compete to win approval for some of their projects. the view shows how reservoirs are at low levels. the goal of proposition 1 is to build more reservoirs while boosting recycling and water shed protection. 2.7 billion out of bond will go towards storage projects. water agencies will have to vie for funding and come up with matching funds. >> the money in the bond goes to a lot of different organizations, state agencies. the store money will be decided by the california water commission appointed by the governor, nine representatives. they'll have to make decisions about the benefits of different proposals brought to them. >> reporter: local water customers could see rates increase to get bond money for their projects. governor brown was painting a dire picture of the drought at a stanford water conference. >> people are literally having to use bucket water for their showers and getting sand out of

berkeley councilman will introduce an ordinance that require all landlords to accept pets. >> reporter: talk about devotion. he knows he got lucky finding an apartment that accepted his dog. >> i've heard from several of my friends the desire to have a pet but the landlords do not allow dogs. >> reporter: taking a look at craigslist today, 130 apartments are available. if you have a cat or dog that number drops to 27.

that's why council member will propose a new ordinance tomorrow. it would forbid landlords from restricting any type of well behaved pet. the ordinance would allow more families to adopt shelter animals by reducing pressure on the hot housing market. the berkeley property owners association feels it goes too far. >> we're willing to take pets but not when you can't control the situation. it's an issue of control. >> reporter: case in point, she loves animals but has run into problems when allowing her tenants to bring in pets. >> i've had a dog that chewed up the carpeting and they enclosed him in the room and they put him in a room and he clhewed up the room. the security deposit doesn't cover that. >> reporter: she as a few rules. no puppies or cats and only dogs

were banned taking people to and from the airport terminals because they lacked the proper permits. last week they reached an agreement with side car. pressure is growing in davis and northern california to do something quickly about a big leak in a city pool. the center city pool has lost more than 510,000 gallons of water since august. 7500 gallons day. the city doesn't be in a big hurry to fix the problem. they recommend waiting until november 17th because doing it earlier would disrupt the groups who use it. >> it's been leaking for a long time but the leak vs been small. now they're cumulative and it's add up. >> that plan could change tomorrow when the city council meets to talk about how to fix the problem at that 70-year-old

the attack happened at an apartment complex. the man pulled the woman to the grount ground and tried to take off her underwear. the attacker is described as man in his 20s wearing a white hooded sweatshirt and shorts. federal regulators said you should get your air bags replaced immediately if your car has been recalled. in high humidity the air bag inflaters can rupture in a crash. honda, toyota, nissan, mazda, bmw and mitsbushi have issued recalls. if yours is one of them take care of it right away. a milestone for dozens of people who had contact with the man who died in ebola in dallas. their quarantine is over.

the 21-day quarantine ended for people who had contact with thomas eric duncan before he was hospitalized. it's reassuring news. >> the fact that those people who lived with mr. duncan, those people who stayed in the apartment after he was in the hospital, not one of them came down with ebola. i think that tels us this infection is pretty difficult to pick up outside of the hospital. >> nurses at the dallas hospital depending the facility where duncan was misdiagnosed. questions are being raised about the protective measures now in place for health care workers. >> the way that was written was a risk for the nurses. they went by the protocol. they got infected. right now those protocols are being changed. >> the world health organization declared nigh jeeria ebola free. new developments against the terrorist group isis. the united states is coming to the rescue in a town that's been
