a chaotic scene inside canada's parliament in ottawa. one of several shootings shut down the capital city. two people killed, a soldier and one of the gunmen. >> we are all shaken by it but we will do everything we can to make sure that we are standing side by side with canada during this difficult time. >> police are still looking for at least two other shooters. good afternoon. i'm larry beil. a sergeant-at-arms at the parliament is being called a hero after he shot the gunman. >> i'm ama daetz. that gunman has been identified as canadian national michael zehaf-bibeau. police say the shootings happened on parliament hill and

the national war memorial. the soldier killed at the memorial has been identified as corporal nathan cirillo. no word on the motive but the canadian government has asked police to focus on isis sympathizers. >> reporter: this shocking video captured the chaotic scene inside canada's parliament building in ottawa. police officers firing shots at an armed man who had burst into the center of canada's government. that gunman identified late this afternoon as michael zehaf-bibeau. witnesses say at least 30 shots were heard while members of parliament were holding their weekly caucus meetings. >> thought it was dynamite or construction rather than anything else. suddenly the security guards come rushing down the hallway, usher us all out to the back of the parliament building. >> reporter: the parliament sergeant-at-arms is the one who shot and killed the suspect. earlier, a canadian soldier standing guard at the national war memorial was shot.

that soldier died at an ottawa hospital. police would not say if this incident and the shooting inside parliament involved the same gunman. >> there was a man with a rifle shooting at a bunch of people so we, i yelled at all my guys, there's a guy shooting so everyone get down. >> reporter: most of downtown ottawa was put on lockdown and residents were asked to stay away from the downtown area while the investigation continued. the national hockey league even canceled tonight's ottawa senators game as a precaution. >> we are asking the communities to continue to be aware, to be vigilant. >> reporter: in the u.s., senior fbi and homeland security officials tell abc news they are closely monitoring the situation. president obama has spoken to the prime minister harper promising american support. abc news, washington. >> the sergeant-at-arms kevin vickers fired the fatal shot that killed the gunman. the 58-year-old vickers is a former police officer who worked for the royal canadian mounted

police before joining canada's house of commons as the head of security. in a tweet, justice minister and attorney general peter mckay said thank god for sergeant-at-arms kevin vickers and our canadian security forces, true heroes. canada's minister of veterans affairs tweeted i'm safe and profoundly grateful to sergeant-at-arms kevin vickers. the fbi has sent an e-mail to all field officers like the one in san francisco telling them to remain vigilant. sheriff's deputies are on guard at some public buildings in the city. coming up on abc 7 news at 5:00 we will talk to the sheriff and police chief about what they are doing differently here today after the shootings in canada. residents in part of east san jose will need to keep boiling their drinking water until it's declared e. coli free. matt keller asked why it took so long to issue an alert about the dangerous bacteria. >> reporter: why would the water company wait 48 to 72 hours to notify people when you had a positive test? >> so again, the protocol on the

water utility industry is that we don't issue a boil water notice after one result. when we get a positive result, what we will do is conduct another round of sampling to confirm that that result was in fact positive. >> reporter: there need to be something set in place so people can find out when their water is contaminated. this is negligence on their part. >> boil water notices went to 300 homes and businesses. san jose water company says it knows of three people who have had e. coli symptoms. the contamination comes after a new water main was installed on piedmont road. now on to the world series and game two between the giants and royals is coming up in about an hour in kansas city. the giants are going to start jake peevey going up against royals rookie ventura. peevey was acquired by the giants midseason from the red sox and has been calling up some former teammates from boston as well as chicago for an inside scouting report on the royals. >> you tap every source you have at this point in time.

