twice daily and report in to county health officials. this is video of the doctor from a story we did in january after he returned from the philippines on a medical mission after the typhoon. he has also volunteered his time in haiti. in liberia, he was working with a nonprofit group international medical corps. county health officers will have latitude to impose the quarantine orders on a case by case basis. dr. sarah cody is the health officer in santa clara county. >> it sets a floor and sort of a holding legal order for someone until the local health department can interview the traveler, really understand the exposures and understanding any restrictions that might need to be put in place. >> reporter: this doctor is preparing to leave for west africa to treat ebola patients. he is affiliated with ucsf and the uc berkeley school of public health. he was planning to impose a 21 day quarantine on himself upon his return, even before the state mandate was issued. that means isolation from his 2-year-old daughter and wife.

>> i really wish i could interact with them but because of this public perception, i don't want them to be stigmatized on account of my actions in the field. >> reporter: one by one, government agencies seem to be standardizing the 21 day quarantine measure which will lead to uniformity. it will also put volunteer health workers on notice of this obligation upon their return. in san jose, david louie, abc 7 news. >> today, president barack obama met with health care workers at the white house. he said they are the ones on the front lines making a difference in the fight against ebola virus. >> we need to call them what they are which is american heroes. they deserve our gratitude and they deserve to be treated with dignity and with respect. >> the president added that in order to end the outbreak, american health workers must continue to travel to help ebola victims in west africa. there is some good news about ebola. the world health organization says the rate of infection is slowing down now in liberia.

this was the longest day of the year. how can that be, you say? the longest day of the year is supposed to take place in june. well, no, not exactly. when it's october and it's the day of the seventh game of the world series, this is the longest day of the year, because you are waiting. in a city already gushing blue, this may have been the longest day of the year. in this metropolis rising from the great plain, game seven's countdown ticked on this, the morning of and the morning after. >> i was there last night. yeah. >> reporter: what do you do if you are a baseball man with hours to kill with the biggest game of your life a few hours away? well, you leave the team hotel, you maybe take a stroll and if you are really lucky, a tv reporter approaches asking for deep thoughts. if you are pablo sandoval you give them a variation of the one game at a time philosophy and how it applies to game seven.

>> always fun. always fun, especially in the world series. not many players get to this time. >> reporter: turns out a lot of people stopped pablo today. fred got this photo, dressing his daughter in a panda hat certainly broke the ice. i understand this is their off time and they want to be with their families and just concentrate on the games, but having a little time just to acknowledge the fans, i appreciate that. >> reporter: that feeling applies even to giants brass. there is general manager brian sabian. >> the interesting thing is this team has had a short memory. >> reporter: last night's blowout equals ancient history, he said. five of six games in this series have been that way. the penultimate one, tonight. all that matters. >> the tough thing is you're on the road. it's a hostile environment, the way it should be. we expect a close game. i really think tonight will be a close game. >> reporter: despite the five or six -- despite the five of the six games being blowouts here's an interesting point. look at the differential in

runs. it's very close. the giants have outscored the royals 27-25. so even though most of these games haven't been close, the total runs, very close. expect close tonight. michael? pretty intense in there, isn't it? >> reporter: no question. you're pretty good at math. as a young child growing up playing baseball you always dream of playing in a world series. some guys get that chance, some don't. the guy tonight on the mound, tim hudson, 39 years old, the first time he will pitch in the world series. he's already pitched once and lost. he gets to pitch the ultimate game, game seven, for all the marbles. now, if timmy doesn't do well early on, madison bumgarner is ready to come out of the bull pen and take over. it will be an interesting gaming. all the hype is done. it's time to play it. this team is ready to go. >> this guy's human.

lot cooler this evening but hey, at least i have the right colors and that's what counts. from sky 7 hd, no sky 7, well, i can tell you that i call this a pond of orange and black. i noted that i said pond and not sea of orange and black, and that's because there are fewer people today than yesterday at this time. perhaps, i don't know, people are still feeling a little let down after yesterday's loss. now, the people who are already here say they are the true believers, optimism with a capital o. >> to the end i was rooting for a record-breaking comeback. once we were behind 9-0 that would have been a world series record-breaker so i believe. i believe. we didn't do it last night. we can do it tonight. >> we are going to win. it's not about if. we are going to win and we are having a parade on friday. >> reporter: regardless of the outcome, police here are asking

