star causes a social media stir. announcing something no one expected. ♪ saying it's gonna be all right ♪ good morning to you all. i'm t.j. holmes. >> and i'm tai hernandez. we begin with a nurse's quarantine brewing a new debate about how to handle health care workers returning from west africa. >> let's show you now kaci hickox, third day in a mandatory quarantine. no heat, no toilet. she's saying her personal rights are being violated. tahman bradley has the details. >> reporter: inside this hospital tent, kaci hickox remains under mandatory quarantine, despite testing negative for ebola. the 33-year-old nurse is the first traveler automatically detained under new rules imposed by four states.

gastrointestinal problems. president obama met sunday with his ebola response team, as the white house continues to work on new guidelines for handling health care workers returning from west africa. tahman bradley, abc news, washington. >> and new york's governor has clarified his state's regulations. andrew cuomo said medical workers can serve the 21-day quarantine at home with twice a day monitoring. >> abc's dr. richard besser who has been to the hot zone opposes quarantine. he says health care workers don't pose a risk. >> the reason is, you can't share the infection until you're sick and sharing body fluids. so monitoring for fever works. we need to celebrate these people as heros so more people will go over. >> the obama administration says the policies in new york and new jersey not grounded in science. and conveyed its concerns to christie and cuomo. and the heartbreaking development we have to bring you this morning. after friday's deadly school shooting in washington state, a second victim, 14-year-old gia soriano has died. her family calling it a senseless tragedy.

three other teenagers remain in intensive care this morning. the shooter has been identified as 14-year-old jaylen fryberg. a popular freshman who was close friends with the victims, two of them his cousins. school will be closed all week. students and teachers turned out for a community meeting last night. >> we're grieving really hard right now. keep them in prayer, please. we can never understand why this may have happened. >> fryberg died of a self-inflicted gunshot wound. a teacher who confronted him in that cafeteria being called a hero for stopping the rampage. police in canada say a gunman who shot and killed a soldier and stormed parliament had prepared a video of himself before the attack. officials say the video is persuasive evidence that michael zehaf-bibeau's attack was driven by ideological and political motives. he was gunned down during the

parliament attack. a milestone in afghanistan. british troops turn over control in the country's deadliest taliban strong hold. afghan forces are now in control of the adjoining bases in the helmand province. some american and british troops will remain in noncombat roles as advisers. could the 2016 election be a rematch between two political dynasties? one insider says it just might happen. george p. bush, the son of former florida governor jeb bush, is the latest bush to run for office. he wants to be elected the next texas land commissioner. jon karl asked him about another possible campaign. >> so is your dad going to run for president? >> i think he's still assessing it. >> reporter: do you think it's more than 50%? less than 50%? >> i think it's more than likely that he's giving it serious thought. and moving forward. >> reporter: more than likely that he'll run? >> that he'll run.

>> and if george's father does run, it could be bush versus clinton all over ain. jeb versus hillary this time. it could get interesting or very, very old, depending on your perspective. >> we'll stick with politics. the new poll showing approval of members of congress is the worst it's ever been. 77% disapprove of the job they're doing. that is a record. 72% disapprove of congressional republicans. a quarter of the people polled like the job republicans are doing. two-thirds of those polled gave a thumbs down to congressional democrats. that's their worst rating in 20 years. and there's another part of the government under scrutiny this morning. fallout from the exploding air bags. the department of transportation will conduct a review of the national highway traffic safety administration over its handling of the air bag recall. nhtsa first got the numbers wrong, saying 4.7 million bags needed to be replaced. the next day, the number of bags needing replaced was 8 million. safety officials say 20 million should be replaced. at least three people have been killed by the air bags under

recall. a high-profile hazing trial gets under way today in orlando. it was nearly three years ago that florida a&m drum major robert champion died after being hit repeatedly during a hazing ritual. now the ex-marching band member accused of heading up that hazing is going to try. going to trial. now the man accused of heading dante martin faces up to 15 years in prison if convicted. we're seeing new pictures this morning of the lava flow in hawaii threatening dozens of homes in the rural area of the big island. the flow is moving 10 to 15 yards an hour. those in the direct path, about 50 families, must be ready to flee as early as tomorrow. >> the pacific northwest is being battered by the remnants of hurricane ana. heavy rains swept in over the weekend, bringing 60-mile-an-hour winds that toppled huge trees on to cars and homes and knocked out power to people in western washington. trees came down in the portland, oregon, area. today, the northwest continues to get pummeled with heavy rain and wind. from what's left of hurricane

