good morning, america. breaking this morning, ebola emergency. one of two americans infected with this feared and deadly virus is landing back in the u.s. the extreme high-tech measures doctors are taking as they tackle this, the first case of ebola on american soil. also breaking overnight, severe storms. >> oh, my god. >> heavy flooding across parts of the country strands cars on the highway and floods parking garages while damaging hail pounds the midwest. where the wild weather is headed next. a major ruling in a shocking case. what we are learning now about the 12-year-old girl accused of stabbing her friend in order to please a fictional internet character called slenderman. experts now say she believes she can talk to characters from

"harry potter." and catchy katy, the singer releases the newest video from her chart-topping album gone viral in an instant, and even the president is calling himself a fan. ♪ this is how we do yeah ♪ strutting yeah we do it like that ♪ hey, good morning, everybody. as that american ebola victim prepares to land on u.s. soil, we want to take you inside the plane carrying the patient out of africa en route to atlanta for treatment. >> yeah, this is called an aeromedical biological containment system, an isolation pod is really what it is. a portable airtight tent-like device that can house a sick patient along with medical personnel on a modified gulf stream plane. >> taking extraordinary

precautions, and abc's dr. rich besser, who has reported extensively from the ebola hot zone overseas, is right there at the hospital in atlanta where the victims will be treated. rich, good morning to you. >> good morning, dan. when i worked at cdc, i was involved in the development of those special pods. they were designed to be able to transport safely a person infected with the most deadly germs from anywhere in the world. jetting away from liberia where ebola is deemed out of control, one of two missionaries, either nancy writebol or dr. kent brantly, is on their way back to america today. they're being airlifted one at a time in a specially designed gulf stream jet enclosed in an isolation tent like this protecting the crew from the deadly virus. it's more than 5,000 miles from liberia to the united states. they're going to land in a secure area at dobbins air force base here in georgia then transferred to nearby emory university hospital, one of just four top level biocontainment units in the country. >> we've run through these processes before. we've run through these drills

before. the process will work. >> reporter: their secure unit is similar to this one at the university of nebraska. this video is a drill to show how this biocontainment unit can transport a person in a tented gurney called an iso pod. >> you can examine them by using these gloves. >> reporter: the missionary workers will be treated in this isolation room at emory. each patient will be tended by two specially trained nurses and four infectious disease experts all wearing full bodie biosuits. not one inch of skin exposed to the bodily fluids that spread the virus. >> we'll maintain the safety of this hospital as well as the general public. >> reporter: one of the patients, dr. brantly, has been in liberia since october and talked to his family on friday. >> i know he was feeling a little bit better, and i'm worried about him, you know, i am, but he'll be okay regardless. >> and while the focus here in atlanta is on the arrival of those patients, the world's attention is on the resources and efforts that are going to be

needed to stop that virus in west africa. dan. >> rich, thank you, so let's pick up right there and head over to the hot zone, west africa, the epicenter of what is believed to be the world's worst ebola outbreak. there is widespread fear. this morning, soldiers, as you can see, out on the street and entire areas being sealed off entirely, and abc's bazi kanani is covering that angle from our washington bureau this morning. bazi, good morning to you. >> reporter: good morning, dan. i spoke with a government official in liberia who called the situation there dire, and the world health organization warns that if this outbreak is not contained soon, the outcome could be catastrophic. soldiers on the street to prevent panic. disinfectants sprayed in public places and schools closed. >> i hereby proclaim a state of public emergency. >> reporter: a drastic response this morning to the ebola outbreak in west africa called out of control by aid agencies. overall, more than 700 dead in liberia, guinea and sierra leone

and after a recent surge in cases, doctors without borders says they are overwhelmed. >> to look people in the eye, you can see they are scared. it's horrible. >> reporter: that fear part of the problem in rural areas where many sick people are refusing to undergo isolation further spreading the disease and health care workers in that strange-looking protective gear have been assaulted by grieving angry villagers. the presidents of the affected countries at an emergency meeting friday to strategize agreed to send troops to enforce quarantines. meanwhile, peace corps volunteers rushed to airports to return home pulled out of the region for their safety. while others are going in, the cdc sending another 50 disease specialists to the outbreak zone. there are so few medical doctors in the region, the red cross is actually reaching out to traditional healers, witch doctors, informing them about ebola and then asking them to share that vital information with the public.

