live from the kgo tv broadcast center, this is abc 7 news. >> good afternoon, everybody. >> the san francisco city worker was run over and killed by a tour bus in front of city hall around noon today. the 67-year-old woman was in the main crosswalk on polk street when she was hit-and-run overbay cable car style tour bus. several people rushed to try to help her, including a doctor who witnessed the accident, but her injuries were too severe. this afternoon, the mayor confirmed the victim worked at the controller's office. >> very loyal employee of our -- of one of our city departments who was apparently coming back to city hall. this is going to be something that we talk about for a long, long time. i am just so sorry that the accident occurred. >> just last month, the city

approved installing a traffic light at the crosswalk because of the large number of pedestrians and vehicles passing in front of city hall. >> a san francisco tour bus company is apologizing after one of their employees was caught on video making racist remarks. she slammed just about everything in chinatown. community leaders are reacting and they're also holding a rally right now with supervisor david chu in chinatown. elyssa harrington is there live. >> reporter: some community members say alg an apology is not enough. they're calling this rant racist and a rallying against the video which has been viewed more than 300,000 times. >> you're trying to tailgate. nobody wears chain anymore. >> reporter: the video shows a city sightseeing san francisco tour guide going on a profanity-laced rant while the double decker bus passes through chinatown. >> your laundry hanging out the window. three or four people inside each one of your little sros.

>> reporter: the woman insults chinatown's food, people, and parade. the woman says it was her last day of work. it also appears she's holding a bottle of alcohol. >> it's very hurtful. >> reporter: sue lee with the chinese historical society says the video points out racist stereotypes. she's disappointed a community so rich with culture is getting negative attention. >> shows the deep ignorance of this one woman and without this neighborhood this woman wouldn't have had a job. >> it is incredibly sad and disheartening that in 2014 someone would say such incredibly hurtful things. >> he demanded the company and the employee apologize. one came in a statement from the ceo. part of it says comments made by this former employee on her last day of employment are absolutely not a representation of how much we love and support chinatown.

tour guides will also get additional training. chinatown is a top tourist destination. visitors i talked to are not fazed by this video. >> i think it's really stupid, but people have really bad days and they pass their stupidity on to everyone else. >> reporter: city sightseeing has not released the name of that former employee. in san francisco, alisa harrington, abc 7 news. new details tonight on that deadly shooting at canada's parliament building. surveillance video of the scene has been released. in it, you can see the gunman who has been identified at michael zehaf-bibeau get out and start running. the 32-year-old came to ottawa earlier this month and was trying to get a passport to syria. he was not on a watch list. coming up later, more on what we've learned about zehaf-bibeau and why he wanted to go to syria. a dublin chp officer is accused of sending nude photos of a dui suspect from her cell phone to his own phone.

35-year-old shawn harrington could face felony computer theft charges. investigators say that harrington forwarded six expolice se explicit photos. he is now asigned to desk duty. widespread allegations of animal abuse and neglect. >> the incidents were recorded on video by an undercover activist and we really have to warn you here. some of these pictures are really disturbing. >> the abc 7 news i team was the first to show you the video from an activist who worked at the white hart duck farm. the video shows workers searing off duck bills. some animals were badly injured. the activist says the ducks never had access to water to swim or bathe themselves. the farm was raided yesterday. >> coming up on abc 7 news at

sun sunnyvale, and all the bay area. >> parents involved in a football fight. apologizing but also deflecting some of the blame as well. christina is one of the people involved in this brawl. at a game between 9 and 10-year-olds in a seattle suburb that took place on october 4th. he was patrolling the sidelines as a volunteer side manager when she confronted what she says was an unruly fan who was yelling at the referees. the situation then escalated. she says she felt threatened. >> by her language, by her tone, by her attitude. it was obvious there was a threat there. she leaned into me chest to chest, hard, pushing up against me and that's when i put my arms up and pushed her bark and said back off. >> she says she wishes that she would have done a few things differently, but also blames league officials as well. she says she received no instruction on how to deal with unruly fans. she and the other parent are now facing the possibility of criminal assault charges, and the kids, unfortunately, have

been penalized too because each team was banned from postseason play. san francisco is looking to give victims of car theft a break by not victimizing them again with huge fees. right now, if a car is stolen and recovered by san francisco police, the own had 20 minutes to pick it up or it gets towed. if the owner doesn't pick up the car at the storage yard within four hours, the car company charges them big storage fees as well. >> we have heard from people whose cars have been stolen and towed who have been hit with multi-thousand dollar bills. sometimes worth more than the vehicle. >> supervisor scott weiner wants to give car theft victims a break. he proposed reworking the new contract to do away with towing and storage fees for stolen cars. the city tows about 200 stolen cars each month. >> angel island will be closed for five days to prepave

