abc7 news reporter laura anthony joins with us more. >> this is a continuation of a process that began more than five years ago halted by lawsuits and scrutinized after the 2012 refinery fire here in richmond. the company maintains this is strictly a modernization of existing facilities to replace old equipment with new, modern technology, chevron maintains it will make the plant safer in more environmentally friendly. critics say the company's billion dollar project is nothing more than an effort to mask an expansion. both sides have taken their message to the local community. >> it's a reliability project that allows us to replace oldest processing equipment within the

refinery. and it also allows flexibility to process blends with higher sulphur content. >> that is what we're looking forward to tonight. to bring message of the people saying we don't want any more emissions here. we want this to make the chevron refinery cleaner and safer for workers and people in the community. >> now, both sides again have taken their message to the community, going door to door, holding town hall meetings, and the like. part of the new facility has been constructed before the project was halted by those lawsuits in 2009. tonight, if the first of two hearings before the planning commission here. this is to consider the environmental impact report to certify if they so choose, then, the final decision would be made

california water resources board may impose restricks on water users around the state f you're a waster, you can face a $500 fine. since january when calling for a 20% cut back, we've only saved 5%. restrictions would prohibit overwatering the lawn, rinsing sidewalks or driveways washing the car without a nozzle or using drinking water to operate a decorative fountain most of the water goes to agriculture. cornell? >> it could be a long summer for grape growers you know, the drought is making