the world health organization is now launching a $100 million response. bianna. >> such a frightening story. the worst ebola outbreak ever. bazi, thank you. we're going to switch gears now and turn to the severe storms hitting many places in the country. lots of places cleaning up from a waterlogged mess while other spots are seeing their share of dangerous hail. abc's marci gonzalez is here with more. good morning, marci. >> good morning, bianna. this went well beyond those summer showers so many are used to. parts of virginia got as much as 2 inches an hour and in some places it is still coming down. overnight, seven states battling severe storms. heavy rains, winds and flooding from rochester, new york. >> broken tree. it was a broken swing. >> reporter: to new jersey. submerging this parking lot. >> oh, my god. >> reporter: leaving this park underwater. the rain and wind sent this tree crashing into a charlotte, north carolina, home while in georgia, drivers had to turn back, the streets overcome by rushing waters.

farther west, a hailstorm pummeling west lafayette, indiana, dropping more than 5 inches of rain there. this driver struggling to make his way through the downpour in wisconsin and even more trouble on the roads in houston, texas. rainwater surging around this car trapping it. people living in this nearby apartment complex aren't going anywhere either. the cars parked inside this parking garage there destroyed by flooding. >> probably several hundred thousand dollars worth of damage in there. >> i think i might have to look at a new car here. >> and it continues, a second day of flooding expected today. >> raining here in new york, as well. >> a soggy day. >> marci, thank you. >> yes. we'll get back to summer soon at some point. marci, thank you. now to a striking new view of the crisis on our southern border this morning. congress may have left town for summer vacation after failing to address the influx of migrants, but the women and children just keep on coming, and abc's jim avila has been on the front

lines with the border patrol along the rio grande. >> reporter: august is not vacation month on the rio grande. during the next 38 days while congress is on vacation, an estimated 5700 unaccompanied minors will cross the border illegally, 155 a day, and luis rodriguez of the border patrol will be working to stop them. >> we've been looking for launch points on the mexican side. >> reporter: luis is on a boat patrol on the river with his partner cesar. >> we try to deter them from crossing, especially the traffic that doesn't want to be caught. the traffic that wants to be caught, we can't deter them. >> reporter: like this raft filled with 16 people. mostly moms and kids and unaccompanied children from central america. these are the refugees who don't run from the border patrol. they run to them. children like this 7-year-old who crossed with his slightly older brother and this 17-year-old girl who tells the agent she came to escape the violence.

>> the violence over there doesn't allow us to go to school. that's why we're coming over here. >> reporter: they may not be running, but it still takes manpower to round them up. 200 more agents move to the rio grande sector last month and two new airboats were added this week. the border patrol hoped to pay for them with more money from congress. money that isn't coming any time soon. sad, says luis, because the surge was working. what do you see? >> well, we're finding less rafts. we're finding less give-ups, the groups that come across and look for us, so the numbers have gone down recently. >> reporter: do you think that's because the message is getting across? >> we don't know about the message getting across. all i can say is i think it's because what we've been doing, the more patrols out here. >> reporter: because on the rio grande, unlike in washington, there is no summer vacation. for "good morning america," jim avila, abc news, mcallen, texas. >> okay, so with congress on vacation and the crisis raging on, what's next? let's go to the capitol and abc

