making news in america this morning, international manhunt, new efforts under way to find the terrorist who murdered journalist james foley, plus, new details about the failed rescue attempt and an e-mail sent from the captors to foley's parents before his death. flood emergency. severe weather rocking parts of the country including a resort that was submerged in a flash flood. plus, a mudslide wiping out roads and trapping people overnight. firefighters are seriously injured while helping take part in the als ice bucket challenge. new details on what went wrong. and scary sight. some boaters got a sudden encounter with a giant shark. >> oh, my god! good morning.

we begin with defense secretary chuck hagel raising the alarm about the islamic militant group known as isis. >> the sobering new warning >> the sobering new warning about the imminent threat comes as an international hunt is under way for the militants who murdered journalist james foley. they've also threatened to kill a second american journalist they're still holding hostage. abc's susan saulny has the latest now from washington. >> reporter: a new long-term military offensive opening in the battle against militant islam in iraq and possibly syria. as the international hunt for the brutal killers from isis who executed american journalist james foley intensifies, the officials at the pentagon and state department preparing americans for what could be an extended operation to crush the terrorist group and bring foley's captors to justice. >> we're pursuing a long-term strategy against isil because isil clearly poses a long-term threat. >> reporter: u.s. military officials expect isis, also known as isil, to stage new

offensives in iraq and elsewhere even as the fbi and the justice department pursue criminal investigations. >> we'll work with our law enforcement, our intelligence and our military partners to try to bring justice to the foley family and bring the full force of the united states to bear on these savages. >> reporter: with concern growing about the fate of steven sotloff, a second american hostage held by isis, offs defended the failed rescue attempt into syria last month. isis had demanded a ransom of $130 million for james foley, something the u.s. refused to consider. >> the mission was executed flawlessly after a significant period of preparation and planning and rehearsal, and it turned out that the hostages were no longer at that location. >> reporter: secretary hagel also described isis as barbaric saying they are a threat to every american interest in iraq and beyond. michelle, devin. >> susan saulny, live in washington. thank you.

we're also learning more about an e-mail that foley's captors sent to his family. his parents received it on august 12th, a week before the beheading. they warned of foley's impending death as a result of american air strikes in iraq and failed monetary negotiations. and moving on now to the ebola outbreak and sighs of relief this morning over a suspected case of the disease in california. >> late last night doctors in sacramento announced a patient there does not have the virus. ebola was considered possible because the patient had recently traveled to west africa. meanwhile, 33-year-old dr. kent brantly is starting his first full day away from the atlanta hospital where he was cured of ebola. he was the second of two american missionaries who were treated there. nancy writebol left the hospital on tuesday. their doctors say both survivors pose absolutely no risk to the public. on his way home, brantly called it a miraculous day. >> i'm thrilled to be alive, to be well and to be reunited with my family.

as a medical missionary, i never imagined myself in this position. [ applause ] >> reporter: brantly's doctors say it's unclear if the experimental drug he took, the serum known as zmapp, helped him recover or he improved on his own. heavy rains in eastern pennsylvania triggered flash floods in wayne county near scranton. floodwaters rushed into the woodloch pines resort in hawley. these dramatic photos were sent in by a viewer of our affiliate in scranton. there's no word yet on how much damage was done or whether anyone was injured. meantime, parts of washington state hit hard by wildfires this summer are now seeing flash floods and mudslides. more than an inch of rain in less than an hour triggered this flood. a roadway washed out and reports of homes damaged. and more wet weather is on the way for much of the country. heavy rains will blanket the rocky mountain states up into the cascades and into the midwest. thunderstorms will also rumble over the ohio valley up into the northeast and down to the

southeast and into florida. new this morning, a united express flight from columbus, ohio, to chicago had to make an emergency landing in indianapolis. the pilot noticed smoke in the cockpit shortly after takeoff and decided not to continue the trip. everyone on board evacuated safely. the cause of the smoke is still under investigation. also new this morning, two men are now formally charged in this week's hostage standoff near chicago. those charges include attempted murder and sexual assault. both men were on parole when they allegedly took two women and six children hostage. one is a convicted murderer who was on electronic home monitoring as a condition of his parole. well, some good news now, nearly two weeks of racial tension in ferguson, missouri, appear to be easing this morning. >> 13 days after the shooting of an unarmed black teenager by a white police officer, the violence and unrest in the streets appear to have subsided. abc's tahman bradley is in ferguson with the latest. >> reporter: with the national guard withdrawing and businesses

re-opening, ferguson appears to be returning to normal, but the nightly street protests over the death of michael brown continue. >> there's no getting rid of us. >> no, it's not going to stop. we got to keep going. got to keep going. every night we got to be here. >> reporter: mixed in with the crowds, clergy and community leaders working to keep the peace. >> well, we also are here to make sure that everybody stays safe. >> reporter: 11:00 here on the streets of ferguson, that's captain ron johnson out talking with demonstrators as he does every night. thinner crowds and peaceful demonstrations tonight. order may be restored, but captain johnson, temporarily in charge of security, here says the local police force must change. >> the police have to get out and be in touch. if they don't take heed to what the law enforcement officers are doing here today and all of this week, they will fail. >> reporter: the cause for a new prosecutor in the case continues. protesters demanding robert mcculloch, who has deep family ties with police, recuse himself.

