the country. amazingly lara managed to get out before all of that severe weather. she is at wimbledon this morning. we're going to check in with her shortly. looks like the weather is lovely this morning. we want to show you the pictures across the east coast, up and down the seaboard. look at the photo right here in new york. lightning striking one world trade center. that was incredible. you saw it outside of your window last night. the empire state building. it hit the empire state building as well. >> and look at this beautiful picture of lightning right next to a rainbow. it doesn't look possible. but there it is. ginger knew it was possible. because she knows all things weather related. we begin with the hurricane threat along the east coast, as we head into the holiday weekend. our extreme weather team tracking it all. ginger, we begin with you. >> we have our team together in florida and north carolina. really this morning, south carolina feeling it. hurricane arthur. it was updated overnight. max sustained winds, 75 miles per hour, moving towards south and north carolina today and tonight. that's going to be the worst of

this hurricane. so, where does it go after that? let's check it out. we've got tropical storm warnings from myrtle beach up through parts of virginia. but the hurricane warnings in red. hatteras island, which has mandatory evacuations. that's where we're concerned about tonight. that path taking it over the outer banks. but look. it's a miss for most of the east coast. that's where i really wanted to focus on. so many people asking me, how does it affect me and how much? quickly, you see it right there, overnight tonight, into early tomorrow morning. the cold front pushing the rain away. boston tomorrow night, still raining. new york, d.c., drying out. i'll have much more coming up. >> good news on that part. >> thank you, ginger. the hurricane moving past florida. we saw it there on the map. causing dangerous conditions there. matt gutman is in jacksonville beach, florida, with the latest, hey, matt. >> reporter: hey, david. that's right. arthur has been scooting up the coastline here. as it scraped by florida, it left behind a hidden danger for the millions of beachgoers

expected here this weekend. and for the surfers you might see behind me, rip currents invisible to the naked eye, like the one forming right behind me. this morning, with waters churning offshore, red flags flying along on 500 miles of roiling coastline, from florida to north carolina. which declared a state of emergency wednesday. cars stocking up on gas and lined up at the ferry, ready to leave, after a mandatory evacuation was issued for north carolina's hatteras island. and fourth of july fireworks canceled along the outer banks. boston, expected to be drenched by arthur on friday, moved its independence day festivities to today, instead. in north carolina, crews are busy trying to storm-proof windows. bulldozers are already lining highway 12, ready to handle the possible damage. officials begging locals to play it safe. >> it's easy to replace a boat if it gets damaged during the storm. but we can't replace people. >> reporter: with arthur

barreling ahead, folks diving into the surf and into trouble in florida on wednesday. volusia county ocean rescue. >> how many do you have? >> one in the rip. >> they found someone who just got caught in a riptide. that person was fine. but a high rip current risk for four states. florida, georgia, south carolina and north carolina. six people were plucked off out of those waters just yesterday. and today, it is literally all hands on deck. they're even bringing administrative staff here to help out as lifeguards. amy? >> you can see the dangerous surf behind you. thank you, matt. north carolina, the governor there declaring a state of emergency in more than two dozen counties. mandatory evacuations ordered in parts of the outer banks. david kerley is right along the coast in nags head. david, good morning. >> reporter: morning, amy. hard to believe a beautiful summer morning here. you see folks down on the beach in a matter of hours, this is where the real strength of arthur will hit. that's why cape hatteras, about 30 miles down the beach here has been ordered mandatory evacuation.

but the governor did declare emergency for all of the counties along the coast. and we did see folks leaving last night. but it's not been a massive evacuation yet. here's the thing. the governor said don't put on your stupid hat. be smart about the storm. it's a category 1. it's still a hurricane. amy and david? >> well said, right? david kerley and the team out there this morning. our thanks. we're going to turn to the growing fears about homegrown terrorists. this headline, a 19-year-old colorado woman in custody this morning, charged with trying to help islamic radicals in syria. the fbi busting her while trying to board a flight heading overseas. abc's justice correspondent, pierre thomas in washington with late details for us this morning. pierre, good morning. >> reporter: good morning, david. sources tell us more than 70 americans have gone to syria to try to join radicals there. the fbi says this is disturbing evidence of that new trend. this morning, a denver woman is facing prosecution for allegedly trying to help al qaeda-inspired radicals in syria. 19-year-old shannon conley shown

