folks in the east bay took advantage of the lake in berkeley hills. it was filled with families enjoying the sandy beach on this gorgeous summer day. we have more on the hot weather and the way people chose to beat the heat. >> reporter: today, it was one of those days, rare days in san francisco when i was able to go into my closet and get a summer dress, if you know what i'm talking about. no doubt, everyone was feeling the heat today. on a positive note, it will be a wonderful, nice evening for a ball game today. tonight, the giants are in town. more than 25,000 participants signed up for this sunday's san francisco marathon. people from all over the united states and the world are here. just the heat by itself, i think people come here expecting a cooler day, race day. but, luckily the race starts early and we'll avoid a lot of

heat. it's going to be hot. >> i'm used to it. i'm used to the heat and humidity from new york. hopefully this will be a cooler experience for me. hydrating and resting and, you know, just doing what i do, running. >> reporter: she is running a double marathon. the first one starts at midni t midnight. after the first one, i go back, shower, change, rehydrate, massage my feet then start the second one. >> reporter: charles foster heads a child group called brooklyn forest. it encourages preschoolers to be outside with nature. hiking is one of their activities. today, because of the heat, a lot of their time was spent in the shade. >> we have our classroom here where there's a little bit of dirt. we can mix a little bit of water and make mud, which is also, today, cooling us off. >> reporter: it will be hot tomorrow during the match between madrid and italy.

the game will take place at the memorial stadium. temperatures are always high in gilroy during the summer. this year, organizers of the garlic festival added canopies and misting stations. also this year, a new downloadable app to help people find watering stations. abc 7 news. water officials in the south bay want people to keep the drought in mind as you try to beat the heat. they are kicking off the brown is the new green campaign. we are hearing that slogan a lot these days. it reminds folks to make every drop of water count. water the lawn only when it really needs it. >> we are not refilling it. that way, they know it is a drought season. they still have to get wet because it's too hot out here. >> i think it's wonderful to treat your kids to that. after you are done, take the

water out with a bucket and water your plants with it. >> good idea. a typical kiddy pool use zs 40 gallons of water. that's the equivalent of three five-minute showers. the weather forecast is predicting 80% chance of el neen know this fall. it can lead to increased rainfall. it won't necessarily mean rain for all of california. they are caused by periodic warming of the tropical pacific. occurring every two to seven years. we'll likely see hotter temperatures. california would be the only part of the state to see a significant increase in rainfall. one of the hottest days of the summer, they are worried about a hazardous material situation at a popular beach. a kayaker paddling off the beach this afternoon told firefighters she spotted a foul smelling white foam and dead fish offshore. the fish and game staff and firefighters responded. they have not been able to find

out whether the white foam is a hazardous material or a naturally occurring substance. fire investigators looking into the cause of an apartment fire that broke out early this morning. it happened here at the 13-story apartment building just after 5:00 a.m. firefighters saw smoke coming from a second story unit and broke down the door to find a number of fires burning inside and a woman, possibly in her 60s already dead. >> no children, no family. she usually keeps to herself. >> firefighters say the apartment was extremely cluttered, making it difficult to put out the flames. the fire was contained to that one unit. no one else was hurt. firefighters believe a smoldering cigarette caused a fire in oakland today. fire crews responded to a call at 13th and webster street at

12:30. a business undergoing republican novations was the most seriously damaged. an apartment on the second floor. firefighters did not have to evacuate the building. most of the residents weren't home and nobody was injured. 90 degree heat when they stopped the fire in redwood city. you can see this view from sky 7, crews attacked the flames from the air as well as on the ground. it happened along goodwin avenue. people saw the smoke for hours. >> not just brush and buildings. a limo went up in flames. unlike the last time when five people were killed, this time no one was hurt. it was a frightening few minutes for the driver. laura anthony is live with the story. >> reporter: i'm on fairgrounds drive. this is where the limo ended up gutted this morning, down to the wheel rim. the driver told us his limo was

booked for a party to napa valley tomorrow. he was taking it out this morning to clean it up. oddly, perhaps, he's relieved it burned up today, not tomorrow. >> just overheating. i pulled over -- >> the limo driver and owner thought his engine was overheating. before he knew it, his cloudy skiesler 300 stretch limo was a raging inferno. >> a poof of flames in the back of the engine. i grabbed the fire extinguisher. i tried to put it out. it went so fast. >> reporter: minutes later, when firefighters arrived, the car was completely engolfed. this comes 14 months after a limo burst into flames on a bridge killing five nurses who couldn't escape. >> all of a sudden, the young one said fire and they all jumped out. >> reporter: one month later, ten older woman on the way to a

birthday party did get out in time. fire captain says limo's can be fire traps because there are few exits and tend to have highly combustible materials. >> wiring, batteries, electronics in the limos. the carpet, the seats, the material in the seat. >> reporter: he's well aware this could have been much worse. >> my god. thank god nobody was in my car. i actually came from the car wash. i was cleaning it for a job tomorrow. >> reporter: after last year's incidents, they greatly enhance safety and inspection rirkts. laura anthony, abc 7 news. tomorrow, several thousand people tend to run for their lives from bulls at the alameda county fairgrounds. they are running tomorrow unless animal rights activists are able

to stop it. alamo bulls are resting for tomorrow's event. >> reporter: i saw them. some of them are brown, some the meanest bulls you will ever see. that's why a lot of runners, all the runners will be signing a waiver to run down this dirt track with a herd of them snorting behind them. in nine events, the great bull run organizers say the worst injury has been a crushed pelvis. that's the threat against humans is not what's raising the controversy out here. it's the threat of danger toward the 900 or 800 pound bulls. it's an adrenaline filled quarter mile run down a fence-lined track with 20 stampeding bulls mixed in with hundreds of people. this is video from an event in florida. sam patterson has been in the middle of it. >> i put it toward sky diving. you can't describe it. >> reporter: it will be held for the first time saturday at the

