earthquake insurance is a hot topic and early morning systems. are they possible? >> but, first, the forecast and live doppler hd shows where we are seeing the rain. it is scattering of rain across our neighborhoods and all of us are touched by rain. if you have not been touched by rain, this is flowing from about the southwest to the northeast, in the south by we have enough to make the ground wet and that and what you will notice the next couple of hours, the morning come -- commute is wet towhere we will have flight arrival delays. in the afternoon hours, it will be cool again with temperatures runs in the 60's and 70's and the rain and the breezes this morning will taper and the afternoon. the worst of the rain if trying to get around is happening right now. leyla gulen?

tested for for ebola virus part of a team caring for a parent who died. federal officials are scrambling to contain the outbreak. a second texas health care professional tested positive for ebola virus, the worker was part of the team that cares if thomas eric duncan reported a never yesterday and was placed in isolation. decontamination crews responded to another apartment complex and officials work to identify the people the second worker had contact with. the other patient in texas is improving. yesterday the nurse's continue was upgraded to "good." she said "i'm doing well and want to thank everyone for kind wishes and prayers. they are vetting how she contracted ebola despite wearing full recollective gear while treating thomas eric duncan before he died. >> we are bringing resources to

dallas to examine what exactly has happened and ended up infecting the nurse there. >> the centers for disease control admits she may never have been infected if they shad experts on the ground from the beginning to prevent another nurse or doctor from getting the disease, the centers for disease control will send a rapid response team to any hospital that degrees a patient. i wish we had a team like this on the ground the day the first patient was diagnosed. that might have prevented this infection. >> other works who may have had contact with thomas eric duncan are closely monitored. the nurse's union is going after texas presbyterian hospital claiming it was not prepared to deal with ebola. in dallas, texas, the centers for disease control is holding a briefing and news conference on this outbreak, the second health care worker who has ebola virus.

first, and a look at traffic. this is away from the east bay across to the bay bridge toll plaza. from emeryville camera to the eastern span of bay bridge the traffic is running smoothly and we have slick conditions across the roads and it will be wet and we still have drizzle that is making its way to our bay area freeways. so far, though, we did have a handful of accidents, mostly cleared though. in the north bay through petaluma we are at top speed continuing to the south through senator ralph and over the richmond-san rafael bridge, it is clear. we are looking at slowing, however, heading over the a pass, however, it could be worse. right now we are averaging 30 or 35 minutes from tracy to dublin.

the decontamination process outside the worker's home. the worker report add never on tuesday and was isolated after tests came back positive. officials confirmed a worker was among those who took care of thomas eric duncan. the first nurse, nina pham, is recovering and she, worked at texas presbyterian and took care of thomas eric duncan. other workers would by have had contact are closely monitored. officials in dallas shared the latest information from dallas county with us a few minutes ago at the hospital we have a situation involving 77 people, two testing positive for ebola. we are preparing contingencies for more. that is a very real possible.

we have issues out there this morning including the tanker accident in san jose. >> there is a sig-alert and leyla gulen is following that. we have a look at live pictures on southbound 280 in downtown san jose you can see c.h.p. is on scene after an accident involving a tanker truck carrying a blue nontoxic liquid and we are not sure if the wet roads had anything to do with this accident but it appears that maybe a vehicle if the area caused the crash. you can see the car, it is smashed up badly and we know the driver of the truck may have been trapped in his vehicle, as well. we do have c.h.p. and ambulances on the scene, as well, along with san jose four and crews are cleaning things up with one lane getting you by.

to the north we are seeing our best radar returns, with light and moderate rain from win store to santa rosa and the whole area including guerneville and through south san francisco to millbrae. there is wet weather this. point hamilton is getting the budgeter radar returns as we see a it bit of clearing over the santa clara valley. if you step out it is mild, upper 50's, along the coast into the north bay and low-to-mid 60's for the rest of us. here is what i think will happen over the next seven days as we look at our beautiful camera from the exploritorium, rain is going to taper, for clouds and we will have a few bribes of sunshine and temperatures will be cool, again, with more chances to wet weather on friday night and saturday and monday interest tuesday and it will be cool all seven days. we will roll this forward from

>> the post likely fault producer is the hair fault -- hair fault, a 20 percent of 6.7 earthquake the next 30 years but anywhere in the bay area you should be prepared because there is roughly 2 in 3 chance of a large earthquake occurring in the bay area the next 30 years. >> why do you do 30 year forecast? >> because most mortgages used to be 30. >> that is interesting. what did we learn from napa and what can we do with that moving forward? >> a lot. a last ours instruments funded well and we did not have that if place during loma prieta. it was a good test. we learned it ruptured to the surface and since that time the places where the ruptured to the