crumbling roads. it will be closed november 3rd through friday, november 7th. no ferries to the island, no tours and all the historic attractions will be closed. but the island will remain open for people who can get there on private boats and kayaks. the closure is due to a park service repaving project that extends from the boat dock area to the perimeter road. have you seen it? this afternoon's partial solar eclipse is taking place right now and hits its peek in about 15 minutes or so. >> i did not see it. the shot was taken around 2:00 this afternoon in oakland. dozens of visitors are still there right now. they're observing the moon, passing between the earth and the sun. >> all viewing is through protective lenses, of course. today's event is even more special. an active sun spot the size of jupiter is also visible. >> sandy patel is here now with maybe perhaps more on the eclipse and more on saturday's

weather. >> yeah. you want to use a pinhole projector? you still have time to see the solar eclipse. never stare directly at the sun. i've been working, but hopefully you've seen it. just a beautiful day. we'll talk about what's coming for that saturday game. we still have a friday game and the weather looks terrific. right now, cloud cover is heaviest up in the north bay. we have been seeing some showers. you can see lots of blue sky there. depending on where you are, you have a great view of the partial solar eclipse or too much cloud cover. there will be rain on saturday with showers in the evening and it dries out sunday afternoon. the cold front has been stalled out up in northern california, where there has been some very heavy rainfall. several inches in the last 24 hours. rain pushes to the south on saturday, as this next system comes in.

there's definitely a good moisture tap to it, so i think this one will provide a good soaking. dry for world series game number three tomorrow night. 8:00 p.m., it's still fine, just some cloud cover. as we head into saturday, much needed moisture moves in. widespread rainfall during the 6:00 a.m. hour. and then the rain lets up, eases up a bit. showers start to approach. 5:00 p.m., in the north bay, with a thunderstorm chance. chance of showers for game number four saturday night. if i were you, just make sure you have a raincoat and that extra layer because it will be a little bit cooler. a lot cooler, i should say. that rain line is getting pretty close, so we have to keep the showers in the forecast going into sunday morning very early, and then we'll see the sun coming out. rainfall totals through sunday morning will look like this. three quarters of an inch to an inch and a half. most lower elevations will see about a half an inch.

kids love their stuffed animals, especially 18-month-old colin lambert who climbed into one of those crane games. he was with his grandmother at the time. she was distracted bay text. it was only a second, she says, but colin was gone inside the machine. >> he went in, he climbed up on the shelf, and then he climbed up over the glass partition and sat and played with the toy. my biggest fear was he was going to climb back over where they had held toys in. it was cracked and broken in several places. i was afraid he was going to try to climb over and get hurt. >> the grandma called the fire department and they got little colin out. as for colin's parents, they were not surprised by the tight spot that their son got himself into. they say he's always climbing on something. they have locked their cabinets

building. authorities say he had recently applied for a passport. authorities now believe he intended to go to syria. city officials are demanding an apology after a san francisco tour bus guide went on a profanity-laced racist rant. in the video, the woman complains about chinatown to a bus full of tourists. a rally against the rant is under way. david chu demanded an apology for the offensive racist remarks. abc 7 news has learned san jose police officials accepted gifts from the 49ers, possibly violating department regulations. abc 7 news reporter vick lee is at levi stadium with the story you'll see only on 7. >> you'll recall that earlier this month, a san jose police sergeant was called by 49er defensive end ray mcdonald on the night he was arrested for allegedly abusing his pregnant fiancee. that cop did go to mcdonald's

house and subsequently it led to a very complicated police investigation. after that, the chief stopped his officer from working security with the 49ers because he was concerned about the policy, he was concerned about this perception of an overly cozy relationship. the question now is just how cozy is that relationship with the higher ups? abc 7 news has learned that members of the department's command staff accepted free tickets to at least two 49er games. in august of last year, assistant chief eddie garcia went to the team's first preseason game at candle stick. you see him here in this picture on the sidelines with a field pass which says invited guest. the second game was in august at the new levis stadium, a game between the 49ers and the chargers. deputy chief jeff morosic also attended. a police spokesman told us both chiefs were invited because it was the 49ers law enforcement