alameda county fairgrounds. animal rights groups are suing to stop it. >> they have seen the runners will often punch or slap a bull as they run by. it's dangerous because the animals can get entangled in each other. >> reporter: they say they are treated more humanely than the bulls in spain where they fall on the cobblestone street. >> we use the same bulls and have never had an injury to one of our bulls. >> reporter: the runners pay $75 each. the bulls will be running on a dirt track. >> the veterinarians we consulted said an animal could get seriously hurt. thankfully it hasn't happened yet. >> people are on the animals backs, whipping them or kicking them in the sides with spurs. >> reporter: if they can prove in a court of law that it's animal abuse. he will continue holding the

breaking news south of los angeles. firefighters are trying to rescue a man whose dangling from an overpass above interstate 5 in commerce. the highway patrol stopped rush hour traffic in both directions along the major north/south artery. some drivers left their cars and

walked to where they can see the efforts to save the man. they believe he's a jumper or tagger. a crisis negotiator is trying to talk to him. a travel nightmare for passengers trying to get to london on a norwegian air shuttle is finally over. not before it stranded travelers for two nights. we are there with the story. >> reporter: hundreds of travelers stranded in los angeles were hoping the third time would be the charm. >> the third day, our third attempt to get on this plane and it's been a nightmare. >> reporter: he's one of 238 passengers aboard a norwegian flight to london, a flight that was supposed to depart from l.a.x. on wednesday. >> people stuck here at the airport. it was too late to get the reservations. >> reporter: the only mention made on the website reads in part, norwegian regrets to

inform flight 7096 is delayed due to technical reasons and crew rest. we apologize for the heavy delay. >> communication with the airline and the attitude is going to -- >> reporter: several ott 238 passengers that were stuck were able to find accommodations. but, many of the passengers had to spend two nights right here at l.a.x. >> there's families with kids and the kids don't understand. they have been here three days. >> reporter: her two children are exhausted. >> it's wasted a lot of time. >> reporter: no one at the norwegian ticket counter would agree to an on-camera interview. the shortage of hotel rooms was due to president obama's visit and a soccer match. the discount airline gave frustrated passengers $50

voucher for food and drink, but it wasn't enough. >> disappointing. >> reporter: the flight left this afternoon with many of the passengers focused on the fun they had on holiday and not on their prolonged stay at l.a.x. >> we had a great time. the kids can't wait to come back, but we might go with a different airline next time. >> wow. they are taking it in good spirit. the passenger bill of rights says there's a maximum four-hour delay for tarmac delays. they have to ensure the passengers stuck on the tarmac are provided adequate food and water after two hours. all restrooms have to be in working order. necessary medical treatment provided. adequate hotel accommodations and meals must be provideded. passengers are entitled to $6640 in compensation. the compensation is waived if the airline can prove they took

every reasonable measure to avoid the problem. president obama met with central american leaders who told them they would help to slow the migration of thousands of people to the united states. president obama told the president of el salvador, graum and hon dur ras they would not be allowed to stay. prescreen children in their home country to see if they qualify for refugee status before making the dangerous journey north. >> we have to deter a continuing influx of children putting themselves at great risk and families putting their children at great risk. >> the president also encouraged house republicans to pass the proposal to build more processing centers and hire more immigrations. >> pope francis is planning his first trip to the united states. the news service reports he will attend the world meeting of

tomorrow morning. a lot like this morning where you stau fog. the difference tomorrow is the sea breeze. a little stronger and that means cooler, by a few degrees around the bay. a little bit more along the coastline. i'm talking ten degrees cooler in san francisco. some areas will really notice it. numbers tomorrow morning, low 50s to 60s. most of you starting out mild and clear except the patches of fog along the coast. for the afternoon, south bay on the hot side. 94 morgan hill. 90 in san jose. 86 in -- santa cruz, nice place to be. 86 palo alto. head to the coast if you don't like the heat. 74 downtown san francisco. 65 in the south side district. 87 in san rafael. 93 napa.

in the east bay, you need the sunscreen. a warm day, sunny. oakland 82. 85 caster valley. inland, 100 in antioch. 97 in walnut creek. 98 in livermore. if you are going to the garlic festival, the hot weather is going to hang on. the food is delicious. mild and sunny, upper 70s. low to mid-90s by the afternoon. it will be cooking. 80 degrees, mild for 7:00 p.m. accuweather seven day forecast,if you like mild weather, upper 60s along the coast. that's the mildest weather. mid-80s around the bay. 100 inland still tomorrow. high clouds move in sunday. temperatures back off a few. upper 90s. the humidity will come up slightly and not quite so hot monday. upper 60s to mid-90s. we hold you in that pattern before we cool it off for thursday and friday. it is more comfortable right now.

a research team in japan has a new drone that flies indoors without using gps. it's used for inspecting the fukushima daiichi power plant. right now, high radiation levels only allow humans to spend a small amount of time inside the plant. it has a sensor to figure out the position and surrounding. it's designed to avoid obstacles. amazon and google are developing unmanned planes. a person writing messages on cars may identify himself or herself as a parking critic. they say that person is a vandal. they found this awful message

scrawled on her car earlier this week. the car's owner talked to a local tv station, but wanted her identity hidden. >> try these things. so, it's like very upsetting. >> another spray painted instructing a driver to park right in the same area. new york police detective found surveillance video outside a school. it shows akca carrying spray paint. the country's consumer protection agency is suing mcdonald's saying several items have calorie items. they want items that don't meet the regulations to be declared illegal. critics say the agency is known to initiate legal action for political purposes.
