live from the kgo broadcast center, this is abc 7 news. good afternoon, everybody. >> positive signs that life is somewhat getting back to normal in napa. sunday's 6.0 quake cracked water maynes all around the city leaving thousands without water. this afternoon, only about 100 of the city's 25,000 customers are now without service. >> abc 7 news reporter laura anthony begins our after the quake coverage. laura? >> reporter: well, hi, larry, we're five days into this emergency here in napa, and i can tell you we've been here the whole time. things are much improved thanks in large part to the hard

working crews like these guys, some of them from east bay mudd. here from all over the bay area work around the clock to repair all that is broken. >> residents along this napa street tell us this mini river has been running since sunday's earthquake. >> i've noticed that the whole entire week, water looking throughout the whole street. i thought they fixed it. aparentally not. luckily for us we still have water. >> it's a scene that's playing out all over this neighborhood and others, especially on the west side of town. >> according to the city crews still have about 45 water main breaks to repair and about 400 customers without water service. as part of a mutual aid agreement water departments all over the bay area and northern california are here to help, including five crews from east bay mudd. >> you don't plan to have so much of your infrastructure affected all at once.

you only plan for that in the sense of emergency planning so that's why the mutual aid agreements are in place so other agencies get ready to step in and help and get this resolution. >> reporter: for those who still don't have working water service at home napa valley college is making its rocker room showers available to those who want to clean up. in napa, laura anthony. >> holes were being drilled in the ground around napa. >> they hope to learn something from sunday's quake and the aftershocks that could help us later on down the road. >> and now to a story from napa that you'll see only on news 7. >> reporter: destruction like this has become commonplace but geologists are hoping to find out how far quakes and their aftermath will spread. today they gave me an exclusive look of what they do and how they bury devices they use to

measure size and scope of the quakes and their aftershocks. >> we're chasing aftershocks. >> scientific data specialist george flagg and this geophysicist dr. rufus catchings are part of a team digging their way across napa, secretly planting devices like this designed to record and measure earthquakes and their aftershocks. >> many earthquakes people don't feel. they are very, very small. they can occur ice layed and be in craigslisters, anything in between. they span the spectrum. >> reporter: now that they have fund the epicenter of the 6.0 quake scientists are using these sensors to see how the quake moved, up and down, front to back, left to right. what they gleaned will tell others what to expect when a quake hits napa and beyond. >> we'll look back a year from now and know more about the behavior of the faults and the characteristics we're seeing now may explain something down the ride. >> reporter: the tiny size mow

jackhammers breaking apart on bridge right now, and can you probably see what i'm seeing and that's the power of the shaking under the power of the jackhammers. they closed this down two hours ago, and we're seeing it bank on highway 101 where northbound traffic is being divert. kranz crews wasted no time in getting to work on the seismic retro fit. this is what it looked like as they shut the road down. this is a four-day closure that will al clow caltranz to replace two bridge hinges with larger ones to get the span more flexibility. that means this stretch of i-280 will be closed from the 101 function to joining street. the southbound lanes of i-20 will stay open, and this is what it looked like from the traffic cam where northbound traffic is being diverted to northbound 101. caltranz says this project was planned in advance and the timing has nothing to do with the exin napa. >> the structure was built in

1966 and the hinges need to be replaced with stronger, larger hinges to accommodate the new seismic standards. >> reporter: larger hinges will enable to span the rock back and forth against greater pressure and if all goes according to plan this part of i-220 will be reopened by tuesday morning at 5:00 a.m. this could get pretty interesting because we have three giants home games during the labor day weekend and this route is the route that many of those giants fans take to get to that game. i'm alan wong reporting along interstate 220. >> here's a look at live drivetime traffic, and can you see the northbound 220 is purple. the roadway is closed and that's force all of the traffic coming into the city on to 101, and you can see all the red, the slowdown areas and green is where you're good to go, and you see a lot of that red in the

220101 area of san francisco. >> right now san jose police are looking for any information about the body found in a car that was parked in a church this morning. sky 7 hd shows us the scene. police say somebody made this discovery around 11:00 this morning. officers say the death is suspicious. homicide detectives say the body has at least one stab wound. police have not announced any arrests to this point. deputies in santa clara county are investigating after someone discovered a body on fire this morning. the driver saw smoke and called 911 just after 8:00. this opened on oak glen avenue near cheseborough reservoir north of oakland hill. marr medics declared the person dead when they found the body still smouldering. the sheriff's office has collected evidence from the scene and is waiting for the coroner's office toy. d. the body. >> investigations now under way into today's death of a san francisco public works employee who was hit by the garbage truck that his co-worker was driving.

