>> we don't yet have all the information about what motivated the shooting. we don't yet have all the information about whether this was part of a broader network or plan. >> the fbi has also alerted state and local authorities around the nation and here in the bay area, to be vigilant. we understand security is beefed up at the canadian consulate in san francisco. it's in a highrise in the financial district. abc 7 news reporter carolyn tyler joining us with more from the newsroom. >> san francisco police chief says he received a notice from the fbi raising his department's alert posture, saying remain vigilant. and the sheriff says this is a lesson for law enforcement to be prepared. in san francisco, 850 sheriff's deputies guard city hall and other critical buildings, and there is ongoing training for incidents like the one in canada. >> there are protocols that law

enforcement agencies, that prepare and remain vigilant for active shooter incidents must follow. some of those begin with rapid threat location and identification. >> reporter: since 9/11, the bay area has prepared for terrorist threats by stepping up security at key places like b.a.r.t. and sfo, and with impromptu drills. the fbi is examining the shootings in canada and said today there's no specific threat to the united states, but quote, the fbi has reminded our field offices and government partners to remain vigilant in light of recent calls for a tax against government personnel by terrorist groups and like-minded individuals. rick smith is a former fbi agent who now has his own private investigative firm. he says based on his experience, the fbi is likely sharing intelligence with local law enforcement about the canadian shootings. >> they would probably tell them what they could in terms of what happened so they could

strengthen security in government buildings all over the country. so it's something that's ongoing right now. >> reporter: he says we can't be 100% vigilant but can come pretty close. in san francisco, carolyn tyler, abc 7 news. our coverage on the attacks in canada continues here on abc 7 news. you can get the latest any time with our abc 7 news app which is free to download. we have more information as well at abc7news.com/apps. we also have breaking news in washington, d.c. after a potential security breach at the white house, it appears a man jumped the fence surrounding the white house's north lawn before he was stopped by police and secret service agents. one report says the secret service released guard dogs and the man tried to punch at least one of the dogs before he was captured. the secret service placed the white house on lockdown as a precaution after the man jumped the fence and again, that man is now in custody. here at home, tension is growing between the mayor of san

jose and the city's police officers association. the two have been bitter enemies over pension reform. now a new issue has surfaced. is the police association urging new recruits to quit? abc 7 news reporter david louie joins us from san jose with details of this new battle. david? >> reporter: well, as we have been reporting, san jose police are having difficulty finding candidates for its police academy and to hold on to them once they graduate. comments made this week by a recent recruit may indicate why. she says she and others were encouraged to quit. alyce says on her first day at the police academy, jim hunlin said they should quit. in an article, she wrote quote, he told us it would be better for the department and for us if we would just quit. he denies saying that. >> i never told the recruits to quit. i have done this orientation class several times. never have i told them to quit. quite the contrary.

what i tell them to do is concentrate on their studies at the academy, make sure they graduate. >> reporter: now mayor chuck reed is calling for an independent investigation not only by the city but also by the public corruption unit of the u.s. attorney's office. reed and the poa have locked horns for years over public safety employee pension reform, an issue that has prompted about 400 officers to leave san jose police. >> we will get the facts and find out if it's part of a broader effort to undermine the police department. that's very concerning to me, it's concerning to people of san jose who have serious public safety concerns and we need to find out if police officers association is intentionally undermining the police department. >> reporter: the police officers association says revas has recanted her statement. however, revas told abc 7 news that's not true. >> i was trying to get the essence of his message. i wasn't trying to put quotations of anything that he said in my article. i was trying to get the essence of the message and i don't recant it. >> reporter: the police officers association wants an investigation, too. >> what there is a need for an

investigation is to whether the mayor and other city officials are using city resources, city time, to perpetrate allegations on behalf of a political campaign. >> reporter: he is referring to mayoral candidate sam lacardo, a pension reform backer. his opponent is endorsed by the police officers. david louie, abc 7 news. jail inmates in san francisco are getting access to computer tablets. they will be able to use them to do homework, read novels and also prepare for their criminal cases. the inmates will be able to access four secure websites that include a law library. this is part of a two-year pilot program. sky 7 hd caught up with a protest march stopped by oakland police just a short distance away from police headquarters this afternoon. organizers expected about 300 people including many teenagers for the national 19th annual march against police brutality. many joined that march after hearing about it through social media.

activists accuse the police of repressing and criminalizing a generation of young people. police are looking for a suspect in the daytime robbery at a nail salon on telegraph avenue between 28th and 29th streets. police say the suspect walked into hollywood nails shop with a gun and robbed everyone inside. nobody was hurt. police in hercules are looking for teenagers who robbed a 72-year-old man. he was crossing a foot bridge when one of the teens punched him in the face and knocked him to the ground. the man told investigators one of the teens grabbed his wallet and they both ran away. paramedics treated the man for minor facial injuries but he didn't need to go to the hospital. game two of the world series is just about to get under way in kansas city. at & t park is being prepared for the giants' return home. we have a look from sky 7 hd today where the crews finished painting the world series logo and the giants will see that as soon as they get back from k.c. when game three is on friday.

