the rain has started to come down in the bay area as a storm moves in. you're looking at video taken a short time ago in san rafael. good morning and thanks for joining us. i'm matt keller. the long-awaited rain is finally here. here is a live look at the golden gate bridge, and you can see wet out there as well. sfo experiencing some arrival delays of 2:11 on average.

already an impact this morning. drivers facing the slick roads. hear is leyla gulen in for meteorologist lisa argen. hi, leyla. hi there, mike. take a look the that is sfo. indeed a 2:11 flight delay all due to the gusty wind conditions. 50-mile-per-hour winds in the coast and hills. southerly winds will change to northeastern winds picking things up, push that rain right up to the east. but right now that swath of green is rain. that is enveloping the entire bay area. it is making its way to the south and the east right now. so about .05 of an inch is what we have measurable at the moment and we are expecting about half an inch by the end of the day. a look at the toll cameras so wet and windy conditions, those will give way to showers and chance chances of thunderstorms later on in the afternoon. it's going to be dry for tomorrow. your accuweather forecast straight ahead. >> thanks, leyla.

you can see what's showing up name. it's free on apple's app store or google play. more information at abc7is news.com/apps. a suspected gunman accused of killing two sheriff's deputies in northern california in custody this morning following a massive manhunt and standoff. marcelo marquez is suspected of killing deputies michael davis jr. of placer county, deputy danny oliver of sacramento county. the shooting rampage started in sacramento yesterday morning and ended 30 malesiles away in aubu. elissa harrington has more. an entire community is in mourning, flowers have been placed at the auburn justice center for two sheriff's deputies killed in a violent rampage. 47-year-old sheriff's deputy danny oliver and 42-year-old placer county detective michael david davis jr. were killed. in a deadly chain of events that spanned two-counties.

the chaotic scene started when deputy oliver responded to a suspicious vehicle at a motel, a man and woman inside opened fire with an assault rifle. >> at least one of those rounds struck deputy oliver in the forehead, which caused his death. >> reporter: the pair then shot a man they were trying to carjack and stole a red pickup truck. it was spotted in auburn about 30 miles north. the two placer county sheriffs deputies who approached were shot, one of them, detective davis, was killed. his father a riverside county detective, was also killed in the line of duty 26 years ago today. >> this organization, this family, has suffered a horrific loss. >> reporter: law enforcement took the woman into can custody and apprehended the man, 34-year-old marcelo marquez inside a house where he was holed up. chp officers say a flash grenade forced him out. he was taken to the hospital. one man painted and installed two crosses. >> they're all hurting,

everybody. the whole town is hurting. >> reporter: mourners are leaving flowers and flags fly at half-staff. in auburn elissa harrington, abc 7 news. a reporter from our sister station in sacramento kxtv spoke to marcelo marquez's brother last night. he said marquez threatened him earlier this week. still, he can't believe his brother shot three deputies. police are still trying to figure out a motive in yesterday's shooting spree at a high school in washington state. one girl was killed and four others injured after jaylen fryberg opened fire in the cafeteria in marysville just north of seattle. a witness says fryberg gave no warning and calmly stared at the victims as he shot them. he then killed himself. students say fryberg had just been named homecoming prince. we've new details on how far canadian lawmakers went to protect their prime minister. a gunman killed a soldier at a war memorial and wounded another at the canadian parliament building. prime minister steven harper's

security team hid him inside a cupboard. it is reported members of parliament ripped down 15 flagpoles and sharpened them into spears. they never had to use them. one lawmaker says he will keep his makeshift weapon and keep it at home. a man under arrest. 47-year-old jose garcia of east palo alto taken in a custody at the oaks motel thursday nate. the girls' parents were changing their clothes when the father noticed a man looking through the window. he notified the front desk and motel staff called police. garcia is also charged with violating his probation for soliciting and resisting arrest. home prices in the bay area are high. a property in palo alto is taking things to a new level. the home near university avenue is on the market for $1.8 million. it's in such disrepair potential buyers can't even go in.

you can see in the pictures it's a mess inside and outside you. it isn't habitable and is in a flood zone. it will likely be torn down and rebuilt. tonight the giants plan to start ryan vogelsong against the royals in game four of the world series at at&t park. last night joe montana took in the game with peter mcgowan. the royals struck again in the sixth inning. gordon ripped the ball over greg blanco's head in center driving in escobar. that put k.c. up 2-0. michael morse lined a pinch-hit double down the line. the royals lead cut from 3-1. the last chance for the giants hunter pence grounded back to the giants dropped game three, the pitcher. 3-2. >> you have your work cut out. we know that. still, you hope to find a way to score off of them.

good morning. a wet start to your day out there this morning. it's a live look from our camera and, yeah, windy, rainy this morning. just what we need. the giants need a win tonight. looks like they'll get their game in, that rain is expect ed to end before the first pitch. a new test for levi stadium as the cal bears take on the oregon ducks in a rare friday night game. so was traffic as bad as everyone expected in abc 7 news reporter katie marzullo has details. >> reporter: dinner is served and the main course was duck. a chipper crowd at levi stadium. you could credit their excitement to the tailgating or the fact it's friday night or maybe because it's oddly easy to get here.