appreciation day. he says they did fill out a state required form 700, a declaration that they accepted gifts. but by receiving the free tickets, they violated the city's gift ordinance. upper echelon managers are only allowed to accept gifts worth less than $50, and specifically prohibits tickets to professional sporting events. city attorney rick doyle. >> a sharks game, the a's game, the giants game, 49er game. if they're more than $50, which is probably the case most of the time. >> perhaps more importantly, by accepting the free tickets, the two chiefs may have violated the police department's own duty manual. san jose's independent police auditor judge cornell spoke to us, agreeing to answer questions only about the manual and not on the specifics of our story. she points out that under the

duty manuals, gratuities and bribes, officers cannot accept any free tickets period. >> things like that, those are deemed to be gifts. discounts, a gratuity, a favors, anything of these. we don't want our police officers in san jose to be getting special favors from certain people. it doesn't look good. >> when we asked chiefs garcia and morosic to respond, the 49ers front office told us each ticket was worth $187. when we asked the police department when the chiefs paid, they replied it was last week. the week after we inquired about the tickets. police public information officer heather randall spoke for the department. >> once we were made aware of the actual value of the ticket and that it did exceed that amount, we were reimbursed it, but again, we're very glad to be a part of it. these partnerships help us

foster strong partnerships with the community. >> but the chiefs, she says, broke the rules, simple as that. >> the fact is, if it deals with the rule itself says you may not accept these. it doesn't say you get around it by accepting it and then later paying the money back. >> reporter: the chief is in the midst of reviewing the department's policy on decade care work. again, it is because he's concerned about this perception of a conflict of interest. now, rank and file officers we spoke with say that concern should start at the top. vick lee, abc 7 news. >> vick, thank you. now to the shooting rampage in canada's capital city. police say they found no connection between that shooting and two other attacks on soldiers this week. today authorities say they had not been watching the gunman michael zehaf-bibeau in the weeks before yesterday's deadly

attack. he was shot to death after killing a soldier. karen travers in ottawa, canada, with new information on the attacker. >> this new video released by the royal canadian police shows michael zehaf-bibeau running to the canada's parliament. he was 32 years old, born in canada. a law enforcement official confirms to abc news this is a photo of him. police said that when he came to ottawa earlier this month, he was trying to get a passport. >> he was in town to deal with a passport issue. but then he was also hoping to leave for syria. >> but authorities said that while he may have had extremist views -- >> zehaf-bibeau was not one of the 90 high-risk travelers that's we're currently investigating. >> reporter: concerns are growing here in canada and in the u.s. about home grown terrorists who are sympathetic to isis and may even consider joining the terror group in iraq or syria.

>> we'll be vigilant but we will not run scared. >> reporter: honoring corporal nathan cirillo who was on guard there. >> i'm so angry at the man that shot him. >> reporter: earlier today, a powerful scene inside parliament. that's sergeant at arms kevin vickers, greeted with a long-standing ovation. vickers stopped the gunman, michael zehaf-bibeau, shooting him dead inside that building. abc news has learned that michael zehaf-bibeau crossed into the u.s. on four separate occasions. the last time in the fall of 2013. canadian and u.s. officials are now trying to retrace his steps to see where he went and who he met with. abc news, ottawa. >> and this is video of vickers right after he shot and killed the attacker, preventing further bloodshed. it's believed yesterday was the

first time that vickers had ever exchanged gunfire with anybody. his actions come as no surprise to his family. they say vickers always put his country first. >> he's the type of guy that when a country needed him, he'd be there full force and dependable. he did what he had to do for the country and for the safety of all of those folks there in ottawa. and we're very, very proud of him. >> vickers is a 28-year veteran of the royal canadian mounted police and became the sergeant at arms in 2006. the father of the man who jumped the white house fence yesterday says he suffers from mental health problems and was arrested for a previous white house security breach. he made it over the fence and on to the north lawn last night, but was quickly subdued after he attacked two secret service dogs. the 23-year-old's father says his son is paranoid and hears voices. he was arrested and charged with unlawful entry of the white house complex in late july. he now faces multiple felonies, including two counts of assault

virus at a new york city hospital after becoming ill. abc news has identified him as dr. craig alan spencer, who was working with the organization doctors without borders in guinea. an balance rushed spencer to bellevue hospital in manhattan earlier today. new york city health officials say the doctor was submitted with a fever and stomach problems. he's been placed in isolation. his new york apartment has been cordoned off. federal transportation officials are sending an urgent message to motorists. they've got to replace dangerous air bags. >> and yet there is still this confusion over what model cars have the defective air bags and how many. michael finney has this story. >> this is an amazing story. the numbers just keep growing. it used to only be a concern in the south in hume humid weather. now it's a concern everywhere. hard to keep track. drivers are on edge, calling their dealerships, trying to find out if they need to replace dangerous air bags. confusion began when government officials added three million cars to the recall list. that makes nearly 8 million