abc 7 news reporter wayne freedman is in kansas city with a look at an unusual sight at the royals ballpark. wayne? >> reporter: you have to look hard. this is sort of in the middle of nowhere, on the very edge of kansas city. it's just a ballpark and a few shopping malls around here, football stadium over there on the side. as we noted last night, it took 29 years for the royals to get a world series back in town and it took the giants just a little more than 29 seconds to take the wind out of their sails. the royals say they need a little bit of luck and are looking for it in some odd and unusual places. they did more than a little washing down inside kauffman stadium this morning. it seemed inevitable and advisable for the royals after last night's drubbing by the giants. >> they're in it every other year now. >> reporter: you accept that? >> yeah, long as you don't win it this time. >> reporter: that would be a typical response in this cordial city with strange signs of a sense of his ttory. the royals remain proud of their team and park.

>> every seat faces second base. >> reporter: they painted one of those seats red to honor buck o'neil from the negro baseball leagues. the rest of the kauffman as distracting at at & t park. it has a carousel and 400,000 gallon 80-foot tall water feature. you're not having a drought here, are you? >> no, we're not. >> reporter: the rumors are true, kauffman has a putt-putt golf course in center field just a few yards away from local heroes george brett, frank white jr. and manager dick houser. but who needs statues of heroes when kansas city has the gnome. >> we need all the luck we can get today. >> reporter: the gnome, they say, has helped turn around a 29-year world series drought. sculptor made it from styrofoam four months ago. it's the best thing that ever happened to his career. >> i have done art my whole life. i live in that world. >> reporter: has anything ever taken off like this? >> oh, no. no. >> reporter: isn't that just

in if south bay, hundreds of people don't have any idea when they will get their water back. they have to boil their water because of e. coli bacteria. some of the residents are really angry about how long it took for the water district to tell them about the problem. abc 7 news reporter matt keller has more. >> reporter: a water issue is boiling over in the east san jose neighborhood. the water company recently installed a new water main on piedmont road. a bacteria test was done tuesday. it came back positive for e. coli wednesday. the company says another test was done and it also came back positive on thursday. the san jose water company says

its protocol to do a second test before notifying the public. >> you are exposing children and senior citizens, families, to e. coli in their drinking water. why would you not at least give them a heads up that there's a possibility? >> so again, it is a protocol that we follow. >> reporter: doesn't that protocol seem incomplete if you are allowing people to drink that kind of water for 48 hours? >> you know, the protocol is the protocol. what i can say is that once we confirm the second test results, we put our plan very quickly into action. >> it's a lie. it was 11:30 on friday night. >> reporter: jerry is angry the san jose water company waited so long to notify the 300 or so homes and businesses in the area about the contamination, including nearby milpedas christian school. he confirmed to me notices were being put on front doors after 11:00 friday night. some, including the school, didn't learn of the contamination until saturday morning.

>> i have two young children. they took baths that morning before they knocked on the door. and they were very nonchalant about it. i called and asked them if they would bring their child over to my house and let them take a bath and they said they couldn't answer that. >> reporter: the san jose water company says they have had only three complaints of people having symptoms similar to e. coli. chris odem says his family has been sick. jerry says he and his wife went to the hospital saturday for nausea, vomiting and diarrhea. >> you need to let people know. you need to have a better system set in place. there needs to be something set in place so people can find out when their water is contaminated. this is negligence on their part is what i believe. it's really negligence. >> reporter: a spokesman for the water company says after all this is done, they will sit down and evaluate their protocols. as for the contamination, they are hoping to have it cleared by friday and lift that boiled water notice. in san jose, matt keller, abc 7 news.

more growing pains for uber today. dozens of drivers staged a protest outside of uber's san francisco headquarters. the drivers say their wages have taken a big hit since uber reduced its fares to compete with lift and sidecar. it also makes it difficult for drivers to collect any tips. the protesters also want the driver rating system changed to avoid bias, low ratings from passengers. >> uber can just at the drop of a hat, deactivate any driver for low ratings, you know. a lot of the times they don't even give a reason why they are giving you a low rating. >> abc 7 news reached out to uber for a comment. uber did not address these complaints and simply sent a statement saying the company powers entrepreneurship by providing tools to build a small business. bank of america is apologizing to customers who are using apple's brand new mobile payment system called apple pay. >> 7 on your side's michael finney tells us what's going on. >> you just knew there had to be a problem when they roll out something this big, right? here's what it is.