news senior washington correspondent jeff zeleny. so, jeff, is everybody really gone there, and is the president now likely to act alone? >> reporter: good morning, dan. yes, it is a ghost town up here, but it's a dysfunctional ghost town at that. congress unwilling or unable to reach a compromise left town, so that really leaves this in the hand of president obama and the white house, and the white house is preparing to take a series of executive actions on immigration perhaps as early in the coming weeks, certainly by the end of the summer. one senior administration official tells me this morning what they're really focusing on is all these young migrants like we saw in jim's report. the president could sign some type of order to allow them to stay in the country, but they're also considering much more, perhaps allowing work permits for some of those 11 million undocumented workers to stay in the country, as well. now, this is going to be politically very explosive here. it's coming in the middle of the midterm election year. congress is already accusing the white house of overstepping its

authority, but since they've left the white house, not many options here, so the president as we heard him say yesterday is going to take action on his own. we'll see what that is in the coming weeks. >> this congress, the 113th, may go down in history as the least productive. i know we're coming up on midterms, and that can always make things grind to a halt, but what's going on here? >> reporter: it is the least productive, dan. i can tell you i've been covering capitol hill for more than a decade, and it's the least productive we've seen in a long time. what's really going on here, both sides are back into their corners, republicans are trying to win control of the senate. so that has democrats locked up. republicans are trying to pick up six seats to win control of the senate, and that means that so much dysfunction up here because no one wants to get anything done. it's all about the campaign politics, at least for the next three months. dan. >> dysfunction, the operative word at least for the foreseeable future. jeff zeleny, thank you for your reporting this morning. >> thanks, dan. >> you see how complicated the situation is, especially when you hear from these little

sources tell espn he's likely to miss all of the upcoming season. overseas now to the conflict in the middle east. overnight israel is unleashing a new round of bombings taking aim at 200 targets in gaza. this as the idf searches for an israeli soldier they believe was kidnapped by hamas militants. hamas says the soldier may have been killed in a clash with its fighters, and this comes as the u.s. senate approved a $225 million package to replenish israel's missile defense, primarily the iron dome. and the controversial death of a new york city man allegedly at the hands of nypd officers has now been ruled a homicide. autopsy results reveal that eric garner died as a result of a police choke hold and compression of the chest, quote, during physical restraint by police. the altercation was caught on cell phone video. the police union blames garner for resisting arrest. so bar, no charges have been filed against any of those officers. in china, 65 people have been killed in more than 100 others seriously burned at an explosion at a factory that makes auto parts for general

motors. two plant executives have been detained in connection with that blast. and finally, an unbearably cute rescue coming up here, a little tip-off there. watch as this bear patrolling a pond at the budapest, hungary, zoo sees a crow that appears to be drowning or in distress somehow which seems like a perfect opportunity for a nice snack but the bear instead turns to a heartwarming rescue, and the bear uses his big paw to get the crow out, goes back to eating his lunch. the bear does. even the bird seems to be in a bit of disbelief to apply a little anthropomorphism here. >> i'm going to go to google to look up anthropomorphism. >> too early for such a big word. >> i believe that is using human emotions and projecting them on -- >> that's exactly what it is. yay. >> my google works fast. >> interesting. ron claiborne, thank you, yes,

i'm a huge showoff. >> you're welcome. moving on now to a big new development in a strange and bizarre case of two preteen girls accused of luring a friend into the woods and trying to kill her, stabbing her 19 times, in fact, all apparently to show their dedication to a fictional online horror character named slenderman, and abc's linzie janis is here with the latest. linzie, good morning. >> reporter: good morning, dan. a judge ruled that one of the two girls being charged with first degree intentional homicide is not competent to stand trial. his ruling based on the testimony of two mental health experts who evaluated her. this morning, 12-year-old morgan geyser is set to move to a mental health facility after a wisconsin judge found she isn't mentally fit to defend attempted murder charges. geyser and anissa weier also 12 both in court friday being charged as adults. the two accused of stabbing a friend 19 times in order to please a fictional online

