics and expanded use of machines to detect explosives. officials say they're looking for people who have trained in syria or have american or european passports which makes it easier to travel to the u.s. the fbi director james comey is afraid those people may try to carry out an attack against the united states. >> all of my european counterparts are focused on this all day every day, trying to track those who are going and who might come back. >> no specific plot has been identify. those new measures will most likely start within the next couple of weeks. nasa has finalized a contract to build the most powerful rocket ever. a rocket that may one day take astronauts to mars. boeing will build the core stages of the space launch system. this is nasa animation showing

what the sls rocket's escape from earth's orbit will look like. it will cost $2.8 billion and the first test flight is still three years ago. sls will be nasa's largest rocket since the saturn five, which took astronauts to the moon. some major golf course today at harding park. a public golf course in san francisco will host its first major championship in history. the pga championship will be played here in 2020. abc 7 news reporter nick smith has more. >> it's always been a great layout. it's great for the city, just because it's such a beautiful track, and now it's redone. brings the spotlight to us. >> reporter: and that spotlight is about to get even brighter. today san francisco mayor ed lee and officials from the pro golfers association announced they have reached a deal to host the first major championship in harding park history. >> i was real excited to put our skill test together and try to

revitalize a park into a world class golf facility. and that's exactly what we've done. >> reporter: officials confirmed three premiere golf events will be played at harding. the 2020 pga championship and 2025, the president's cup and next year, the match play championship will be played on these greens. >> we're very proud of this collaboration. it's historic in many, many ways. it will be the first in so many decades for a major in the world of golf to be hosted here in san francisco. >> reporter: the city just finished an extensive renovation project that lasted months and included the replacement of all 18 greens. according to the recreation and park department, overhauling harding park cost the city almost a million dollars. >> it's exciting for us. we played this course when it was beat up and run down. now to see it at this level to have the pros run through and hit those great shots, it's just exciting for everybody. >> reporter: this will mark the first time the pga championship

has headed west since 1998. >> everyone here loves golf, so i don't know if it will get people more into the game, but it's exciting. it's great. >> reporter: and this is exactly what supporters of the harding park renovation all along, that if money were spent on renovation, it would continue to be a premiere destination. it looks like they were right. at city hall, nick smith, abc 7 news. now to another sport that's getting a lot of attention. the world cup has shattered another ratings record. espn's live streams have logged 30 million viewing hours during the 2014 world cup. that's enough to make the tournament the most streamed live sporting event in the united states ever. by comparison, the 2012 summer olympics generated just over 20 million viewing hours online. the two big main reasons for this, the fact that so many matches are being played during working hours, so people are at their jobs wanting to watch, and more people are more comfortable these days with streaming apps. you can watch friday's world cup matches on espn and espn2.

at 9:00 a.m. it's france and germany on espn2 and 1:00 p.m. brazil versus colombia on espn. you can watch saturday's world cup matches live here on abc 7 and on espn. at 9:00 a.m. it's argentina versus belgium on abc 7 and then at 1:00 p.m. netherlands versus costa rica over on espn. a group of san francisco little leaguers picked up some valuable baseball skills from one of the masters of the game. more than 350 young players joined san francisco giants catcher buster posey in a baseball camp earlier today. it happened at st. ignatius high school in the outer sunset. the former national league mvp went one on one with many of the kids helping them hone their feelings and batting skills. >> it's something different. it's a little different than your little league practice and kind of just keeps the excitement going, i think. >> sure does. a lot of girls out there too.

posey says he remembers attending baseball camps in his native georgia as a child, something he credits as helping him become the player he is today. well, a lot of people are going to be barbecuing this weekend. a new report ranks the best and worst fast food hamburgers in the country. if you're not going to cook one at home, maybe you'll go out. 7 on your side's michael finney has the answer in his exclusive partnership with consumer reports. >> reporter: with about 14,000 mcdonald's in the united states, you're never far from a big mac, but out of 21 hamburger chains, consumer reports readers rated mcdonald's hamburgers the worst tasting. there are much better choices. >> our survey found that many of the smaller chains are true regional gems. they outperform the big guys, so they're really worth seeking out if you're on the road looking for a great burger. >> reporter: habit burger grill with 100 locations in california, utah and arizona have some of the best burgers. also great, in and out burger with close to 300 outlets in

