in menlow park. >> we learned that the road worker who was killed today was part of the family here at job train, a menlo park-based organization, and we've done many a success story here in the past. that makes today's story truly sad. sky 7 hd has an overhead view of the accident. the black mercedes coupe you say smashed into the fence was going southbound on highway 101 in redwood city. the woman behind the wheel struck two contract employees from caltrans as they did landscape work along the shoulder. >> one of the workers had fatal injuries and another one was able to move out of the way and sustained minor injuries, and also the driver, she sustained minor injuries when she was transported to the hospital. >> reporter: highway patrol doesn't know how fast the car was going or what caused the driver to lose control. there's only a small birm and no guardrail along the shoulder. the mercedes also struck several

cars in the parking lot at stanford's pain management facility on the other side of the fence. the two workers were collecting trash and bagging it in the bright orange bags you frequently see on the side of the road. part of a work crew of 8:00 plus two supervisors of job train, a well known nonprofit that provides skill trainings. the executive director was still trying to reach the family of the man killed in the accident and still trying to express what was on everybody's mind. >> still shocked and saddened by the accident that happened on highway 102. i tend our deepest sympathies to those involved and offering counseling and support to the crews and other people working here. >> reporter: work crews were provided to do roadside cleanup and weeding and other tasks. caltrans full-time crews say safety is always a concern when they work to cars passing at such high rates of speed. >> on to the weather now.

in this drought every little bit of rain helps and that's exactly what we're getting, a little bit of rain. this was the scene at the north concord martinez b.a.r.t. station this morning, enough rain that people did need their umbrellas. a live picture from our camera looking out oversan francisco towards marin. you can see all the cloud cover, light rain there in the north bay. spencer christian following off on live doppler 7 hd. >> here we round cloudy skies, and it's been dreary and overcast and sort of damp all day. us a pointed out very little in the way of rainfall. areas of green indkeating moisture in the atmosphere and most of which is remaining in the atmosphere and not hitting the ground. earlier today measurable rain. fall back and give you a view here of this low pressure system, upper level low and west of lake tahoe you can see the moisture wrapping around that low, and as it moves down towards the bay area diminishes. napa had .07 of an inch and

>> reporter: it's apparently an inside day. >> a terrible tragedy. >> reporter: a gunman wearing an afghan army uniform turned his weapon against american, afghan and nato soldiers. a u.s. official told a navy official that a two-star general was killed making him the highest ranking fatality in afghanistan or the iraq wars. 15 were wounded, including eight americans. all are expected to survive. the attack happened at this military training facility about 11 miles outside kabul. starting last fall this sprawling compound has been used to train afghan forces. group of coalition members were on site for a visit when the attack occurred. this is the latest in a string of so-called green on blue attacks in afghanistan where members of the afghan forces have attacked u.s. and coalition forces. >> afghanistan is still a war

zone, so it's impossible to eliminate, completely eliminate that threat, particularly in a mace like afghanistan. >> reporter: last major incident in afghanistan was in 2010 just before the mesh troop surge there. a suicide bomb ripped through a nato convoy in kabul, killing 12 people, including 5 american soldiers, but those attacks have become less frequent each year, as fewer u.s. troops have been on the ground there. >> a senior u.s. official said there's no indication the american general was targeted. the shooting appears to be random, an attacker fired into a large crowd. karen travers, abc news, washington. today a bay-area senator issued a new call for a criminal investigation into the mistakes made planning and building the new bay bridge. it came during a hearing for the senate committee on transportation and housing today. the senators talked of the findings of a recent report that said the bridge work is flawed, that caltrans overlooked criticism and that the agency

has problems with transparency. the senator says the senate does not have the capability to handle such a large investigation so he wants it turned over to law enforcement. >> given the size of the project, that it's the biggest project in the history of the state of california, that it was $4 billion over budget i think it would be wise to look further and not have it end just here today. >> reporter: a krnz spokesperson said there is no need for a criminal probe. the chp is already investigating claims that caltrans retaliated against employees who criticized the project and we're going to hear from krnz coming up on abc 7 news at 5:00. >> san leandro police have released a sketch of a man they say sexually assaulted a young girl over the weekend. the attack happened in broad daylight on saturday afternoon. inside a woman's bathroom at the lakeside village apartment complex. police say the victim was with her family at the family's recreation room. family members called police to report crime but officers were not able to find the man. he's described at 19 or 20 years