the director ever san mateo human services says she is horrified about allegations of improper conduct against one of her employees. he was taken into custody after a 16-year-old girl reported she has been having sex with him. the agency director says it's not the first accusation against the social worker. he has been placed on administrative leave in an unrelated abuse case. investigators are looking into whether other girls might have been victimized. a judge today sentenced a prominent santa rosa surgeon to one year in jail for seeking sex with children online. he sent more than 100 text

messages over two days in an effort to meet a 13-year-old girl. he met her in a chat room. the once respected hand surgeon no longer has his medical license and will have to register as a sex offender for the rest of his life. road rage may have led to a deadly shooting at the berkeley marina last night and tonight, police want the public's help to find the gunman. today, police released these pictures of an suv leaving the scene of this shooting. happened at the sea breeze market on university avenue. when they arrived they found a man in his 20s dead near the market. east bay regional parks investigators spent hours at the scene collecting evidence. officers are also looking for two people seen on surveillance video leaving that area about the same time. four people have been arrested after a bike heist in oakland. 46 folding bikes like these from companies that sell bikes for hundreds if not thousands of dollars were stolen early saturday morning from bay area bikes which is on broadway. several were found in the trunk of a car at the flea market

across from the college. police are still looking for more suspects and the rest of these bikes. napa residents felt another aftershock from the 6.0 quake that hit the area august 24th. the u.s. geological survey reported a quake this morning, the epicenter southwest of napa and seven miles west of american canyon. it was 4.2 miles deep. the latest comes as napa earthquake victims began applying for federal help. they got started online as the federal emergency management agency's quake assistance center finally began taking shape. in mid-september a disaster declaration by president obama made that federal assistance available for governmental agencies but not for individuals. yesterday, that was extended to private property owners. >> it can help provide rental assistance or some home repair and then they will also be referred to the small business administration to determine their eligibility for low interest loan. >> our interest rates are really

low at 2.063% for homeowners and renters. >> earthquake victims in napa and solano counties will be eligible for tax relief. the irs has postponed deadlines until january 15th of next year. a mobile payment app is competing with a big name apple pay. >> but current-c is not even up and running yet and has already been hacked. >> 7 on your side's michael finney is here with that story. >> the bad guys never sleep. everyone has been wondering how safe and secure these mobile pay systems are and now not a fantastic beginning, at least not for this one. a group of retailers including walmart and best buy created this as an alternative to payments by credit card. however, it is still in the testing stage and already trouble. the company just notified users that hackers stole their e-mails. thankfully the thieves did not

apparently get any other sensitive information such as account numbers. users were told to be careful about opening e-mail attachments. an online dating company has settled charges it was creating fake profiles of potential dates all to lure in more customers. the u.s. government charged jdi dating of the united kingdom with putting fake profiles on its websites. they include cupid's wand and find me love.com. they say the sites offered free memberships, then sent customers messages from phony suitors. customers had to pay for upgrades in order to respond to the messages. the matchups never happened because the suitors didn't exist. jdi agreed to stop creating the fakes and return more than $600,000 to customers. an online deal offered by walmart seemed too good to be true. it was in fact too good to be true. the walmart website was offering a $100 gift card for just $10.

of course, consumers snapped up the bargains. however, walmart later said it was a pricing mistake and it would not honor those gift cards. >> but this is bait and switch. can't say anything different. they offered me one thing, i accepted, and they took it away. >> walmart apologized and promised full refunds plus a $10 gift card for customers who bought the cards. that's extremely generous. you do not have to honor a mistake that was made, like if you handed them $20 and meant $10. exact same thing. >> michael, thank you. officials at nasa spent the day looking at scorched debris trying to find out why a rocket crashed seconds after launching in virginia. the privately operated and unmanned space craft went down in flames last night. its mission, to deliver food and other vital supplies to astronauts on the international

space station. nasa also loaded the rocket with experiments developed by students all across the country, including one from a middle school in oakland, urban promise academy students. they watched this failed launch on a live video link. >> everything came back down. >> we heard that we are set to relaunch. we are not sure when. but our worms are definitely going to be going to space. >> students won a contest with their experiment using worms to produce compost aboard the space station. there's a lot more to that rocket explosion. we told you about this just a moment ago. i talked about that with abc news anchor david muir this afternoon. >> great to see you. that fire in the sky, new images of the rocket explosion, the mission to nasa and what we learned about the soviet engines built in the '60s. computers in the white house hacked. we will have the latest. the unstoppable lava tonight. we are in a chopper right over that 2,000 degree lava. >> an update on the nfl dad