it happened just after 9:00 this morning. a public works spokesperson says the victim was part of a trash removal crew along quint street near newcomb avenue. police, public works officials and osha are all investigating. the truck driver stayed at the scene and is cooperating with police. the victim's name has not been released. sonoma county prosecutors announced today that the mom accused of grabbing a boy by the neck for bullying her daughter will not face criminal charges. 30-year-old delia bradshaw was arrested back in may after a 12-year-old boy told officials at elementary school that she grabbed him by the throat. the woman maintains she never touched the boy. she says she only talked to him. she says though that she has learned a lesson from this situation. >> after nearly three weeks of silence on the fatal police shooting of a black missouri teenager, former secretary of state hillary clinton finally addressed the incident and the violence that followed. >> and she did it today during a tech conference today in san

b.a.r.t. has rolled out a new app to help riders discreetly report crimes on their system. p is called b.a.r.t. watch. it has a button that allows riders to call b.a.r.t. police directly to inform them of a crime. that's quicker than a 911 call because those get routed to the chp first before being transferred to b.a.r.t. police. riders also have the option of sending a message directly to b.a.r.t.'s dispatch center. that message can be sent with or without a picture. >> anything like a crime in progress, vandalism, assault, that type of thing. it can also be unattended bags or illegally parked vehicles 12k3w4r riders can send messages to police anonymously. the app is available for iphone and android smartphones. >> the fbi and secret service are now investigating a string of cyber attacks at u.s. banks. attacks happened in mid-august at jpmorgan chase, the nation's largest financial institution

and at least one other bank. no specifics have been revealed on attack and still not clear if customer account information was taken. investigators are looking into the possibility that the attack may have originated in russia. the timing raises suspicions because of the mounting tensions between the u.s. and russia other sanctions. american express is no longer alone at the top when it comes to being america's favorite credit card. j.d. pours' annual report on credit cards says it shows discover tied american express for the number one spot. american express had been alone at number one for seven years. the rankings are based on responses from customers on several factors including billing, payment, rewards, benefits and problem resolution. >> last christmas abc 7 aired a story in the school in the tenderloin, one of san francisco's poor f-districts and touch the hearts of a lot of people who have since given generously of their time and resource. today another big act of

kindness. vick lee is live at at&t park with a story that keeps giving. >> reporter: well, it was a great day here at ballpark, the giants won big and the kids at city academy got to see it all happen thanks to the largesse of a man who, well, sort of adopted this school. the excitement was building even before the long walk to the ballpark. these children of the tenderloin, students at city academy, a school in the heart of a district with lots of drugs and mental illness. for most this would be their first trip ever to a ball game. what were they expecting? >> seeing my favorite team with these cool people. >> beiuster posey. >> the 100 or so students were the guests of restaurant owner nick bovis. >> when you show kids ball game, it gives them the spirit of baseball in them and something that conditions for rest of

their life. >> reporter: his generosity began at christmas shortly after he saw or story profiling city academy. we found out about the journals students wrote, gripping and raw, stories about their lives. some excerpts. my mom and dad were on drugs. when i was little i was homeless, i was boor. living without my dad is like living without a heart. no emotions come through me without him. the journal touched bovis deeply. he arranged for santa to make a surprise visit and made sure every student got gifts and when they found out that most students never seen a ball game he made sure they all would, today. so the kids marched through the tenderloin all the way to at&t park, and when they got here san francisco police helped give them their lunches courtesy, of course, of lefty o'dual's. even the nosebleed seats didn't really matter. >> you get to sit high up and

on the way. peeks of sunshine to round out the holiday weekend. we want to talk about the beach hazards still in effect. a marine weather statement until tomorrow afternoon for a strong southerly flow. wave heights above average, five, six, seven, eight feet in monterey bay. rip currents are stronger than usual so take note if you are headed to the beach tomorrow, but by the weekend the swell will decrease. not as far as it has been along the south-facing beaches. wave even higher, 5 to 8 feet and strong rip currents as well. dangerous swimming conditions. current wave heights six to nine feet but like us here in the bay area those are slowly decreasing in height as we head to the next 36 to 48 hours. we have this tropical storm churning right off the coast, but she is weakening significantly. winds right now down to 40 miles

