area. the impact was so serious and wide spread many ordinary citizens also jumped in to help. in san francisco marina district 200 buildings damaged or destroyed. volunteers man fire hose and search for victims. >> never knew and never knew us but they carried us in their arms. >>reporter: even people whose homes spared faced big problem problems. >> go home and secure your residence. shut off gas. electricity. store water. >>reporter: 25 years later she remembers theeverywhere everywhere. and feeling totally helpless. >> i didn't know anything. i didn't know you don't, you don't turn on flashlight because just the turning of a flashlight on could make a spark and create a fire. >> gale and other residents determined they would be ready for the next big quake. so they went to the fire department for help. >> we said please please train

us as civilians so that we know what to do next time before help can arrive. >> that was the start of san francisco neighborhood emergency response team. now known as nert. gale and her husband were in the first class of what has become a model program. >> those folk who go through nert know what to do. not onlyt care of themselves but also the immediate neighborhood. >> they have now trained incredible 24,000 people. another legacy of is the fire boat system that almost eliminated. earthquake knocked out water line in the marina. so volunteer help with hose from the fire boat that pumped water out of the san francisco bay. affordable hydrant system connect the hose and kept water pressure high. >> fire boat which nobody thought it had any have became the pose important thing to save the marin eric's san francisco is now building a third more modern fire boat but
