grown into a sink hole this, is a broken water main that is blamed. this is video of a leak on homewood avenue. you can see water bubbling through the cracks. napa had 120 leaks like this. 640 customers still don't have water service. pg&e reports electricity is back on for everyone. >> napa wine trade resumed service today. the wine train's first run, a three-hour trip through 18 miles of wine country. >> we're finding signs of damage throughout napa valley. this is a monetary and priests who live here have been forced to move out.

>> we want to update now that bart stoppage. >> it appears service is just now resuming. sky 7 is live now, a train just left the station, all service stopped on the pittsburgh-bay point line for more than half an hour because of an equipment problem on the track. now, they were using bus bridge buzz service apparently starting again now, it has been resumed eastbound in the commute direction today's service. that is what we believe is happening. >> and meantime, three people are dead after a car accident in benicia this afternoon. sky 7 upwards where the chp says the car ran off lake herman road, they said that three older

adults inside of the sedan were killed. chp says the ramp had been closed until 8:00 tonight while officers investigate. so far, that accident is not affecting any other traffic on 680. investigators are trying to determine why that car ran off the road. >> well, she's done it again. serial stowaway, marilyn heartman arrested today at sky harbor in phoenix. employees spotted the 62-year-old in the baggage claim area, and called police. she'd n warned to stay away from sky harbor after trying to get past security there ten days ago. if february, she made it on to a flight to hawaii. she was caught before the plane took off. then, again, february 20th, march 18th, march 26th and april 7th. this month, she sneaked on to a plane, and days after release she was aested again at lax.

>> a san jose city council voted to declare a drought emergency to put the city in compliance with the call for a 20% reduction in water use. reservoirs are low. now here is the down side. as less water is used revenue drops for water agencies. so, rate hikes to be david? >> look how dry this reservoir is. standing at 1.6% of capacity the drought cost it about $4 million so far the santa clara valley district is just now starting to crunch numbers this week that could lead to rate hikes. >> driving in almaden expressway, you can't help but notice this dry pond. this purpose to replenish the

ground water. >> these replenishments are dry. but it's a great reminder that is a very serious drought. >> without rainfall, levels keep dropping at the ten reservoirs a scene from sky 7 hd is the lowest at #.9%. a year ago, it was at last time it rained was march 27th the drought has the district voting to keep rebate programs going but the paradox is that encouraging customers to use less water hurts its budget so. next week, planning starts on next year's budget and rate hikes are possible. >> we have costs up and some costs have gone down.

from sunday's quake. a dozen buildings have red tags many of the homes have chimney problems nick? >> this story is about resilence. they received hard times and you would think the earthquake would defeat them. it did not this, is north bay cabinets the business still open. windows are boarded up. they say it will cost $15,000, can't afford to do it, and they want everybody to know they're open for business. >> work to repair drew a crowd of onlookers. >> everything else was retro fitted. it's all pretty good. >> inspectors red tagged the

church the church built in the 1920s is more than a place of worship. it's just an emergency shelter and soup kitchen. today, the city moved forward giving additional authority to request aid. while the damage to private property is being assessed officials say the price tag to county facilities is close to a million dollars. this water main sprained a leak and crews are working to find a source. >> one of the leaks responded to a call. low water pressure meant they're forced to come up with a work around. >> they're able to handle the

break. >> the owners of north bay cabinets did not have earthquake insurance the cost will be at least $16,000. still, the town and people remain strong. >> just to keep moving forward >> more than 100 buildings were red tagged when safe. some of them had been retro fitted to prevent this kind of destruction. >> if these things have been retro fited and owners are standing in front. why did it fall down? what does that mean? many felt they'd done all the right things. .

has limits >> we ask for a building to be retro fitted we're not saying the building should be functional and operational after an earthquake. simply that retro fit involves making buildings safer so people won't lose their lives. >> and a quake struck at noon. he says without a doubt, people should retro fit homes and offices. >> when you do it, it's better than not doing it. because if you don't do it, it will fail. >> we'll repair and engineers say it's a possibility we'll take off the whole faus yaud.