character known as slenderman. two mental health experts saying they believe geyser's incompetent. one doctor saying she said she sees and speaks with fictional characters like voldemort from "harry potter." >> despite our very serious conversation, she would laugh hysterically almost in absence of anything that would potentially be relevant. >> reporter: another expert tellitell ing the judge, he believes geyser is unable to help her attorneys in her defense. >> she doesn't really care what happens to her prison sentence because of this power she believes she has with vulcan mind control. >> reporter: geyser will return to court for a competency hearing in november. >> not sure if things will change in 90 days. even under extreme therapy and providing drugs to her. within a year you can see a dramatic developmental change in somebody who's deemed incompetent. >> reporter: neither girl has entered a plea. their victim, whose identity is protected, is now recovering at home after surviving the attack.

>> this family and this little girl have such a strong, positive disposition that they believe every day is better than the last. >> reporter: also on friday, a judge refused to turn over hard copies of geyser's mental health evaluations to anissa weier's attorneys. so far weier's attorneys have not raised the issue of her competence to stand trial. both girls' legal teams are expected to try moving the cases from adult to juvenile court. of course, if they're convicted as adults, they could face up to 60 years or more, and in a juvenile court about 25 -- till they're about 25 years old. >> such a disturbing story. linzie, thank you. let's bring in criminal defense attorney and former judge, ada poza, for more on this. so can you talk to us about the difference between not being mentally competent and insane? we know the attorneys are going for -- >> that's going to be the ultimate goal. mentally incompetent means at this point she is unable to assist in her defense and she's unable to act appropriately in court. she is unable to understand the severity of the charges against her. what happens now is a judge has

committed her and now is trying to restore her competency so they'll re-evaluate her every three months to see if she understands the severity of the charge, she can go ahead and assist in her defense, and at that point if she is restored to competency, she'll come back to court, she'll have to face the charges and that's where we'll see the judge saying -- excuse me, the defense attorney saying, okay, now she's competent but she wasn't guilty at the time for reason of insanity. >> the defense, what they're hoping for and something else the defense is hoping for, she'll be charged as a juvenile and not as an adult. what's the likelihood that we'll see that? >> i think it's very unlikely. in wisconsin the law is if you are 10 years old or over and you're charged with a crime that serious as attempted first degree murder in this case, you're automatically considered to be an adult as far as the courts are concerned meaning your original jurisdiction is in the adult court. these lawyers, these defense lawyers, have to convince this judge that not only is she not going to be able to get the treatment that she needs in juvenile court but that sending her back to juvenile court would not in any way diminish the severity of these charges and that by sending her to juvenile

court it's still going to serve as a deterrent to other people in the same situation. given the severity of these charges and the 19 times this little girl was stabbed and it was a friend and all the other horrendous facts in this case, i highly doubt the judge will do that. >> a gruesome story and uphill battle for the defense. great to have you come in. thank you so much. >> a pleasure. >> we appreciate your analysis. thank you. let's check the forecast. meteorologist erika martin from our new haven, connecticut, station wtnh is here visiting this morning. and you are tracking tropical storm bertha. >> that's right, dan and bianna, we do have all of the updates as far as tropical storm bertha. now it is taking an interesting path. it isn't very strong right now, but as we put this into motion, we can see it is developing in the eastern caribbean moving to puerto rico, dominican republic and the bahamas. eventually it will veer northwestward and become a category 1 hurricane within the next couple of days. now, we don't see any concern as far as this making landfall, and

that's simply because we do have this stationary boundary that will keep bertha well offshore. however, locally we're seeing a lot of rain in the forecast for the next couple of hours. i say the next 36 hours it looks like a lot of rain. we could see 2 to 4 inches locally. now, out in the southwest, we're also seeing plenty of rain, heavy downpours for some towns, especially likely for new mexico and, of course, that was your national weather.