in this facebook photo, was arrested in april, attempting to board a denver flight bound for germany. her goal, authorities say, was to ultimately wage jihad. in newly unsealed documents, the fbi claims that conley, a nurses aide, fell in love with a person in syria via skype. connelly believe ed jihad is the only answer to correct the wrongs against the muslim world. neighbors from her quiet hometown were shocked. >> it's a little unnerving, especially with iraq and all that going on over there. it's definitely scary. >> reporter: conley drew suspicion after she started attending faith bible church and criticizing the church's support for israel. >> she said things like, i am pursuing the muslim faith. so, we said, fine. but that's when she began to act very strange. >> reporter: the pastor called police after he said she became aggressive and refused to leave the church. the fbi showed up. but that apparently did not

faze conley, who, over the course of months, supposedly told investigators, she liked the idea of guerrilla warfare. and referred to u.s. bases as targets. when officials told conley to be careful about her actions she said, quote, i'd rather go to prison than do nothing. >> pierre thomas, with the latest from washington. thank you, pierre. and to the oscar pistorius murder trial. the defense wrapping up their case. their key witness on the stand this morning. and lama hasan has the latest for us. >> reporter: in what is expected to be the final piece of testimony presented in the trial of oscar pistorius, a sports doctor tried to explain the blade runner's actions the night he shot and killed his model girlfriend, reeva steenkamp. >> you have a paradox of an individual who is supremely abled. and you have an individual who is significantly disabled. >> reporter: according to the psychologist, pistorius acted as any disabled person would, startled by a noise. thinking an intruder was inside his home.

>> mr. pistorius' significant disability when he is left without the benefit of these prosthesis, does not allow him sufficient mobility or balance to take flight. or to protect himself. >> reporter: the goal, to answer this question posed earlier by the prosecution to the blade runner. >> you talked towards the door. >> that's correct, my lady. >> why could you do that? >> i'm not sure, my lady. >> reporter: on wednesday, a separate psychology report dealt a potential blow to the state's case, that the paralympian was a jealous lover, who fought with steenkamp before she died. the court-mandated report found no history of abnormal aggression or violence in pistorius. no characteristics of narcissism. nor psychopathy, which has been associated with men in abusive relationships and have been linked to rage-type murders in intimate relationships. but the report did find pistorius has a history of feeling insecure and vulnerable. while this trial has lasted

describing the rising tensions between the israelis and palestinians. overnight, israel launched more than a dozen air strikes into gaza, targeting the militant group, hamas. retaliation for rocket attacks in israel. the new anger fueled by the killing of a palestinian teenager. palestinians believe his death was revenge for the murders of three israeli teens. also breaking overnight, this wildfire scorching california wine country has exploded to nearly six square miles. years of drought conditions are fueling the flames, which are threatening 400 homes and buildings in napa and lake counties. emergency crews have been working overnight to clear the tracks near pittsburgh, after these two freight trains collided, derailed and caught fire. plumes of smoke and flames filled the air, forcing nearby homes and businesses to evacuate as a precaution. a dangerous inmate is on the run in ohio after a daring escape. police say chris bowden slipped out of jail by pretending to be an inmate about to be released. five officers processed the paperwork that allowed bowden to go free. he was serving ten years for aggravated robbery. and i wild scene when a couple whale watchers were tossed out of their boat by a

flow of children crossing illegally into this country. you remember the dramatic images this week. the bus carrying so many of the families stopped by angry protesters, told to go around and go back. jim avila at the white house with the latest on this. good morning. >> reporter: good morning, david. with only 96 beds for the thousands of central american moms and kids crossing the board illegally, the department of homeland security is overwhelmed. today, a new offensive. a tv campaign with commercials on both sides of the border and seen exclusively this morning on "gma." this morning, the first look at new tv commercials designed to discourage the overwhelming tide of central american children and their mothers crossing the texas border illegally. dramatic stories, made in telenovella fashion to be played here in the united states, and in el salvador, honduras, and guatemala. showing a young teen saying good-bye to his mother and father, and heading to america. only to be found a victim of a dangerous journey.