i played in this league, i was in the division with kansas city so i do know them well but at the same time, any little bit along the way helps. so yeah, i have gathered as much information as i can possibly get from guys who i know know this team well and try to use that to our advantage. >> for what it's worth, last night's giants game, the win was the lowest rated world series game in tv history, just over 12 million viewers nationally but we don't care. the giants don't care what the ratings are. >> we want the win. >> abc news reporter wayne freedman is live outside kauffman stadium in kansas city, missouri. hi, wayne. >> reporter: it's a little lonely to be a giants fan. there aren't many people wearing orange or black. it is a moving sea of blue. it's also safe to say that tonight, that moving sea of blue is a little less confident than it was last night. to quote a royals fan, we need a little bit of luck and we found them getting it in some strange places.

as temperatures dropped, the leaves turned a bit in kansas city last night. that's good news in a city celebrating a fall classic and looking for new heroes to add in right field. frank white, george brett. >> greatest player ever to wear the uniform. >> reporter: who needs the heroes when kansas city has the gnome. >> he's styrofoam. >> yes, but he's dressed appropriately. >> reporter: all thanks to steven, a sculptor who cast the gnome four months ago as a royals good luck charm. but he never expected his gnome to go viral around here. >> i have done art my whole life. i live in that world. >> reporter: has anything ever taken off like this? >> oh, no. no. >> reporter: it is ten feet tall, weighs maybe 100 pounds and yet has become a magnet even to san francisco fans who swear that getting their picture taken with the gnome is not a jinx. >> the gnome is starting to turn orange and black.

>> i have nothing to say. >> reporter: in this moving sea of blue, it's another splash of color and give them credit. if this had not happened at kansas city, we would see something like this and say only in san francisco. now that you have the gnome, do you get in the game? >> i haven't yet. nobody's invited me in there. i'm surprised they let me come this far, actually. >> reporter: speaking of coming in, there they are going into the stadium now. that's a live picture. you might have a question, you might wonder how the gnome gets to the stadium every day. the answer is in the back of a pickup truck, a small pickup truck, prone with its gnome stand feet sticking out the back. in kansas city, wayne freedman, abc 7 news. >> i didn't realize he was portable. >> i thought he just stayed there. >> he looked like cement or something. that's very bizarre. credit the artist. >> absolutely. thank you, wayne.

as we approach 4:10, our first live look at the afternoon commute. it's kind of drizzly on the skyway in downtown san francisco. the usual bumper to bumper for oncoming traffic headed to the lower deck of the bay bridge. not a whole lot better on the right-hand side for drivers bound for the peninsula. look at all these children. they all lost their lives because of

burning in gilroy this afternoon. the fire broke out around 5:00 a.m. it burned a barn on ferguson road east of u.s. highway 101. firefighters surrounded the burning pile to keep the flames from spreading. crews have come from far away, as far away as san jose, to assist in the battle and stayed on scene all day to try to mop up a very big mess. in pittsburg, police want to find witnesses following a shooting that left a 16-year-old boy in critical condition. someone fired through the open side door of a garage around 9:00 last night. detectives believe the shooter targeted the people who lived in that home. they also tell us it appears the victim was involved with gangs in the area. protesters are in a standoff right now with police after marching through downtown oakland. this is part of the national 19th annual day to stop police brutality. organizers recruited people to join this afternoon's march through social media. have another look at the demonstrators right here from sky 7 hd. some activists believe that actions by police have repressed and criminalized a generation of young people.

the protest has been peaceful so far. no reports of any injuries or vandalism. a year ago today, tragedy in santa rosa. >> a sheriff's deputy saw someone carrying what appeared to be an assault weapon. unfortunately, it was not. either way, it was a bad situation. >> right. 13-year-old andy lopez was shot and killed. he was carrying an air-soft pellet gun. alyssa harrington is live in santa rosa, where the anniversary has been marked. >> reporter: they are holding a potluck in the spot where andy lopez was killed one year ago. i'm on moreland avenue in a park now named in his honor. since his death, law makers have signed a bill to make it obvious that toy guns are fake but those changes are taking longer than some would like. a bell rings 13 times, symbolizing the 13 years of andy lopez's life. students and activists gathered at a memorial rally on the sonoma state university campus to mark one year since the

