kart business as well as a barnes & noble. breaking news is covered on twitter. good afternoon, everybody. i'm larry beil. >> and i'm cheryl jennings. sir francis frank boulevard remains closed nine hours after a tanker overturned. the accident sent all of the tanker's rear tank spewing across the road. abc 7's wayne freedman has been there all afternoon long. >> reporter: larry, that keeps changing. a few hours ago they were saying between 8:00 and 10:00. now the chp is so frustrated with the situation they've come up with a worst-case scenario. they say it could be as late or as early as tomorrow. this is the stretch between the connector road and the bridge.

they're banging on the tanks now. they still have fuel. we've had evacuations of 40 people from ten homes inside san quentin village right next to us. we've had fuel spilled although the fuel has not gone into the bay. let's give you a look. it began at 7:00 a.m. westbound tanker rounding the curve, went off the road, jackknifed, toppled over, blocked the road completely. 3,000 to 4,000 gallons we now hear are spilled both gasoline and possibly diesel they're adding to the mix. the san quentin fire department did keep it from getting into the bay. here a little while ago the fire battalion chief. >> there are a couple of things that have to happen. one, we have to get the truck flip oefrd after the product is taken out. next we have to determine if the road is safe. that's who we're talking to. they may have to grind and

repave this to make it safe for travelers. >> reporter: the problem is they don't know the condition of the roadway underneath that truck because they haven't had a look at it yet. we've waited most of the day for alliance pump lines to pump the rig dry. that fuel is so dirty from ground dirt is they've run out of filters. the best guess, the best hope, they might have it empty by 5:00 p.m. only then can a wrecking truck come in and drag that rig out of here. once again, when is this road going to open? we don't open. one estimate, as late as 8:00 or 10:00 p.m. tonight. the worst-case estimate, tomorrow morning. live from abc 7, wayne freedman. >> we'll be checking back with you, i have a feeling, several times throughout the evening. the closure is expected to have a ripple effect on the rest of the commute. this is a live look now at the golden gate bridge. you wouldn't know there's any

planning a possible trip to help broker a cease-fire. >> reporter: there are plenty of arguments from both sides justifying the rocket attacks, however it's the civilian population that's seen casualties. more than 170 killed, more than 170 issued according to officials. the council in san francisco is adamant that the country must take action against hamas to stop the terror. >> imagine you're new york, san francisco being bombarded daily with rockets, and on our side we have to make them stop. so hopefully diplomatically it can work. if not diplomatically we have to make it stop. >> reporter: part of the rb may be the large number of bomb shelters required by law in homes and in apartment buildings. such is not the case in gaza where materials to build shelters is not obtained. >> it's not a war. it's a turkey shoot where the population has nowhere to hide,

door last night it was 57-year-old lily may christenson seen here on the left who answered the door. police say wilson started shooting and killed christenson. >> she didn't say nothing. she walked up. she don't mess with nobody. she's a nice lady. >> reporter: police are trying to find out why christenson was shot. >> we don't know at this point. there's speculation based upon initial statements made out at the scene that it could have been racially motivated. >> reporter: neighbors believe it was racially motivated even though the victim and the suspect are right, she was in posey's apartment, man often targeted. one women woe spoke with did not want to identify herself. >> he was a horrible person. mean, nasty, a racist. >> so ugly and blatant. >> she was still in her prime. >> reporter: christensen's mom

eastern-type man, 45, 50 years old, weighing about 170 to 180 pounds with a potbelly. he was slightly unshaven with short salt and pepper hair. a man is under arrest. a woman was walking around the store on christy street when she noticed a man on the floor with cram trying to take a picture of her dress. he later admitted yes he was trying to take an inappropriate photo. he also told police he'll actually done this before. the sppts's name has not been released. several high end shops in union square are still closed. a central system hit a waterline. it flooded the basement of some stores. this morning water damage inspectors were still inspecting

made news. it's the first one to make way. it took crews 15 minutes to bring down that 66-year-old structure on golden state boulevard. the building is the first of six structures scheduled to be demolished this week. one of the biggest banks is paying one of the biggest fines in connection with the sub prime mortgage disaster. fresno will get money out of a settlement with citigroup. despite this announcement government officialed continues to face questions if they have really done their job. a major settlement, city bank agreeing to pay 57 billion dollar fine for its role in causing the 2008 financial crisis. the bank leading to misleading investors by selling fraudulent mortgage securities they knew were made up of bad sub prime loans. >> today we hold the bank accountable for this wrongdoing which had devastating ripple