vehicles with a potentially dangerous air bag. the problem is the inflaters can explode and send metal shards flying through the car. the defect is linked to at least four deaths and several injuries. >> this is about as severe as it gets. when you have an air bag that's designed to protect you that can explode into shrapnel and kill you, this is a very serious situation. >> recalled by honda, toyota, nissan, gm, and ford. check with your dealer to see if your car is affected. the national website that lets you search by vin number was down today, but should be restored soon. i've posted a link at abc7news.com. also, by the way, sometimes the website says it's down, but if you put in your car's vin number, it will work, so you might want to check it out. two major consumer groups are calling on supermarkets to stop selling meat from animals that are routinely fed with

antibiotics, even when the animals are not sick. the call comes from consumer's union and the research group cow perg. they say it leads to the growth of super bugs that also can infect humans. 97% of doctors polled say they are very concerned these bugs might not be ever killed off. >> there's been a rise in what some people call super bugs, bacteria that are actually resistant to the medicine that we traditionally can take, and that's leading to an increase in prolonged illnesses and death in this country. >> together the consumer groups want supermarkets to buy from farms that use antibiotics only an when an animal is sick. now to a high-tech way to help prevent injuries on the football field. with so much concern over concussions. to help keep players safe. abc news reporter jim avila has the latest in helmet technology. >> this does not look good to me. this hit that left shane morris tumultuo stumbling to the huddle sparked a new furor over concussions. preventing them has become a top priority for anyone with a child sporting a football jersey. and virginia tech university has tracked more than 300,000 impacts on its football team. it's the epicenter for research into safer helmets. >> third and long. blitz. >> using a simple, but critical test. lift the football helmet rimmed with censors six feet into the air, and then drop it on to a rubber coated concrete and seal block. virginia tech says its test of football helmets mimics what football players can face on the field. then it assigns a one to five

the riders to stop their dangerous behavior. >> matt keller talked to the highway patrol and has more on the investigation. >> reporter: it's a moment like this that oftentimes has drivers asking the question, where's a police officer when you need one? just ahead of this pack of 50 or so motorcyclists was exactly that, a lone chp officer. chp says this two-minute video was just a snippet of a ten to 12-minute ordeal on southbound 680 on the afternoon of saturday, october 11th. the video shows the motorcyclists speeding, doing wheelies and standing on their seats. the chp says the unidentified officer tried to pull several of them over when he was approached by one of the motorcyclists who waved his hands in a shooing motion. some words were exchanged. >> the officers told him to slow down, to stop driving

recklessly. he was making statements about the safety and the illegal aspect of the way they were driving. >> reporter: after the high speed talk, they sped off. the chp says the officer pulled on to the shoulder and waited for backup. the group eventually got off at the mckey road exit in san jose. no one was arrested or cited. guru stunts posted the video on youtube. he e-mailed me and told me he was not at this ride and was sent the video from an anonymous motorcyclist. the chp says they were made aware of the video yesterday and are just starting their investigation. >> i've reviewed the video. there's nothing that i saw in the video that was readily identifiable, but i haven't started to look at it from an investigative standpoint. >> but chp says the officer did the right thing in this situation. if any of the motorcyclists are caught, they could face several charges, including evading a police officer and reckless driving. in san jose, matt keller, abc 7 news. and that will do it for us.

duty tonight. thanks for joining us. prosecutors are deciding whether to file criminal charges here. the victim says her privacy was violated and invaded. it happened while she was being booked into the county jail in martinez and that's where laura anthony is live with the story tonight. laura? >> reporter: the district attorney's office told us this afternoon they will now make a charging decision in this case next week. in the meantime, there are indications that other law enforcement officers may have been involved, if not criminally liable. >> she's tremendously distrau t distraught. >> reporter: the attorney claims his client has been traumatized by his invasion of her privacy. >> we don't know at this point, although we're gratified by the extent of the investigation from the district attorney's office. the extent to which they've been

transmitted. either to other individuals, perhaps other law enforcement officers. >> reporter: the attorney says the incident happened in august after the 23-year-old woman was pulled over on interstate 680. she was taken into custody for suspected dui and transported to the main jail in martinez. it's there that she alleged officer harrington transmitted news photos of the woman from her phone to his. >> he asked for her password in order to get a phone number to call somebody during that period of time. he went through her private photos. and transmitted as many as six photographs to his own private cell phone. >> if district attorney's office is deciding whether to press criminal charges against harrington. in the meantime, the 35-year-old officer has reportedly been taken off the street and put on desk duty. in martinez, laura anthony, abc 7 news. a san francisco city
