and good thursday morning, everyone, i'm dan kloeffler. >> and i'm reena ninan. we begin with the remnants from odile, poised to bring devastating floods in the southwest. >> the rain is falling in arizona. this video just in, showing a drainage ditch filled with rushing water. >> and there's a mini water fall flowing down a hill in sierra vista. this is just the beginning. abc's privy arla has more. >> reporter: a month's worth of rain could fall in just hours as the remnants of hurricane odile move through the southwest. the rain has already started falling. odile is expected to cause historic flooding in the region. fire officials say less than two feet of water can move a vehicle, and people don't realize until it's too late. >> it's very deceiving, it can be totally passable. and then 30 seconds later the wall of water can be coming down. and depending on when you entered this area, you might get caught at the wrong time. >> reporter: arizona is dealing

with back-to-back storms. last week severe flooding wreaked havoc and led to dozens of water rescues. this time around, residents are preparing, filling sandbags to protect their homes. >> building around, and run it down here along the straight line. >> i heard there was more rain, i panicked. >> reporter: a woman and her baby are safe this morning after a 50-foot tree fell on their car. >> i didn't know what to think. i didn't know how bad it was. i didn't know where she was exactly. >> reporter: and parts of four -- five states are under a flash flood watch. flash flooding could last through the weekend. and while the southwest is facing the immediate threat, heavy rain will stretch halfway across the country in the next couple of days. >> accuweather meteorologist jim dicky has the big picture. good morning, jim. >> good morning, reena and dan. we continue to track what's left of odile. heavy rainfall to portions of arizona and new mexico. see this area, brighter colors, looking at it here.

looking at the satellite imagery. when you see these brighter colors, that's cooler, taller cloud tops. that's an area of intense rainfall. it's localized, and it's going to come down in buckets. as much as 6 to 10 inches in some locations here, and spreading into new mexico as we head through the day. reena and dan, back to you. >> thank you. odile was a fierce category 3 hurricane when it slammed into mexico's baja peninsula on sunday. >> that's right. bride-to-be morgan essenheimer and her seven bridesmaids were among those trapped in cabo san lucas. their bachelorette party, a nightmare. and it finally ended overnight when they were air lifted out and arrived back in san diego. >> and back in mexico, the baja peninsula is reeling from the hurricane. a bridge outside cabo is split in half, stranding drivers on either side of the river. houses are destroyed, hundreds of thousands left about power or phone service. and the sturdy hotels were damaged by the fierce wind and rain. the tourists who are finally getting out are describing what they lived through.

>> watching the windows push out like two and a half feet out of the buildings. they had guards on them. you know, like -- but they'd push out and stuff slamming against them, the building shaking. >> and another storm is threatening mexico. hurricane polo formed overnight. it's expected to stay offshore, it could deliver rain and heavy winds to the area still recovering from odile. from rain to wildfire now. that devastation from the wildfire that tore throughout northern california town of weed is worse than initially believed. we know that 110 homes were destroyed. another 90 damaged when those fast-moving flames forced half the town to evacuate. another explosive fire, out of control east of sacramento, is getting bigger by the day. 2,000 homes there are in danger. the king fire has scorched more than 40 square miles since saturday. 3300 fire fighters are on the ground. but it is still only 5% contained. the house gave the green light to president obama's plan against i.s.i.s.

the rare bipartisan vote authorizes the training and arming of moderate syrian rebels. the senate hopes to pass the same legislation today. but more than 40% of house democrats voted against the measure. they're worried that new u.s. military operations in the middle east could lead to greater involvement. the president says that won't happen. >> but i want to be clear. the american forces that have been deployed to iraq do not and will not have a combat mission. they will support iraqi forces on the ground. as they fight for their own country against these terrorists. >> but the president is not ruling out sending u.s. advisers to embed with iraqi forces on the front lines to identify targets for air strikes. the white house does not see those as combat troops. now to the nfl's growing list of problems. starting with the arrest of arizona cardinals running back jonathan dwyer. he was arrested yesterday on aggravated assault charges with

two altercations with a woman and their young child. as soon as the charges were announced, he was deactivated. police say in interviews dwyer denied any assault. and the owners of the minnesota vikings admit making a mistake in the case of adrian peterson. that team reversing course yesterday, benching peterson until the child abuse charges against him are settled. the carolina panthers did the same with defensive end greg hardy who's appealing his domestic violence conflict. now to the latest bombshell in the v.a. scandal. for the first time, a senior veterans affairs official acknowledged that the lengthy delays cricketed to the deaths of veterans. the admission from the v.a. inspector general's office, came during a house hearing yesterday. conflicting with the report last month that found none of the deaths could be directly linked to the delays. the doctor who exposed the scandal called the report a whitewash. in scotland, the polls are open for what is called independence day. 4 million voters are saying yes

