morning -- new security rules for those flying into the u.s. what you'll have to do now before getting on a plane. summer's wrath. dramatic scenes from the heartland as a tornado spins along the ground. while across the west, plenty of reason to think the worst of wildfire season is yet to come. and we're hearing more from the man who survived being attacked by a great white shark. >> i was staring at the shark eyeball-to-eyeball, literally like right here. >> who's he blaming for causing the incident that could have cost him his life? and a very close call at an air show. spectators get up close and personal with a fighter jet, so close they could have reached up and touched it.

good monday morning to you. we begin with a strict new set of rules for thousands of people flying into the united states. >> the tsa is stepping up security measures at airports overseas as terrorists work on a new generation of hard to detect bombs designed to take down airliners. now screeners will take a closer look at your cell phones and laptops. passengers traveling to the u.s. are facing new security rules. both syria and iraq have become training ground for jihadists, some from america and the west, which means their passports could gain them easy access to flights. >> our job is to try to anticipate the next attack, not simply react to the last one. >> reporter: the tsa asked airports overseas that have direct flights to the united states to have passengers power up their electronic devices because of concerns that bomb makers could be hiding explosives in those items.

cell phones, laptops, tablets and more will have to be working properly. powerless devices are not permitted on the aircraft. >> they are small items, but it takes very little explosives to penetrate the hull of an aircraft and cause catastrophic damage. >> reporter: the latest directive comes amid concerns that radicals from al-qaeda's yemen branch may be looking to organize a terror attack. that same branch of al-qaeda was responsible for the 2009 underwear bomb. additionally, some foreign fighters now in syria are carrying passports offering easy access to the united states. despite the new rules, some overseas travelers say they can deal with the inconvenience. >> i'm not going to stop flying just because of things like this. no. terrorists win if you stop flying. >> the tsa is not saying which foreign airports are affected. the new rules will not apply to domestic flights. the full tally is still coming in after a violent weekend in chicago. at least nine people were killed and nearly 60 injured during a wave of gun violence. two more people were shot dead

by police. investigators say all of those killed were either black or hispanic men under the age of 35. police point out that the murder rate in chicago is actually the lowest its been since 1963. new overnight, life guards in newport beach, california, jumped into the water in search of one of their own. the missing guard went into the eight-foot surf to help a swimmer in trouble. 32-year-old ben carlson drowned after he was struck by a large wave. carlson was a 15-year life guard department veteran. the man he saved made it to shore safely. following a report this morning that 60 of the kidnapped nigerian schoolgirls escaped and are back home. a french news agency said they managed to run away from their captors when they went out to fight. the group is separate from the original 200 schoolgirls kidnapped in april. the state department says it cannot confirm the report. now the growing tension between israel and the palestinians following the high-profile deaths of four teens.

the israeli prime minister is calling for calm after the arrest of six jewish suspects in a suspected revenge killing. an american teenager was also caught up in the violence and talked it to abc's alex marquardt. >> reporter: 15-year-old tariq abu khdeir was released from an israeli jail, still bearing the black eyes and swollen lips that he says he suffered at the hands of police. this video shows the police in riot gear beating him, one pinning him down while the other repeatedly stomped him and knelt down to keep punching him. >> i was brutally attacked when i was watching what was happening. >> reporter: but an israeli police spokesman told abc news that he was one of the masked teens in the violent clashes that followed the further of his cousin, 16-year-old muhammed abu kheda khedair. his autopsy found that he was burned alive.

the victim of what is widely believe to have been a revenge killing by israelis extremists afterle killing of three israeli teenagers. abu khedair says the assault was unprovoked. >> why would you attack me like that? why would you do that to me if i didn't do anything to you? >> reporter: the teenager was on summer vacation, visiting family with his parents who were stunned and outraged. >> i couldn't believe it. >> reporter: though their son is free, they said they want justice for the police officers. go to jail? >> yes. yes. >> stop him. stop him doing that against another one. >> reporter: do you think that will happen? >> i doubt it. >> reporter: but on abc's "this week," israel's ambassador to the united states says the video doesn't tell the whole story. >> this boy was one of six boys who attacked the police with petrol bombs, with molotov cocktails. >> reporter: he will spend the next nine days under court-ordered house arrest before returning home to florida with his family on the 16th. alex marquardt, abc news, jerusalem. pope francis meeting with victims of priest sex abuse.

pope francis is sitting down behind closed doors with six victims, two each from britain, germany and ireland. the pope has said he would have zero tolerance for anyone in the church who abused children. now to a deadly stampede after a concert in mexico. three people were killed when the show wrapped up yesterday as thousands of concert-goers tried to escape the arena. a fight followed by gun shots. so many people were trying to run for cover at once that part of a wall came crashing down. high temperatures and strong, shifting winds are making it difficult for crews in northern california battling forest fires. the fire west of sacramento has burned about 10 square miles and only 30% contained and officials said it has the potential for extreme growth. the flames are being fed by thick, brittle undergrowth that's not burned in at least two decades. a stormy night across iowa, up to a dozen twisters raking over the state. storm chaser captured these

images. amazingly clear images of this tornado touching down near the town of reinbeck, not far from cedar falls. you can see the swirling winds picking up debris and tearing apart trees. several homes were damaged, but there's no word of any serious injuries. time now for the weather across the nation. more severe storms in the midwest, rain extending from the northern plains across to the northeast. and we expect rain in the rockies. >> we'll see temperatures in the 90s in the midwest and the mid-atlantic states. 80s along the canadian border. and pass 100 in the southwest. coming up, highlights from an instant classic at wimbledon. plus, americans like their suds, but which states drink the most beer? the answer straight ahead. and an explosive fourth of july weekend. it wasn't supposed to be like this. the inferno at a fireworks store. stay with us.