at a press conference in the rio grande valley, the border patrol commissioner personally warned central american parents that the trip north has become more treacherous. >> if you cross illegally into the united states, you are putting yourself and your children in grave danger. >> reporter: the border patrol is also launching radio spots and billboards designed to counter the notion that the immigrants are getting a free pass in the u.s. because there are minors or traveling with minors. a tough sell, since the overwhelming number of moms and kids coming across illegally are allowed, within days, to take buses to be with family already in the united states. right now, of course, the kids and moms are released to go anywhere in the u.s. they want. hopping on buses with just a promise to appear in court. and our sources say, most of them do not. david and amy? >> jim, thanks. a debate that's not going away. >> absolutely not. we're going to head to wimbledon, where there has been plenty of excitement. there's been big upsets. young upstarts.

into the july 4th holiday weekend. three, surprising tips for handling your food safely. we're going to begin with the georgia father charged with murder, for leaving his 22-month-old son in a blistering hot car. the dad will be in court this afternoon. the evidence is eye-opening. dan and nancy standing by. they're going to weigh in on all of this. let's begin with steve osunsami. >> reporter: today, the lead investigator in this case is going to explain in court why police believe the death of cooper harris was murder, not an accident. cooper died after seven hours in his father's hot suv june 18th. police say the father, ross harris, told them he forgot to drop his son off at a day care near his office that morning. police reports say harris told them he discovered his son, cooper, strapped in his car seat when he left work that evening. at his first court appearance, 33-year-old harris showed little emotion. and pleaded not guilty to murder

and second-degree cruelty. his family calling this is tragic mistake. but according to a police warrant, harris did access the same vehicle, through the driver's side door to place an object into the vehicle. he closed the door and left the car. in the warrants, police also say both of the boys' parents searched the internet for information on child heat stroke inside cars before their son died. the father claimed he was fearful this could happen. the mother has not been charged with a crime. >> it matters. timing and context. if it was done 24 hour, 48 hours before the incident, too coincidental. if it was done weeks in advance, it may be related to an event that had been on the news or had been on the internet about the death of another child. >> reporter: at her son's funeral in alabama, leanna harris stood by her husband, who joined the services by speakerphone. she called her husband a great

father. and told mourners she will miss her son forever. she said no one loved and worshiped the boy more than his father. for "good morning america," steve osunsami, abc news, atlanta. >> let's bring in our legal team. abc news chief legal affairs anchor, dan abrams. and nancy grace. one of the officers in this investigation has said, what he knows about this case shocks his conscience. that is an extremely telling statement, nancy. >> it's very telling. and it's also very rare that you get a statement from law enforcement about this prior to the hearing. the hearing is set to go down in just a few hours. it's going to be a bind over hearing for a magistrate judge, who is a former prosecutor. will hear a bare bones case set out by the state to determine if this goes any further. and i expect then to hear from detectives. prior to that, i'm surprised there was a statement. and i find it very telling.

>> dan, let me ask you what you think we're going to hear from the hearing. he's being charged with murder and cruelty to a child. >> i don't think there's going to be any question there's going to be enough evidence to move forward. something interesting happened already. initially, he was charged with first-degree cruelty to a child, leading to death, felony murder. that requires willful conduct or malls will. meaning, there's no question he would have done it on purpose, right? they reduced the charge to second-degree child cruelty. that means they can still charge him with felony murder. but now, they just have to prove criminal recklessness. now, they don't need to prove he did it intentionally. they can prove he was incredibly reckless in what he did. that's why i say there's almost no question that i think this judge will say there's enough evidence to bring it to a jury. >> let's talk about the driving route that harris took from chick-fil-a to his office. how important is it, when we

