none of it spilled into the bay thanks to the containment by the san quentin fire department. we have homes evacuated along with 40 people. you might wonder what's taken so long. let's begin with the rig itself. both of these tanks have holes in them. >> the trailer was difficult to plug. we put a sump in place to try to collect as much product as we could and we collected as many as we could. >> reporter: the other issue has been draining whatever fuel remains. they were using another tanker to do the job. but that is so filled with dirt and grime that crews from alliance tank lines ran out of filters. that alone caused at least a six-hour delay. commuters have not been happy. >> we were in it for about an hour and a half. >> what's it like out there? >> frustrating. it's just where it's sitting. it's basically just stop and go. >> speaks of that stop and go. here's more from stop and go sky seven. this evening it's not fun.
5:01 pm
this truck is the quiet point surrounded by a sea of barely moving traffic. as we come back live, here is the truck on the ground. the good news as we said a few moments ago, they have drained the gasoline and diesel feel out of there. as much as 4,000 or 5,000 gallons out of there earlier. they tlink there might have been 8,000 total. the next is to have a tow truck moved in there. they thought it was any moment. now at least half an hour, so that's the next step. move the truck and check the road bed underneath. do any repairs, get anything cleaned out. at best they're hoping 8:00 to 9:00 tonight. live in marin county, wayne freedman, abc 7. >> all right, wayne. thank you. let's take a look at the drivetime traffic right now and you can see the red spots. those are the hot spots where you would expect 101 near larkspur and greenbrae. so things are moving very slowly. live pictures now.
5:02 pm
we'll check the evening commute on the richmond bridge. and there's nobody there. our suspicion is everybody is taking alternate routes to try to do anything they can to by pass th bye pass th bypass this area. we were told it would be a lengthy alternate route. so everything coming into san francisco looks like it's moving very smoothly at this hour. >> if you're stuck in that marin county commute, you have to bring your patience. let's go back to that -- >> big rig fire. >> yeah. big rig fire. this is a problem as well in the fairfield evening commute. this is sky 7 in fairfield right now. okay. we just changed -- this is a live picture of sky 7? >> yeah. this isn't fairfield. >> this is interstate 80 and travis boulevard. this is a big mess. this is because of a fire. >> we have multiple traffic disasters going on. maybe disaster is a little bit of an overstatement but big
5:03 pm
problems. obviously in fairfield, very slow going here on 80 at travis boulevard. at one point all lanes were shut down. this was because of a big rig. different from the one that we had shown you earlier. smoke and fumes prompted evacuations of a couple of businesses, and traffic obviously, the overflow, is well into the 5:00 hour. >> all right. we're going to move on to some other news of the day right now. this is -- it looks as though -- >> this is the previous story we were talking about. >> we were trying to get this pi up. >> this is the big rig that caused the traffic that we showed about 20 seconds ago. >> yeah. the crews are putting out some hot spots. that truck went up in flames on interstate 80 near the travis boulevard onramp. i think we've given you the information of that. a man suspected of driving drunk caused a crash killing others earlier this week. that accident happened early saturday and close all southbound lanes of highway 101

5:05 pm
bay view and ingleside police districts have the highest numbers of stolen cars. this quiet street controlled by officers is only a block long. it ends in a cul-de-sac. it's glaring example of how brazen car thieves have become. >> i'm shocked that, you know, there has been so many car thefts, especially on this street. >> this person, mayor ed lee? >> we had three stolen vehicles this year taken on the mayor's block where he lives. >> more specifically, three stolen cars in just three months, all in the middle of the night. one of them so brazen that tleevs stole the car parked in front of this home, even though sensor lights turned on while the security camera caught them in the act. neighbor christina did not want her last name used. she saw the video and says the thieves weren't even fazed. >> it was very calm.
5:06 pm
nothing was rushed or hurried and they definitely looked like professionals. >> reporter: all three cars were recovered. jacqueline paul was very lucky. hard to believe but she actually found her own stolen saturn. >> i was driving and going underneath the free way to get onto bay shore. i noticed the car in front of me. >> reporter: she called police and they arrested them. in the meantime. >> all the cars are lock and neighbors are keeping an eye out for each other. >> reporter: and they e-mailed mayor ed lee. it goes to show you no community is immune from it. >> reporter: police arrest add man and a woman after officer say they stole what's known as a bait bike. they chained an expensive canon dale bicycle to a stop sign which is notorious to bike thefts. officers say it wasn't long before the man -- the man is accused of cutting the chain and the accused woman rode away on