welcome back. the financial markets are charting new territory this morning. for the first time, the dow opens above 17,000 points. that's an increase of 3% this year, and the federal reserve holding down interest rates, many investors feel the bull market has room to run. the markets were bolstered by the better than expected jobs report. but there's a dark cloud in the picture. the report included a sharp rise in the number of part-time workers who would rather be working full-time. there's an increasing tendency for companies to hire only for specific needs. the affordable care act may be prompting some firms to put a cap on hours. the next version of the jeep wrangler could be different.

chrysler wants to improve the tough little suv's gas mileage. lighter materials, more gears, maybe even a smaller engine. right now the wrangler gets 17 miles a gallon. the next version is due in 2017. >> looking forward to it. the fourth of july weekend was a dud at the box office. "transformers: age of extinction" was the winner in what was the weakest holiday weekend in at least a decade. the fourth entry in the series took in $32 million. second was melissa mccarthy's tammy, with $21 million, deliver us from evil opened in third with $9.5 million. >> it wasn't really a go out to the movies weekend. bad weather. >> right. and beer consumption in the u.s. is down, it's quite high in some states. trade publication say its high in north dakota, where the average person drinks more than 43 gallons of beer a year. new hampshire was second with 42 gallons, montana was third with 40.5. >> okay.

delays possible in kansas city, chicago and phoenix. all right, back to the news now. and a harrowing new details about the shark attack off southern california. >> the victim is describing how he came eyeball-to-eyeball with a great white. here's abc's nick watt. >> reporter: this is the moment a great white shark sunk its teeth into steve robles, a long-distance swimmer nearing the end of an early morning dip. he showed us the wound from the jaws. >> right when it bit right into my chest, you could just hear everything crunch. i was staring at the shark eyeball-to-eyeball, literally like right here. it was the most frightening thing i ever -- anyone could ever experience. biting your chest, and you're staring at it, looking eye to eye. >> reporter: the shark, a 7 or 8 foot juvenile hooked by a fisherman on the pier and fought for 40 minute when is he

unwittingly swam into the angry shark's past. steve doesn't blame the shark, he blames the fesherman who hooked the shark and got it made. many agree with him. >> i think it should be banned. >> i got really lucky. i'm getting a second chance. and this is -- i mean, i'm thanking god that he gave me this second chance. that's -- that's what it was. >> reporter: the authorities have banned fishing from the pier. there was talk that fishermen were throwing chum in to attract the great white sharks. the ban expires tuesday morning. the sharks aren't going anywhere, and the swimmers aren't either. nick watt, abc news, california. the state of washington will start issuing licenses to legal recreational marijuana shops today. the first sales of the heavily regulated and taxed pot could start as soon as tomorrow. washington will be the second state to legalize recreational

marijuana after colorado. growers and potential sellers are scrambling to get enough product in place to meet demand. and a mosquito-born illness, usually in the caribbean, now in the boston area. chikungunya, most in florida among travelers returning from the caribbean. 60 cases this month. the most common symptoms are fever and joint pain. there's no vaccine or medication for it. there was a major close call although -- at a european airport. a russian jetliner coming in for a landing nearly collided with an argentinian airbus crosses the airway. watch as the russian pilot pulls up to abort the landsing in barcelona. the jet landed safely, and no reports of injuries. no explanation for how it occurred. and a turkish f-16 came in for a landing much too low. nearly grazing the heads of spectators in great britain. many hit the ground, amazingly some didn't.

the turkish fighter jet landed just seconds later after giving the crowd an unanticipated thrill. a high-stakes trial beginning today in los angeles. at issue, whether donald sterling's estranged wife had authority under the term was a family trust to negotiate a deal to sell the clippers. shelly sterling agreed to sell the team to former microsoft ceo steve ballmer for $2 billion. at daytona, it was more of a demolition derby than a nascar race. >> two chain reaction crashes took out most of the field. the first involved 16 cars, the second, 26. knocking out some of the drivers. >> the race had been postponed because of rain and cut short yesterday. today is another day off at the world cup. the semifinals start tomorrow. >> as for some of sunday's highlights, we get those from espn. >> good morning, america, welcome inside "sportscenter."

i'm john. two of the greats, novak djokovic and roger federer squared off sunday for the championship at wimbledon as seen on espn. seven-time champ roger federer. no man has ever won eight times. pete sam pras won seven times like federer has. djokovic wins the set, and then match point for novak djokovic. what a match. what a champion. both players emotional after this. federer and djokovic as well. as he wins his second wimbledon title. hey, jeff samardzija traded from the last place cubs to the first place a's. looked great in his oakland debut. one run allowed in seven innings. oakland beat toronto 4-2. they have the best record in base, does oakland. all-star game rosters announced for this year's all-star game in minnesota. derek jeter voted in for the 14th time.

commute. our reporter is in san francisco with how caltran got it done early. amy hollyfield? >> look behind me, it is open. it is quiet. it is only 4:30 in the morning and it is supposed to be closed for another 30 minutes. it is open. here is the c.h.p. leading the first cars on to northbound 280 before 7:00 last night. ten hows ahead of schedule. they had to shut down northbound 280 into san francisco because the crews replaced a hinge that undued years and years of wear and tear. >> this is the first hinge, memorial day and this is fourth of july and hopefully the last two hinges are done over labor day weekend. >> they do not know the timing of the final labor day project but it is out there. this will be happening