teenager was shot and killed by a sonoma county sheriff's deputy. lopez was carrying an air-soft pellet gun. deputy gelhouse told investigators he thought it was an assault rifle. >> poor little andy never had a chance. >> reporter: what visually differentiates a toy gun from a real one is a colored tip which friends say lopez's may have been missing. >> it's difficult for officers to arriving on the scene to make that split-second decision. >> reporter: the senator co-authored a bill just signed into law which requires the exterior of a toy gun to be a bright color with a fluorescent band. but that law does not go into effect until 2016. senator evans says manufacturers and retailers were worried about losing money and needed time to make the change. >> it is disturbing and i would hope that responsible retailers would get them off the shelves, not sell them, get them off the

shelves, remove them as quickly as possible. >> reporter: jonathan melrod, a human rights attorney, isn't sure this is the answer. >> it's a band-aid on a very large cancer. >> reporter: he says the real issue is police brutality, especially against people of color. the deputy was never charged with a crime. meanwhile, lopez's family posted a statement on facebook. his mother writes i love you, andy. you live in me. i will get you justice and some day, i will be with you. alyssa harrington, abc 7 news. san francisco's wholesale produce market is getting a makeover. mayor ed lee toured the new distribution facility that opened this morning in the bayview district. it adds 8200 square feet of storage space to the market which has been providing fruits and vegetables to san francisco's restaurants and grocery stores for more than 100 years. >> you need this renewal. you need modern refrigeration. you need more space for the distribution, the trucks are getting larger.

>> this is just the first phase in the market's $100 million revitalization. over the next 20 years, the other existing buildings will be renovated or rebuilt. the expansion is also expected to add hundreds of new jobs at the wholesale produce market. we mentioned spencer is off and meteorologist sandhya patel joins us. you had sort of an ominous warning about what's coming with the world series games over the weekend. >> yeah. i know we have game four on saturday. we do have more rain which we desperately need coming in on saturday, turning over to showers, so game four may be impacted by the wet weather. right now, just beautiful day out here. some high thin clouds, mild temperatures. let me show you the live doppler 7 hd. we will talk about world series game number three and four in detail in a moment. you see the clouds moving across the bay area? they are going to be with us as we head into tomorrow. here's a live picture perspective. just gorgeous from the east bay hills camera. temperatures 67 in san francisco. 70 in oakland.

low 70s, san carlos, san jose. 74 morgan hill. half moon bay, 66 degrees. a milky sky and the temperatures are in the low to mid 70s from santa rosa to napa. livermore area and here's a view from the golden gate bridge cam. lots of blue skies with a few high clouds. shower chance for the north bay tomorrow, we are looking at dry weather for the world series game number three. rain to showers on saturday. when you take a look at the pacific satellite picture, it's amazing how quickly things change. it's a stormy picture now as we take a look at what's coming tomorrow, this cold front brushes the north bay and that's why we are going to put in a chance of a few showers, especially as we head towards tomorrow afternoon. in the morning, there could be a few sprinkles in the north bay but that shower chance is really for the afternoon in the north bay, then it really peters out for the evening hours. friday morning, just a few clouds. friday afternoon and evening, it's dry so no need to worry about any moisture for game number three.

it's no longer a bear to find what you're looking for at the rite-aid in oregon. a customer took this video of a one month old 13 pound female cub wandering around the store sunday afternoon. it's believed the cub got separated from its mother and was likely looking for food or maybe mom.

