well, good morning. we begin this friday with the latest on the ebola crisis. >> fourth american now infected with the virus. headed back to the u.s. to be treated. doctors say they are optimistic about his prognosis, though. >> and then the intense efforts in dallas to limit the spread of the disease. our coverage begins with susan saulny. >> reporter: this morning, another american has tested positive for the ebola virus. this time, a freelance cameraman covering the epidemic in liberia for nbc news. ashoka mukpo will be flown home to the united states. meanwhile in dallas, relatives of the first person ever diagnosed with ebola on american soil are confined to their apartment under armed guard after trying to violate the quarantine imposed on them. the family hosted thomas eric duncan, an african man now known as patient zero.

>> nobody is inside the apartment. they are in their apartment. they cannot come out. they are not allowed on the porch. >> reporter: his nephew, joe weeks, said his uncle arrived in dallas from ebola-ravaged liberia to attend a family graduation. it was weeks who called the cdc after duncan was sent home despite showing symptoms and admitting he travelled from west africa. >> i was terrified, scared, worried. >> reporter: now in a race to answer one question, how many might he have infected while he was contagious? he is in isolation at this dallas hospital. the cdc is tracking a widening circle of 100 people who might be at risk. warnings going by phone to 11,000 residents. >> while this may be concerning, there is no ongoing danger to your health. >> reporter: susan saulny, abc news. another note from dallas, the cleaning of the family's apartment has been delayed. the crew doesn't have the necessary permits to transport hazardous waste.

meanwhile, united airlines is notifying passengers who were on flight with thomas eric duncan and telling them how to contact federal health officials. they believe that duncan could not have passed the virus since he was not showing symptoms. from liberia to bals to tda the cdc in atlanta, abc news is covering all the important angles. a full update later on "good morning america." and the other major story this morning, the damage and dangerous weather. >> could be a messy commute in the nation's midsection. take a look at the radar. and in the storm's aftermath, power was knocked out to hundreds of thousands in north texas. molly hunter now. >> reporter: winds topping 100 miles an hour tore through texas thursday. hitting 106 miles an hour in irving. trees were down across dallas-ft. worth. nearly 280,000 people reported without power. in arlington, transformers were blowing out. nearby, a roof torn off at

arlington baptist college. streets here in kansas filled with debris, hail everywhere. and lightning struck this clinic. with thunderstorms comes rain and lots of it. and with the flooding, snakes. rattlesnakes spotted in florida. >> all the rain we're having. everything's on the movie. >> reporter: flight cancellations stacking up, 850 out of chicago. >> since i'm going to san diego non-stop, i thought as long as they could take off from here, i'm oak. >> reporter: moving east. triple digit temperatures and strong winds could mean more wildfires in southern california. >> one thing that all large fires have in common, they all start as small fires. >> reporter: molly hunter, abc news, new york. extreme heat and severe storms and snow to the upper midwest. >> our coverage continues, stef davis at accuweather. good morning. >> we have the threat for severe weather for our friday morning commute. here across the ohio valley.

at sea. he bailed out from a helicopter as it took off yesterday. they searched the water, but never found his body. a federal appeals court has cleared the way for a restrictive abortion law to be enforced in texas. it would effectively close all but seven abortion facilities in america's second-most populous states. making them have hospital admitting privileges. backers say the law protects the health and safety of women. president obama says he will use executive authority to revamp the immigration policy between election day and the end of the year. th the president told a hispanic congressional group last night that he decide to the act alone when speaker boehner said he would block the vote in congress. some have doubted his commitment because of the delay. former president george w. bush is hoping his little brother will follow in his and his father's footsteps. >> bush 43 told fox news that he thinks his brother, jeb, wants to be president. and that he would make a good president. he joined much of the republican

the labor department may report as many as 215,000 new hires in september. that's up from 142,000 in august. and despite the optimism, analysts predict little change in the unemployment rate. which could remain around 6.1%. the cyber attack on jpmorgan chase was much bigger than first thought. more than 76 million household accounts were hacked along with 7 million small business accounts. the bank says among the customer data stolen were names, addresses, e-mail addresses. they use chase.com and jp morgan online and the mobile apps. experts recommend taking a close look for unusual activity on your statement. if you see any, alert the bank. no fraud reported as of yet. well, the nation's real estate crisis isn't over in even this guy can get turned down for a mortgage. ben bernanke says his application was refused. why? because he changed jobs.

platform suddenly stopped working. they were stuck hanging there for two hours and it was 90 degrees out. fire fighters showed up, got down to the guys and got them to the roof for the rescue. >> glad to hear that. new -- now for a look at morning road conditions. smooth sailing west of mississippi, a rain watch in the east. and flying, delays possible in atlanta, detroit, new orleans and charlotte this evening because of storms and lightning. a new york teenager is dead after colliding with an opponent during a high school football game. making him the third high school player to die in the past week. >> these tragic incidents are drawing more attention to the risks that young athletes are facing every day. abc's tom llamas. >> reporter: it could be any high school in america, but on long island, hugs and tears after a student died following a punishing hit on the football field. high school junior tom cutinella appears to have suffered a head jury and collapsed.