>> actually it wasn't too bad. i was surprised. >> they have done well. and i'm very, very happy this time. >> actually not that bad. 280 to 85 to 237 and we got here really with not too much fuss. >> reporter: it took rick and his family about an hour and a half to drive from san francisco. helping keep cars off the road, these tour buses, lots more than you'd see at a 49ers game and plenty of people took the light rail. this couple from south toledo got caught in the crunch. they weren't allowed to park at the hotel where family members are staying for the game, but they had lunch and walked. >> a good 25, 30-minute walk to visit him. i can only imagine what goes on when the niners play. >> reporter: plenty of lanes for pedestrians as the cars start rolling home. smooth sailing even as fans leave levi stadium after the first college game ever at the venue.

not a great night for bears fans, but you have to admit, the team kept it interesting. in santa clara, katie marzullo, abc 7 news. many are desperate to get tickets. a cupertino couple happeneded over their tickets to wounded warrior brian jergens. he is excited beyond belief. >> i've always watched it on tv. the giants play the royals. and on tv i get excited, but to go in person and see the game live, that's excitement. it's excitement. >> the former army sergeant lost both legs and suffered is sever head injuries when he ran over a bomb in afghanistan in 2011. he'll be going to the game with a marine interest from camp pendleton. two kayak eers had to be pulled from the water last night between pie are rs 50 and 70 south of the ballpark.

choice in honor of their team. good cause there. fun kids there. hoping to get a win tonight. not those royals fans, the giants. we want the giants, the stanford kids, to get their wish come true tonight with another win. >> another wish come true with some rain. >> we definitely need that. >> it's not going to bust any droughts, but it is it is going to help in some little way. it's the high winds, that's going to make things rather dangerous not only for drivers with high-profile vehicles but also for those dry trees that it could just topple them over. even take down some power lines and cause power outages. we'll keep an eye on that. a live look at walnut creek, looks like 680, pretty drenched as you make your way down to highway 24. a swath of rain making its way bearing down on the bay area through san francisco, the east bay and into san jose. now we have some decent coverage for just about all of our neighborhoods around the bay area. we also have a wind advisory and that started at 3:00 a.m. it will run until noon. expect gustses up to 45 miles an hour, even up to 50 along the

coast and in the hills so that will cause the possibility of trees and limbs that could fall. be careful and tie down anything that is loose. current wind conditions, 24 miles per hour at sfo and flight delays. so it is it is going to put a little crimp in your travel plans if you are going to expect someone coming into the city. 23 miles per hour, half moon bay, now down to 16. southerly winds will turn into northwestern winds by this afternoon. and the showers will taper off to about noon and then we'll see spotty showers. current visibility four miles at half moon bay. we are at three miles in novato. limited in most of the areas. right now current temperatures, we're in the lower 60s, upper 50s for san francisco. the rest of the bay area. we're looking at upper 50s in petaluma. 58 degrees. 56 degrees in pittsford.

with the wind, with the moist weather, that is where we are also going to experience some possible hail. so be careful. right now the pacific satellite is showing a storm, wet and windy coming in blowing to the east. it will pass over pretty quickly. but by the game, the world series and the giants take on the royals at 5:07, current temperatures will be 63 degrees. 61 end of the game but breezy and showers most likely with the possibility of some thunderstorms in the santa cruz mountains and in the north bay. we'll remain wet but highs in the mid to upper 60s to lower 70s in the east bay. my accuweather forecast, we do have the rain today. it will dry out overnight. it will stay dry for tomorrow's game which will be nice and as we head into the workweek, things will dry out. they'll even warm up by halloween. it will cool down a little bit with partly cloudy conditions. looking great today. we need the rain. we also get the game in tonight so that's good news. >> bundle up and wear a poncho