she was eventually caught, taken to a wildlife center. officials say she will be put into a rehab facility for wild animals and released back into the wild in about a year. >> you can see how frightened she looks right there. california's gold country still producing rather impressive gold nuggets. >> check this out. this is a nugget found this past summer. it's as large as a hand and worth at least $350,000. >> thought to be the largest gold nugget found in modern times. >> it's approximately 72 or 73 ounces, about five pounds of gold which its size is not as impressive as it gets when you put it in your hand and it weighs you down. >> the man who found it is keeping the exact location secret but an expert verified it indeed came from northern california. >> the gold nugget will be on display at the san francisco fall antiques show which starts on friday at fort mason. it's also for sale, by the way, if anybody is interested in

police in canada have identified the gunman who stormed parliament before being killed by the sergeant-at-arms. 32-year-old michael zehaf-bibeau was dressed in all black and wearing a scarf. police say he killed a soldier and injured at least two other people before he was killed. game two of the world series gets under way in about a half an hour. the giants won last night 7-1 over the royals. abc 7 news reporter wayne freedman is live at the game tonight. earlier today, he tweeted out a photo of this styrofoam gnome writing if it hadn't happened in k.c. we might say only in san francisco.

a silicon valley tech company is accused of paying its employees less than $2 an hour and in indian rupees. abc 7 news reporter laura anthony is live in fremont with the details. >> reporter: well, according to the u.s. department of labor, the activity happened here in fremont. the time frame we are talking about is between september and december 2013 as efi was moving its headquarters from foster city to this location. the workers were employed helping to install a network and server here in fremont. the accusation is that the company brought eight workers from india in september of 2013 temporarily. they were already employees of efi in that country. the problem is efi continued to pay them their wage in indian rupees, an amount much lower than the u.s. federal minimum wage. some worked as many as 122 hours in a week.

>> once we converted the salary from rupees into u.s. dollars, we determined that the employees were being paid $1.21 per hour. >> reporter: now, here's a comment from beverly rubin with efi. she says quote, during this assignment, those employees continued to be paid the regular pay in india as well as special bonus for their efforts on this project. during this process, we unintentionally overlooked laws that require even foreign employees to be paid based on local u.s. standards. now, the u.s. department of labor opened their investigation after an anonymous tip and we understand that efi is being made to pay those back wages and some penalties for what happened here. in fremont, laura anthony, abc 7 news. >> thank you. the american arrested and held for nearly six months in north korea is now back home in

ohio. jeffrey fowle landed at the air force base overnight, greeted by his wife and kids. fowle did not speak when he appeared with his family outside his home this morning but through his attorney, thanked the u.s. state department and the swedish embassy for winning his freedom. >> although we are overjoyed by jeff's return home, we are mindful that others continue to be detained in the dprk and understand the disappointment their families are experiencing today that their loved ones did not return home with jeff. >> secretary of state john kerry says the u.s. did not make any deals with north korea to win fowle's release and he also called on north korea to release the two other jailed americans. a significant change in ebola protocols here in the u.s. >> today, the centers for disease control announced that all travelers coming into the u.s. from ebola-stricken nations in west africa will now be monitored for symptoms of illness for 21 days. >> the program begins monday and covers visitors, aid workers,

journalists and other americans returning from liberia, sierra leone or guinea. each person will get kits to help them track their temperature and will be told to inform health officials daily of their status. dallas nurse amber vinson no longer has signs of ebola in her blood. her family made that announcement a short time ago. one week after she was hospitalized at emery hospital in atlanta. she helped care for a liberian man with ebola who died earlier this month. vinson will be transferred to a different unit at the hospital. meanwhile, the american video journalist who has recovered from ebola will soon be heading home to rhode island. he was released from a biocontainment unit at nebraska medical center in omaha today after his blood tested negative for ebola. he contracted that virus while working in liberia as a freelance cameraman and sent out a tweet today saying quote, i fought and won with lots of help. bentley, the dog of a dallas nurse diagnosed with ebola has tested negative for the deadly