old, 5 foot 1 with tattoos on his arms. the santa clara county board of supervisors is looking for a plan to temporarily place undocumented children with host families. right now thousands of migrant kids are being held in detention facilities. rather than keep the children in warehouse-like build, some county leaders want to give them a more comfortable place to stay until a judge decide their fate. logistics include ways to pay for a program like this. >> the family of a cal berkeley football player who died after a training drill is suing the university for wrongful death. the mother and the father of 22-year-old ted ag.uo joined lawyers in announcing that lawsuit today. he died in february after having trouble finishing a training run. family's attorneys blamed the associate athletic trainer for putting him through a rigorous training session despite knowing about his sickle cell train. when he began to struggle the university took the wrong

approach struggling with his symptoms. >> it's not hard. you stop the athlete from exercising. you give them oxygen and stop them from exercising. a statement was released saying because we have not seen the lawsuit we cannot speak to the specifics of this pending action and respectfully decline comment at this time. fire fighters battled a slow moving fire on mt. hamilton around 11:00 a.m. cal fire sent a full response team from the ground and air, and crews quickly knocked this down. investigators are searching for the cause of the fire. it burned about two ache efforts. an earthquake rattled in north bay this morning. the quake hit west of napa about 5:40. no reports of any injuries or damage, but people felt it as far west as sonoma and as far east as fairfield. >> reporter: maurice speights was arrested early this morning in florida and charged with driving under the influence.

tampa police say speights was pulled over in his bentley around 3:00 a.m. and seemed to be impaired and had a blood-alcohol level above .1 so legally drunk. speights was released on bail of $500. the warriors released a statement saying they are aware of the arrest but have no comment. you can expect traffic downtown san francisco to be even heavier than usual tonight. beyonce and jay-z's on the run tour is at giants ballpark. sky 7 shows us the area where crews are preparing for the 8:00 show. muni is providing additional light rail service to and from the park through midnight. still ahead on abc "news at 4:00," the life saving steps that these folks took when their boat sank off the coast of hawaii. >> and the local skipper whose pote ran aground. local authorities think they know why they haven't found him. >> red means green in mill bray. the huge chunk of cash the city is raking in thanks to its red light cameras.

bean oahu and malaky sunday afternoon. most dangerous when the water is rough there. the kayakers moved fast and they tied all of their kayaks together and called for help on cell phones. one recorded the whole incident. two hours later the coast guard arrived and rescuers say while calling for help was a good idea. the group owes their idea to a device, short for an emergency position radio beacon hand that's how investigators were able to find them so quickly. >> very rough going on lake tahoe. the authentic mississippi paddle wheeler known as tahoe queen got stuck on a sandbar for four hours and many of those 100 passengers were not thrilled with the experience. they were finally carried to shore by sheriff deputies. water levels have been dropping because of the drought. >> a tech bust navigating one of san francisco's steep hills in the valley neighborhood found himself stuck and blocking traffic this morning. arthur patterson sent us these

photos on the blog showing the ends of the commuter bus wedged into the pavement at 21st and chattanooga streets. the stuck pus also blocked j church street car line. muni brought in their own shuttle buses to move passengers. they got unstuck with the help of a tow truck. the captain of a disabled fishing boat at ocean beach hasn't been heard out since he put out a distress call yesterday. >> nobody is quite sure where timothy ly brand actually is or what happened at sea. abc 7 news reporter matt keller has more on the troubled pat. >> reporter: the paloma fishing boat was designed to float. when it's not doing that yesterday after the captain report it had had hit some rocks and he abandoned ship, it came to a rest on its side on ocean beach with wave after wave crashing into it. this morning the coast guard and several contract workers made their first attempt at pulling it to shore by using cables, a loader, an excavator and high tide. after a couple of hours, it had

