the country, east and west. in phoenix, arizona, one man seeking refuge from the rushing floodwaters on top of his car. the fire truck driving into the water to try to save him. >> oh, no. >> reporter: but when the car starts to move underneath him, he takes a leap of faith. near baltimore, maryland, a woman and her car overcome by water. >> it was up to the bottom of the door. >> reporter: this rescue just one of more than two dozen in the area according to officials there. soaked in 6 to 10 inches of rain tuesday. >> i'm shocked. i'm surprised. i've never seen it this way before. >> reporter: in parts of michigan highways submerged. >> you don't want to be on the lodge going toward davison right now. unless you got a boat. >> reporter: an estimated 100 cars abandoned. drenched in nearly half a foot of rain. now recovering from the flooding with two reported deaths tuesday. in raleigh, north carolina, we're up to 3 inches of rain fell. 40 people evacuated from nearby inns to shelters.

williams was being treated for depression at the time of his death and while they do believe he died in a suicide, they say this case will remain open as they await the results of a toxicology test. this morning, investigators releasing new details about the final hours of comedy icon robin williams' life. authorities say the oscar-winning actor's wife susan schneider last saw him when she went to bed at 10:30 sunday night. police say when she left the house monday morning, she thought williams was still asleep. at 11:45 a.m., williams' assistant knocked on his bedroom door and became concerned when she got no response. it was his assistant who called 911. >> the personal assistant was able to gain access to mr. williams' bedroom and entered to find mr. williams clothed in a seated position unresponsive. >> apparent suicide attempt by hanging. >> reporter: the comedian also found with superficial cuts on his wrist and a pocketknife nearby.

emergency workers pronouncing williams dead at 12:02 p.m. williams' longtime friend said he saw the 63-year-old last week and was concerned. what was he like on tuesday? >> it was clear to us, you know, that he was not in great shape. >> reporter: did you think it would come to this? >> no, i mean he was getting so much love and support all around him. i mean, for me, there's no making sense of any of this. >> reporter: as the outpouring of public grief goes on -- >> bee kisses. >> reporter: -- his family is in mourning in private. the actor's three children releasing statements saying, i will carry his heart with me every day. actors. david? >> yes, and "mrs. doubtfire," one of the favorites. we'll have more on lauren bacall too. lara with that in just a moment. >> a lot of loss this week. now to president obama and hillary clinton meeting tonight on martha's vineyard just days after mrs. clinton unleashed very strong criticism of her former boss. abc's jonathan karl on the scene and, jon, this meeting could be a bit awkward. >> reporter: that's right, both clintons and both obamas will be at a big party tonight for one of their mutual friends and it comes just after mrs. clinton offered some rare criticism of the president's foreign policy telling the "atlantic" magazine that president obama's failure to support moderate rebels in syria led to the rise of the terrorists that we are now bombing in iraq. i spoke to one of the president's top advisers, ben rhodes about this, he said the president is taking no offense. >> she remains a close friend of the president's and i think the point is that their friendship extends well beyond any differences or anything that is spun up in the public sphere.

>> reporter: mrs. clinton said she called president obama to kind of smooth things out. she said she didn't intend that as an attack. look at this statement from mrs. clinton's spokesperson saying "she looks forward to hugging it out when they see each other" at tonight's party so we'll see if there's any hugging it out in martha's vineyard. >> we will be looking. i know you'll be there. thanks, jon, so much. to amy with the morning's other top developing stories. good morning. good morning. good morning, everyone. we begin with the u.s. military stepping up its involvement in iraq. this morning 130 additional troops have arrived in the northern city of erbil to assess the humanitarian crisis. thousands of refugees are stranded after militants took over their villages. heartbreaking images show the refugees desperately trying to hang on to rescue helicopters. one chopper crashed killing the pilot. the white house is now reportedly considering a larger military rescue mission. and back here at home a new call for peace in the suburban

st. louis area after the police shooting of an unarmed teenager but for a third night, police clashed with angry protesters in the street firing tear gas and now the faa has been forced to ban some flights in the area because of gunfire. abc's steve osunsami is in ferguson, missouri, with the latest. steve, good morning. >> reporter: good morning, amy. there are about 50 young people on the streets last night refusing orders from a long line of police dressed in riot gear. the standoff continued well past midnight until the small group threw objects at police and police responded with tear gas during the height of the tensions here. there were people shooting at police helicopters that were chasing down people stealing from businesses. the faa has now declared a no-fly zone over the city for low-flying aircraft. that continues this morning. michael brown's family is calling for justice and peace and want to share something that we saw as we passed this memorial yesterday. there were no cameras, no

handlers, no lawyers, just michael brown's mother and father releasing a red balloon into the air. it was a very powerful moment, amy. >> steve osunsami with the latest from missouri, thank you, steve. well, a major gun control ruling this morning. a federal judge saying maryland's law banning 45 assault weapons and limiting gun magazines to ten rounds is constitutional. the law is one of the strictest in the nation. and new worries in florida about a lurking threat. red tide. the algae bloom is the biggest in a decade stretching 90 miles. that's about the size of connecticut. it's already killed thousands of fish off the southwest coast. also at risk, the state's endangered manatees. the algae contaminates their food. a rare sight off new jersey, the coast guard helping rescue this massive 800-pound leatherback turtle which had become tangled in fishing gear it wasn't easy, but they finally got that big guy free. finally, imagine this, you're at work finishing off before your lunch break and walk out to your truck and you find this.