effects which cascaded through economies and financial institutions across the globe. >> of the $7 billion settlement with the justice department, $2.5 billion will go toward consumer relief, part of none reserved to help people with underwater mortgages and pay some home oerps directly for their losses. >> i think potential is certainly for hundreds of thousands of homeowners and borrowers at the end of the day with all of these resolutions to be helped by the consumer relief we have in these cases. >> reporter: citibank saying in a staumt we believe that this settlement is in the best interest of our shareholders and allows us to move forward and focus on the future, not the past. but the focus does remain in the past for the justice department, still pursuing institutions they believe are responsible for the great recession. jpmorgan settled for $13 billion last year and there's still a pending lawsuit against bank of america. but some question if the big

older daughter liz also took part in the questioning. >> if every there was a loaded question. >> think the look told it. >> clearly not a supporter. let's get a check of the forecast. spencer, there are kind of weird conditions. couldy in the city. >> increase in huchlts that has given the day a sort of muggy feel. it's quite an unusual pattern. here's a live look at the doppler. i just looked over that. i hit the button too soon but here's a look at high temperatures so far. 100 in cloverdale, 101 in fairfield, 102 in antioch. upper 90s at concorde. you can see it's been hot in the locations, yet we have these clouds over the golden gate right now. a live view of traffic flowing smoothly. these are our forecast features. clouds will spread overnight. the muggy conditions will remain the next few days.

now, our satellite/radar composite image shows the source of the moisture. it's coming from the southwest -- the interior southwest. the monsoonal clouds and moisture. no reports of rainfall hitting in the bay area. we've got lots of cloud cover you'll see in the overnight and early morning hours leaving us to a partly cloudy start to the day tomorrow morning, actually into the afternoon. a mostly cloudy day in some spots and a feeling of mugginess once again. overnight it's going to be quite mild with low temperatures in the low to mid-60s in many locations. antioch will probably not drop below 70. livermore. 67. you can see how unusually mild it's going to be overnight. tomorrow with high clouds continue to pass through the bay area, look for warm. we'll see highs in the mid to upper 80s. on peninsula, it will be mild to warm, warming up to 91, 85.

on the coast, 66 at pacifica, 68 at half moon bay. in and around san francisco, mild but hazy, highs in the 70s. san francisco, 66 in the sunset district. in the north bay district. 80s. 85 in cal stow kay. here's the accuweather seven-day forecast. this pattern tomorrow will last pretty much through the remainder of the week, not quite so much inland. it will start to heat up over the weekend. we'll see low 90s.

headed to central america for what's being called a fact-finding visit. >> their trip was planned months ago but the legislators say it's taken on some added significance with the thousands of unaccompanied children now crossing the border. ba c 7 news reporter sergio is in the newsroom. sergio. >> reporter: they have been scheduled for the trip for a few months now. but their mission has changed because of the growing crisis

along the border involving so many children trying to get into the u.s. without documentation. the group of six lawmakers had planned on flying down to el salvador, guatemala, and panama for a friendly economic and trade visit burke with so much attention now focused the growing number of unaccompanied kids at immigration and enforcement facilities, the lawmakers say they're now on a fact-finding mission. many of those children are from guatemala and el salvador. both countries have seen rampant gang member violence including young teenagers under the threat of death. some children who have made it to the u.s. and are picked up by border agents might be eligible for asylum. >> e we have to enforce immigration laws and if people don't meet the definition of asylum under the law, they have to go back to their country. but if they do go back, what are we going to do then to help improve their economies?

>> meanwhile one of the country's highest profile and documented immigrants is in mcallen, texas, reporting on the situation. the pulitzer prize-winning journalist is reporting on it. there's so many immigration checkpoints in that area. i'll have more on his efforts coming up on abc 7 at 6:00. live in the newsroom i'm sergio quintana for abc 7 news. lisa friedman will held up the hospital for the next several months. they've been in the hot seat for covering up extremely long waiting lists. palo alto will take some of what's worked here to phoenix. that includes listening directly to patients.