california, arizona, nevada, utah and texas. when it comes to chicken, another big name, kfc, was at the bottom of the barrel for taste. far better according to consumer reports readers, chicken from chick-fil-a with 1700 locations in 39 states. those surveys say it offers polite, speedy service and give its dining area top scores for cleanliness. mexico an chains are another area where biggest wasn't best. taco bell in fact had the worst tacos and burritos of any of the mexican restaurants in our rating. they gave the burritos from national competitor chipotle mexican grill much higher marks. who wound up at the bottom of the list at the 65 fast foods and casual restaurants consumer reports rated, sbarro got the lowest score. those surveyed didn't think highly of the quality of the food or its freshness.

steubenville there. the lightning is exactly why up in far northern california, the far northern end of the state and parts of lake county under a red flag warning until 9:00 p.m. tonight. check out the wind gusts, sfo 30. right now 25 in san carlos, it's an onshore breeze there. 29 out towards fairfield, a pretty good delta breeze there. 29 in mountain view as well. hang on to your steering while if you're going to head out to run some errands. a beautiful view, combo sky with low clouds and blue skies there. 61 in san francisco, 65 in oakland right now. mid-70s around san jose. half moon bay, you're socked in, 57 degrees. from our east bay hills camera, it's been a little bit smoky around the mt. diablo area from that pope valley fire in napa county, so we have been seeing a little bit of smoke there. santa rosa 79 degrees, 83 in fairfield, 80 in livermore. the highs today upper 50s to mid-80s for most of you.

kgo roof camera showing the low clouds pushing in. hopefully that will help those firefighters up in napa county. mild to warm for your fourth of july and heading up this weekend. here's a look at the water vapor imagery. this trough is keeping us a little cooler than average and we'll keep that trend going right on through the fourth of july before we see some pretty big changes over the weekend. hot air mass over the southwest expands westward this weekend and that will bring us some heat for sunday and monday, near triple-digits temperatures inland. here's your fourth of july fireworks forecast. fog along the coast and patchy fog around the bay. clear skies well inland, so if you're making plans to go check out the fireworks, it's going to be a little bit, i don't know, touch and go is what i would call it around the bay. patchy fog, 50s. the coast is going to be pretty socked in. if you head inland, 60s, 70s. so that's a look at the fourth of july. if you're traveling to the east coast, watching the first tropical storm of the atlantic, this is arthur.

it's almost a hurricane, packing winds of 70, gusts to 85. it is moving north, expected to strengthen to a category 1 hurricane by 2:00 p.m. east coast time affecting the carolina coast and continuing to move up the coastline as a category 1 by friday morning, hitting cape hatteras area and then paralleling the coast. so rain, storm surge and swell will be the biggest threats with this storm. and if you are traveling there, you want to monitor arthur. i'm monitoring our local weather as well and tomorrow morning we are expecting fog and low clouds, some spotty drizzle again. temperatures starting out in the 50s. tomorrow afternoon fog lingers, hugging the coast. at least parts of it. low to mid-60s there. inland highs in the mid to upper 80s. so bay and inland you'll see the sun. a look at the accuweather seven-day forecast, very little change in terms of our weather for the fourth of july. low 60s to upper 80s. we'll still see the fog around. temperatures start to increase saturday, sunday, going into monday it's hot inland.

the city of berkeley is getting the word out, don't feed the squirrels. they are turning into a big problem, especially at cesar chavez park off the bay. officials are worried the squirrels there wilbur owe into an undergrounds layer of clay which seals off a former dump. last night they passed a new ordinance making it illegal to

feed those rodents at all city parks. violators could face fines up to $1,000 and even up to six months in jail. wildlife experts spent the afternoon scouring a neighborhood in such of a wayward marmot and they found it. these are pictures taken by a potrero hill resident who spotted it. their natural habitat is the sierra. emergency services set several traps in backyards and were able to catch it late this afternoon and they want to send it home soon. >> it needs to be up in its home territory. it needs to be collecting its food for winter. the longer it's here, the less time it has to do that. >> wildlife experts think it hid inside a car that traveled to tahoe or yosemite. it will be checked out at the silicon valley wildlife center before it's taken back to the sierra. the famously short memory span of gold fish may actually we a myth. canadian scientists have