>> people have made a statement to bob mcculloch. they have no confidence in his ability to be fair and impartial. >> reporter: mcculloch says he has no plans to step down. he'll stay on unless the governor removes him. a grand jury is reviewing evidence, but it could take months to decide whether officer darren wilson will face criminal charges. devin and michelle, it was quiet here overnight, only seven arrests. police credit community leaders with helping to lower the temperature. >> tahman bradley live in ferguson, thank you. former virginia governor bob mcdonnell says there is no way he and his wife maureen could have conspired in a corruption scheme because they had barely spoken to each other for years. on the stand mcdonnell outlined highly personal details of his troubled marriage, and he testified it was his wife who was in constant contact with the owner of a dietary supplement company accused of trading gifts for privileges. a federal judge has declared that florida's ban on same-sex marriage is unconstitutional.

the ruling says the ban approved by voters in 2008 violates the rights of equal protection and due process, but the judge issued a stay delaying the effect of his order to allow for appeals. to the little league world series now and the team from chicago which has booked its place in the u.s. title game. >> the boys from the south side scored four runs in the bottom of the first inning last night against mo'ne davis and her team from philly. they held on to the lead from there. now they can look forward to a rematch against the kids from las vegas tomorrow. full highlights later in this half hour. well, coming up, christmas in august? the retailer that's already stringing the lights and decorating the tree. and ice bucket challenge gone wrong. the mishap that sent firefighters to the hospital. plus, a hospital on high alert after a couple is seen using fake babies to get into the maternity ward.

welcome back. well, with the stock market surging wall street will be listening today when fed chief janet yellen speaks at a big financial conference. traders will be looking for any hints from yellen about the timing of interest rate hikes. her speech comes as the dow begins the day above the 17,000 mark for the first time in a month and with the s&p 500 at a record high. united airlines says it's giving its onboard dining an extensive overhaul. the carrier is upgrading its food and beverage choices but only for passengers in first and business class. the changes include new salads, sandwiches and wraps, as well as sparkling wine. it will all be offered on shorter and regional flights.

we're getting our first look this morning at a rare haboob that struck swiftly and suddenly yesterday in california's coachella valley. powerful winds and that blinding wall of sand. the storm is blamed for downing a tree on top of a pickup truck injuring at least one man. now for a look at your morning road conditions, commuters can expect to see flooded roads across the rocky mountain states into the upper midwest and great lakes and ohio valley and northeast. and more wet roads for southern georgia and florida. if you're flying today, airport delays possible in d.c., detroit, chicago, minneapolis and denver. well, in kentucky this morning, four firefighters were injured after helping a college marching band do their ice bucket challenge. the two men who were in that truck's bucket were seriously hurt. they were shocked by electricity after the truck's ladder got too close to a power line. >> they were flown by helicopter to a hospital in louisville. no students were hurt. and the utah woman who

unknowingly drank ice tea that had an industrial cleaning solution in it is now listed in good condition. jan hard something breathing on her own and can talk a bit. police have finished their investigation and have asked prosecutors to determine if charges should be filed. harding's husband is hoping something good can come of it. >> i just want my wife to be okay. you know, that's really all i'm thinking about now. it really is. and we're doing this because other reasons we said earlier. we want to get the word out for people to be careful. we want there to be change so no one else ever has to go through this again. >> the local district attorney says it will take several more days to review the evidence and make a decision about possible charges. police in california's central valley are investigating a frightening incident this morning. a couple carrying fake babies trying to access a hospital maternity ward. the couple tried to enter the

highly secured unit twice carrying life-like dolls, but were spotted by a security guard and escorted away. the problem for police, so far the pair has not committed any crimes. we have a consumer alert this morning that is sure to result in frustration among expectant mothers. "consumer reports" is telling pregnant women to avoid all tuna. this directly contradicts recommendations of the fda and doctors' groups earlier this summer to eat more fish including canned light tuna, but "consumer reports" says since most women may not know what kind of tuna to eat, they recommend avoiding it all. and a review of recent medical studies is throwing cold water on the idea that breakfast is the most important meal of the day, at least in terms of weight loss. several studies involving hundreds of people have found that, metabolically speaking, breakfast is just another meal. the bottom line is if you're hungry when you wake up, eat something. if you're not, don't. former olympic swimmer amy van dyken-rouen is making

live from the kgo-tv broadcast center this is abc7 news. >> it is friday? friday? that is exciting. as far as i know it will be friday all day long. drew tuma has the forecast. >> shaping up to be nice. in the bay area, it is quiet. typical summer pattern. temperatures are in the upper 50's along the immediate water at 59 at half moon bay. 60 in san francisco. 63 in oakland. 64 in hayward. san ramon is at 59. the forecast shows clouds along the coast. mid-70's by noon. by 4:00, cooler afternoon but sunshine with temperatures in the mid-80's inland and mid-60's along the coast.

leyla gulen has traffic. another county drew tuma. we have a problem eastbound 580 in richmond. at the golden gate bridge you can see traffic is moving nicely and you could see haze as you make the drive across the water to san francisco and northbound picking up cones to the north by. we do have tanker accident on richmond-san rafael off of the toll plaza at canal with another map but, first, drive time traffic tracy to dublin is 25 minutes. highway four westbound antioch to concord is 15 minutes and 101 southbound from san rafael to san francisco is 17 minutes. crews are expected to be busy fixing a turf problem before the 49erss' second game on sunday. a well-known lawyer is calling attention to potential new

danger. katie marzullo is at santa clara the 49ers are reviewing the situation with the railing height and deny the new stadium is not in compliance with state regulation. this started with personal attorney injury who you may recognize representing the math of mathias in oakland and he noticed the railing was 30" high which is too short. it is the same height at rangers stadium where a fan recently fell and died trying to reach for a behave he wrote to the 49ers expressing concerns. >> there is no protection you would need to grab yourself to keep yourself from going over. it is a serious risk that could be looked at and dealt with before the tragedy
