from the middle east after egypt proposed a cease-fire to end the latest round of violence between israel and the palestinians. >> the two sides have met separately overnight and are reacting to that proposal this morning. we have live team coverage this morning. we begin with abc's hamish macdonald in tel aviv. good morning, hamish. what's the latest there? >> reporter: good morning to you. well, the situation is pretty murky, but the events are fast-moving. now, as you mentioned, egypt has put forward this proposal for a cease-fire. the israeli cabinet has met within the last few hours, and they said that they accept that cease-fire. they've instructed their military to stop its raids over gaza, however, hamas initially the military wing, the qassam brigade, said that it had not been consulted and did not accept this, then the hamas political spokesman have said also they do not accept this proposal for a cease-fire. it seems that the egyptians and the israelis have done this without including the hamas leadership. there's some reporting

suggesting that the fatah leadership, mahmoud abbas, that being, were involved in the talks. of course, the palestinians say that they have a unity government. this is a real test now. we'll need to watch over the coming hours to see whether or not any cease-fire can hold. >> thanks so much, hamish. overnight president obama reacted to the growing violence in the region and the idea of a truce. >> abc's tahman bradley has more on that. >> reporter: speaking overnight at a dinner celebrating ramadan, president obama welcomed cease-fire talks. >> i believe further escalation benefits no one, least of all the israeli and the palestinian people. >> reporter: over the past week at least 185 people have been killed. israel has been targeting hamas' stockpile of long-range rockets that can reach israel's major cities. hamas fired back launching hundreds of missiles. yesterday a hamas drone like this one launched into israeli airspace was shot down. many in the region are worried this could escalate into a full-scale war.

30,000 israeli reservists have already been called up. in the west bank, hundreds of demonstrators marched to protest israel's campaign. >> we are here to protest against the massacres that are conducted by israel against the palestinian civilian population of gaza. >> reporter: with the death toll mounting, the international community will continue pushing hard for a cease-fire, but, reena and devin, we hear secretary of state john kerry will not travel to the middle east to see if he could personally make a difference. he had been considering a trip. >> tahman bradley live in washington. thank you, tahman. much more from the middle east on "gma," but our other big story this morning, another wild round of weather from coast to coast. >> you can see here on the radar several long lines of strong storms moving from east to west and everywhere in between. >> these systems have actually spawned everything from damaging hail, severe flooding, even a possible tornado. violent storms pummeled the northeast. an ominous cloud descending from the sky in south jersey.

>> looks like we got the worst of it based on what i'm seeing. >> the whipping winds uprooted trees, crashing cars and smashing a hole in a home. >> like nothing i've ever really heard. it sounded like a tornado. just really crazy fast winds, very loud. >> the same system also producing dangerous conditions in nearby philadelphia. this morning a fire that destroyed a city home is being blamed on a lightning strike. >> i heard a big crash like a crash, you know, and there was sparks flying all over. >> dark clouds also rolled in over washington. the capitol barely visible in the afternoon skyline. a huge lightning bolt making a direct hit on the library of congress just behind it. the heavy rain and howling winds caught people off guard in arlington, virginia. >> out here today for some reason all of a sudden it was nice and sunny, then the next thing you know, it was raining cats and dogs. >> that storm was crazy. i'm literally was like i wasn't expecting it to be so powerful. >> in phoenix, multiple water rescues after monsoon storms hit that area.

heavy rain and mud causing several motorists to be stranded eventually rescued by the fire department. >> wow. it's loud. >> it turned into hail in colorado, the result of polar air pushing its way through hot summer skies, and major league baseball forced to delay the start of the home run derby because of rain in the twin cities where it's unseasonably cool in the mid-50s. well, more on today's stormy weather and that chilly air gripping the nation's midsection. >> accuweather meteorologist jim dickey tracking it all for us this morning. good morning, jim. >> good morning, reena and devin. keeping it unseasonably cool out across the nation's midsection here today. these are your early morning low temperatures. many spots challenging record lows into the mid to low 50s. minneapolis, omaha, kansas city. 40s for bismarck and pierre and down to 54 this morning in chicago. a good 10 to 20 degrees below average across the board here today, and on the fringes of that colder air mass, seeing some heavy thunderstorms once again. watching the i-95 corridor in the northeast. storms will bring some gusty winds, large hail and the threat

for flooding. reena and devin, back to you. >> thanks, jim. triple-digit temperatures are the problem here in rural northern california where this out-of-control wildfire has prompted new evacuations. the bully fire has already destroyed eight homes and ten other structures. authorities say the blaze was sparked by a truck that was delivering fertilizer to an illegal marijuana growing operation. breaking news in russia. a deadly derailment during the morning rush hour on the moscow subway. 59 least ten people are dead and more than 100 injured. pictures show a mangled train in a tunnel. at least one person was trapped in the wreckage but still alive. the cause may have been a power surge that caused the train to quickly stop. about 40 central american immigrants detained briefly in new mexico have been sent back to their home countries. the adults and children were put on a plane bound for honduras. obama administration officials say there's a renewed effort underway to quick ly

