abc7 news begins with breaking news. not one but two east bay homes fully engulfed and firefighters are racing to stop the fire with an update from first responders. >> a ten million gallon gusher, a university is cleaning up after a huge water main break. there was severe damage last behind. avoiding game day gridlock with new video to make parking easier at the new levi stadium. good morning, everyone, at 6:00 a.m. on wednesday. we will begin with breaking news in oakland, firefighters are mopping up of a raging fire left two homes damaged starting after 3:30 this morning at a ata two-story home that spread to the house next door. it took firefighters an hour to get it under control and the fire department says that everyone evacuated before craws arrived. at least 18 people, though,

some are wondering if he is using this as leverage in an effort to get a new stadium built in oakland. that idea doesn't have funding. the mayor things they will reach a deal to keep the raiders. >> we want to keep -- he reasonable wants to keep the options open. everyone wants to rush them but we have a schedule and negotiations are continuing. en says we are on target for a raiders' deal by the end of summer. >> he will do what he thinks is best for the time. i don't think it will happen. i hope it doesn't happen. davis downplayed the situation on twitter saying he was with some of the city officials while in town and there is nothing further to discuss. the raiders' lease is up after this season so officials have big decisions to make before the end of the year.

the good news is that no one was injured although there were reports that some jumped from their windows. chevron got the green light to move ahead with upgrade to the richmond refinery. the city council approved the massive billion dollar plan to update the refinery. changes to the deal included $930 million in community benefits and upgrades to the piping and more sensors and air monitors. they want to renovate to process higher sulpher crude. residents oppose this because of health concerns. raymond "shrimp boy" chow and five defendants are back in federal court to be arraigned on new charges of racketeering and other organized crime. raymond "shrimp boy" chow is accused of running drug sales

and trying to buy stolen property. the champions are part of an indictment accusing shrimp shrimp and state senator yee running a criminal enterprise. 27 others have been charged. senator yee will be arraigned tomorrow. police believe the same armed robbers targeted two delivery drivers from the same domino's pizza fran chinese and both returned to work yesterday after being attacked on monday. in each case, the robbers approached the drivers after delivering a pizza to a home. one drier escaped and hid in a customer's home after fighting off a man with a gun. >> i gabbed his hand with the gun and we fought. i pushed him and ran. >> he said they had a gun and we said get inside, and we got him inside closed the door and called 9-1-1. >> drivers carry cash and it and an easy way to take advantage and get their money.

following the water main break. our reporter is on the ucla campus with the latest on the klein -- clean up. >> there is a lot flooding here adjacent to the pavilion. they ripped up the carpeting. they took out baseboards. this was 1.5" of water in this building. they will use the fans to dry out the facility this morning. this started year around 3:30 in the afternoon when the water pain broke on sunset boulevard sending the water into the wear for sell hours and it took a long time to fine the valve to shut this down. by that point the damage was done and massive amount of water flooded into the campus and parking structures were flooded with cars inside and the building was flooded and the building everyone is concerned