>> asking this what's changing, what are the things getting in your way, how do we go about changing things for veterans. do you see things that are affecting the quality of care to veterans? >> the palo alto veterans administration hospital is also taking its services on the road. veterans will be on the road for a career expo taking place in cupertino. former taliban captive bowe bergdahl is back on regular army duty. starting today bergdahl is assigned to u.s. army north at ft. sam houston in texas. that is the same location where he's been decompressing from the effects of five years in captivity. his exact duties not immediately disclosed. bergdahl was released from captivity on may 3rd in exchange for five top taliban prisoners. the army is still investigating the exact circumstances of bergdahl's capture. the shipwrecked "costa concordia" is floating once

again. today the crews successfully raised the cruise liner 30 months after it struck a reef and capsized kill 3g 2 people off the coast of italy. the process began last september when it was raised upright. crews then fastened huge tanks to it and floated it with air. it will be floated to ginobili. concordia's captain is being tried for manslaughter and abandoning ship before all were evacuated. pakistani human rights activist malala you satisfy sigh is nigeria. malala met with the country's president today. he promised her he'd meet with some of the parents of the 219 girls held by boco haram.

16-year-olds who want to be rich. turning to weather, siberia is known for its extreme conditions but not quite like this. >> oh, my goodness. beachgoers desperately running for cover after a storm moves in and drops cherry-sized hail stones. people had to hide underanything they could find. officials say the hail pounded that beach for 15 long minutes. >> the weather has been unusually extreme across much of russia this summer. they rarely see it during the summer months. that is truly bizarre. somewhere vladimir putin was off wrestling a bear. he was unaffected by it. >> you bring a swimsuit and metal screen. >> have you ever seen anything like that? >> not quite like that. i've seen huge hailstones. that's why i prefer going to santa cruz beach compared to

siberia. we've got unusual weather in the bay area but nothing quick like that. we have monsoonal moisture flowing through the area. no reports yet of rain hitting the ground but over the sierra, what an active outburt of afternoon thunderstorms we've seen, violent thunderstorms. lightning strikes, heavy downpours and a flash flood warning in this small area, red in the box. well south of lake tahoe along highway 395. meanwhile nationally tomorrow we'll look at showery and stormy weather along the atlantic coast and thunderstorms in the sierra. but most of the midsection will be relatively quiet. apart from the storms in the sierra, we'll see warm conditions. here in the bay area, no triple digits tomorrow but it will still be warm and muggy again in our inland areas especially with the temperatures up around 90 degrees. the moisture and clouds making it feel muggier than we feel in

to him by facebook, twitter, and e-mail. >> the question is my doctor is changing to another medical group and to pay with her i'd have to pay 149 dollars more a year. why should i? >> if i had to guess, he's joined a firm that is a concierge medical firm. that means you have to pay some money up front. this is getting very, very complicated. about ten years ago if you talked to your insurance company and said my doctor is trying to charge extra, they would have busted the dock, to all the doctors would quit taking insurance. not so much anymore. they tend to do a little more ee ray. the less they charge the more likely they are to go along with it. more likely they are to accept a co-payment. those that you pay a lot of money per month don't deal with insurance companies at all. before you deal with your doctor call your insurance company. tell them it's a concierge

>> and i'm cheryl jennings. the road could be closed until tomorrow morning due to the clean jum. abc 7 news reporter wayne friedman has been at the scene all day. wayne. >> reporter: all day, waiting to drain the fuel. they tell us a few minutes ago that tanker truck behind me is all empty but this started this morning. everyone has been frustrated. the chp has been frustrated which is why they now talk about a worst-case scenario in which sir francis drake boulevard might not open until tomorrow morning. it all depends on the damage beneath the truck. here's what we do know. as it was this morning the commute was a mess. traffic backed up on the richmond ridge all due to this tanker truck that overturned spread across woekt lanes of sir francis drake boulevard and began leaking fuel, as many as 4,000 gallons by some estimates now, up from the 1,700 we heard this morning.

none of it spilled into the bay thanks to the containment by the san quentin fire department. we have homes evacuated along with 40 people. you might wonder what's taken so long. let's begin with the rig itself. both of these tanks have holes in them. >> the trailer was difficult to plug. we put a sump in place to try to collect as much product as we could and we collected as many as we could. >> reporter: the other issue has been draining whatever fuel remains. they were using another tanker to do the job. but that is so filled with dirt and grime that crews from alliance tank lines ran out of filters. that alone caused at least a six-hour delay. commuters have not been happy. >> we were in it for about an hour and a half. >> what's it like out there? >> frustrating. it's just where it's sitting. it's basically just stop and go. >> speaks of that stop and go. here's more from stop and go sky seven. this evening