deport anyone arriving illegally in a recent surge across the mexican border. >> and a fatal shooting forced the closure of a freeway in los angeles overnight. you can see police cars driving very slowly there as officers search on foot for shell casings and other evidence. gunfire erupted near the 91 freeway in anaheim in what police believe may have been a shooting between a truck and a car. just hours before today's all-star game, major league baseball is taking steps to welcome gay players. the league will announce a program of inclusion to combat homophobia during a news conference with the family of a gay player who quit pro baseball more than 30 years ago. glen burke said it was too difficult to hide his homosexuality. he later died of aids. tracy morgan is getting up and about again after being critically injured in that highway accident. a photographer caught this video of the comedian leaving his new jersey home. it shows him moving slowly there using a walker, but then he flashes a peace sign. he also has a few words as he passes by. >> i'm okay. >> you look great, man.

well, the bull is running on wall street again. the dow again opens above 17,000 this morning with markets shaking off the worst week in three months. investors were encouraged by some major deals and better than expected earnings from citigroup despite that $7 billion settlement over toxic mortgage securities. volkswagen is picking chattanooga for its new suv. the new mid sisize crossover will mean 2,000 more jobs at the tennessee plant which recently voted against unionization. volkswagen also builds its midsize passat at the factory. it will be aimed at the north american market arriving in 2016. volkswagen isn't saying what the new model will be called. apple may have another hit. before it's officially even announced. a morgan stanley analyst expects apple to sell 30 million to 60 million of the iwatch in the first year at $300 a pop.

severe storms have raked over the east coast, dumped soaking rain on the washington, d.c. area. the downpours caught some by surprise in arlington, virginia, many with no umbrella getting drenched as they tried to scramble for shelter. those storms are making for quite a slick commute across much of the east coast and wet across the south and into east texas. flooded roads in the southwest, windy conditions, though, and slippery highways from wyoming to colorado. and if you're flying, airport delays are possible in new york, philadelphia, washington, d.c., charlotte, denver and phoenix. well, a man who was trapped inside a chicago jail for 30 hours has filed a lawsuit. farad polk went to visit his son but apparently went through the wrong door. he took a seat in a visiting room being renovated and the steel doors closed behind him. he banged on the door and screamed but no one heard his cries for help. his attorney says the ordeal took an emotional toll. >> he's having some difficulties, some emotional concerns. >> it really just hurt me and saddened me that me myself personally wasn't emotionally strong enough.

>> polk was trapped in an 8x8 room without any food, water or bathroom. he broke a sprinkler forcing guards and firefighters to check the room. a group of bystanders stepped in to stop a woman and young girl from being carjacked and it was all caught on tape. police say a 21-year-old man jumped in the victim's car and tried to drive off, but he crashed instead. that's when a group of men grabbed the would-be carjacker and held him even using their fists until police got there. meanwhile, in michigan, a clerk at a gas station sent a thief running for his life. a surveillance camera caught the armed robber wearing a ski mask and making the clerk empty the register, but when he forces him into the back room, the clerk pulled out a revolver and starts firing, ten shots in all. the thief runs bumping into things, finally jumps into a getaway car. meanwhile, police in miami investigating this embarrassing incident when two of its officers got into a fistfight in the middle of a busy street. the brief struggle started as a

routine traffic stop and was recorded on one of the officer's dash cams. three squad cars arrive to break up the tussle. the miami mayor says the incident does not represent the police department. well, one of the newest cheerleaders for the new orleans saints has jumped over more than a few obstacles. kriste lewis worked out for six months before trying out for the saintsations and revealed the cut and revealed she's 40. she was diagnosed with kidney disease 40 years ago and determined to live every day to the max. the squad director says that drive will make her an inspirational to all cheerleaders. all right, well, there are still 51 days until the 2014 nhl season kicks off, but we have home run derby and basketball to talk about. here are our guys at espn for the highlights. >> good morning. from our "sportscenter" studio in los angeles, i'm stan verrett. this is kenny mayne telling us about the home run derby. >> yoenis cespedes.

rig and its two tanks full the fuel flipped on sir francis drake boulevard near san quentin. the driver was okay. the damage was huge. officials created a 1,000' safety zone away the scene and evacuated ten homes away the prison and pg&e shut off the power and all kinds of safety precautions were in place until 9:00 last night until they were able to move the truck from the area. haz-mat coordinated how to get everything cleaned up including vacuum trucks, the fire department was here, capturing the fuel. if you were frustrated by the closing and wondered why it was closed so long, this gives you an idea of why: they opened it back up at 2:30 this morning so good news before you head out today. you can take an