up in their home. this is in texas. the husband was stabbed to death. >> investigators spent a year and a half searching for the killer, but now it turns out their suspect was right under their nose. abc's gloria riviera is here with more. good morning, gloria. >> good morning, dan, bianna. this case did not sit well with investigators from the start. a break-in but nothing stolen. a couple found, one dead, one alive with no explanation from the survivor. now they think they know why. >> we've been scared for quite a while. >> reporter: it is a shocking twist to a murder that shook this houston neighborhood almost two years ago. 54-year-old sandra melgar originally believed to be a victim of robbers who broke into her home and killed her husband, 52-year-old jamie melgar, has been now charged with his murder. it was christmas eve 2012, sandra and jamie melgar planning to celebrate their 32nd wedding anniversary. relatives on their way to that celebration discovered the couple tied up in separate

closets. jamie fatally wounded. >> miss melgar says that they were in the bathroom together. her and her husband and that sometime she blacked out and next thing she remembers is waking up in the closet tied up. >> reporter: but police say it was all an elaborate lie. court documents alleging it was sandra who stabbed jamie with a knife. >> it just seemed like something was really strange with how it came down with them being tied up and just one person being killed. >> reporter: it's not clear what information led authorities to arrest melgar, but some in this community already feel better knowing it might not have been a random break-in with deadly consequences. >> i am relieved to know that it's not a random -- you know, it's not a home invasion. >> reporter: sandra has posted out of jail on a $50,000 bail and is due in court in a few weeks. the melgars were described as a model couple. the community there eager to hear from sandra's side and the police on what her motive might have been.

so one of the biggest names in golf just sent out a zinger to his fans. >> yeah, this is really surprising. just days after pulling out of his latest tournament, dustin johnson says he's seeking help for what he is calling personal challenges, and ron is here with more on the shocking story. >> bianna, really a shock to the world of sports and golf in particular. 30-year-old dustin johnson walking away in the middle of one of his best years of his career with the last major of the year, the pga championship coming up just next week. he would have been one of the

favorites, and it has a lot of people wondering why. >> dustin johnson. >> reporter: he's at the height of his professional golf career. winner of the 2013 world golf championship, tying for fourth at the u.s. open in june. engaged to the daughter of hockey great wayne gretzky, but this morning dustin johnson is walking off the court. >> the sky's the limit in terms of his golf game, and, you know, now he's not going to be playing there. >> reporter: in a statement thursday johnson announced, "i am taking a leave of absence from professional golf effective immediately. i will use this time to seek professional help for personal challenges i have faced." that statement causing an uproar on and off the green. the big question, why would one of the top 20 golfers in the world step away right before the prestigious ryder cup and the pga championship? >> there's a lot of golf he's going to miss, and you don't necessarily just pick right back up where you left off. >> reporter: an article

published friday on golf.com citing an unnamed source said johnson had failed his third drug test in five years resulting in a six-month suspension. the professional golf association denying the claims telling abc news "johnson was not suspended at all" calling his leave of absence voluntary and when asked about drug use, johnson's manager flatly denied those accusations. this isn't the first time johnson has stepped away from the sport. in 2012 he announced on twitter that he would be missing the masters tournament. he was then out the next two months due to a back injury. as to speculation that his decision to leave the tour may have been prompted by the breakup of his engagement to paulina gretzky, johnson's agent told abc news, the couple is happy adding, "we live in a world of assumptions, speculation and innuendo and it's rarely accurate." and johnson has long had a reputation as a hard partying bad boy of golf, but how much is

good morning, everyone, i'm katie marzulo. 8:00 a.m. on saturday. thanks for joining us. we're going to start you off with a quick look at the weather with meteorologist lisa argen. just a glimpse of the sun here trying to burn through the low clouds and fog from our sutro tower camera it's having a tough time right now. as we go through the next couple of hours, we should see a partly cloudy sky by 11:00 downtown. 57 in novato right now, it's 58 in fairfield. and we have partly cloudy skies for concord and livermore and looking at the clouds, all the way down the central coast. we'll look for temperatures today to be slightly cooler, the onshore flow allowing for the cooldown around the bay. more significant cooling comes our way the second half of the weekend. so we will look for temperatures well into the 90s