hear prosecutors go through the details of where he went and when he did? >> well, we heard that police were retracing the father, harris cooper's -- harris ross cooper's route that morning. and we followed along. it's only about 1:20 from the chick-fil-a, where they stopped that morning. and he took the child in to chick-fil-a. they saw him put him back in the rear-facing car seat. but to get to his office, it's about three or four minutes. he passes red lights, which have cameras on them. the theory that this is proceeding, the child was awake at chick-fil-a. what happened? you forgot about him in three minutes that it took to get to your office? another thing that's going to come into play here is forensic evidence from cell phones, from tracking devices within the car. did he take a different route? did he go somewhere he didn't tell police about? and the whole day, the dad was

supposed to drop him off at home depot day care. did you get cooper dropped off all right? did he eat breakfast? how did he do? not one text to remind the dad the kid's in the car? also, the father goes out at lunchtime, puts something in the car, with the child in the car, and still doesn't realize the child is in the car. >> nancy is raising an interesting question about the mother. is it possible the mother could get charged here? >> there were searches on the computer that both parents searched children in hot cars. >> that's right. and in order -- a lot of people have been asking me, do you think the mother is going to get charged? not just on an internet search. not just because at some point -- they're going to have to link here up to him. if they are able to link them together, that means we've moved, now, from the possibility this was reckless conduct to no question it was intentional conduct. >> premeditation. >> that's right. if these two worked together, we're talking about premeditated murder. we're not talking about the

"gma" investigates got on the case and tried out one of the more durable brands, the otter box. the company says this $90 waterproof case will survive in water up to 30 minutes. this is the otter box preserver. i'm going to trust my iphone with it to put it to the test. we're going to put up against this, a $10 jell case sold everywhere. test number one, the spill test. everything seems to be working on both phones. they both survived the spill test. test two, the dunk test. here i go. they sat there for five seconds. and remember, the jell case never promised to be waterproof.

drought. and breaking news overseas one day after u.s. called for tighter securities to airports that have direct flights to the united states. u.s. embassy in uganda said it received a specific threat that the airport in that nation's capital will come under attack. tonight americans there are being placed on alertment. in the meantime in colorado a woman faces terror charges for allegedly trying to help al qaeda in security. and a debate is raging over whether a police officer in indiana played the right price for this incident. he was recorded pushing over a man in a wheelchair for running over his foot. his commanders recommended the officer be fired but instead a review board decided to suspend him for months. and finally it's been said that cheaters never prosper, but, oh, revenge can be very, very sweet. two british women, who look remarkably alike, they were

cookouts. dr. besser said, keep in mind, when you get ready to do the big dinners and cookouts and grilling, you have tips that we don't often think about. first of all, when it comes to the chicken, my eyes popped when i saw this this morning. you say don't wash the chicken? >> yes. i get a lot of pushback on this. you don't want to wash your chicken before you cook it. the reason is this -- when you buy chicken, about half of the chicken you buy is contaminated with bacteria. when you wash it, you're going to cut down on bacteria, but spray that around your kitchen. you contaminate your salad. good news is, no one likes to eat undercooked chicken. cook it to 165 or well done. and you'll kill those germs. >> can you dunk it in water to rinse it? >> you can because no one's going to eat the raw chicken. >> here's an interesting one. you say, don't go to the store and buy a melon that's already cut. >> yes. it's hard to pick a good melon. you smell it. you shake it. you never know. is it ready to eat? it's tempting to buy it this way. as soon as they cut into the melon, they are carrying that bacteria into that melon. and if you can't keep it icy cold, it's going to multiply and make you sick. buy it like this and cut it right before you eat it. that's the safest way to go.

wimbledon champion, chrissie evert, to talk about -- to talk about the all-white controversy. what do you make of all of the stricter legislation over it? >> i love it. should be all-white. it's wimbledon. it's the most different grand slam of all. when i was playing, i had white bloomers with red ruffles on them. i was in the waiting room. they made me go right back to the locker room and change them and put on my white ruffle bloomers. they're serious about this. >> thankfully, you had the white ruffles. i want to ask you about the semis. you've been in nine finals here. i mean, two great match-ups. these are powerhouses. who are you watching? >> i'm going to watch with interest, bouchard/halep match. bouchard is one of the most aggressive young players on the tour. halep is one of the most power punchers on towel. we're going to see a real contrast in styles. that's going the be intriguing.
