the intersection of san jose and ocean avenue has only one westbound lane still closed. the commute should not be too bad. looking at video, a big fire broke out at 12:30. it started in the body hop of -- shop of a gas station. the pumps were never in danger. it spread to the apartments above a nightclub on ocean avenue. it burned the exterior of an apartment on san jose avenue. that build sustained smoke and water damage. a lot of people between the two apartments are on the street and displaced. >> up to 20 displaced. red cross is here assisting those displaceed. it was the middle of the night.

they are doing a good job. >> i checked on the numbers, 23 people, from seven families and two pets. no one was hurt. no firefighters, no residents. the gas station had a lot fluids including oil, that mixed with the water and spilled on the ground. the department of public works and environmental health is on the seen to work on the clean up fire investigators will investigate when the sun comes up to determine the cause of the fire. >> the latest on the south napa earthquake. inspectors have red tagged 70 building. 200 have yellow tagged. this will be $2 million in federal funds to repair damaged roads. the earthquake caused streets to