take a look. yep, that's a black bear sitting in the front seat. it happened to a tree trimming crew in colorado. the bear got comfortable, he hung out for awhile. he didn't do any damage to the inside of the truck, however, reportedly there is a missing sandwich. >> that's what he was after. >> you leave food in your car and windows down, you don't know who will pop up. >> like it is here. >> we'll turn to that case of a small ohio town that made national headlines. two high school football players convicted of sexually assaulting a 16-year-old girl two years ago. one of those players has served his time and he's now back on the football field and abc's alex perez with the story this morning. >> reporter: this morning, 18-year-old ma'lik richmond is back on the steubenville high school football team after a rape conviction that ignited a national firestorm. his probation officer defending the school's decision allowing him back on the roster. >> i think the boy should be allowed to play. ma'lik richmond has done everything that's been asked of him. >> reporter: a judge found richmond and fellow student trent mays guilty

last year of sexually assaulting a 16-year-old girl after a night of alcohol and partying in august of 2012. >> all: shame on you. >> reporter: the case sparked outrage on social media after this picture went viral. mays and richmond carrying the 16-year-old girl who appears to be unconscious by her hands and feet. this youtube video showing another student who wasn't involved laughing about the incident. >> she is so raped right now. >> reporter: moments after his conviction, richmond turned to the family of the victim and begged for forgiveness. >> i'm sorry to put you guys through this. >> in an interview for "20/20" before the trial richmond told abc's elizabeth vargas he didn't think it was rape. >> i didn't rape anybody. i didn't witness a rape going on and if i would have thought that somebody was being raped or anything like that i would have stopped it. >> reporter: richmond sentenced

to a year at a juvenile detention center served nearly 10 months and was released in january. and the ohio high school athletic association says this is a local school decision. we did reach out to steubenville high school for comment but our calls were not returned. now, under the terms of his release richmond must register as a sex offender every six months for the next 20 years. robin. >> all right, alex, thank you. now to a possible break in that brooklyn bridge mystery. two men coming forward claiming responsibility. telling "the new york times" they swapped out the two american flags with these two bleached flags. abc's linsey davis has that story for us. >> reporter: this morning, two artists are coming forward claiming responsibility for replacing the two american flags on top of the brooklyn bridge with a pair of bleached out old glories last month saying they don't understand the backlash. they consider their swap a work of art. german artist mischa leinkauf and matthias wermke shared this 30 seconds of cryptic video with "the new york times" in an attempt to prove they pulled off

robin. through six days of testimony, the prosecution has presented what seemed a mountain of physical evidence against pedro bravo. now they're offering something you could call the most unusual accessory to murder, siri. >> for the first time jurors hearing tuesday about a chilling inquiry prosecutors say was made by a man who murdered his best friend. they found a siri search on pedro bravo's iphone reading i need to hide my roommate but the defense pointing out the screen grab was among hundreds on bravo's phone and there's no way to know if bravo asked that question. >> it's a screen shot from an iphone. it's probably not mr. bravo's iphone. >> reporter: he's accused of drugging and strangling his friend inside his suv in 2012, a murder prosecutors claimed was fueled by a fit of jealousy after bravo learned aguilar was

dating his ex-girlfriend from high school. the medical examiner testified about the fragments of duct tape found on the victim's body. >> the tape appeared to be looped about both wrists. >> and i saw them. >> reporter: on monday the jury hearing directly from the accused killer as his interrogation tapes played in court. bravo admitting to police he did see aguilar on the night of his death. >> he got out of the car and i saw him and after that i remember going in the car and i remember seeing him in my rear view mirror while i was driving away. >> reporter: the prosecution agreed that bravo did drive away but they allege with aguilar's body in the back of bravo's suv before he stashed it in a forest. >> did you obtain a search warrant for the bedroom of pedro bravo? >> yes. >> reporter: the florida man who pleaded not guilty sat stone-faced throughout what seemed more damning police testimony. >> the wallet belonged to christian aguilar with the debit card, credit cards and driver's

abc's ryan smith has that story. >> reporter: workers at this walmart in a dallas suburb getting a huge surprise, a 14-year-old boy found living in the store for four days. these photos show the two places where the boy hid. this one in a display of baby products and strollers and one behind this stack of paper towels and toilet paper. a scene reminiscent from the movie "where the heart is." a pregnant natalie portman forced to live in a walmart after being abandoned by her boyfriend. >> there are worse places to stay than this. >> reporter: customers stunned. >> you would never expect someone is living there and living there for four days. that's crazy relationship the teen apparently stole items from the tore to eat and slept in this makeshift bed. to avoid suspicion, the boy even took clothes from the rack changing his outfit every few hours, even using diapers instead of the bathroom to avoid detection. >> i'm wondering what his parents think and how come he didn't come home or why aren't

fight. >> reporter: rutherford known for her tv on "gossip girl" lives in new york while giersch lives in france. their two children, ages 7 and 5 are currently with rutherford in new york but are required to return to their father who has primary custody in france next week. rutherford now asking a court to stop that from happening and require the government to take legal custody of her children, ensuring they remain in the united states. >> this is a clever attempt on her attorneys' part to circumvent the state court family law judge and go directly to the federal courts claiming that her children essentially are being deported. >> reporter: two years ago a california judge ruled the couple's two children should live in france with their father after visiting him there over the summer. giersch, a german citizen had moved there after their separation and did not have a valid american visa. rutherford sat down with "gma" in 2012 after the court's ruling.