drivers across the country are continuing to enjoy a price break at the pump. the national average for regular gas is now $3.05, a plunge driven by a decrease in the price of crude oil. air travelers looking for deals for the holidays should already be shopping around. the best prices can be found eight weeks in advance. tickets purchased on sundays are about $70 cheaper. that's because airlines know leisure travelers tend to shop on weekends. keep in mind mondays are the most expensive days. cvs and rite-aid are not taking payments from apple's digital wallet. publish reports say that's because of a conflict between apple pay and another mobile payment system that is still in development. the next step for both chains remains to be seen. the spirits ruled the weekend box office. the board game adaptation "ouija" took in $20 million. coming in first in its debut. the thriller "john wick" came in

the plains. and it's a great day to fly. no major airport delays are expected. the u.s. military academy says it takes reported recruiting violations by members of its football program very seriously. >> those violations came to light over the weekend. a published report saying 20 cadets, 2 officers, and 2 coaches have been disciplined. they were involved in an alcohol-fueled bus trip during which 14 underaged recruits were allowed to drink. details of the disciplinary measures have not been revealed. and some sad news to pass along. a young, promising member of the st. louis cardinals has died in a car accident. oscar taveras and his girlfriend were killed yesterday when he apparently lost control of his vehicle and went off the road in his native dominican republic. the cardinals general manager called him a gifted athlete with an infectious love for life. taveras was 22 years old. his girlfriend was 18. a dramatic rescue caught on camera. a man's car flipped over, burst into flames, trapping him

inside. one rescuer found a hammer. smashed in the sunroof and two ores pulled him out. >> are you by yourself? >> help! >> is there anybody else in there? anybody else in there? >> watch his feet! >> the rescuers say there was not a second to spare. as you can see there. just after they got the man out, there was a small explosion. the flames grew bigger. the driver was hospitalized. he's expected to be okay. some burglary suspects are being held in a new mexico jail after one of them unknowingly pocket-dialed 911. 37-year-old aaron burrough made the last call, which lasted 45 minutes. during that time, he disclosed where the robbery took place along with how he and his accomplices got away. he basically confessed to the crime. >> 911, state your emergency. >> we basically robbed him, dude. we should have gotten a lot more. look at it this way, we got away scot-free and clean.

>> the alleged criminals are said to have broken into the house of one of their mothers and stole a television. police had no problem taking them into custody. we got more reasons for you to indulge in a bit of chocolate this halloween. a new study found that a chemical in some chocolates, teas and vegetables can reverse memory loss that happens with age. but researchers say there is a very important point you need to hear. it is only found in minuscule amounts in your average chocolate bar. don't go crazy in the name of health. and an unexpected guest at a pennsylvania hotel over the weekend. a wild deer entered the days inn lobby near penn state. like anyone else would, through the automatic glass goor. the deer sprinted past the check-in counter and a clerk apparently too stunned to react. the deer ended up trapped in a bathroom hallway where he was tranquilized. a close call for a kayaker in north carolina. he toppled over in a river and his head was lodged between rocks with the water directly flowing over his face. other kayakers sprang into action.

they dislodged the man's head and pulled him to safety. we turn to some sports now. we start with the buffalo bills. they blew out the new york jets. one of the bills is pretty lucky. this could have gone really bad. >> receiver sammy watkins caught what looked like a definite touchdown. unfortunately, he started celebrating a little too early. >> he was taken down at the 5 yard line. the bills were able to score a few plays later. don't celebrate before you cross the line. >> otherwise we'll play that over and over again for you. the countdown is on ahead of tomorrow night's start to the nba regular season. and another baseball season could end tomorrow night. the reason why from our guys at espn. welcome inside "sportscenter," i'm john buccigross. bruce bochy decided to wait until game five to pitch madison bumgarner so he could go on full four days' rest. on sunday night, the giants