or something to cheld yourself from the rain. a new poll shows proposition 45 may be heading to defeat. it would give the state's insurance commissioner the power to veto rate increases on your health insurance. right now only 39% say they'll vote for it. we asked michael finney to take a closer look at the measure. >> reporter: back in the 1980s the government required all drivers to buy auto insurance. there were no price controls and rates were going up. consumer watchdog jumped in and put prop 103 on the ballot and it passed. >> the wild west is over and the sheriff has come to town. and prop 103 is the sheriff. >> reporter: consumer federation of america estimates california drivers have saved more than $100 billion because of that vote. well, it's happened again. the government is telling us we must buy insurance, this time health insurance, but there are no strict price controls. so, again, consumer watchdog is

jumping into the fray. >> we all have to buy health insurance in california, it's the law. but there's no one who says it's unaffordable. >> reporter: the consumer group that put prop 45 on the ballot. >> what prop 45 does is forces health insurance companies to open their books, be transparent about why they're raising rates. it requires health insurance can company ceos to certify why they need a rate hike and the elected insurance commissioner can he reject the rate hike if he finds it's not necessary. >> reporter: now there is a major difference between prop 45 today and prop 103 back in the day. with auto insurance consumers were complete ly on their own. with health insurance there's a board set up to negotiate rates. >> we have to remember the affordable care act was health insurance reform. >> reporter: that's a health care advocate pictured here meeting with the president just last week. today he's speaking for the san francisco medical society.

negative for ebola. the woman has not been identified. she flew into new jersey yesterday and remains in isolation. this comes after a doctors without borders physician tested positive in new york. mean whale the governors of new york and new jersey have issued a mandatory 21-day quarantine for travelers who have had contact with ebola infected patients. new this morning president obama says the u.s. must be guide d b science not fear as it responds to ebola. in his weekly address the president reminds americans they cannot contract ebola unless they come into direct contact with a patient's bodily fluids. he also praises new york's quick rae action to its first ebola case promising local officials any federal help they need. >> you have to be guided by the science. they have to be guided by the facts, not father. yesterday new yorkers showed us the way. they did what they do every day, jumpingbuses, riding the subway, crowding into elevators, gathering in parks. that spirit, that determination

1:00. now to hawaii, the big island, and one town in the cross hairs this morning. abc news reporter has the race against time. >> reporter: a powerful volcano that helped create the big island of hawaii is threatening thousands of people who live here. a river of red-hot lava quickly oozing the length of six football fields in just the last two days. you can see just below here in these cracks is actual molten lava. the flow erupted from the kilauea volcano in june traveling downhill 11 miles, now less than one mile from a small town. it's really the geography that controls where this lava goes. sometimes speeding you up, sometimes it's slowing down, but it's always a threat. for some of the 10,000 people affected, evacuations could be just days away. road construction crews are racing to make sure they have a way out. the island is no stranger to

kilauea's power. it's been steadily erupting since 1983, wiping out nearly 200 homes in 1990. the volcano has been belching explosions of fair y fiery lava since and has no signs of cooling off. abc 7 news has lend that san jose police will launch an investigation into possible misconduct by its officers who may have violated the departm t department's gift policies. this following an abc 7 news exclusive report that members of its command staff accepted free tickets for 49ers games. abc 7 news reporter vic lee has the story. >> reporter: the complaint was received by the office of san jose's independent police auditor judge kordell, who will trigger an investigation by police. >> once we take the complaint in, it goes immediately over to the internal affairs unit of the san jose police department and they investigate. >> reporter: the complaint is confidential.

we do know it was filed after our story aired. we reported that assistant chief eddie garcia got free tickets to the niners first preseason game last year at canndlestick. he's on the sidelines here in it this picture with a field pass which says invited guest. he also got tickets to this game at levi stadium. deputy chief also attended this game as a guest of the niners. the department told us they were invited because it was law enforcement appreciation day and both complied with state regulations by filling out form 700, a declaration that they accepted the gifts. but they violated the gift ordinance that says upper echelon managers are only allowed to accept gifts worth less than $50. the team's front office told us each ticket was worth $187. the ordinance prohibits tickets to professional sporting events. we were eventually told that the chiefs had reimbursed the team for the tickets.