moved five feet. >> the vessel has been in the surf for over 25 hours. whole penetration. it makes the vessel very heavy and difficult to remove. >> early yesterday morning the captain called nearby boats for helping saying he had a life jacket and would attempt to swim to shore. he was never found, but investigators believe he may not want to be found. that's because lybrand has a $75,000 bench warrant in santa clara county related to a drug arrest in 2010. investigators say they went to his two listed addresses and didn't find him. legal problems aside the problem with his boat being left behind is the potential for diesel fuel to leak out. the coast guard estimates a boat that size can carry up to 400 gallons. the coast guard says some fuel has already escaped and they won't really note full extent of the pollution until the boat is safely on sure. but the way things are going that could take a while. >> just doesn't work. we'll work on a plan "b." >> once the boat is out of the

water the coast guard will understand why it sank and take out the fuel and then it's up to the park services to dismantle it and remove it from the beach. >> this isn't the first time lybrand has run a boat aground. back in september 1995 his 44-foot commercial fishing boat called bono became stuck for three days in the twin lakes state beach in santa cruz after one of the deck hands fell asleep and the boat drifted. we're hearing from a good semeritan who rescued a little boy who drove his toy atv on to a busy new york expressway over the weekend. the 6-year-old with autism was unharmed. he's back with his family today but really caused quite a scare when he drove his motorized toy car on to the bronx river parkway in mt. vernon sunday night. several drivers spotted him. they slowed down trying to shield the driver from speeding traffic. a group of other drivers jumped in their car and grabbed the boy and brought him to safety.

>> he seemed disoriented and concerned and he was like i need to go home, mom, mom, and all he kept saying was his mom. >> police say the child got away from a teenager who was watching him at a nearby park or not watching him in this case. >> glad all those people slowed down to protect that little boy. >> let's head outside and spencer christian with the forecast. >> i'm looking now to the south and east where the skies are a little bit brighter than they are to the north. live spencer ne, naked eye, not to be confused with live doppler hd. showing lots of green, up from mainly over the north bay and reports from sonoma county airport of sprinkles hitting the ground. still not measurable rainfall and moisture in the air and damp conditions on the ground nonetheless. we may get more substantial showers or later in the evening. a live few from sfo, cloud cover, thick, dense and low.

these are our forecast features. cloudy and mild tonight. isolated showers are still possible, though we don't expect them to amount to very much. clearing trend tomorrow afternoon. here's what's happening in the atmosphere. radar, satellite composite image shows the upper level low moving westward in our direction away from lake tahoe in the central sierra. that wrap around moisture still moving into parts of northern california and down into the bay area. much of it is evaporating in the atmosphere before it hits the ground and nonetheless still a chance of isolated showers overnight and into tomorrow as we animate the maps here. you can see a clearing trend begins in the afternoon tomorrow and a chance of showers diminish as there's a chance of sunshine tomorrow and they begin with a drier pattern. overnight extensive cloud cover and possibility of isolated showers. mild and low temperatures mainly in the upper 50s and low 60s and tomorrow in the south bay, a few high clouds earlier, a little bit sunny later in the day.

a little bit sunnier, i should say. highs generally in the low to mid-80s in the south bay up to about 87 at both los gatos and morgan hill. over on the peninsula look for temperatures ranging from 85 to 80 in redwood city. 65 at pacifica and 67 at half moon bay and in and around san francisco tomorrow. look for highs at 69 degrees and 80 south san francisco and mid-60s at daily city and in the sunset district. pretty milded a bodega bay. mid-80s inland tomorrow in the north bay and 83 santa rosa and napa 85 in calistoga. look for highs of 75 at oakland and 80 at castro valley and once again our warmest region in the bay air yauper 80s to about 90 at antioch and 19 fairfield and 88 liver more. seven-day forecast, sunnier and drier and warmer for much of the

concerned about a mysterious spike in the number of tickets generated by red light cameras in the city of mill bray. >> nbc 1 news went about it and we went to the sheriff's office to find out what was going on and vic lee is live at one of the red camera intersections in mill bray with the latest. vick? >> well, larry, we're at intersection of mill bray avenue and rollins road. as you said, you can see some of the red light cameras behind me. now all of mill bray's three cameras are located at three spots along millbray avenue. the city and sheriff's office went to police with part of the spike and have some of the information but not all. >> when we staked out the location two cars ran red lights but no light flashes indicating the cameras had caught the violators. the red light camera did flash, however, when this bicyclist entered the intersection.