5:00 on tuesday morning. caltranz alerting drivers with this tweet this afternoon crews are making the freeway more earthquake safe. and president obama ruling out possibility of u.s. military action in ukraine. the united nations security council met about that situation today following reports that russian tanks have crossed over the border into eastern ukraine. abc's susan salney reports. >> reporter: answer calculation of the tense situation between russia and ukraine. top ukrainian officials now saying russian forces have opened a new front of heavy fighting, invading the southeast part of ukraine causing an explosion of violence on the streets. >> this is not a home-grown indigenous uprising in eastern ukraine. the separatists are backed, trained, armed, financed by russia. >> reporter: u.n. security council met in emergency session this afternoon. >> a threat to the order, the international order, is a threat

to all of our peace and security. >> reporter: the ukrainian president cancelled a trip abroad because of what he is describing as, quote, a russian invasion. the language is the starkest yet. a spokesman for the ukrainian defense ministry tells abc news that at least 5,000 russian forces are fighting. conadvice of hundreds of russian vehicles and armored personnel carriers have been rolling into ukraine over the last few days. protesters gathered in kiev urging the government there to send reinforcements to ukrainian forces. >> this is quite difficult for us to fight with russia and its army. >> reporter: ukraine is admitting that its troops are retreating and that russians are taking control, possibly giving them access to a direct land corridor between russia and the crimean peninsula which russia seized earlier this summer. next week the president will travel to europe to meet with allies to discuss what further steps they can take against

russia. >> president obama also said today that dealing with islamic state militants in syria and iraq will require a, quote, regional strategy and assistance from middle east allies. the u.s. has already gone after isis targets in iraq. white house officials say the president is weighing similar options for confronting isis in syria. this comes as isis claims to have killed more than 160 syrian troops during recent fighting. on a more positive note, the president is hailing today's report that shows the u.s. economy expanded in the second quarter faster than previously estimated. the commerce department says the nation's gross domestic product will have had 4.2% annual rate. that is slightly faster than the 4% pace originally estimated. economists say the upward revision reflects stronger business investment than originally thought. recently the economy has shifted into a higher gear with companies hiring and consumer confidence now at a seven-year high. >> there's a dire prediction from the world health organization about the ebola verse outbreak in west africa. the epidemic could infect more

than 20,000 people and spread to more countries. the w.h.o. warns an international effort costing almost half a billion dollars is needed to overcome outbreak. the u.n. health agency says the virus could spread to ten more countries beyond the four affected now. so far more than 3,000 cases have been reported. the national institute of health will start testing humans with an experimental vaccine to prevent the ebola virus. the vaccine was developed by the agency's national institute of allergy and infectious diseases and glaxosmithkline. 20 healthy adult volunteers will be given the vaccine to see if the virus is safe and triggers an adequate response in their immune systems. the testing will be at nih's campus in bethesda, maryland, and then later in september on volunteers in the uk and africa. and this is truly frightening. more than 12,000 louisiana residents face a threat from the brain-eating amoeba that's lurking in their water supply.

officials in st. john the baptist parish hope a chlorine burn will disinfect the water supply and kill off the amoeba but that will take two months. the microorganism poses anybo tt to anybody who gets water inside their nose. you can bathe in it, shower in it and cook with it. the concern is the water goes deep into the nasal passage, cuts on your body, taking a bath, ingesting it have no impact. >> a girl from arkansas seen right here is one of just three people who have survived that brain-eating amoeba. it sickened 150 people in the u.s. over the past 50 years. comedian joan rivers is still hospitalized tonight after she was rushed to the emergency room this morning. the 81-year-old was undergoing a procedure at a doctor's office. when she went into cardiac arrest and stopped breathing. rivers is now in a medically-induced coma and is in critical condition.

man who posed as a cab driver. the fake cab driver violently picked up the woman's three children and threw them on the sidewalk. he also tried to sexual assault the woman. the driver claimed to be a cab driver when he picked up the passengers in upper manhattan and took them to queens. all three children were taken to the hospital with minor injuries, and the mother, fortunately, is okay. and a catastrophic end to this bus driver's joyride in sydney. he's caught by the on board security camera smoking synthetic marijuana while in control of his 35-ton bus, and then you see him nod off. he passed out and lost control of the vehicle, crashed into the center divider wrecking the bus. the driver was later fired and pleaded guilty to driving under the influence. >> that is tough to watch. >> wild. >> our weather, nice to watch because it's pleasant. >> yes, and thursday is the day we officially start looking ahead to the weekend. >> officially. >> even more important this weekend as meteorologist drew touma is in for spencer

nascar driver tony stewart will return to sprint cup competition on sunday night ending a three-race hiatus after his car struck and killed a fellow driver right here during a dirt track race. the three-time nascar champion has not raced since august the 9th when he hit kevin ward jr. at a sprint car event in upstate new york. stewart pulled out of nascar race at watkins glen the next morning and skipped races at bristol motor speedway and he's been in seclusion since ward's death. the usc football coach says he's partly to blame about spreading a false rumor about a star player. cornerback josh shaw said he suffered two sprained ankles when he jumped out a second floor window to save his drowning nephew. school's athletic department quickly published the story online. yesterday shaw admitted the story up but did not say how he