when we asked the police department when the chiefs paid, they replied last week. that was the week after we inquired about the tickets. >> once we were made aware of the actual value of the tickets and that it did exceed that amount, we reimbursed it. but, again, we're very glad to be a part of this. these partnerships help us foster stronger partnerships with the community. >> perhaps more importantly, the two chiefs appeared to have violated the department's own duty manual. judge kordell would not comment about the specifics of our story but pointed out that under the duty manual officers cannot accept any free tickets period. >> those are deemed be to be gifts. a discount, a gratuity, favors, any of these, if they're not offered to everybody, you can't take them. >> reporter: and judge kordell said again there's nothing in the duty manual about repaying people for gifts. >> if you break the rule, you can't then undo it. if you get caught, you can't

then undo it by somehow, you know, making restitution or reimbursement. >> reporter: kordell says after the police investigation is over, her office will review it to see if it was thorough, unbiased and complete. >> our office is to check on the system. so while internal affairs investigates, we are the ones that look at what they've done. >> reporter: so that investigation will go forward now that a complaint has been filed. we don't know the scope of the probe, if it's to see how rampant the gift violations are or if it's focused on specific officers. again, that's because the complaint and the investigation are confidential. vic lee, abc 7 news. still ahead on the saturday morning news, signs are popping up on a popular south bay trail. what a woman is looking for. and here's a live look from the our emeryville camera. a lot of wet roads. people may have soccer games with the kids. bring those umbrellas.

good morning. here's a live look from our san rafael camera. of it's wet in the north bay this morning. a lot of people out and about on a saturday at 6:44. just be careful out there on the roads. they're slick and windy as well. a south bay woman is on a mission to find her true love. she's going old-fashioned to find a man with whom she had a chance encounter on a bike trail. at campbell pack posters are up but this woman is looking for lost love. >> i missed the opportunity to say hello back to you when we ran into each other. >> in a world where meeting people is as easy as logging on to a computer, angie lee describes herself as old-fashioned and shy. back in july the medical social worker from san jose was walking near the popular and heavily traveled los gatos creek trail and ran into a cyclist. she had seen him before but this encounter was different. this time she felt a connection.

>> he was on the other side and i was on this side, you know, with a bike. i walked that way. >> just that moment sparked the mission to find him again? >> yes. >> angie regrets not saying more and shortly after that encounter started posting these fliers, hundreds of them, all along the trail hoping to catch her crush's eye. she describes him as being in his 40s, tall with piercing blue eyes and a fit cyclist's body. you're hoping you're going to find your, i don't want to say necessarily prince charming, but he is, right? >> he is to me. >> angie hopes others will help her in her search. campbelljuly2014. other trail users have promised to keep an eye out for hip. he's handsome. he has deep blue eyes, almost purple. and he's very fit, a cyclist. have you seen any of those guys

and it's covering right now highway 87. you can see the wetness kicked up by the cars as they drive on by. some early risers this morning that are head iing out to the roads. well, with those high winds as well, you want to be careful if you drive anything high profile because of that wind advisory. so it's going to taper off later on this afternoon but in the meantime just watch your speeds and keep both hands on the wheel. radar satellite, the swath of rain is continuing to push its way south into the east so he we are picking up those heavy returns where rain was falling harder earlier this morning. it's still damp but looks like some of the showers have actually moved on out. here's a look right now at our first forecast of showers and a chance of thunderstorms later on this afternoon so just in time for the game, unfortunately, we might even see some sprinkles and thunderstorms in parts of the bay area. but dry for game number five tomorrow, so it looks like it

will be just a tad bit warmer as well. now with those wind advisories be careful because we have those -- because of the drought, trees that are dying and so with the gusty winds, that could blow them over. they could fall onto power lines, cause power outages. be careful. we do have the winds that are right now souther ly and will turn into northwestern winds later on this afternoon. pacific satellite showing how the preb you're there, the little pressure pushing in to the bay area. it's going to move out by this evening. so for the world series game number four, giants take on the royals, the first pitch is at 5:07. bring something, bring a rain jacket. bring something that is also insulated because it will be on the cool side. also, we do have this game, stanford. they're going to be taking on the beavers. and that game starts at 1 :30. also possible showers there so just be prepared. as we take a look at highs for today around the bay area, the south bay 70 degrees in san

jose. along the peninsula windy along the coast and cooler. 56 degrees at half moon bay. in the upper 50s for millbray. the north bay wet for the duration of the day with 67 degrees. the east bay upper 60s and lower 70s. as we push inland the upper 60s turn into low 70s as you head further into antioch and livermore. and our overnight lows will be drier but on the chillier side in the north bay. 49 degrees. 46 in santa rosa in the mid to lower 50s for everywhere else. my accuweather seven-day forecast, temperatures are going to start increasing by monday. so the start of the workweek will see 74 degrees. 64 along the coast. temperatures even topping up to 80 degrees inland by wednesday and thursday. cools off just a little bit for halloween. >> and too bad that rain, they always say wedding, if it rains on your wedding day, it would be