virus. health officials say the dog will be monitored for a full 21-day period similar to people who are exposed. he will be tested again before the quarantine period ends. his owner, nina pham, was upgraded to good condition yesterday. california's department of public health has set up an ebola hotline to answer people's questions. the number, 855-421-5921. it will operate from 8:00 to 5:00 monday through friday and we have it on our website as well, abc7news.com. now to more of our world series coverage. >> ground crews prepping at & t park for friday night's game three. we've got the view from sky 7 hd of what the field looks like right now with the logo finished and the bunting put up. it looks pretty nice. >> yeah, it does look nice. the giants would like to clinch the championship at home. abc 7 news reporter tiffany wilson went on to the field today to see how much work it takes to get things ready. >> reporter: days before the first fan steps into the

ballpark, crews are busy with preparations. every seat is steamed, every light bulb checked. every blade of grass mowed with the precision of a $100 haircut. on game day, greg elliott says watching the sun rise inside at & t park is like listening to the first notes of a symphony. >> they are cleaning the stands so there's like a stream that comes into the ballpark and you hear something, then we start working on the field, you start hearing more. it's almost like a beautiful symphony coming together. >> reporter: as the game draws near, the music builds until reaching its peak with the roar of the crowd. right now, that's all hours away. >> it's really neat and just to see the elevation, it's really quiet, really serene in the morning. you see dew on the grass. it's a nice quiet time. you just kind of come in, you start mowing, start doing your thing and keep moving on. >> reporter: elliott's focus is on the field and bunting. >> the closer you get, the more precise you get. >> reporter: rolls of duct tape or string will help hold the banners down.

elliott and his team say prepping for the world series adds some pressure but they will treat tomorrow like a regular season home game. >> treat it like a game day for the practices we are going to have and we will go from there. >> reporter: the crews who make at & t park shine hope their giants get another world series ring, especially at home. >> it would be a nice gift for the city to win it here but i don't think the ball players really care where they win it. they just want to try to win it again. >> reporter: this afternoon, the grounds crews worked on the world series logos. they say it's a lot like paint by numbers. they have to do all of the outlining first, then they will remove the tarp and fill in the letters. tiffany wilson, abc 7 news. we have been seeing a lot of giants fever. this kid is pretty confident about the world series outcome. his sign says have no fear, it's an even year. >> 2010, 2012, 2014. they are on track. you can e-mail your fan photos to kgo-tv.com or tweet them to us.

a group of men stuck in an elevate oror in china were not waiting for help. one guy's a construction worker. he starts grabbing his hammer and pounding away at the bricks and eventually makes a hole big enough for this guy to squeeze through. as i watch the video, i'm thinking please, don't let the elevator start right now. i'm sorry, that's me. that's my issues. but the men believe a malfunction caused them to get

stranded. the building manager believes the elevator was simply overloaded. everybody is fine. they're safe. this atm is not safe. a malfunctioning atm in china caused a woman to snap. surveillance video inside the shopping mall where this incident took place, you can see the woman tearing apart the machine with her bare hands. when she couldn't get any money out. here's a photo of the woman taken by a bystander. you can see part of the huge crowd that gathered around watching this incident unfold in disbelief. no one attempted to stop her. i'm not sure getting in her way may not have been a good idea so they probably did the smart thing. here's how the machine looked when the woman was done with it. she was eventually arrested. >> what if they make their atms out of over there? you can't rip apart a machine. >> was it the atm's problem or her bank account's problem? >> i don't know. i like her determination. nba player jeremy lin, one of the most recognized athletes in the world, and clearly in his native taiwan but not if you put a wig on him.

investigators say more than 3,000 university of north carolina students were involved in a so-called shadow curriculum that went on for the past 18 years. half of those students were athletes at the school. unc has admitted its academic fraud scandal was much worse than it previously told the public. those students registered for classes that they didn't have to attend and only required a research paper for a grade, often given an a or b regardless of the quality of that paper. former carolina basketball player rashad mccants says education was not a top priority. >> the athletes, we weren't really there for an education. we were there to, you know, enhance on our athletic abilities. as an athlete you get a scholarship to the university to play basketball. i clearly didn't go to any classes. >> a whistleblower who has since resigned claimed unc steered athletes toward these classes to keep them academically eligible to play.

