far too many lives. >> reporter: taking his cue from all that's gone on in the national football league in recent weeks, attorney general eric holder released a video statement announcing that contra costa county and three others in the country will receive $2.6 million for a pilot program to identify potentially lethal domestic abusers. >> studies have shown that on average, three women die every day in america at the hands of their partner or ex-partner. three women every day. from 2009 to 2012, 40% of mass shootings started with the killer targeting a girlfriend, a wife, or an ex-wife. >> reporter: the announcement comes in the wake of several high profile incidents involving nfl players, including here in the bay area. ray mcdonald continues to play for the 49ers after his arrest for domestic abuse. but others like the cardinals' jonathan dwyer and most notably, ravens running back ray rice, have been benched.

>> domestic violence is a problem in every county. >> reporter: gloria sandoval is ceo of stand against domestic violence in concord. she says her nonprofit and others have been working with the county on the new program for more than a year. >> what we have been able to do is determine what the high risk factors are for escalation so that strangulation, for example, threatening to kill someone, having a gun present in the home, those are all kinds of things that you can look at and say that's a very high lethality case. >> reporter: she says her agency's hotline took 15,000 reports of abuse last year. compared with just 7,000 calls to police. in concord, laura anthony, abc 7 news. california senator barbara boxer is reiterating her call to the nfl to adopt a zero tolerance policy when it comes to domestic violence. she sent a letter today to the league's new senior vice president of public policy, cynthia hogan which reads in part, it is therefore imperative

that the nfl make a real commitment to prevent domestic violence in its ranks. encourage victims to come forward and punish all those responsible, regardless of the level of involvement by law enforcement officials. administrators at wesleyan university in connecticut are taking unprecedented action against fraternities after allegations of sexual assaults targeting female students. they are ordering all the frats on that campus to go co-ed by 2017, also submit to additional oversight and eliminate rushing activities. firefighters from as far away as florida and alaska are now converging on northern california's massive king fire. the fire is east of sacramento. here's what it looks like from the international space station. the fire now stands at more than 87,000 acres. that's an area roughly the size of san francisco, berkeley, oakland and san leandro combined. but cal fire says crews are making progress. the fire is 18% contained and that's up from 10% yesterday.

the fire broke out nine days ago and has spread into the tahoe national forest. 30 homes and other structures have been lost. 2,000 people remain evacuated. the man suspected of starting the fire has pleaded not guilty. he is being held on $10 million bail. since the start of the year, cal fire has responded to nearly 5,000 wildfires. that's more than 1,000 more than normal. police have arrested a dog walker who they say assaulted a woman in palo alto. he is accused of groping a woman in her 50s as she walked on amhurst street last month. the woman says he started talking to her and walked several blocks before the assault took place. he is charged with sexual battery and lewd conduct. both crimes are misdemeanors. police are revealing details about a man who was carjacked, then forced to drain his bank account in san francisco. the victim was on the boulevard around 10:00 saturday. two men forced him into his own van at gunpoint. the carjackers then drove him to

the tenderloin, where they stopped at an atm and forced him to withdraw money. then they drove to polk street and did the same thing there. they drove around for a few more hours before eventually pushing the victim out of the moving van. the victim was not seriously injured. no arrests have been made. for the third time in just four months, police were called to the home of 49ers defensive end ray mcdonald this weekend. it's not because of anything he did. his home in san jose was burglarized. the 30-year-old was in arizona this past weekend with his team to take on the cardinals. police were called to the house saturday night. they say someone forced their way in and stole personal items. >> i've heard this a lot of homes have been burglarized up here in the last year and a half. my client has installed an alarm system just because of that fact. >> police responded to the same address last month and arrested mcdonald on suspicion of domestic violence against his fiancee. they were also at the house in may after a caller said a woman grabbed a gun during an