here are the temperatures right now. still pretty warm. 72 in san francisco. 77 oakland. san jose, morgan hill, 81 degrees. the view from the emeryville camera showing the high thin wispy clouds. 82, santa rosa. 81, petaluma. 76 in napa. low 80s concord, livermore. here's another gorgeous view as we look towards san francisco. clouds will increase tomorrow. rain and showers for halloween and we are looking at a slight chance of thunderstorms friday evening. here's the pacific satellite picture. you see that system in northern california, it's not going anywhere fast. another stalled out front. colder storm is coming. this looks more like winter and it's due in here for halloween. so when you take a look at the timing of all of this, as we head towards friday morning, the commute looks pretty bad. we could see some pretty widespread rainfall at 5:00 a.m., it looks like. at 9:00 a.m. when the halloween festivities are taking place at the schools, we will still see

some rain around most areas except maybe a few parts of the north bay. then we get a couple hour break in the afternoon. sun goes down at 6:12 p.m. when you take your little ones out trick or treating, you just may get lucky as you will notice the rain has shifted east and the showers redevelop about 9:00 p.m. and continue to spread across the entire bay area, going into saturday morning. still scattered showers going into saturday early afternoon hours. rainfall totals, for the wettest spots we are talking about three quarters to an inch and a half. everyone is going to get rain with this storm here. we are even going to see snow in the mountains. winter storm watch friday morning to saturday afternoon for the sierra above 5,000 feet. expecting four to eight inches of snow so definitely carry your chains and expect major delays. this is going to be winter driving conditions that you will be facing, if you decide to head up there. tomorrow morning, patchy fog along the coast. we will see high clouds around, upper 40s to mid 50s. then tomorrow afternoon, a little cooler than today.

69 in san francisco. 75 santa rosa. 72, oakland. still up to 80 in antioch. 79, livermore. 75, palo alto. 76 in san jose. 68 in half moon bay. here is the accuweather seven-day forecast. we have another mild day ahead tomorrow with increasing cloud cover. rainy for halloween, a slight chance of thunderstorms. notice the temperatures plunge, low to upper 60s on friday. the kids will need a sweater or sweatshirt underneath their halloween costumes when they head out trick or treating, and probably some rain boots for later in the night. and make sure you have your umbrellas in the morning, especially. allow extra time for the morning commute. saturday's showers will lead to a brighter sunday, milder weather will follow sunday on and don't forget, daylight saving time ends sunday morning. so set your clocks back one hour saturday night. if the timing is right, with this halloween storm, could be a treat for trick or treaters with that window of perhaps dry.

jose canseco tweeted this picture with a comment hope i can keep my finger. canseco needed surgery after a gun went off while he was cleaning it inside his home in las vegas yesterday. canseco is back home now recovering. canseco formed one half of the feared bash brothers alongside mark maguire when the a's won the 1989 world series. las vegas police called the shooting an accident and canseco's fiancee told a local television station in vegas that he forgot the gun had one bullet left in it. rescue crews today freed a

humpback whale that had been tangled in a line, a mooring line for 22 days. these pictures were sent from the whale entanglement team. they spent nearly five hours cutting that mooring line from the humpback whale and freeing it from the boat line. crews discovered the whale about 29 miles off the coast of monterey. rescuers say the whale's fluke seriously damaged but the animal is expected to survive. san francisco's embattled fire chief launched a new campaign to win the confidence of the rank and file following calls she should be replaced. joanne hayes-white is holding a series of meetings open to all firefighters. many lack confidence in the chief saying she did not fight hard enough against budget cuts and to resolve an ambulance shortage. the chief says she does not intend to step down. the fire commission has power to recommend her dismissal and has begun the process of evaluating hayes-white's performance. hundreds of people gathered in san jose today to celebrate the opening of a new charter school. today was the official ribbon

cutting. it's the ninth rocket ship charter school in san jose. the system boasts many accomplishments including advancements for students in reading and math. its goal is to eliminate the achievement gap in an area primarily serving low income students and get students excited about attending college. >> my personal experience, i see that it's not just a high quality education but motivational and they also encourage the students to do the best they can. >> the first year will include 465 students ranging from kindergarten to fourth grade. next year, they will transition to fifth grade. take a look at this. it's not a bird, not a plane or a bat-mobile. it's a flying car. a slovakian startup unveiled it in austria today. it can carry two people, operates on gas from regular gas stations. there it goes in the air. it needs about 650 feet to take