owen mendlon is an attorney whose cases include red light camera tickets. >> it's not foolproof. it's a machine. and machines are not foolproof. >> reporter: there may be more evidence of that. this is one of three intersections where the cameras are located, this one and the 101 off ramp and at el xheepo. highwayrobbery.net is a blog that monitors red light cameras all over california. last week its sent a note to the souns teague there was a huge spike. in up a the cameras generated 667 tickets and in may a whopping jump of 1,525 tickets. that's 856 tickets more than the previous month. in fact, more than double the number. san mateo county sheriff's office which has a contract for

policinining milbray. this camera may be the culprit, it was struck and damaged by a construction truck in april and taken down for three weeks. they are now trying to find out if that camera was fixed or replaced all together. if it was replaced with a camera with neuroand more sensitive technology. would that account for such a huge spike in ticketing? we'll keep following that story. >> police are admitting they should have done a better job of letting the public know about a plot earlier this year. the drone -- the department says the drone is expected to be used by a bomb squad to get a look at potential explosive devices. the drone might also be used in other situations but cannot fly until the department gets feedback from the community and get guidelines about when the

drone can and cannot be used. >> the second american health worker diagnosed with ebola in west africa has arrived in the u.s. for treatment. the husband of the paint says she is weak but showing signs of improvement now. marcy gonzalez with more interest atlanta. >> reporter: nancy writebol wheeled into university hospital on a stretcher, much different than the other entrance the other ebola patient made when he made walking in the ambulance into the hospital saturday. >> for her to be on a stretcher is not an indication, you know, of where she is with ebola. it's an indication of where she is, as david said, she is very, very weak. >> reporter: writebol was evacuated from liberia last night, landing at dobbins air force base near atlanta today, a specially equipped ambulance bringing her here for treatment. >> samaritans person sim are so grateful for both of them. her sons jeremy and brian are looking forward to having some time with more.

wish i never had. >> and look how well it worked out for you. apparently. >> that kid is my hero. okay. let's take a look at what's happening on live doppler 7 hd which has made several appearances today. we've got a large area of moisture mainly over the north bay and pushing southward now down towards the golden gate though. still very little in the way of any measurable rainfall hitting the ground from this system. let's take a look at tropical conditions. we've got a couple of powerful storms continuing to move in the direction of the hawaiian islands. first a category 2 hurricane which is weakening and still a dangerous storm and tropical storm julio which is expected to strengthen to a hurricane. both moving towards hawaii. the storm iselle is expected to pass thursday. and a tropical storm, could be a messy storm for islands and right behind that by saturday either category 1 hurricane or tropical storm julio expected to pass north of the islands on saturday. so it's just going to be a mess

flood on the ucla campus are finally getting them back badly damaged, of course. the cars were removedcu from t campus and relocated to jackie robinson stadium where insurance reps were working to help the owners. a week ago a water main broke and most of the cars are a total loss. >> these were cars completely submerged or mostly submerged. the water looks like it was up over the dashboard and when it gets there all the electronics in the vehicle get fried, i've been told, and at that point it's a total loss. >> the university is helping students and staff deal with the damage by offering a loan assistance program. well, the government is going after gluten. starting tomorrow manufacturers have to make sure the package is labeled as gluten-free must meet certain standards. gluten free can only contain 20 parts per million parts of gluten ensuring the products are technically free of wheat, rye and barley.