carolina so far fired four employees. five more are facing disciplinary action. there is an app for just about everything these days and that now includes beer. two gentlemen named george taylor and stephen pond are crisscrossing america to buy every kind of bottled or canned beer sold in the u.s. their goal, 40,000 different beers, one bottle at a time but not to drink them. they are taking the beer back to a lab in north carolina where each one is analyzed for its dna, finding chemical signatures and patterns. the dna goes into a free app where beer lovers can scientifically find a match to the brew they like. >> through that dna we are able to transfer it to other beers that are similar to that. if you give us three to five suggestions on things you tried, whether you like them or not, just rate them. now we can tell you exactly what you are going to like. >> i bet you don't have this one. 12 man pale ale in your data base. >> we do not. >> it's there now.

you put that in ainnd it tells u whether the recalls have been dealt with. in san francisco, where can i report a store that does not maintain clean bathrooms for the public? >> the public health department are the guys that generally keep up on this. that would go for any city or rather, it's a county service, any county you're in. here in san francisco, the easiest thing to do is just dial 311. we have this great service that covers almost any city services. dial 311, tell them what the problem is and they pass it along to the right person or pass you along to the right person. >> you think what do you do when you go into a bathroom and it's just a mess? >> there are so many places like that. the 311 guys, are they well staffed? how long does it take -- >> well, if it's just kind of dirty, they won't do anything about it. if it's filthy and threatening public health, they will go in and do something. they are supposed to keep them clean because the public health issues, but we have all been in public bathrooms and pretty much know what that is like. >> it won't be immaculate. thank you, michael. up next, an exclusive

reporter shelley smith was there to watch game one with stowe and his family. >> reporter: it's game one of the world series and brian stowe is an intense and nervous fan watching his beloved san francisco giants. but loosens a bit as hunter pence hits a two-run home run in the first inning. it's been three and a half years since he was attacked outside dodgers stadium after an opening day game with the giants. police and witnesses said stowe, wearing his giants jersey, was knocked unconscious by two dodgers fans. stowe suffered severe brain damage. do you have any feelings of bitterness or remorse or things you would have done differently? that night? >> well, had i known, i would have turned to see the guy running at me and ready to clock my block, you know. >> reporter: today, the 45-year-old stowe, divorced with

two children he sees several times a week, is living with his parents, 67-year-old ann and 70-year-old dave, in the house in which he was raised in northern california. >> i was always waiting for that time when i could -- sorry. when i could bring my baby home. to have him here so we could take care of him. >> reporter: what do you remember of what happened that night at dodgers stadium? >> i remember going, watching the giants play. >> he doesn't remember any of it. we created that memory for him. >> the only reason we created it, if he asks us what happened down there, so we don't lie to him. >> reporter: his parents say brian needs more surgery and will always need 24-hour care. >> i want to run. i want to walk.

>> at this hour, the lockdown continues. we now know the name of the gunman who was killed. good evening. i'm larry beil in for dan ashley. >> i'm cheryl jennings. police initially thought it was the work of two or more people but now they believe it was only one. the gunman has been identified as michael zehaf-bibeau. he's a canadian citizen born in 1982. cnn is reporting he is a recent convert to islam. zehaf-bibeau was killed by the parliament's sergeant-at-arms. zehaf-bibeau first shot and killed a 24-year-old corporal, a soldier who was standing guard at the war memorial. the soldier was a reservist with a 6-year-old son. police say he was killed before the gunman headed into parliament. >> thought it was dynamite or construction rather than anything else. the security guards came rushing down the hallway, usher us all out to the back of the parliament building. >> three other people injured in the shooting have now been released from the hospital. president obama says he offered u.s. help to canada.