>> i think it was the result of a typical football play. a freak accident. >> reporter: grief counsellors helping students and the community. >> everybody is traumatized by this. this is not going to end today or tomorrow. all the kids are shaken up. >> reporter: it's a devastating week for the game. since last friday, three high school football players from new york, north carolina and alabama died after playing. two of those deaths came right after hard hits. take a look at this video from a high school football practice. the kids move fast and hit hard. the professionals are vulnerable as well. nfl is in the midst of a nearly billion dollar settlement with retired players over concussion-related injuries. the nfl now predicting nearly a third of retired pros will develop brain injuries. the toll taken by football is on the mind for everyone here at the vigil for the rhode island student who died.

one parent posting on facebook, this is a terrible reminder of how dangerous the sport can be. >> the number of cases of paralysis linked to enterovirus 68 may be on the rise. hospitals in seven states are now investigating what role the virus played in 28 people stricken by paralysis, most of them children. that number doubled in one day. the virus may be involved in tour deaths. the cdc has confirmed cases of the enterovirus in 48 states from the district of columbia. two stars of the housewives of new jersey have prison time. teresa giudice was given 15 months yesterday. her husband, joe, was given 41 months. they were accused of hiding assets from creditors and phoney loan applications. she will report to prison in january, and because they have four daughters, his sentence won't start until hers is done. well, a study out this

morning finds that teens who sext or text naked pictures are more likely to engage in actual activity earlier and more often. teens who were sexting were sexuallying a taif year -- active a year later. 15 and 20% were texting. that number is up for college students. and southern california's notoriously smoggy air is getting healthier. cancer-causing pollutants have dropped by more than 50% on average since 2005. but some areas are still at risk. especially around the ports of los angeles and long beach where thousands of trucks and ships spew toxins into the air. and a dramatic rescue off the coast of rhode island. the coast guard plucked four lobstermen from a sinking boat, getting them into a helicopter. men were wearing survival suits by the time help arrived. the coast guard credited them for being well-prepared. they had the right gear.

police near atlanta are looking for smash and grab robbers who led them on a wild high speed chase. they broke in and stole two dozen chain saws and weed trimmers. they started hurling chain saws at the squad car, but they ditched the stolen car and vanished. officers were also in hot pursuit of a suspect near los angeles. chasing the man in a stolen truck. the man kept going for 90 minutes, driving the wrong way at times and leading police through three counties. at one point he abandoned the truck and tried to jump a fence, but decided to get back in. the driver surrendered after losing control and careening off the freeway. i guess he realized the game was over. the game is over for one college football team that still has its sights set on a national championship. number two oregon. they could still make it to a playoff. they were hosting arizona last night. tied at 24, and the ducking

thought they would be getting the ball back. they sacked arizona's quarterback. all good, right? >> wait, but an oregon defender was flagged for unsportsmanlike conduct, and a few plays later arizona put it in the end zone. oregon's quarterback fumbled. arizona recovering. arizona beats heavily-favored oregon for the second year in a row, 31-24. >> that's going to shake up things in the rankings. this is possibly a wild weekend in college football. six games that match up teams ranked in the top 25. with the new rankings on sunday, a lot different than now. and turn to the pros here. and a fifth-straight week, thursday night football was not worth watching. it produced another blowout. >> last night it was the packers hosting the vikings. it was close until right after the opening kickoff. after that the packers dominated, leading 28-0 at the half. >> the vikings did put up ten measly points in the fourth quarter. that was too little, too late. 42-10, final score for the

coast, 83 to 89. here's leyla. >> all right. is it going to be a friday light day? it is early enough, so it's light so far. good morning, everyone. happy friday. as we look at the bay bridge toll plaza, looks like traffic is moving in nice and smoothly we have some areas of construction and areas with no construction because we have that closure on 37 that was overnight these last several nights. however, like the last couple of weekends, we aren't going to have the full freeway closure we had before. here's a look at 580 westbound. westbound highway 4 and to concord, 14 minutes. 17 minutes will get you southbound on 101 into san francisco. kristen, matt? >> leyla, thank you. breaking news. roughly two dozen homes are flooded this morning in san francisco r tea water main break early this morning. abc 7 news reporter tiffany wilson is live. >> reporter: well, the good news is the water that we're seeing flowing right now, nothing like

what happened overnight. the break actually occurred about a block up on keith street. you can see some crews up there working right now. then all of that water pouring down from the 12-inch pipe break came down keith street into homes that are at the bottom of the hill. so crews worked overnight to build this barrier you can see to redirect the water into some drainpipes so that it wouldn't go into more basements. if you take a look at the video from earlier, you can see families who were trying to divert the water from going into their homes, and the good news to report right now, the san francisco public utilities commission downgraded the number of homes impacted. initially they were saying a couple dozen. now they say it's just six or seven homes that had flooded basements and garages. however, about three blocks worth of houses currently have no water access, and pg&e was called out to check on their utility equipment. >> the homeowners came out to