our future, but a new study indicates they are not ready to let go of that there. >> america's attitudes about self-driving cars. will you guys look in a self-driving car. >> i would. i think it might be more enjoyable than sitting in gridlock. >> let the machine do it. >> read the news. >> is it a study by the university of michigan found 59% of americans surveyed agree with these guys. they have positive opinions of self-driving cars. yet an overwhelming majority of those feel some hesitancy about actually getting into one. just 11% said they have no concerns about riding in a self-driving vehicle. most of us believe self-driving cars will lead to fewer crashes and decreased emissions and lower insurance rates. one of the long-standing perks of luxury travel may be going away. starting september 1st american airlines will no longer serve full meals on some first class

flights. instead passengers on most flights shorter than 100 miles will receive a light snack, like bars or cookies. only first class passengers guaranteed to get a full meal are those traveling 1,000 miles. the airline says this change will make travel more consistent for passengers who are used to flying on u.s. airways which has been consolidated with american. the media relace makes no mention of how much money will be saved. >> apple aficionados went to work september 9 on their calendar and according to the tech news september 9 is the date of apple's next big iphone lauch. it's been widely speculated that apple will announce a larger touch screen on the phone with displays possibly as big as 4.7 inches by 5.5 inches. apple is responding to samsung which has had huge success with the bigger screens on the galaxy s and galaxy note series.

about to get evicted. the taco lia has been a mainstay for 23 years. the landlord is the same person abc news exposed earlier for illegally trying to require all tennants to make a minimum annual income or be evicted. >> reporter: carmen campos has been making her classic plain tan burrito here at this restaurant but her days there may be numbered. she told us it's sad. i've raised my children here all my life, and now i don't know with a to do. she has had a month-to-month lease with her landlord robert shelton. then a few years ago shelton asked campos to remodel and upgrade the restaurant, something he can do when negotiating a new lease. judy campos is the owner's daughter. >> pretty much when he said no

he got really upset and was like, you know, i'm giving you 30 days because you haven't done what i asked you. >> reporter: last friday campos was served with an order to leave in five days. this landlord has not had a good relationship with many of his tennants. back in may we confronted shelton when he circulated this letter to his tennants requiring them to prove that their income was at least $100,000 a year, something he can't ask of existing tennants. when we called him on it, he refused to talk to us. >> he tried raising the rent way too much money. >> reporter: this woman was also asked to remodel the space she rented from shelton a few years back. she refused and shelton raised the rent and when she left it took months to give the deposit back. >> doesn't want to give me it, each one peppy. >> we reached out to both shelton and his attorney.

they never called us back. the restaurant owner has since hired a lawyer but even he agrees it seldom works out for commercial tennants. community advocates want to protect some of the so-called legacy business nez san francisco like england has using the localism act. in the mission district 24thth street has been designated the latino cultural district. the expectation is that certain businesses will also find stability. >> especially with the legacy businesses, part of the culture of san francisco. what makes san francisco special and unique to the neighborhoods and they make those neighborhoods special and it's a draw and generates revenue. the issue of protecting legacy businesses will be discussed by the board of supervisors in the fall. by then it may be too late for the owners of cukeos. in san francisco, leanne melendez, abc 7 news. >> thanks for joining us for the news at 4:00. abc 7 "news at 5:00" begins right now.

one lane remains closed this. happened near the marsh road exit on 101. abc 7 news reporter david louie joins us from menlo park with a look at the program that hired the worker who died >> reporter: road worker who died today was part of a large family here at job train here in menlo park. now the people who come here to train often find it difficult to find jobs so his death today is deeply felt. he becomes the seventh caltrans employee or contractor to die in the line duty since 2010. the contractors were picking up and bagging trash next to the southbound lanes of highway 101 when this mercedes veered on to the shoulder and right toward them. it happened so fast one of them couldn't get out of the way. >> one of the workers had fatal injuries and another one was able to move out of the way and sustain minor injuries. and also the -- the driver, she sustained minor injuries and she was transported. >> chp officers are still investigating why the woman lost

control. the car smashed into a fence and several cars on the the other side at stanford's pain medical facility. no guardrails and only a few sections of a birm to stop a runaway vehicle along this stretch of highway 102. the work crew did park its van and mobile restroom along the shoulder serve as a barrier. where it was parked, however, it did not protect them. the car struck a road sign instead and then a worker. there are eight people and two supervisors assigned to the contract work crews operated by job train, a menlo park program who trains people with difficulty getting jobs. they remove graffiti and do weeding and do other jobs for caltrans. it was a sad day for job trains? we're shocked and saddened by the tragic accident that took place on highway 102. extend our deep sympathies to the families of those involved and working to provide counsel and support to other members of the crew here. >> reporter: working along freeways is hazardo