argument. police in brentwood are urging residents not to give money to panhandlers. the brentwood police officers association is distributing a flyer saying giving money to beggers amounts to killing with kindness. they are encouraging people to give to charity instead of pan will did hand pan /* handlers. black smoke rose above vallejo this afternoon but officials say the fire posed no problem to the public. sky 7 found crews cleaning up the heavy oil that spilled from a 30,000 gallon tank on lake herman road. they covered much of it with a sand-like material. the tank started leaking around noon and fire broke out around 2:00. >> there was a small fire in the insulation and we called the fire department to come out. we had it pretty much out by the time we got here. they are still on cleanup duty and watching to see no further damage occurs. >> nobody was hurt.

the business processes concrete, asphalt and other materials used in road building. a new report says the middle class has not gotten a raise in 15 years. according to the website 538, the median income in 1988 was $52,000. after adjusting for inflation, the median income is still roughly $52,000. analysts say the economic recovery is just not translating into higher incomes for the typical american family. in the meantime, poverty among hispanics is down. it fell from 25% in 2012 to 23% in 2013. no other group saw a decline. it's been more than 50 years since the passage of the 1963 equal pay act. but in many cases, women are still making less than men. one lawmaker wants to change that at least in san francisco. abc 7 news reporter carolyn tyler in the newsroom with the story. >> women make up more than half the nation's work force and on average, are not receiving equal pay.

that wage discrimination could become harder for some businesses to justify in san francisco if a new proposal passes. >> this issue is personal to me. >> reporter: ruth is sharing an experience many of these women can identify with. she worked as a machinist back in the '90s and made less than her male counterpart doing the exact same job. >> i was outraged. i thought it was very unfair. i was extremely upset about it. >> reporter: she says things really haven't changed that much. according to the latest u.s. census data, the median annual paycheck of a woman who works full-time is just over $39,000. 78% that of men who earned $50,000. >> power to the people! power to the people! >> reporter: these demonstrators on the steps of san francisco city hall are supporting a new equal pay for equal work measure that will be introduced tomorrow

by supervisor david campos. >> it's really the first of its kind that says that anyone who contracts with the city must provide information about pay, not only by gender but also by ethnicity and race. >> reporter: he believes that knowledge has the power to close the pay gap. the city's human rights commission would investigate complaints. >> it's going to have teeth, it will make a difference and i think it will set a model for the whole country. >> reporter: ruth filed a grievance against her old company and now works as a lawyer with the legal aid society and at the bay area equal pay collaborative. if this legislation passes, hundreds of contractors will have to divulge their data each year and city agencies will be asked to do the same. in san francisco, carolyn tyler, abc 7 news. well, get ready for even worse bottlenecks getting into san francisco. an off-ramp is shutting down tonight and will not reopen for

take a look at this. a storefront shattered in san francisco's tenderloin neighborhood. police say a truck slammed into the corner store on farrell street this morning. witnesses say the truck was in neutral and rolled backwards, gaining speed as it went downhill. finally slamming into the building. the good news, no one was injured in the crash. if you take the bay bridge

into san francisco from the east bay, your life is about to change. part of the fremont, folsom street off-ramp will shut down for construction starting tonight. it will be closed for the next six months. as abc 7 news reporter amy hollyfield explains, the magic words here are bear left. >> reporter: traffic in this area is already congested. here's a look at the backup during the morning commute at the folsom and fremont off-ramps. construction crews are about to make it even more complicated. they will be shutting down the folsom exit at 11:00 tonight. >> i just think it will be crazy with all the development they're doing over there, with all the construction going on in the city. it's very inconvenient. >> reporter: she lives and works in san francisco and has to get through the area every day. she's concerned about city streets. east bay commuters who rely on this exit are wondering what it will do to the bay bridge backup. >> probably even worse traffic than there already is. >> reporter: traffic officials