some bank of america customers who use apple pay are reporting they have been double charged. the new payment system was just launched on monday. bank of america says all duplicate payments will be refunded and apologized for the inconvenience. apple confirmed they are working on a fix and it will be available soon. apple pay allows you to use your fingerprint scan to pay without having to enter credit card and address information. a $10 million fine will be paid to settle federal charges that they operated a huge text messaging scam. the federal trade commission named a dozen companies in the suit. they were charged with luring victims with a text message offering a free $1,000 gift card. customers had to enter personal information on a website to get the prize. however, of course, they never got card. instead, they were hit with robocalls and unauthorized charges on their phone bill. federal regulators ordered bmw to lower the mileage

estimates on its mini coopers. the biggest reduction will come in the 2014 mini cooper three door s models. estimated highway mileage will be lowered from 38 miles per hour to 34. reductions have also been ordered for the mini cooper three door from 38 to 35. bmw says new mileage stickers are being sent to its dealerships. mileage is becoming a very big deal. consumer advocates and car companies are fighting over this. i think we will see new standards within a couple years. >> interesting. thank you. abc news is staying on top of the shooting at canada's parliament. we told you about that at the top of the newscast. i talked with "world news tonight" anchor david muir a short time ago. >> we're rooting for san francisco right along with you. coming up, the terror right across our border. new pictures of the deadly gun battle inside parliament. the canadian prime minister evacuated the u.s. embassy on lockdown. what we are learning about the gunman. also tonight, the stunning advice for airbags for millions

as a matter of fact, crescent city has been reporting some heavy rain and there are gusty winds developing as the leading edge of this system is approaching that area. here's what we are left with. a beautiful skyline, some high thin wispy clouds. 66 in san francisco. low 70s in oakland to san jose. half moon bay, 64 degrees. lake tahoe looking at clouds as well but you do have a chance of rain and snow coming up for saturday. before that, tomorrow, a slight chance of rain up there. low 70s from santa rosa to petaluma, napa. 76 in livermore. our highs today got up into the mid 60s to upper 70s. lovely view from the emeryville camera. shower chance for the north bay, dry for world series game number three. we are looking at rain to showers on saturday. take a look at the pacific satellite picture. a cold front is coming into the pacific northwest. we have stormy conditions behind that cold front. so we are going to be watching

this carefully for you. this cold front brushes the north bay thursday but it weakens quite a bit by the time it reaches our area so we are just talking about showers for the north bay. tomorrow morning at 5:00 a.m., maybe a few sprinkles up there. chance of north bay showers will be for the afternoon and early evening hours. friday morning, just some cloud cover. it's dry for world series game number three friday evening so we don't have to worry about any rain there. but we need the rain and it's coming back into the picture on saturday, 8:00 a.m. you will notice it's pretty wet across the entire bay area. rain moves out, we still have a chance of showers for game number four saturday afternoon and evening hours. we will monitor this very carefully for you. really, i don't expect it to be a washout at this point. a little rain doesn't hurt anybody. hopefully the giants can still play and all you will need is a raincoat. temperatures tomorrow morning starting out in the 50s with some cloud cover, maybe a few sprinkles in the north bay. tomorrow afternoon, carry the

video captured the terrifying moment a car was stuck on a truck right on the freeway in england. the honda was merging when the driver misjudged the distance and speed. his car flipped on its side by the truck and the two were locked together the length of a football field before the truck pulled over to the shoulder of the freeway. fortunately, nobody was seriously hurt. mastercard has come up with a novel way to get new customers. it's offering free wifi to travelers in england. mastercard is partnering with a british wifi provider that has 22,000 hot spots. travelers have to download the london wifi mobile app, then register their device before traveling. starting today, target is offering free shipping on all items in an attempt to compete with amazon. really early for such a move coming weeks before the holiday season kickoff thanksgiving weekend. it could squeeze target's profit margins as well but the company is trying to do everything it can to woo customers. increasingly researching and

buying on their smartphones. it's also trying to move beyond a massive data breach that hurt holiday sales last year. the backbone of san francisco's renowned food scene is being revamped. this morning, san francisco mayor ed lee toured a new distribution facility at the wholesale produce market. it adds 8200 square feet of space to the market which supplies fruits and vegetables to restaurants and grocery stores. the market makeover is not over. the other existing buildings will be renovated over the next 20 years. a high school science teacher in napa county has been named one of five california teachers of the year for 2015. christopher o'connor has taught at st. helena high school for the last ten years. the research scientist turned educator snagged the title of napa county's teacher of the year in may. those who nominated him say his curriculum is cool and exciting. it includes real anatomy labs, biodiesel production and bee keeping. the california department of