or no to the question, "should scotland be an independent country?" . they have been part of great britain and overshadowed by england since 1787. the referendum, too close to call at this point. but this could be the last day of great britain as we know it. well president joe -- vice president joe biden is raising speculation about a 2016 run for the white house. even after popping up in the presidential testing ground of iowa. he joined the liberal group nuns on the bus as they kicked off a ten-state tour to register voters and preach their message of social justice. as the nation's first catholic vice president, he explained why he got on board with the nuns. >> i was asked by the press why am i going out with nuns on the bus? i said because they're nuns. it's a simple proposition. you know, you're looking at a kid who had 12 years of catholic education. >> biden has not ruled out a presidential run.

happy. the dow closed at a new record high after the fed announcement. other major indexes were up too. the markets were encouraged by the report that consumer prices fell last month, a sign that inflation is under control. good news, gas prices are low and could be lower. the national average this morning, $3.37 a gallon. that's the lowest price in four years. and gasbuddy.com says prices could fall below $3 a gallon in many states. the shale oil boom pushed down oil prices and subsequently, gas prices. well, the new apple mobile operating system isn't as healthy as promised because of a bug. some of the highly-touted health and fitness apps aren't included in ios 8. apple says it should be fixed later this month. it is no longer able to turn over user's private data to law enforcement. it just isn't technically

it's thursday morning's big story, heavy rain from odile filled dry arizona river beds with rushing water. and the worst downpour is still ahead. flash flood warnings are in effect in parts of that state and in new mexico and texas as well. but that storm will reach halfway across the country by this weekend. now for a look at the morning commute. be on the lookout for road flooding across the southwest and to tennessee. could be trouble in south florida and the western rockies as well. and you're flying, airport delays are possible in phoenix and houston. all because of those storms. well, schools in the poconos mountain are closed for the second straight day as new details emerge about the man accused of opening fire on two pennsylvania state troopers. >> eric frein shaved his head into a mohawk. it was apparently in preparation for the deadly ambush outside a

police barracks. he spent years re-enacting history with a military simulation group. police say in his current frame of mind he may be assuming the role of a soldier. >> in the event you are listening to this broadcast while cowering in a cold, damp hiding place, i want you to know one thing, eric, we are coming for you. >> as the manhunt continues, a funeral is being held this morning for corporal brian dickson, the man killed in that ambush. many turned out for the viewing last night to pay their respects. another hunt is centered around the university of virginia where an 18-year-old female student has been missing since saturday morning. they released this video showing hannah graham walking past an outdoor pub. she's then seen running past a gas station. she sent a text message indicating she was lost. but police say there is no indication of fear in that

message. her parents are fearing that graham was the victim of foul play. now to a couple of wild dash cam videos to show you. this in missouri, the officer pulls over a vehicle and asks them to get out of the car. they walk off the shoulder, and less than a minute later. another car, you can see here, slamming into the back of this police cruiser. the driver of the third car was charged with drunk driving. the officer was seriously injured from that accident. and this from dgeorgia, a bs going down the road. struck by a red car, the bus hits a mailbox, a tree, and straight into a home, causing some pretty serious damage there. fortunately there were no students on the bus at the time, and no one was injured. toronto mayor rob ford has cancer. doctors say it's a rare, aggressive form, but treatable. he will be undergoing chemotherapy. he has been hospitalized since last month when a tumor was found in his abdomen. the controversial mayor has dropped his bid for re-election. he's made headlines admitting to drinking and using cocaine while

remark. winston apologized for what he called a selfish act. and the los angeles angels are the newest division winner, scoring all five of their runs against seattle in the seventh inning. >> thousands stuck around, and when the oakland a's lost, they came back on to the field with champagne to celebrate the division title. it's the first division crown since 2009. now to northern california. the sky diver along with his dog. we just had to make this our play of the day. >> that's right. the dog's name is riley, and he just completed his first sky dive. >> riley's owner, a guy from san francisco, designed the tandem harness that let him go for the jump. he got used to the idea after the dog once tried to follow him into the plane. >> and he claims that riley enjoyed this 13,000-foot plunge. especially when they were floating down after the chute deployed. of course, we'll never really know. i'm just happy to see that everyone, all six legs are back on solid ground.

at height after 2:00, 12,000 customers had no power. here is what pg&e was telling with. they have been getting calls of sparking poles and poles on fire. the morning rain caused the out aims. the problems are lustered around berkeley and albany and san pablo and kensington. pg&e is working on it now. they are slowly bringing customers online and getting the power restored. all of the power will be turned on by late morning. >> developing news, the king fire in el dorado county exploded inside yesterday nearly doubling in acreage to 29,000 acres the fire stood at less than 12,000 acres this time