hope commuters will adjust their timing and plan on using the harrison off-ramp. the folsom ramp will be closed until march. >> i just don't get it. that's a long time for it to be closed. i don't quite understand what they're doing, because -- for the closures. >> reporter: planners say what they are doing will be a huge improvement. one focus will be safety. >> new pedestrian walkways and new bike lanes. that's going to be very important in this neighborhood which is becoming more residential. >> reporter: they are moving the off-ramp. right now it bisects a plot of land which is precious in san francisco. this will create a bigger piece of property, where planners expect to put in some housing. some commuters agree, this location needs some improvement. >> this intersection's a little wonky and i think -- my friend said the harrison street exit is not too bad. probably in the long run, it will be better. but with any change there is some adjustment. >> reporter: they will have detour signs to help you navigate your way around this $2

million project. it is best if you can just to avoid the area. amy hollyfield, abc 7 news. let's talk technology. the fact that the new iphones are not preinstalled with beats music may be a sign of things to come. a report out tonight says apple will discontinue the streaming music service beats music which it acquired in may. according to tech crunch, many engineers have beats music have already been moved off the product and on to other projects at apple, including itunes. it's not clear when the beats music brand will officially shut down. money magazine says the city of milpedas is among the best small cities in the united states. it ranks number 29 out of 50 but it is the top bay area city listed. why? abc 7 news reporter vic lee will explain. vic? >> reporter: well, this is the great mall of milpedas, a former ford auto plant. some people who live here say this ought to be called the

great wall, because there are so many chinese living in the city. it's a small affluent city in the heart of silicon valley so it's growing. if you are wondering what the number one small city is in the country, according to money magazine, it is mckinney, texas. but i will take milpedas any time. in 1954, a group calling themselves the minute men fought against the annexation of milpedas to san jose. today, this is one of the best places in the country to live. population, 69,000. median income, a whopping $106,000. average home price is eye-popping, just over half a million. cindy ingram knows all about that. her parents bought the family home in 1966 for -- >> it was $15,000. now it's over half a million dollars. >> reporter: great place to live. >> very good. >> reporter: there's a lot of silicon valley money here.

tech giants are big employers. the city is centralized and convenient to other cities. it's a magnet for a well educated, diverse population. the mayor. >> each one is proud to contribute. they bring in the best of their culture. >> reporter: 60% is asian, just look at the signs. ginseng and herbs. the supermarkets. the banks. bill chow has lived here for ten years. >> i love it. chinese store and chinese restaurant right here. >> reporter: it's got great education. the high school is a distinguished school. there is no real old downtown area, but the hub of the city is the great mall with more than 1 million square feet of shops and restaurants. who knows better how great the city is to live in but those who have been here a long time. >> people are friendly and all the entrepreneur business people are here. >> reporter: milpedas has changed a lot from its country

beginnings. you can't smell the orchards anymore. >> before, you would smell the apricots once they dropped on the ground. it was all -- it was like, it scented the air very heavily. >> reporter: vic lee, abc 7 news. some good news for drivers. it's costing less to fill up and buy certain cars. >> good. we could use good news. 7 on your side's michael finney joins us with details. the commute is getting bad. >> i can't even imagine. but this could be the cheapest autumn for gas prices since 2010. nationally the price of gas fell six cents during the past week. the current average price for a gallon of regular is $3.37. analysts predict prices could drop all the way down to $3.15 a gallon. the lundberg survey shows the highest price for gasoline is in san francisco, $3.79 a gallon. the auto industry recovery in

recent years means millions of used cars are flooding the market, resulting in lower prices. this is a huge change. for years, during the economic slow-down, used cars were hard to come by and held their value. it was those high prices that eventually helped spur all the recent new car buying. one thing to look out for, lease rates could go up since they are based in part on predicted resale value. public wifi has been getting a lot of good press lately as big players jump into that space. we are told that wifi is getting more secure and it can be, but that doesn't mean it always is. today on "good morning america," they investigate, worked with a hacking specialist to set up a hot spot and consumers signed on. >> i'm setting this hot spot out there as a lure. from this point, i can log into your in-box, i can get personal information. >> the best way to protect yourself of course is to know who is operating the wifi

smoke from the king fire that has been drifting towards the west. this morning the winds switched around and this afternoon, we saw the wind swing that smoke around towards the tahoe area, where they have been dealing with some smoky skies. dense smoke advisory for that region until 8:00 p.m. it also covers parts of reno. we also have a red flag warning that covers the foothills up towards northern california. begins 2:00 p.m. tomorrow, runs until 8:00 p.m. wednesday. here is a view from our lake tahoe cam. skies are still hazy but this is an improvement, believe it or not, to the dense smoke advisory still in effect until 8:00 tonight. it comes back up again 11:00 a.m. to 8:00 p.m. tomorrow. 68 in san francisco. it is in the low 70s oakland, san carlos, san jose. 81 in morgan hill. 66 in half moon bay. beautiful view of sunshine. looking at san francisco's financial district. 80 in santa rosa, 81 currently in fairfield. 78 in napa. upper 70s, concord, livermore.

nothing but blue skies from the emeryville camera. here's a look at the forecast. fall begins 7:29 tonight. we are looking at partly cloudy, mild weather tomorrow. showers arrive wednesday night. here's the pacific satellite picture. take a look at this storm. it's really an energetic system. expected to be due in here wednesday night and you will see our computer animation as to when our first chance of rain arrives. it's in the north bay, really north of the santa rosa area around ukiah, cloverdale at 9:00 p.m. by 10:00 p.m., starts to slide into the north bay. 5:00 a.m. thursday, the morning commute does not look good. it's probably going to be a slow going ride, especially if those showers materialize during this time period. by 10:00 a.m., the cold front falls apart and the rain starts to taper. rainfall totals will be highest as we expect around this time of year in the north bay mountains, quarter to half an inch. lower elevations, tenth to a quarter inch. in the santa clara valley, zero to about a tenth of an inch of rain. tomorrow morning, you will see some low clouds around.

san jose police have arrested a man on suspicion of stabbing a teenager this month. police say 20-year-old paul george gomez stabbed a 16-year-old victim at hammond park on september 9th. the victim was found with life-threatening wounds but his condition was upgraded shortly after. investigators believe the stabbing was gang-related. gomez is being charged with attempted murder. some amazing video out of russia. an accident involving a truck, sedan and bicyclist. the sedan went airborne, clipping the bike and flinging the man on to it, on to the pavement. the cyclist trying to brace for impact. dazed but only suffers a few cuts and bruises. traffic cameras caught this happen in a town outside of moscow two days ago. >> unbelievable. the u.s. coast guard and california department of fish and wildlife are continuing to investigate an oil spill over the weekend in san francisco.

it happened on saturday near pier 45 at fisherman's wharf. officials say the oil was discharged from a world war ii ship during an internal transfer. a vacuum truck and skimming vessels were at the scene as part of the cleanup effort. two roads remain closed tonight at mt. shasta following a massive mudslide there. the forest service continues to monitor the situation from both the ground and the air. the agency released these photos showing the mucky terrain. on saturday a glacier broke off the mountain triggering the largest mudslide on mt. shasta in some 20 years. on sunday, morning flows began to recede and the crews began clearing roadways. officials say drought conditions have left the mountain's glaciers expose tod the heat. jeff kemp is giving back to women's athletics at uc berkeley. he is donating more than $530,000. the money will provide one full

passengers on airbus planes have long complained about the small size and have taken to instagram to share just how cramped the space is. airbus says there may be even less room soon. airbus is redesigning the planes. i guess some of these items take up too much room in the food prep area. airbus says the redesign will bring more space for luggage in the overhead bins which is great if you're a piece of luggage. >> your human head. coming up on abc 7 news at 6:00, the extraordinary cost of fighting wildfires in california this season.
